160 die in road mishaps in 2004
Yamunanagar, January 1
The number of people who died in road accidents in the district in 2004 was 160. As many as 73 persons were run over by trains in the same period. There has been a demand for railway flyovers on the Sadhoura road and near Pansara for the past several years.

Record performance by women cell cops

The year 2004 can be termed as a successful one for the Crime Against Women cell of the district police. Of the 446 complaints lodged at the cell, 416 have been settled. Thanks to the efforts put in by the cell officials, mutual compromise was struck in as many as 315 of these cases.

4 booked for duping man of Rs 75,000

The Sonepat city police today registered a case of cheating against four persons, including a woman, on the complaint of Mr Jai Kishan, a resident of Mohalla Kot, alleging that he had been duped of Rs. 75,000 by them.

6 killed as truck overturns
Panipat, January 1
Six persons, including four children, were killed and 19 were injured when a truck carrying them overturned near Ahar village in the district, the police said today. The truck carrying 36 brick-kiln labourers from Nalanda district of Bihar overturned last evening, they said.

3 die in road mishap
Panipat, January 1
Three persons died when the truck in which they were travelling collided with another truck on NH 1 near Sector 6 today morning. One of the dead has been identified as Prabhat, while identity of the other two could not be ascertained.

Officials directed not to brief media

Power generation in WYC units falls

Power generation by four hydel power generation units set up on the Western Yamuna Canal (WYC) has fallen below 25 per cent level. The situation is not likely to improve before April next year.

The fall in power generation has been attributed to the reduction of water flow into the WYC, which was recorded at 1992 cusecs on Friday. The power generation from the units worsened in the second half of December.

It is to be mentioned here that the Haryana Chief Minister, Mr Om Prakash Chautala, had announced on several occasions in the past that there would be no power cuts in the state after December 31, 2004.

Haryana has set up four power generation units (with two power generating units each) on the WYC. The units produce 64 MW (when the water discharge is 54 cusecs) and the power is pooled to the National Power Grid. Because of the low discharge into the canal, one generating unit in each of the power houses has been shut down, said sources in the WYC Hydel Electric Project, Yamunanagar.

The power generation from the four units was mere 15 MW on Friday.

An official in the Haryana Irrigation Department told the Tribune that because of heavy snowfall in the catchment areas of the Yamuna in the upper reaches of the Himalayas the river had reduced to a seasonal rivulet. The flow in the river was expected to improve by the end of March next year after the snow started melting in the Himalayas.

Sources in the Meteorological Department, Chandigarh, said there had been a change in weather pattern in the past few years and there was global warming at an average rate of 0.6°C. The Yamuna is mainly fed from snowfall in the upper reaches of the Himalayas and the snowfall in the past three years had reduced. Deforestation, vehicular pollution and other anthropolgical changes were believed to be the reasons of the reducing snowfall in the Himalayas.

On Friday, the water flow recorded at the Hathnikud Barrage, about 45 km from Yamunanagar, was 2305 cusecs. Water to the states of Haryana, New Delhi, Uttar Pradesh, Rajasthan and Himachal Pradesh is distributed from the barrage. Uttar Pradesh is being given 153 cusecs of water from the barrage via the Eastern Yamuna Canal and Delhi and Haryana were getting 1992 cusecs. About 160 cusecs of water was left in the river for wild animals.

On Friday, the power generation from the power house A was 4 MW (1.46 units), power house B (Bhundkala) 2 MW (1.31 units), power house C 3 MW (1.51 units) and power house D (Tajewala) was 6 MW (1.27 units). It is to be noted that when the flow of water in the WYC is 5400 cusec, each of the power house produces 8 MW each.

Meanwhile, the supply of irrigation water to 46 villages of the Chhachhrouli block continued even after the passing of new regulation limiting supply of water to the area for eight days in a rotational cycle of 32 days. The new regulation was implemented but was soon withheld after the farmers of the area forced open the gates of the rafting and ditches channels (near the Tajewala Head Water Works) of the WYC for water in the first week of December. An official of the Irrigation Department said the new government, would decide upon the fate of these villagers.

MLA-police tiff: ASP gheraoed

Tension gripped the Ambala sadar area cantonment when local MLA Mr Anil Vij and a large number of his supporters gheraoed the Ambala cantonment police station and raised slogans against the police today evening.

Mr Vij and the agitated crowd were demanding the arrest of the youths who had come to forcibly vacate the possession of a shop located at Kachha bazaar in Ambala Cantonment and also misbehaved with Mr Vij there.

According to information, the trouble started today at around 11 am when some youths of a nearby village came to get a shop vacated owned by Paveen Kumar in Kachha bazaar area. They started throwing the goods from the shop.

