The hadodi gautra row took a new turn when the chairman of the Sheoran Khap 84, Mr Ram Swaroop echoed the decision of the panchayats of four villages (Chaugama) taken on December 22 at Hadodi village and cancelled the meeting to be held on January 2 at Loharu. The decision shall continue till the next decision on the row.

Serious differences over choice of candidates became apparent when members of the state election committee of the Haryana Pradesh Congress Committee (HPCC) met in the Union Capital today.

Though one section held that there was unanimity on candidates to be named for 12 Assembly constituencies, another faction contested the claim, maintaining that the final decision should be left to the Congress President, Mrs Sonia Gandhi.

There were severe differences over the award of ticket to Mr Chander Mohan, son of Mr Bhajan Lal, from Kalka.

“Insiders reveal that members of the election committee were opposed to the idea that all eligible members of a family should be made candidates either for the Lok Sabha or the Vidhan Sabha.

In case the election panel goes ahead in recommending the name of Mr Chander Mohan from Kalka and his father from Adampur, we will approach the Congress President,” said a senior leader.

Speaking to The Tribune on condition of anonymity, he said there was no dearth of good candidates for any Assembly constituency. “But leaders should look beyond their families and watch the interests of workers who have been sweating it out in the field,” he added.

In the last Lok Sabha elections, he said Mr Kuldip Bishnoi, the other son of Mr Bhajan Lal, had got the party ticket. It would be unfair now to give two more ticket to the family in the Assembly elections. “It would be unprecedented,” he added.

Initially, Mr Chander Mohan, who remained member of the Haryana Vidhan Sabha, was tipped for the party ticket from Panchkula. Another candidate in the run Usha Sharma made a strong claim maintaining that it was a Brahmin-dominated constituency and she should be made the candidate.

Incidentally, in the proposed first list of 12 candidates, there is not a single woman candidate. The candidates are Mr Randeep Singh Surjewala, Mr Chander Mohan, Mr Bhajan Lal, Mr Mange Ram Gupta, Mr Shadi Lal Batra, Capt Ajay Singh Yadav, Rao Narinder Singh, Rao Daan Singh, Mr Balbir Pal Shah, Mr Om Parkash Jindal and Mr Paramveer Singh.

Sources maintain that Mr Bhajan Lal, who is President of the Haryana Pradesh Congress Committee, is keen that besides him, one of his sons should be in the Assembly.

Mr Bhajan Lal, a Chief Ministerial candidate, has his failing health going against him.

Want BSP ticket, pay Rs 1,000

The Bahujan Samaj Party (BSP) is the only political organisation in Haryana which is charging a fee from the applicants for party ticket for the coming Assembly elections. No other party in the state, including the Congress, the BJP, the INLD and the CPM, are officially charging anything from ticket aspirants.

The BSP general secretary and in charge of party affairs in Haryana, Mr Narender Kashyap, said here that they were charging a fee for Rs 1,000 from every applicant for ticket. So far, around 500 requests for party ticket had been received, he said.

Inquiries made by The Tribune revealed that the Congress had charged a fee for Rs 5,000 from the general category aspirants and Rs 2,500 from the reserved category hopefuls who had applied for party ticket during the recent Lok Sabha elections in the state.

However, no fee is being charged from the aspirants of party ticket for the coming Assembly elections. According to party sources, the fee exemption had been granted following efforts by state Congress president Bhajan Lal.

The BJP is not charging any fee from the applicants for party ticket. The state spokesperson for the party, Dr Sarvadanand Arya, said there was no culture of applying for ticket in the BJP.

The president of the state unit of the party, Prof Ganeshi Lal, was visiting Assembly segments to know the opinion of BJP workers in this regard, he added. Following this, a tentative list would be handed over to the Central parliamentary committee of the party, which would have the final say in this regard.

An official INLD spokesperson, Mr Rajmal Kajal, when contacted, maintained that there was no procedure to apply for party ticket in the INLD. Hence, there was no question of charging a fee in this regard.

The district secretary of the CPM, Mr Prabhat Kumar, asserted that there was no provision of charging any amount for the grant of party ticket. He said district committees sent the names of aspiring candidates to the state committee, which forwarded the same to the party’s Central leadership.

Interestingly, amidst allegations of hefty amounts exchanging hands for the grant of ticket in various parties, the BSP has emerged as the only party in the state which is officially charging fee from the wannabe MLAs.

Scramble among Cong ticket aspirants

There is virtually a scramble among the aspirants for the Congress ticket from three Assembly segments of Jatusana, Rewari and Bawal (Reserved) in Rewari district.

The DCC president, Mr Harish Saini, said here yesterday that as many as 24 aspirants had applied for the party ticket from Bawal and 21 from Jatusana, while there was only one applicant from Rewari. Besides, several others had sent in their applications direct to the state election committee, he added.

