Election process ‘stayed’ in Haryana
Chandigarh, December 22 Mr Ahluwalia, who has been appointed Commissioner, Disabled Persons, by the Haryana Government, fixed December 27 as the next date of hearing, which will be held in the Gurgaon PWD Rest House at 2 p.m. Interestingly, in his two-page order, Mr Ahluwalia mentioned the Haryana Election Commission and the Election Commission of India as respondents. However, he sent the copies of his order to the “Commissioner, Election Commission, Haryana”, besides the Chief Election Commissioner, New Delhi. There is no post of Commissioner, Election Commission, Haryana. Mrs Urvashi Gulati is currently the Commissioner, Elections, and the Chief Electoral Officer, Haryana. Mr Ahluwalia has acted on a petition mentioned to have been filed by the All-India Disabled Society and other voluntary organisations working for the welfare of the physically challenged persons. He said in his order that since a blind person had to take the help of an escort or the polling officer, the secrecy of his ballot was violated. Similarly no ramps were being provided in the polling booths to facilitate the
physically challenged persons. Till these arrangements were made, he said, the election should be cancelled. If Mr Ahluwalia has his way, the state will have to be put under President’s rule since the term of the present Assembly expires on March 9. Informed sources say that to make the desired arrangements, at least six months will be required. Moreover, it seems, Mr Ahluwalia did not go through the provisions of the Representation of Peoples Act before passing the order. The Act provides that a blind person can take the help of an escort to cast his vote. It is not known whether the orders of the Commissioner for the Persons with Disability can supersede the provisions of the Act. Interestingly, Mr Ahluwalia’s own office, which caters to the needs of the physically challenged persons, is located on the third floor of a building in Sector 17, Chandigarh, which does not have any ramp or elevator. |

Yamunanagar, December 22 It is learnt that a large number of hopefuls have also applied directly to the party high command and leaders like Mr Bhajan Lal, Mr Randeep Singh Surjewala and Mr Bhupinder Singh Hooda. The list of the aspirants will be handed over to the screening committee of the party tomorrow. Some of the prominent persons who have applied for the ticket for the Yamunanagar seat include the district president (urban), Dr Raj Kumar Tyagi, secretary, HPCC, Mr Satpal Kaushik, block president, Mr Jatinder Sharma and general secretary, Haryana Youth Congress, Mr Satish
Tejwani. Interestingly, the name of Ms Krishna Pandit, who had contested the last byelection for the seat, was not there in the list of hopefuls with the district president. The Congress has always been giving the ticket to a Brahmin candidate for the seat. The list contains as many as 26 names of aspirants for the seat. Similarly, the names of a former minister, Dr Ram Parkash and a general secretary of the state Youth Congress were not in the list for the Jagadhri seat. Two former MLAs, Mr Brij Mohan and Mr Subhash Choudhary, and Mr Subhash Saini, state president of the minority cell of the party, hope to get the party ticket from Jagadhri. According to the list, five persons, including Mr Arjun Singh, former HVP leader, have applied for the Chhachhrouli seat. Here again, there was no mention of the names of a former MLA, Mr Roshan Lal Arya, Mr Fitrat Ali, who left the BSP for the Congress and Mr Naresh Kamboj, who had contested the last Assembly election on the Congress ticket. For the Sadhoura seat, as many 11 persons have applied. Mr Deep Chand, who had contested the last election, does not figure in the list. Mr Lehri Singh, district president (rural), was also missing from the list of aspirants for the Radour seat. |

Ambala, December 22 Many aspirants have put in an extra effort to make the bio-data visually appealing. In some instances, the curriculum vitaes are an eye-opener for job-seekers, who can perhaps learn a thing or two from the lay-out. While most of the bio-datas were submitted in sealed envelopes, Chandigarh Tribune was shown some. Some of the bio-datas were voluminous as they contained copies of letters of support from different organisations, appointment letters for various posts in the party, photographs of political activity and social work. The bio-data of a ticket aspirant resembled an MPhil thesis. It was complete in all respects, including a detailed index, proper pagination and flags on relevant pages. Another ticket hopeful, while providing information about his family, had given details stretching back to more than 120 years. As many as 131 bio-datas were submitted by Congress aspirants for the five Assembly segments of Ambala City, Ambala Cantt, Mullana, Naraingarh and Naggal. The maximum number of aspirants were from the urban constituencies. The maximum number of ticket hopefuls was 41 in Ambala City Assembly segment, closely followed by 40 in Ambala Cantt. Naraingarh seat had 33 ticket seekers, Mullana (reserved) seat had 12 and Naggal only five. Today was the last day for submitting the bio-datas. Since morning, ticket aspirants had made a bee-line at the District Congress Committee office to submit their bio-datas. These will be forwarded to the Haryana Pradesh Congress Committee. Congress leaders believe that there are two reasons for the large number of bio-datas. “The first reason is that everybody is aware of a Congress wave, so getting a Congress ticket will hopefully translate into victory. The second reason is that there is no fee this time to be submitted along with the bio-data,” they add. |