Meanwhile, someone informed the local MLA about the incident who immediately rushed to the spot. In the meantime, people gathered there and stone pelting started.

When the MLA tried to intervene in the matter some youths manhandled him which caused great resentment among the supporters of Mr Vij.

The police did not reach there by that time to control the situation. The agitated local residents caught hold of the youths and started thrashing them.

Some of them fled away while two of them rushed into police station to escape the agitators. Mr Vij and his supporters also reached the police station.

In the meantime the Assistant Superintendent of Police, Mr Y. Puran Kumar, reached there. Some of the agitators stopped his gypsy when he did not give them a patient hearing.

The police personnel forcibly took away the agitators.

Mr Vij and his supporters sat before the main gate of the police station to protest against the attitude of the police officer. Mr Vij has been demanding suspension of the police officer.

It is learnt that the police had arrested two of the youths in this regard to pacify the matter.

The DSP headquarter, SDM Ambala and a large number of police personnel are camping at the police station to deal with any situation.

The police officers have been persuading the local MLA and his supporters to end the dharna.

The MLA, Mr Vij lifted the dharna after persuasion of Additional Deputy Commissioner. Mr M.L. Kaushik who was officiating as Deputy Commissioner today as the Deputy Commissioner, Mr R.P. Gupta was on leave due to the marriage ceremony of his daughter. The dharna was lifted at 8.30 pm.

According to information Mr Kaushik announced the transfer of the SHO of Parao police station under which jurisdiction the dispute had taken place.

He assured that the area of Assistant Superintendent of Police will also be changed.

Hue and cry over ticket to ‘outsiders’

Congress candidates who are considered ‘outsiders’ to the Assembly seat could face rough weather in the forthcoming Assembly elections.

With Mr Vinod Sharma reportedly being considered as a Congress candidate from the Ambala City Assembly segment, the Congress leaders in Ambala City as well as Ambala Cantt have decided to come together against the `high-handedness’ of the party high command.

The Congress ticket aspirants from Ambala City have already left for Delhi to press home their point. They have decided to come together for a common cause and also inform their political bosses that giving a ticket to an outsider is not a fair deal.

“We have worked hard throughout the last five years and now at the last minute, we hear that Mr Vinod Sharma is being considered for a ticket from the Ambala City seat. This is unfair to all of us. Clearly an outsider is most unsuitable,” a Congress leader said.

He said that since the final list of the Congress candidates was not yet out, they were still hoping that their plea would be heard by those who are in the selection committee.

The Congress leaders of Ambala Cantt today held a meeting in the Congress Bhavan over the `outsider’ issue.

The ticket aspirants unanimously decided that the ticket should be given to one of the 40 aspirants instead of any person who did not belong to the Assembly constituency.

The ticket aspirants pointed out that if any outsider was given the party ticket then their sentiments would be hurt and it would not be “advisable” in the larger interests of the party.

Cut interest rate on farm loans: BJP

The interest rate (IR) on agricultural loans should be reduced to five per cent for the benefit of the farmers. This was demanded by former Union Agriculture Minister Rajnath Singh. He was delivering the inaugural speech in the two-day national executive meeting of BJP Kisan Morcha meeting in Panipat on Saturday.

Mr Rajnath Singh claimed that the erstwhile NDA government had been working to bring the IR on agricultural loans to as low as five per cent. As a step in that direction it had reduced the IR to nine per cent, he added.

Criticising the UPA Government for allegedly not implementing several schemes started by the NDA Government for the welfare of farmers, he demanded that Farmers’ Income Insurance Plan should be revived immediately.

Mr Rajnath Singh further flayed the UPA government for putting the bio-fuel policy of NDA Government on back burner. He asked the representatives of kisan morcha to raise these issues in their respective states. He also counted several farmer-friendly steps taken by Atal Behari Vajpayee government.

Speaking on the occasion, the national president of the morcha, Mr M.K. Patil said a large number of farmers of different states had committed suicides due to anti-farmer policies of the UPA government.

Mr Patil said the cotton growers had to sell their crop at the rate of Rs 1,400 per quintal during UPA Government, while the same had been purchased at the price of Rs 2,700 per quintal during the rule of NDA Government.

A number of issues relating to farmers will be discussed in the two-day national executive meeting of the morcha.

60 colonies regularised

The Haryana Town Planning Department has regularised 60 colonies of the district.

As per a release issued by the district administration here on Thursday, 15 colonies of Yamunanagar and 45 of Jagadhri have been regularised.

The residents of the colonies would have to pay development and regularisation charges to their respective Municipal Committees.

