Cong showcases Dharamsala to counter opposition

Dharamsala, January 15
The state Congress leadership is claiming that Dharamsala is fast emerging as the second capital of the Himachal Pradesh, as it is getting developed as one of the most important districts, administratively.

The claim is apparently an attempt to counter the Opposition's propaganda of discrimination against the lower Himachal region. Interestingly, an official declaration of Dharamsala as the second capital is still not in sight.

The Chief Minister, Mr Virbhadra Singh, says, "During the Congress regime, zonal offices of all departments and the headquarters of the Board of School Education as well as the Technical Education have been opened at Dharamsala so that people get easy access to the administration."

"Dharamsala has emerged as the second biggest and administratively important town of the state after Shimla," he says.

"The office of Sainik Welfare Board has been set up at Hamirpur to cater to the needs of the ex-servicemen, most of whom have concentrated in the Hamirpur, Kangra and Una districts," he adds.

The local legislator, Ms Chandresh Kumari, too feels that even though the modernisation of the city, including laying of the sewerage facility and promotion of tourism, needs to be intensified, Dharamsala is definitely second only to Shimla.

"The Congress government has initiated massive development in the Kangra region by opening up office of almost every important department and the allegations of the Opposition regarding discrimination are totally baseless," she asserts.

In the field of education, with a regional centre and a school of laws coming up, besides the biggest degree college in the state, Dharamsala will soon become the hub for higher education, she claims.

Students from Chamba, Hamirpur and other neighbouring districts are coming here to get their degrees, she adds.

"We have got financial sanction from the Chief Minister for construction of a parking lot in the main market of Dharamsala and we are also trying to get a rail tract here. The power and water supply situation will also improve after the projects finalised by the government become functional," she says.

"However, we will keep pressing for our demand to declare it the second capital of the state and I'm sure that it will be accepted the moment financial constraints involved are removed," she adds.

The CM has been camping here since January 5, which is in sharp contrast to the BJP leadership, to take stock of the facilities being provided to people.

The Opposition, therefore, has no right to make charges of discrimination against this region by the present government, she says.

Truckers’ strike hits cement unit
Ambika Sharma

Solan, January 15
With truck unions pressing for a rise in freight charges, the transportation work has virtually come to a standstill at the Gujarat Ambuja Cement (GACL) premises at Darlaghat. The two unions — the Baghal Land Losers Society (BLLS) and the ADKM Society — having at least 800 trucks have been observing strike since the past eight days.

The truckers are protesting against the company’s attitude.

Despite several rounds of talks with the district administration and the company the problem has remained unresolved. The third union, the Solan District Truck Union (SDTO) having about 1,200 trucks, has not joined the strike. Though it has given an undertaking to the company for continuing work but fears backlash from the other unions.

The vice president of GACL, Mr Rakesh Sharma, while asserting that there was no point of raising freight charges, said they were already paying higher charges than paid elsewhere in the region. As against the government rate of Rs 3.70 per km the company was paying Rs 4.13 per km.

He added that the refusal of the company to allow overloading was the major cause of contention and a rise in the freight charges was an afterthought.

As many as four additional reserves of policemen have been deployed in Darlaghat to maintain peace revealed the SP, Mr Gianeshwar Singh.

He added that DSP (Headquarters) was also camping there. A meeting of the district administration headed by the Deputy Commissioner, SP, officials of the GACL and truck union members would be held tomorrow.