BJP candidates for poll on January 6
Chandigarh, December 22 Mr Bharati said the Central Parliamentary Board would finalise the candidates at its meeting to be held in Delhi on January 4. The main criteria for selecting a candidate would be his “winnability”. Firmly ruling out the possibility of any alliance with the INLD or any other party, Mr Bharati said the BJP polled about 18 per cent votes in the state during the Lok Sabha elections and was placed second to the Congress. Hence, in the Assembly elections there would be a direct contest between the BJP and the Congress. He said the political situation in the state had undergone a sea-change after the Lok Sabha elections. Mr Bansi Lal, who had proclaimed that he would not rejoin the Congress under any eventuality, had merged his HVP with the Congress to protect the interests of his son and daughter-in-law, leaving his associates in Mr Bharati claimed that most of the associates of Mr Bansi Lal, who believed in the policies of the BJP, had joined the latter, strengthening the party further. On the other hand, the ruling INLD had lost its base because of its gross misgovernance and anti-people policies and actions. He also claimed that the Lok Sabha results were a clear indication that the INLD was struggling for its survival. The BJP leader said the people had voted for the Congress in the Lok Sabha elections because they wanted to teach a lesson to the INLD. However, because of steep inflation in the past six months, the Congress had lost its goodwill. He said the Congress recently submitted a charge-sheet against Mr Chautala claiming that he had broken all records of corruption. He said while the Congress claim was true, the party should explain that all past records of corruption were set by none other than the Congress itself. Mr Bharati said the BJP supported the demand for setting up a separate Shiromani Gurudwara Prabandhak Committee for Haryana. A galaxy of senior leaders, including Mr Atal Behari Vajpayee, Mr L.K. Advani, Mrs Sushma Swaraj and Mrs Vasundhra Raje Scindia, would campaign in Haryana for the party nominees. Mr Advani would address a public meeting in Panipat on January 2 and in Kurukshetra on January 8. He would also address election rallies in Fatehabad, Bhiwani and Gurgaon. The dates were yet to be finalised. |
BJP stalwarts not to contest poll
Hisar, December 22 Talking to newspersons, Prof Ganeshi Lal disclosed that as per a poll strategy formulated by the BJP, many party stalwarts, including himself, would not contest the elections to the state Assembly. The senior leaders would focus on the poll campaign and work for strengthening the party’s base among the masses, he added. The BJP leader said sitting party MP Kishan Singh Sangwan, former MPs Ratan Lal Kataria, Ram Chander Bainda and Gurdial Saini and Haryana BJP general secretary Vir Kumar Yadav were among the senior party leaders who would not contest the elections. Prof Lal asserted that the BJP would not project any leader as its Chief Ministerial candidate. He reiterated that the party would not forge an alliance with the INLD. It was the ruling party and not the BJP, which desperately needed allies, he remarked. Meanwhile, the Congress members aspiring to get ticket continued to throng the party office with their applications. Unlike the recent Lok Sabha elections, no fee is being charged from the aspiring candidates this time. Interestingly, several members of the erstwhile Haryana Vikas Party, which has been merged with the Congress, have also requested for the Congress ticket. The prominent ones among them are former minister Attar Singh Saini, Dr Anant Ram Barwala and Mr Ramphal

Jhajjar, December 22 Mr Natwar Singh, who arrived in the afternoon on the invitation of a local party leader, who is also an aspirant for the party ticket for the Assembly elections from Bahadurgarh, returned almost immediately after completing the formality of a brief address. The ticket aspirant, Mr Bijender Dalal, had publicised that apart from Mr Natwar Singh, Mr Bhajan Lal, Mr Bhupinder Singh Hooda and Mr Birender Singh would be coming to the address the public meeting. However, none of these leaders turned up while Mr Natwar Singh took time off to rush to the venue. Except Mr Raghubir Singh Kadian, MLA from Beri, and DCC president, no other MLA or even a middle-rung leader arrived. Mr Natwar Singh, in his brief speech, called upon the people to strengthen the Congress and assured that young people would be given preference in allotting the party ticket. The gathering, which had come to listen to the state leaders, dissolved immediately after Mr Natwar Singh left the stage. Include HSGPC issue in poll manifestos, urge Sikhs
