Chemicals manufacturing racket unearthed
New Delhi, January 27 Acting on a complaint from one Mukul Chand, MD of Simpac Adhesives that some persons were involved in the manufacture of spurious Bond All adhesives, the police conducted an inquiry including the dealers in Paharganj, Chawri Bazar, Hauz Qazi, Kotla Mubarakpur, Lajpat Rai Market, Satya Niketan, Dabri and Sarojini Nagar. Subsequently, the police confirmed that the products were spurious. During investigation, the dealers disclosed that one Feroz Anwar had been supplying the products. Accordingly, a trap was laid and both Anwar and his associate Uppal were nabbed from Satya Niketan. The police also seized huge quantity of Bond All adhesives. During interrogation, the accused persons confessed that they were running two factories in Patparganj and Shahdara. Later, the police seized a huge quantity of duplicate chemicals and machines from these two factories. In another case, the South-West district police arrested two persons for supplying defence liquor illegally and seized 111 bottles of liquor from their possession in the Delhi Cantonment area. Acting on a tip-off, the police nabbed the accused persons, who were identified as Om Prakash and Rajesh Kumar, residents of Delhi Cantonment.
DTDC directed to pay compensation
New Delhi, January 27 Sanjay Kumar had bought a quarter bottle of whisky of Rs 30 from a retail outlet of the DTDC and recovered pieces of glass in it. He took the matter to the court. After hearing the case, the court asked the DTDC to pay the compensation and other amounts to the complainant. “The opposite parties had exposed the complainant to health hazard by selling such kind of bottle,” the District Consumer Disputes Redressal Forum (North Delhi) President, Mr K. K. Chopra, members Ms Neeru Mittal and Mr S. C. Jain said. |
Transporter shot dead in Gurgaon
Gurgaon, January 27 He was gunned down in his office in New Colony. Another person, Joginder Singh, having office adjacent to that of Bitu Motors, was also shot in the leg. Incidentally, Mr Karamveer Singh is the brother of Mr Ranbir Kataria, a councillor, who was murdered at his residence last month. Although the police reached the spot, the residents were angry and blocked the Gurgaon-Mehrauli Road. They were shaken by the way the killers opened fire and escaped with impunity. The residents later brought the body in a procession from the hospital to Daak Khan Chowk. They wanted the district police chief, Mr Alok Kumar Rai, and the Deputy Commissioner, Mr Anurag Aggarwal, to visit the site of the crime or Kalyani Hospital where the victim was rushed. They relented and lifted the blockade only when the police chief and the Deputy Commissioner visited the site and assured the residents of a quick action. The Deputy Commissioner said that two persons have been rounded up and a police team has been dispatched to Delhi for investigation. However, unofficial sources say that about half a dozen persons have been arrested in the case. According to the police chief, the assailants were in a Maruti car and a police team led by him chased their car. However, they abandoned the wheels in DLF Phase-II and slipped away. He further said that the person, Mr Ashok, against whom the car has been registered, is a resident of Palam Vihar. He has been nabbed. Ashok revealed that he had sold the car in Naraina. The authorities said there does not seem to be a political angle to the incident. However, some Congress workers say that Mr Ranbir Kataria, the elder brother of Mr Karamveer Singh, owed allegiance to the Congress. He was murdered on December 22 last. The police have yet to make headway in his case. According to one of the agitators, Mr Muni Lal, the police had just cold-shouldered his case. The shooting incident has given a jolt to the electioneering in the city which is set to have Assembly elections. |
Disabled shopkeeper killed for Rs 22
Ghaziabad, January 27 According to police, three persons have been named and six rounded up in connection with the murder of Ashish Gupta. Ashish Gupta, a cripple whose wife is also physically challenged, had a small shop opened in his flat in A Block of Brij Vihar. A few days ago, some people had taken several goods from Ashish saying that they would pay for them later. However, they did not make the payment. As they again wanted to buy some goods yesterday, Ashish asked them to first clear the dues. The rowdies felt slighted and started beating him up. Subsequently, they downed the shutters of his shop, slit his throat and escaped. At the time of the incident, Ashish’s mother was away. Only his wife was present. The intruders were said to be drunk. |
Six LLB students bid to immolate themselves
Ghaziabad, January 27 A girl student Sarita also cut her wrist vein to commit suicide for the same reason. “Next time I will sever my entire arm,” a frustrated Sarita reportedly said. The students smashed the Principal’s office and later tried to burn it down. They also organised a jam and held up traffic on the busy road for two hours on Tuesday. The District Magistrate of Ghaziabad said in the evening that it has been decided to hold the students’ union election in LR College, Vidhyavathi College and Shambu Dayal College on January 28. He said the principals of all these colleges have agreed to the elections, though the results would be declared after the court orders only. Aarti Tyagi, a student of AP College, Hapur, had also cut her wrist vein in protest against the inordinate delay in holding the elections. Subsequently, hundreds of students collected at MMH College led by Nand Kishore Gujjar, Mohd Arif and Yatinder