Dharamsala, January 8 Talking to The Tribune, SCA president Nishant Sharma alleged that funds out of the self-financing schemes, collected by way of paid seats, were being wasted without much planning going into it. “If the center has to be shifted out, where was the need to spend lakhs on the maintenance of the present building? Computers have been purchased and offices are being carpeted. The same money could have been spent for academic purposes,” he said. “Not just this, nearly Rs 70,000 per day was spent on the hospitality of the two-member panel of the Bar Council of India (BCI), which was here for inspection,” he added. “We have repeatedly demanded that we should be furnished an itemised account of the expenditures made by the authorities in the name of maintenance and construction but to no avail. “As per Clause (g) of the constitution of the SCA, we have a right to seek details of the expenses made out of the self-financing schemes,” he said. “Also, while the entire project is being funded out of the students’ funds, the government is claiming that it has given money for it. The nearly Rs 1 crore raised through self-financing schemes is being used,” he alleged. He further said that the HP University had sent eight teachers to the regional college two months back to fulfill the conditions of the Bar Council of India (BCI) regarding adequate regular staff. “A circular in this regard was also read out in classes. But seven of them left just two days after the inspection was over. Only the head of the Department of Laws has stayed back. Even if the others were not formally transferred, why did they come here to take just a couple of classes,” he said. “The students of the centre were not even informed about its shifting to the new location. It came as a surprise to us,” he added. The centre has a total of 80 LLB seats and these, along with postgraduate classes in science and arts are being shifted to Khaniara. Chief Minister Virbhadra Singh will lay the foundation stone in the 200 kanals of land given on lease to the centre on January 10. Another 200 kanals are being acquired. When contacted, Dr Sunil Deshta, head of the School of Legal Studies, rubbished all the allegations and said that the university had every right to utilise the money raised by way of fee for developmental works. “Since the building would take time to come up, it was necessary to do maintenance work. These very students has been complaining that unhygienic conditions prevail on the campus,” he said. “Only four teachers were transferred here and none of us has gone back. In fact, the university is in the process of filling up three more posts of lecturers and two assistant professors,” said Dr Deshta. “Taking the centre to the new location is in the interest of students and only then we can think of providing them with better infrastructure and adding LLM and five-year law courses,’ he said. |

Palampur, January 8 Addressing a public meeting here, the Chief Minister said there was no shortage of funds for development works as the plan outlay had gone up since the time the Congress had taken over. He said the Planning Commission had allocated liberal funds for the current year. The Chief Minister said the government was committed to strengthening of panchayats and civic bodies in the state. He added that several new housing colonies had come up beyond municipal limits in panchayat areas, particularly in areas adjoining the district and subdivisional headquarters. He said the people residing in these areas needed civic amenities, which could not be made available by panchayats for want of funds. It was for this reason that panchayats needed more funds and financial powers, he said. The Chief Minister said combating unemployment was a major challenge. He said the government had approved the setting of seven technical training institutes in the state, where the youth would be trained in different trades so that they could get avenues for self-employment. Mr Virbhadra Singh earlier inaugurated two water supply schemes near the town. Addressing the gathering, he stressed the need for quality construction of buildings, roads and bridges. He disclosed that a quality control wing had been set up in the state to monitor construction work, which would be headed by a Chief Engineer. Talking to mediapersons at the local rest house later, Mr Virbhadra Singh said the government was worried over the increase in cases of encroachment on government land. He said the state government had no plan to regularise encroachments on government and forest land. He said under extraordinary circumstances, if encroachers were landless, the government could regularise encroachments. The Chief Minister said though the previous BJP government had framed a policy and invited applications for regularisation of encroachments on government land, it remained confined to files. He said it was just an eyewash. He said his government had rejected the proposals of the BJP government. He said there were lakhs of cases of encroachment on government land and it was practically not possible to regularise all these encroachments. |
Butail Political Adviser to CM
Dharamsala, January 8 This was announced by Chief Minister Virbhadra Singh at a public meeting in Jia village in Palampur subdivision, after laying the foundation stone of Nabard-funded bridge over Baner Khud. He said Mr Butail was an experienced public servant and would be attached with him for all political matters. It was for the first time that a political adviser had been appointed in the state. He said it would be helpful for him in paying special attention towards development, while Mr Butail would look after the political activities. The Chief Minister said the government was exploring avenues for resource generation to repay the heavy debt inherited from the previous government, besides accelerating the pace of development. He said the government was ensuring uniform and balanced development of all areas and all sections of society with a special attention to the neglected areas. |
Procession taken out to demand justice for Harneet
Shimla, January 8 Apart from people from the Singh Sabha, representatives of various political parties and other organisations joined the family and relatives of Harneet, in seeking strict action against the guilty. Carrying placards, the participants demanded that a united fight against dowry has to be waged otherwise hundreds of innocent girls will continue to be killed. Harneet, an architect by profession, had been married to a boy in Amritsar. She was found dead at the home of her husband and in-laws in Amritsar on January 4, 2005. The family of Harneet has alleged that their daughter had been killed for dowry. Various political parties, including the Congress, the BJP, the CPI (M) and the Democratic Youth Federation of India, have condemned the death of Harneet, while demanding that the Chief Minister, Mr Virbhadra Singh, should take up the matter with his Punjab counterpart, Mr Amarinder Singh, so that the guilty are punished. |

Special package tours for tribal areas in HP
Dharamsala, January 8 This was declared by Chief Minister Virbhadra Singh, who is also the Chairman of the Himachal Pradesh Tourism Development Corporation, while presiding over the meeting of the Board of Directors of the corporation here yesterday. This was the first-ever meeting of the board outside Shimla. He said the government was committed to explore tourism potential of the state. He said the thrust should be given to expanding tourism activities in the tribal areas so that the attention could be given to both domestic and foreign tourists. “Necessary infrastructure is being created in these areas in collaboration with private entrepreneurs and locals so that economy of these areas can be strengthened,” he said. The Chief Minister said the tourism had a vast potential of employment. |