Panipat, December 22 This has been stated by Mr Jagdish Singh Jhinda, the president of Haryana Gurdwara Parbandhak Committee, which had won seven out of the total 11 seats of Haryana with the support of the Panthic Morcha in last SGPC elections. Corroborating his statement, the vice-president of the committee, Mr Joginder Singh Chawla, said that the Sikh community of the state was unanimous on the issue that it would support only that political party which would include their long-pending demand of the creation of the HSGPC in its manifesto. So much so even the Sikh leaders of Haryana, belonging to Mr Parkash Singh Badal led Shiromani Akali Dal (SAD), were also supporting the creation of a separate Gurdwara Parbandhak Committee, Mr Jhinda claimed. SAD could win only four seats from Haryana in the last SGPC elections. In reply to a question, he said the Sikh community of Haryana would not hesitate to support even the Congress if it included their demand of enacting the HSGPC in its elections manifesto. The Congress was no longer an untouchable party for the Sikhs as it had nominated a Sikh as the Prime Minister of the country, he added. According to the information gathered by The Tribune, there are as much as 12 lakh Sikh voters scattered in different districts of the Haryana, largest Sikh populated state after Punjab. The Sikhs directly influence at least 18 out of total 90 Assembly seats and have considerable population in two-dozen other constituencies. Giving reasons for their demand of the creation of a separate Gurdwara Committee, Mr Jhinda, also an SGPC member, said the Sikh community of the state was being ignored since the creation of separate Haryana state since 1966. Neither any state government nor the SGPC had paid proper attention to look after the condition of the Sikhs, he complained. Mr Jhinda said SGPC was getting as much as Rs 14 crore from seventy historic gurdwaras of the state per year but was spending only 20 lakhs for their improvement and for the welfare of the Sikhs in Haryana. Terming his demand of the creation of a separate gurdwara committee in Haryana legitimate, he said separate gurdwara committees had already been created in different states. |

Chandigarh, December 22 The EC has also stayed the appointment of 52 veterinary surgeons, whose names were recommended by the Haryana Public Service Commission (HPSC) recently. The Tribune had reported that after the code of conduct came into force on December 17, the government recommended to the Governor to administer the oath of office to Mr T.S. Tewatia as a member of HERC. However, the Governor asked the Chief Secretary to first get the clearance from the EC. According to informed sources, the EC, which has been virtually flooded by complaints regarding violation of the code by the state government, today directed the Chief Secretary not to appoint veterinary surgeons, recommended by the HPSC a few days ago. Today’s directive by the EC has put a question mark over similar appointments made in several departments in the past few days, particularly after the code of conduct came into force on December 17. In many cases, the Opposition alleges, the appointment letters have been ante-dated in an obvious attempt to frustrate the code of conduct. It is also alleged that formalities like medical examination and police verification have been dispensed with. Meanwhile, two senior Haryana Congress leaders, Mr Surender Singh and Mr Karan Singh Dalal, today met the EC and submitted a three-page memorandum along with five annexures. The memorandum highlighted how constables and Sub-Inspectors were being recruited in the Haryana Police in violation of the code of conduct. It also alleged that the government had appointed several JBT teachers after the code came into force. The Congress leaders demanded that an FIR should be registered against the Chief Minister and INLD president, Mr Om Prakash Chautala, as well as those officers who had violated the code. |
BKU warned against stopping water to Delhi
Sonepat, December 22 According to a press note issued late last evening, the judge directed Mr Ranbir Singh of Bhigan village and Mr Nihal Singh of Pugthala village and others to appear before him on December 24 for recording statements on the stay application filed by officials of the Panipat Water Service Division of the Irrigation Department in this regard. In the application, the officials have stated that the blocking of the flow of water towards Delhi was an unconstitutional act and it would lead to disaster and affect the supply of water to the farmers during the rotation period. The farmers,