The colonies of Yamunanagar which have been regularised are: Indira Garden (Labour Colony), Ishwar Colony (Sansoli Majri), Ganesh - Khud Colony, Harbanspura Extension, Raja Garden, Tilak Nagar (Extension), Baba Colony – Ashok Nagar, Priti Nagar, Dharam – Harbanspura, Joginder Nagar, Tara Puri (Vishal Nagar), Jain Nagar – Palam Vihar, Gulab Nagar (Extension), Rana Market (Khuri Marg), Shiv Nagar Colony, Gandhari Nagar and Satyam Vihar (Harbanspura).

Marriage party finds bride’s house locked

Members of a marriage party from Zaffarpur village in Jind district had to return without the bride after they found the house of the bride at Khewra village, about 13 km from here, locked last night.

According to a report, Mr Chander Bhan, father of the bridegroom told mediapersons here today that his son Satyavan was engaged to Ms Babli, daughter to Mr Rampat Jogi of Khewra village. Ramesh, a close relative of Mr Jogi, had arranged the match a few days ago. He said Mr Jogi had seen his son a number of times before the engagement and he had come to Zaffarpur village where he confirmed the engagement of his daughter with Satyavan and it was decided that the marriage would be solemnised on December 31.

However, when Mr Chander Bhan, along with the bridgeroom Satyavan and eight other members of the family reached the house of Mr Jogi last evening. No one came to receive the marriage party from the bride’s side. When the baraat members went to the house of Mr Jogi they found the house locked from outside. Inquiries revealed that Mr Jogi had left the house after locking it in the morning. When they told the neighbours that they had come to the village for marriage, the villagers took them to the house of Mr Prem Singh where they were served with food and refreshment.

The news about the disappearance of Mr Jogi spreadlike a wildfire in the village and the villagers started negotiations with the members of the marriage party. In the meantime, Mr Subhash, a resident of Jauli village and the brother-in-law of Mr Jogi, reached there and told them that Mr Jogi did not want to marry his daughter to Satyavan. According to sources Satyavan was allegedly beaten up by Mr Jogi. He later lodged a complaint against Mr Jogi with the police.

Marriage racket busted, 4 held

With the arrest of four persons, including a woman and two girls, the Sadar police today claimed to have busted an inter-state gang of tricksters operating from the city.

According to the police, the gang used to arrange marriages of the girls after taking money from the ‘bridegrooms’ and later the girls used to return to their homes.

Those arrested had been identified as Shakeela (35), Shabana (22), Shabra (23) and Alam (25). All the arrested belong to Muzaffarnagar district in U.P. and had been living in a rented house in the Jiwan Vihar Colony on the Sonepat-Dewru road for the past few years.

Shakeela used to “sell” the two girls for Rs 10,000 to Rs 15,000 to these persons who wanted to marry them. After being married, the girls used to spend some days with their husbands and then return to their house in the city.

When the husbands came to take their wives back, Shakeela used to demand Rs 50,000 to 60,000 again. She also used to threaten to register a case of rape against them if they refused to pay the money.

A few days ago, Shabana was married to Dharam Singh of Kaithal who gave Rs 5,000 to Shakeela. Thereafter, Shabana was taken to Kaithal by Dharam Singh but she left his house after some days and returned to Shakeela. Dharam Singh came to Sonepat to take Shabana but Shakeela demanded Rs 50,000 from him. He refused to give her the money and returned to Kaithal and brought some prominent persons to Sonepat for taking back his ‘wife’ .

In the meantime, the police conducted a surprise raid and arrested the alleged accused on the charge of cheating.

160 die in road mishaps in 2004

The number of people who died in road accidents in the district in 2004 was 160. As many as 73 persons were run over by trains in the same period.

There has been a demand for railway flyovers on the Sadhoura road and near Pansara for the past several years. Besides, a large number of thickly populated colonies (Hamida, Lajpat Nagar, Jammu Colony, Vijay Colony) are situated on either side of the rail lines in the district.

The railway lines divide Yamunanagar town in two parts, with the older town on one side and the newly developed areas on the other. Sources in the GRP said most of the accidents took place because of the carelessness of the victims. They said that two-wheeler riders often try to cross the railway tracks when the gates on the crossing are closed.

According to police sources, the maximum fatal accidents (51) took place in the area falling under the Yamunanagar City police station in which 23 persons died and over 50 were injured. As many as 61 persons were killed in 51 accidents involving trucks and 16 were killed in accidents involving tractor-trailers.

There are no traffic lights on the different crossings in the twin townships of Yamunanagar and Jagadhri.

