EC observers visit Panchkula
Panchkula, January 8 The visit by representatives today also ensured that the B-1 promotion examinations for the constables in Panchkula, which were supposed to be held today, were cancelled. The award of promotion would have been a violation of model code of conduct. The Home Department, after getting the information about the visit of the Election Commission’s observers to Panchkula, had issued directives to cancel the examination. The local police received the orders for the postponement of these examinations from the IGP Ambala, in the morning. The representatives directed the officers to follow the directives of the Election Commission in letter and spirit, so that the elections could be conducted in a fair manner. They asked the officers to strictly act against any political party found violating the model code of conduct. The officers were also asked to tour the rural areas in the Assembly segments and see that the posters and hoardings related to electioneering were displayed at specially earmarked places.
Mr Amanullah directed the SPs of Panchkula and Ambala — Ms Mamta Singh, and Mr Des
Raj, respectively, about the hyper sensitive and sensitive polling booths in their respective areas, and asked them to depute appropriate security at these polling booths. The SP’s were also asked about the bail jumpers, proclaimed offenders, illicit drugs and illicit weapon recoveries in their respective areas. Later, while speaking to
mediapersons, Mr Rakesh Aggarwal, said they had been sent by the Election Commission to check any violations of the model code of conduct. “We have been checking police records to know about the recruitment of over 800 constables and a few Sub-Inspectors,” he said, while adding that they would submit the report to the Election Commission by next week. There are 38 hyper sensitive booths and 19 sensitive booths in the Kalka Assembly segment. Sources in the police say that there has not been any major change in these sensitive booths since the Lok Sabha elections held last year. |

Change of BJP candidate sought
Ambala, January 8 The group of office-bearers has decided that if the party high command does not change the candidate by tomorrow, it will work out its own course of action. “The possibility of support being extended to an Independent candidate cannot be ruled out,” an office-bearer said. He said that the state party leadership had been informed about their “displeasure” with the party ticket being given to Ms Veena Chibber. “We are in no mood to relent,” he said. Former Ambala MP Ratan Lal Kataria is believed to be making efforts to ensure that the office-bearers do not harden their stand and support the party candidate. His efforts, however, do not seem to be having the desired effect. It has also been learnt that some senior state leaders may visit Ambala City soon to placate the office-bearers. |
BJP manifesto tomorrow
Jhajjar, January 8 He said the party manifesto had given importance to issues relating to farmers, women and Dalits. He said cases registered against the farmers by the INLD government would be withdrawn if the BJP formed the next government while the loans of small farmers would be waived. |
Warrants against 4 UP police officers
Panipat, January 8 Judicial Magistrate First Class Sandeep Singh issued non-bailable warrants against Inspector Varinder Nath Mishra, Sudhir Tyagi, Surendra Malik and B.S. Bhatti of Moradabad police district of Uttar Pradesh. The warrants would be sent to the Uttar Pradesh Director-General of Police for making arrangements to hand over the officers to the Panipat police for producing them in the court on February 11, the next date of hearing. Around 20 police personnel, some of whom were not in uniform, came in two vehicles to Rajpal’s house in Gangadayal Colony on November 25, 2003, and forcibly took him away, along with his brother Sanjay and relatives Ishwar, Mukesh, Ramphal, Jogindra and Rajendra. The policemen allegedly beat them up and abused them when they were asked the reason for being taken away. Rajpal’s relatives had gathered at his house in connection with the marriage of his daughter, solemnised that day. The Panipat police lodged an FIR in connection with the case on the basis of the statement of Rajpal’s wife Murti Devi under Section 365 of the IPC at the Samalkha police station on November 27 after demonstrations by CPI(ML) New Democracy. The matter was widely covered in the media at that time. All the persons kidnapped returned to Samalkha on November 28 after their release the previous night. They told the Panipat police that they had been kept in illegal captivity at the Majhola police station in Moradabad district by the Uttar Pradesh police and had been tortured. The victims also told the police that the Uttar Pradesh policemen had snatched cash from them. They had reportedly been taken on the suspicion of being members of the Bavaria gang of robbers. The Moradabad police had not informed the Panipat police before taking away these seven persons with them, which was required under the provisions of the Criminal Procedure Code. Some of the accused had been identified by the Panipat police when its team, led by the Samalkha DSP, had gone to Moradabad for investigating the matter. Instead of cooperating with the Panipat police in its investigation, some of the Uttar Pradesh policemen had allegedly threatened to implicate the DSP in some false case in an attempt to put pressure on him to hush up the case. Following the issuance of warrants against the Uttar Pradesh police officers, Rajpal expressed the hope that they would get justice soon. |
Special first day cover of Kharga Corps released
Ambala, January 8 General Shekhawat also inaugurated a Kharga philatelic exhibition titled ‘Kharga Philex-2005’ at the Kharga auditorium at Ambala Cantonment. A number of senior Army officers were present. General Shekhawat said philately was an interesting hobby that helped the collector learn various aspects of nature, history, luminaries and important places. “I have been collecting stamps since I was young and I have passed on some of my collection to my children,” he said. He encouraged students to collect stamps. Col Vinayak Bhat and Major Kaushal (retd) were among the organisers of the exhibition. The main theme of the exhibition was commemoration of defence forces and around 3,000 first day covers and 10,000 postage stamps, including rare ones, from India and other countries were exhibited. Students from various schools visited the exhibition. |

