Kullu, January 18 A 12-year-old girl was allegedly raped at Bandrol village, 8 km from here, on January 16, but a case in this connection was registered today by her parents. The girl belonged to Devdhar village, near here, but she had been staying with her maternal grandparents for the past one year.

Mandi, January 18 The Reserve Bank of India had inspected the bank and found certain irregularities the way the bank’s suspended board of directors had sanctioned loans even to relatives, flouting the Cooperative Act, revealed the sources. But the Registrar, Cooperatives and new administration is yet to fix accountability of the influencial board of directors so far, who ran the show, landing the UCBL to the brink. “The inquiry has been ordered into the bank affairs as to how and who sanctioned loans, flouting the rules and norms, which will submit its reports shortly”, said Mr Pankaj Lalit Sharma, administrator, UCBL, Mandi. “Moreover, the 10-member committee has been constituted to submit a revival plan for the bank by January 27 as deadline given by the RBI”, he added. What has come to the light is that the members of the board of directors remain scot-free for contributing to the sad plight of the bank over the years, shooting up its non-performing assets up to Rs 33 per cent as it was the board of directors which sanctioned loans worth Rs 22 crore of which NPA stood at Rs 7.96 crore, and without bothering about its recovery. Talking about the steps to restore depositors’ confidence, Mr Sharma said today that the bank had recovered Rs 1.67 crore and the NPA stood at around 23 per cent. “As many as 25 cases worth Rs 1.32 crore have been cleared for execution. Auction of four cases worth Rs 40 lakh has been fixed for he said adding that 42 cases worth Rs 1.97 crore have been fixed for arbitration. The names of the 12 big defaulters released to the from today include Mr R.N. Kapur (Rs 26 lakh), Madhsudan Kumar (Rs 25 lakh), Mr P.C. Anand (24.40 lakh), Harbans lal Vaidya (Rs 22.78 lakh)Gajinder Lal Sharma (Rs 14 lakh) Mr A.C. Sehgal (Rs 15.63 lakh), Padma Malhotra (Rs14 lakh) Devinder Pal Singh (Rs 13.3 lakh), Y.N. Malhotra (Rs 11.64 lakh)Bhagat R Sharma (Rs 11.72 lakh), Mr Pravin Kumar (Rs 11.31 lakh), Mohan Singh Thakur (Rs 11.12 lakh). The three cases fixed for auction include Mr Ashish Kapur (Rs 6,13 lakh)Sunder Lal Behl (Rs 24.64 lakh and Inderjit Goel (Rs 9.86 lakh), all residents of Mandi. |

Dharamsala, January 18 Addressing a press conference, he said senior Congress leaders would also be lowering their esteem in case they settled for the post of parliamentary secretary. “Neither are they entitled to put a flag on their cars, nor can they answer in the Vidhan Sabha on behalf of the government,” he said. “Such a practice will only burden the state
exchequer. The Chief Minister should ideally reshuffle the cabinet in case there is such a need. We will oppose this move,” said Mr Dhumal. Asked whether Education Minister Asha Kumari should resign, he said in case she did not do so , it was the responsibility of the Chief Minister to take action. “How could the government be so ignorant not to know the details of the case against her? The case was started in 1996, during their own tenure,” he said. Listing out the achievements of the BJP in Kangra region, he said infrastructure worth crores was set up at Tanda Medical College and the Mini Secretariat. Hotel Kashmir House was given back to the tourism department only during the BJP regime. He further said that the Congress government was issuing contradictory statements on the MoU with the centre. “On the one hand they blame us for it and on the other they hold us guilty of not getting financial aid which we would have got in case we had give our nod to it,” he said. "Then they place minutes of the discussion between the Chief Secretary and Joint Secretary of the Finance Department on the floor of Vidhan Sabha. Can the minutes of a meeting be called the MoU ,” he questioned. “The Congress could never get more than Rs 50 lakh from the centre for the sewerage schemes. It was the BJP government which got Rs 12 crore from the 11th Finance Commission,” he said. |
No respite from biting cold in region
Shimla, January 18 Narkanda, Hatu Peak, Churdhar and some other hill ranges had a fresh round of snow this afternoon. The tribal belt was also having intermittent snow. The freezing temperatures forced people in the tribal areas and higher reaches to remain indoors. The weather cleared last night but there was no respite from biting cold as dark clouds again covered the sky in the morning. People shivered as the sky remained overcast throughout the day. Normal life remained affected in the mid-hill and upper areas as mercury dipped below the freezing point. Residents had to go without water in many areas as water in pipes was frozen. Newspapers, milk, bread and other essential items reached late at most places because of slippery road conditions. The upper Shimla areas remained cutoff as the Hindustan-Tibet Road could be opened only up to Theog by the afternoon. Most of the link roads remain closed. The state road transport corporation buses and other Rampur-bound vehicles plied via Basantpur. A few buses were sent via Theog in the evening. Efforts were on to open the main road via Narkanda which was under a thick blanket of snow. The Meteorological Department recorded a minimum of minus 1.2° Celsius in the city, while the mercury dipped to -3°C at Mashobra. In all 33.2 cm of snow was recorded in the city. The supply of power remained erratic in some areas as power line was snapped at places. The city received some snow flakes in the afternoon. Attendance in offices was thin as employees either remained at home or reached late due to slippery road conditions. A number of people broke their limbs after slipping in the snow. A number of such patients were treated at Ripon hospital for fractures today. The main roads within the city was cleared by the evening. KASAULI: Even as Shimla witnessed the season’s first snowfall holiday revelers visiting this cantonment town were a disappointed lot. With snow eluding the town on Christmas as well as New Year it was disillusionment which greeted tourists here today. With a bright sunny day greeting the visitors with barely few patches of clouds the likelihood of walking up to a white mantle tomorrow was also dim. |

Mandi, January 18 State president Kushal Bhardwaj said that the chief minister's assurance after the students met him at Dharamsala last week had yielded no concrete result so far. “We have decided to gherao the district headquarter here on February 11 if the government fails to solve the problem before that as the future of thousands of students is at stake”. He warned the students were fanning out into towns and villages to tell people about the "cold attitude "of the government towards their demand. |

Kullu, January 18 The girl belonged to Devdhar village, near here, but she had been staying with her maternal grandparents for the past one year. The police said that on January 16 Sanjay Kumar (26), a neighbour, who was living with a woman married to a foreigner, called her to his room at about 1 p.m. The grandmother of the victim had gone to nearby Seobagh village for some days. It was stated by the parents of the victim in the FIR that the alleged accused kept her in the room the whole night and raped her repeatedly. The police said that a case under Sections 342 and 276, IPC, has been registered. The accused was arrested today.