The Municipal Committee of Yamunanagar and Jagadhri have floated tenders to install lights on the different crossings. The roundabout near Jagadhri bus stand and the Agrasen chowk are two of the most accident prone areas in the towns, said sources in the police.

After the road accident in which three school children were run over by a truck near the Agrasen chowk, the district administration deputed traffic personnel to regulate traffic. Sources in the traffic police told the Tribune that the volume of traffic on the road was so high that it was not possible to guide traffic manually.

The Ambala – Jagadhri and Yamunanagar – Sharanpur national highways have turned out to be killer roads with accidents taking place almost everyday. The part of the Ambala – Chhachhrouli – Ponta Sahib national highway in the district has taken more than 30 lives in this year.

Record performance by women cell cops

The year 2004 can be termed as a successful one for the Crime Against Women cell of the district police. Of the 446 complaints lodged at the cell, 416 have been settled. Thanks to the efforts put in by the cell officials, mutual compromise was struck in as many as 315 of these cases.

The police launched a special campaign to check the increasing incidents of eve-teasing in the district. As a result of the drive, a fall was registered in such cases. As against 35 cases registered in this regard a year ago, 17 cases were reported in 2004. A fall of about 30 per cent has been registered in dowry death cases.

An official statement issued by the police here today said two cases of dacoity had been reported in 2004, both of which had been solved. As many as 1,132 Excise Act cases were registered during the year and 1,124 persons had been arrested in this regard.

As many as 121 furnaces being used to prepare illicit liquor were raided during the period. Seventy-five per cent of stolen goods were recovered. The police arrested 77 proclaimed offenders and 460 bail jumpers.

Moreover, 15 gangs involved in various criminal activities were busted. These include the notorious Pardeep Jamawari and Baljit Pokhri Kheri gangs. A huge cache of arms and ammunition, including an AK-47 rifle, were seized from Baljit.

4 booked for duping man of Rs 75,000

The Sonepat city police today registered a case of cheating against four persons, including a woman, on the complaint of Mr Jai Kishan, a resident of Mohalla Kot, alleging that he had been duped of Rs. 75,000 by them. Those booked had been identified as Surinder Kumar, president of the Sidharth Cooperative Housing Society, Sonepat, Ajit Singh, Jagdish Chander and his wife. Lajwanti, all residents of Model Town, Sonepat. However, no arrest has been made in this connection.

Mr Jai Kishan alleged that Surinder Kumar had received Rs 75,000 from him for the allotment of a plot in the society after he had paid Rs 8,500 for the agreement and another Rs 550 for registration of his name as a member of the society to him in 1992. But Surinder Kumar had sold this plot to Ms Lajwanti whose husband is the cashier of the society. Meanwhile, Surinder Kumar has denied the allegations levelled against him by the complainant.

6 killed as truck overturns

Panipat, January 1
Six persons, including four children, were killed and 19 were injured when a truck carrying them overturned near Ahar village in the district, the police said today.

The truck carrying 36 brick-kiln labourers from Nalanda district of Bihar overturned last evening, they said.

The injured have been admitted to a local civil hospital and condition of 10 of them was reported to be serious.

The police have registered a case against the truck driver who is absconding.

The deceased have been identified as Anita (19), Pradeep (5), Peru (12), Poonam (2), Pinki (25) and Chandni (2). — PTI

The collision occurred when the driver of the ill-fated truck could not apply brakes in time and banged into the rear of the truck going in front. An FIR has been registered.

Taking a serious note of the statements of a few government officials to the media regarding the developmental works initiated by the state government during the past five years, the District Magistrate of Karnal, Mr R.S. Doon, has asked them to refrain from such acts as these violated the election model code of conduct. He warned such officials of stern action if they erred again.

He said no government employee was authorised to issue any statement to the media that highlighted the achievements of the state government.

Directing the enforcing agencies to ensure strict compliance of these directions and the instructions of the Election Commission, he also claimed that all hoardings and boards highlighting the achievements of the state government from the limits of the district had been removed.

Bishnoi contributes Rs 1 crore

The Congress MP from Bhiwani, Mr Kuldeep Singh Bishnoi, has contributed Rs 1 crore out of his MP Local Area Development (MPLAD) Fund towards the Prime Minister Relief Fund for the tsunami victims.

In a letter written to the Speaker of the Lok Sabha, Mr Bishnoi said he was authorising the Lok Sabha Secretariat to draw Rs 1 crore direct from the Ministry of Planning and Programme Implementation from the credit of his MPLAD funds and remit the amount to the Prime Minister’s Relief Fund.

He said the money might be utilised for providing medicines and shelter to the tsunami victims.