Sonepat, January 8 According to a report, the prisoner was identified as Shafi, alias Jangu (75), said to be a member of the Kuchha Banyan gang of criminals. He died while he was being taken to the hospital for treatment. He was arrested by the police on March 27, 2000, while committing a dacoity in the city. He had been sentenced to seven-year rigorous imprisonment with a fine of Rs 5,000 by Mr R. K. Bishnoi, Additional Sessions Judge of Sonepat. A criminal case had also been registered against him in the DLF police station at Gurgaon. On January 6, he was taken to Gurgaon for hearing in this case. In the evening, he was brought back to Sonepat. His condition worsened in the night. On the way to the hospital, he died. The deceased, it is stated, has been suffering from T.B. The District Magistrate has ordered an inquiry into the death of the
deceased while in custody. |
‘Hort-Expo’ ends
Karnal, January 8 It provided an opportunity to farmers to know about modern agricultural implements and technology being practised these days. Technical knowhow on medicinal plants was also available at the exposition. As many as 4,823 entries of various horticulture crops were displayed in the competition. Dr S.S. Sindhu, senior scientist of the Division of Floriculture and Landscaping of the Indian Agriculture Institute (IARI), New Delhi, said the institute had produced more than 100 varieties of roses that could be grown by the farmers in a bid to bring diversification in agriculture and supplement their income as well. |

Sonepat, January 8 According to police sources, both the miscreants arrived on a motorcycle and forced their way into the shop of Mehar Singh Ram Bhaj and enquired about sale of paddy. Thereafter, they left the shop but within minutes returned and brandished a pistol. They demanded the entire money which had been kept in the shop. They also threatened to kill Mr Chanchal, the owner, and his subordinate. Thereafter Mr Chanchal gave them Rs 35,000. The police has registered a case and further investigations are in progress. |
Five hurt in group clash
Kaithal, January 8 A police party rushed to the village on getting the information and separated the warring groups. The village was tense after this incident. The injured were admitted to the local civil hospital here. According to some members of Dalit community, some village youths of the Brahmin community clashed with youths of their community in Dalit Basti last night. On getting information about the incident Ram Phal, a CRPF constable on leave and a Dalit and others, reached the spot and tried to
separate the youths but they were allegedly beaten by members of other group. As a result Ram Phal, Romesh Chand and Birkha Dalit received injuries. Sukhdev and Rajesh two Brahmin boys were also injured. Both sides have accused each other of attacking the opposite group. A case has been registered. |