Nagar, and asked the Principal to agree to an election in AKP College Hapur at 2 pm on January 25. However, Principal SP Singh rejected their demand and reportedly left the college in a huff. The students then became agitated and threatened to commit immolation. An LLB student, Mohd Gaffar sprinkled some inflammable material on his body and tried to burn himself. He was saved by SI CP Singh and his junior Dharminder. Both the policemen also received burns while trying to save Mohd. Gaffar. Gaffar was rushed to Yashoda Hospital and later referred to Sadarjung Hospital, New Delhi, in view of his serious condition. Gaffar, who received 40 per cent burns, is stated to be in a serious condition. The students torched the Principal’s office. Fire tenders somehow controlled the blaze. Meanwhile, students from all colleges converged on the spot and blocked the traffic on GT Road, demanding the arrest of Principal CP Singh. Top district and police officials then discussed the matter with the student leaders, Yatinder Naggar and Nand Kishore. The officials assured the students that action would be taken against the Principal. They also assured them that the Principals’ Association had agreed to hold the elections. |
Incentive scheme for property tax payers
New Delhi, January 27 Any arrears demand regardless of the year to which it relates, but up to the period of March 31, 2004, if dissolved fully, along with interest, if any, due on it, will be eligible for 20 per cent special rebate on payment made under the scheme. No rebate would be given on interest account. Part payments made against arrears demand up to the period of March 31, 2004, will be eligible for special rebate of 20 per cent of the actual payment made, the MCD spokesman said. In the case of disputed demands on account of exparte assessments or in case of set aside assessments remanded by the court laws, the tax payer may file on application along with relevant document for rectification of assessment with Assessing Officer concerned before January 31. The assessee will have the option to get his property assessed either under the old system of property tax or the new system. The taxpayer will have to make a payment of at least 10 per cent of the outstanding demand as on the date of application. The rectified demand will immediately be communicated to the taxpayer to allow him an opportunity to make payment by the due date. The payment so made, including the initial payment at the time of application and the payment made subsequent to rectification order, other than the payment made towards interest, will be eligible for 20 per cent rebate on the property tax demand for the year ending on March 2004. |
Mukhi for ban on mobiles in schools
New Delhi, January 27 Reacting to the MMS scandal, involving two students of a prominent school in the city, he said that students should not be allowed to use cell phones in school. Prof. Mukhi, who met the Chief Minister, Ms Sheila Dikshit, has submitted a letter to the government seeking a ban on the use of cell phones in schools. Citing the example of Gujarat and Rajasthan, Prof. Mukhi said the move would enable students to focus their energy and attention on constructive work and aspire for better careers.—TNS

Clothier shot at by friends
Ghaziabad, January 27 Police said the attack was a sequel to some dispute over money. A report naming three persons has been lodged with the police. According to Modinagar police, three persons descended on the house
of cloth merchant Pawan Sharma in Guru Nanak Pura. He told his friend Rajiv and two others to take a seat. Suddenly, Rajiv took out a local revolver and shot at Pawan Sharma. Rajiv’s companions then repeatedly stabbed Sharma and escaped, taking him to
be dead. Hearing the gunshots, neighbours rushed to the cloth merchant’s house and took him to a local hospital. As his condition deteriorated, Sharma was referred to a hospital in Meerut. According to doctors, his condition is serious. Pankaj Sharma, brother of the victim, has lodged a report with the police naming Rajiv and two others. |
Body of widow’s abducted son found
Noida, January 27 The child had been abducted a week ago by a man who wanted to pressurise the widow to marry him. The lover felt that the child had been proving a hurdle in his way. The police have arrested the man Berinder who had committed the crime, the Sector-20 police said. Mrs Sunita Saxena of Sorakh in Kanauj district had lost her husband two years ago. She was then married to Rajpal, the younger brother of her husband. But after a few days, Rajpal also died. Her in-laws then started mistreating her. She left home and came over to Noida with an acquaintance along with her 6-year-old son, Raja. In Noida, a neighbour Berinder became friendly with Sunita and popped the question. However, she refused. Berinder felt offended. He thought that the woman was more inclined towards Suleman, another neighbour. On January 15, Berinder abducted her son Raja to put pressure on her to agree to his proposal. However, the woman lodged a report with the Sector-20 police. Someone then informed the police that a child’s body was lying near Sector-37 drain. It was identified by the mother. The police arrested Berinder who confessed to the abduction and strangulation. He said he had abducted the boy to put pressure on his mother, but later decided to kill him so that Sunita could agree to the marriage as she would then find herself without encumbrance. |
UGC simplifies building grant process