they maintained, were being supplied canal water once in 32 days. Mr Vinay Kumar Yadav, Additional Deputy Commissioner, today appealed to the leaders of the BKU and other people not to take law in their own hands and not to prevent the flow of water towards Delhi on December 23. Yamunanagar, December 22 It had come to light that taking the benefit of the ‘confusion’ in data upkeep at police stations and other departments concerned, a significant number of persons holding licensed arms did not surrender their weapons during the last general elections. Even certain officials did not know about the exact number of arms licence holders. The district has taken a lead in computerisation of firearms licences in the state. The districts of Kaithal, Sonepat and Kurukshetra will soon have total computerisation of the records. With the computerisation of the records, around 6,000 persons holding licences would also have to get their licences made afresh. The new licence is like a bank passbook having photograph of the holder. There are around 10,000 persons in the district who have certificates of firearm training from the Home Guards that is mandatory for the issuance of an arms licence. “We have computerised the data of the armed licences and all licence holders have been issued notices to get their licences verified and get themselves photographed for the same”, said Mr Ramesh Gupta, District Informatics Officer. Sources in the administration said the Police Department had also been asked to speed up the verification of the licence holders. Talking about benefits of the computerisation of licence records, Mr Gupta said the system had been designed in such a way that a licence holder would be informed one month before the expiry date of his licence. According to sources in the Police Department, the earlier system of keeping the records of licences was ‘tedious’. A large number of licence holders, who shifted to other parts, did not inform the office concerned. Even the old record books had names of persons who had died. “But after the computerisation, the data management would become very smooth and it would be possible to pinpoint a particular licence holder”, claimed Mr Gupta. |

Bhiwani, December 22 Hundreds of people gave their arguments about the gotra controversy. Chander Bhan, father of the bridegroom, however, felt sorry for performing marriage of his son in haste. The panchayat decided and observed that bridegroom Bir Pal and his wife should leave village and settle somewhere outside the village by January 25. The police was deployed to prevent any untoward incident during. The marriage of Birpal, son of Chander Bhan of Maan gotra, was solemnised with the daughter of Chhatar Singh (Bhambhu gotra) of Basdi village on December 14. Some residents of Hadodi village had raised objection to the marriage stating that the bride was maternal niece (bhanji) of Sheoran gotra and since Sheoran people live in a large number in Hadodi, the marriage could not be solemnised. |
Attempt to loot rural bank
Yamunanagar, December 22 The safe’s lock was damaged and, thus, no transaction could be carried out at the bank today. It is to be mentioned here that there are no security guards at the bank which has the capacity of transactions worth Rs 3 crore. The manager of the bank could not be contacted as he was said to be on leave. As per sources in the police department, the broken locks were noticed by Harish who has rented a room on the first floor of the building housing the bank at around 3 a.m. He reported the matter to the bank’s peon, Purshotam, who lives in the village. Senior officials of the bank reached the spot. A case has been registered. Panipat: Four unidentified robbers looted cash from a youth, Sukhbir Singh of Kuatani village, at knife-point in the thickly populated area, near Qila in Panipat at around 3 p.m. on Wednesday. One of the robbers also stabbed him. He was admitted to Bhim Sen Sachar Hospital for treatment. According to information, four youths on two motor cycles asked Sukhbir Singh to hand over the money he had. On his resistance, one of them stabbed him, snatched Rs 27,700 and fled. However, the robbers had to leave one of their motor cycles on the spot as the victim raised the alarm and shopkeepers gathered there. |

Kurukshetra, December 22 The Deputy Commissioner Mr S.C. Goel, flagged off the yatra while the Director of the North Zone Cultural Centre, Patiala, Mr R.T. Jindal, Shri Jai Ram Vidyapeeth’s Chairman, Braham Sawroop Brahamchari, the Subdivisional Magistrate, Thanesar, Mr Prem Singh, the City Magistrate, Mr Jaideep, and eminent personalities of the holy city were present on the occasion. The yatra included over 30 tableaux presented by various religious organisations. The yatra was flagged off from the northern ‘parikrama’ of Brahamsarovar near the Kurukshetra Development Board amidst chanting of hymns and ‘shalokas’ from the Bhagavad Gita and blowing of the conch. It passed through various parts of the holy city before terminating at Prushottampura Bagh. The Bhagavad Gita’s ‘path’, which started here on December 5, concluded with the reading of the 18th chapter of the Gita on the premises of Shri Dakshin Mukhi Pracheen Hanuman Mandir Siddh Peeth on the northern bank of the