New Delhi, January 27 In an endeavour to become more amiable, the UGC has announced a simplification in the process of grants. “The earlier process was cumbersome, required a lot of paper work and left the people confused,” said Mr Pawan Aggarwal, Financial Adviser, UGC. He said the “Simplified procedure, which comes into immediate effect, will save the authorities extensive paperwork and the performa, which in itself was a 20-page document, has been reduced to a few pages to avoid confusion”. Though all college, Central universities and deemed universities under the UGC submit their proposals for buildings at the beginning of the five-year plan, they have to The announcement of simplified procedure acknowledges the fact that utilisation of building and infrastructure grants is severely hampered by procedural requirements that make it mandatory for the Central/Deemed universities maintained by the UGC to obtain prior approval for each building project separately. “It has been decided that in respect of the Central/Deemed universities maintained by the UGC, such proposals are to be duly scrutinised by the Building and Works Committees of the Universities with technical experts on it. Later, the proposals in the required performa are to be placed for approval in the respective finance committees having representatives of the UGC and the Ministry of HRD. Where it is not feasible to obtain prior approval of finance committee, the same may be reported to the finance committee in its next meeting for ratification,” the UGC has notified. The simplified procedure is applicable to Deemed Universities not maintained by the UGC/State universities, Central universities/Deemed Universities maintained by the UGC and for colleges. The universities can also send their proposals for setting up of infrastructure for women students, teachers and non-teaching staff in universities, ‘Special Development Grant’ for universities in backwards areas, establishment of special cells for Scheduled Castes and Scheduled Tribes in universities and institutions deemed to be universities. |
Meet on dermatology
New Delhi, January 27 Elaborating on the conference, Dr Vijay Garg, Organizing Secretary General, Dermacon 2005, and also Professor, Department of Dermatology and Venereology, Maulana Azad Medical College, said, “As many as 4,500 delegates from India, SAARC countries and the rest of the world are expected to participate in this four- day scientific meet, which will deliberate on the latest developments in the field. The theme for the meet is ‘Quest for Excellence in Dermatology.’ The event will be preceded by a one-day pre-conference workshop on Advanced Dermatological Surgery and Cosmetology at the Lady Hardinge Medical College on February 2. The Organizing Secretary of the workshop, Dr Atul Kochchar, said that the workshop will have lectures and live demonstrations on the latest modalities including lasers, treatment regimens for pigmentation disorders, and dermal fillers. |

Highlighting the need for taking care of our environment, the Chief Minister, Mrs Sheila Dikshit, said it was time that we stop marauding the world and try to create a balance. “I am no scientist. Neither am I great orator or thinker. But I do believe in being able to achieve what we can, practically. The one thing that we need to recall very strongly is Gandhiji’s saying that the world has enough for everybody’s need but not for everybody’s greed,” said the Chief Minister. Why must 500 new cars be bought every day in Delhi? How was it that 20 years ago, my family had one car, and managed well? Where will we find the roads for so many cars and where will the pollution go? Do we really need two fridges or five cell phones? Mrs Dikshit said that it was time to ask ourselves questions such as these. She recalled the time her family would go around a pipal tree, as an annual ritual. “I thought it looked pretty silly at that time. But I realise it was about protecting the tree and environment,” she said. Mrs Dikshit talked about how genetically-engineered food has caused some children in America to attain puberty at the age of three. She called upon the audience to become agents or soldiers of such change, and take this concern to the people, especially to children. The Director General of the Bharat Soka Gakkai, Ms Naveena Reddi, said that the exhibition seeks to stimulate a dialogue between viewers and engage them in a provocative thought. Ms Reddi said that education would be fundamental in bringing about such change, since this would not just inform, but also motivate people to take concrete action. Capturing the mood of the exhibition via a Kenyan proverb, she said: “Treat the Earth well—it was not given to you by your parents. It was loaned to you by your children.” |
Path-breaking treatment for brain stroke
New Delhi, January 27 To reach the blockage in this area of the brain had been technically difficult and demanding. Till now, conventional treatment for such cases has been clot preventing drugs like Aspirin, Clopidogrel and
Warfarin. The disease of Atherosclerosis, responsible for such blockage, continues to grow inspite of these drugs, necessitating blockage opening procedures like stent angioplasty. A 63-year-old patient, Mr R. K. Mittal, suffered minor stroke about an year back from which he recovered completely. Last week, he developed giddiness and imbalance while walking. On investigation, it was found that out of two arteries (vertebral) of the back of brain, one was completely blocked and other (Rt. Vertebral Artery) was 95 per cent blocked at the V-B Junction. This mandated immediate opening of this artery by angioplasty and stenting of this brain artery. This was not only difficult but had never been tried in India, claimed a press release. |