holy Brahamsarovar today. Despite harsh weather conditions, a large number of pilgrims from various parts of the country and abroad visited the holy city of Kurukshetra during the Kurukshetra Utsav — Gita Jayanti celebrations to seek spiritual knowledge and learn more about the rich Indian heritage and culture. A pilgrim from Thailand, Mr Thamse, who was here with two of his friends on Tuesday evening, said before visiting Kurukshetra he had heard a lot about the rich cultural heritage of the country but now, being in Kurukshetra, especially on the banks of sacred Brahamsarovar, he and his friends were experiencing spiritual contentment and peace. Thousands of people, including women and children, were seen visiting the crafts mela last night even as the visibility on the banks of Brahamsarovar was less than 10 metres due to heavy fog. The Chief Minister of Haryana, Mr Om Prakash Chautala, performed ‘aarti’ and ‘deep daan’ at sacred Brahmsarovar as the four-day Kurukshetra Utsav-Gita Jayanti Samaroh came to an end this evening. ‘Aarti’ was performed with religious fervour amidst jingling of bells and blowing of conch shells. A large number of people had gathered around the sacred tank to see ‘diyas’ floating in water and the fireworks lit the sky with colourful sparks. The CM also inaugurated a programme, Bhajan Sandhya, by a well-known singer, Anup Jalota, by lighting the traditional lamp. |
Dabwali fire victims still await relief
Dabwali, December 22 Though the state government had made a number of promises with affected families, the Dabwali Fire Victims’ Association accused the administration of neglecting them completely. Talking to The Tribune on the eve of the anniversary of the tragedy, Mr Vinod Kumar Bansal, one of the injured, spoke about the indifference meted out to them. “We have been fighting for the past nine years but we are nowhere. This is highly unfortunate that the state government has done nothing in this regard except for harassing the victims,’’ said Mr Bansal who is fighting cases in the Punjab and Haryana High Court seeking compensation. As many 200 persons were injured in the accident out of which 70 were serious. The government had promised a compensation of Rs 1 lakh each to the families of the deceased while the injured were to get Rs 50,000 each. The association blamed the government of reneging on the promise by giving jobs to three persons only and that too under the “routine’’ quota of the physically challenged. Mr Bansal said the state authorities tried to divide the victims by bifurcating them under two categories, the victims whose bodies were amputated and those who were injured, announcing the formers as the beneficiaries under the announcement. Following directions by the court, the government had constituted a one-man commission headed by Justice T.P. Gupta. The association had submitted a total of 487 cases out of which 392 were regarding deaths. Statements of victims in the cases would be completed by the first quarter of next year. Though the authorities had framed a number of policies on the fire safety measures at marriage palaces, investigations made by The Tribune revealed other story. In the absence of political will, rules made by the administration had lost their meaning as even the state implementing authority offices do not conform to firefighting measures. Innumerable public documents and officials records at the offices of the Deputy Commissioner, District Police Headquarters, District Secretariat, District Courts, Ch Devi Lal University besides other government establishments are waiting for another tragedy to happen. After another fire tragedy in which 90 children were burnt alive when fire engulfed Lord Krishna Higher Secondary School at Kumbakonam in Tamil Nadu in July, the government had issued a circular through the state Education Department to the District Education Officers (DEOs) to check fire-safety measures at the schools. But nothing has been done in this regard. The District Education Officer (DEO), Ms Vidyawanti Kamboj, said the letters had been issued to Block Education Officers and the replies were awaited. There are around 1,000 schools in the district, including government, government-aided and private institutes, from the primary level up to the level of senior secondary. She said the government schools in the district were spacious and people could run out to safety in case of a fire. On the status of the private schools on having fire safety measures, the DEO showed her inability to speak on the issue. |

Ambala, December 22 Mr Suresh Garg was presiding over a meeting of municipal councillors and former MCs belonging to the Mahesh Nagar area. Mr Garg said the colonies had been regularised through the intervention of the MLA, Mr Anil Vij. He said the development work was being carried out on war footing. Mr Garg said it becomes clear that the government had taken the decision in this connection on December 11. He said now the power utility would not charge development fees in these colonies and the house plans would now be passed. |