Capt. Ajay Singh Yadav, officiating chief of the Haryana Congress Legislature Party; who submitted his biodata direct to the state election office , was expected to be renominated from Rewari, while Mrs Shakuntala Bhagwaria, vice-president of the HPCC and former minister, was the most formidable contender from Bawal.

Interestingly Jatusana, which is an old bastion of the Union Minister of State for External Affairs, Rao Inderjit Singh, was now placed in a queer situation. Officially Rao Ajit Singh, Rao Yadvender Singh alias Rao Baljit Singh, both younger brothers of Rao Inderjit Singh, were among the ticket-seekers from Jatusana while numerous supporters of Rao Inderjit Singh were reportedly pressing him to facilitate his wife Maneeta Rao’s entry into the poll fray from Jatusana.

Besides Major T.C. Rao (retd), chairman of the ex-servicemen’s cell of the Delhi Pradesh Congress Committee, Mr Anil Rao, a former general secretary of the erstwhile Haryana Vikas Party and close confidant of Mr Surender Singh (son of Mr Bansi Lal) and several others were also among the contenders for the party ticket from Jatusana.

5 of family killed in mishap

Panipat, December 31
Five persons of a family, including three women, were killed and one seriously injured when the car in which they were traveling collided with an oil tanker on the Panipat-Khatima road in Muzaffarnagar district, about 45 km from here, last night.

The Superintendent of Police, Muzaffarnagar, Mr G N Goswami, said the accident took place possibly due to poor visibility due to heavy fog.

The deceased had been identified as Satbir, Rita, Kabuli Devi, Soni and Om Bir.

The injured, Pradeep, was rushed to the nearest Civil Hospital where his condition was said to be out of danger, the SP said.

Satbir was a government contractor and was going from Muzzarrarnagar to Kasampur village in Baghpat district with his family.

Meanwhile, two more persons were killed in separate road accidents in Muzaffarnagar district early this morning.

Ambala, December 31
Four passengers were killed and five others injured in an accident on the G.T. road early this morning. The accident took place when a Qualis collided with a truck near Shastri Colony at about 4.30 am. The Qualis was coming from Gurgaon .

The deceased have been identified as Manoj (20), Vijay (25), Shivnath (40) and Laxmi (20). The injured have been identified as Sandeep, Hitesh, Rambir, Chandrawati and Qualis driver Rajeev.

The injured were taken to the Ambala Cantt Civil Hospital, where Chandrawati was later referred to the PGI Chandigarh.

Khap cancels Jan 2 meeting

The decision shall continue till the next decision on the row.

The new directive has lost the last hope for Birpal and Praveen as the Sheoran Khap is considered as the highest institution in Sheoran gautra. It may be recalled that the Sarvjatiya Sheoran Khap had issued a direction explaining that the khap did not agree with the decision of the chaugama panchayat and a meeting would be held on January 2 in this connection. The chaugama panchayat had announced its decision that Birpal and Praveen would have no connection with the family of Chander Singh and they would be disowned from the property of Chander Singh, besides they would live outside the border of the village forever. Chander Singh had earlier signed the orders of the panchayat that he would not marry his son with the girl having the Sheoran gautra. But he rebuffed the decision and solemnised the marriage where it had been fixed. The Umbraged panchayat then directed Chander Singh to disown Birpal and Praveen from his moveable and immovable property and to produce its proof before the panchayat by January 15. The panchayat took a decision and said that no girl of the Sheoran gautra would be married in the village in future.

Committee to help tsunami victims formed

A meeting of the city-based intellectuals, political leaders and members of several social organisations was held here under the chairmanship of senior Communist leader Prithvi Singh Gorakhpuria to express condolences to the tsunami victims.

A 21-member Tidal Tragedy Relief Committee was also formed on this occasion. Mr Banwari Lal Bishnoi was elected the convener of the committee. The committee will collect relief material for the tsunami victims.

Mr Bishnoi appealed to all residents of the city to contribute liberally for the noble cause. He said a condolence meeting in this regard would be held on January 3.

Meanwhile, the members of the Haryana State Veterinary Association have decided to contribute a day’s salary for the relief and rehabilitation of the affected people. The association has expressed grief over the tragic event.

The state committee of the Janvadi Mahila Samiti has also expressed sorrow over the calamity. The members of the committee have decided to collect cash and relief material from the city residents and send it to the affected people.

The Financial Commissioner and Principal Secretary, Public Health, Haryana, Mr N. Bala Baskar, has, meanwhile, appealed to the employees of Public Health Department to contribute at least a day’s salary towards the rehabilitation of the families affected by tsunami.

VHP rues falling Hindu population

The Vishwa Hindu Parishad (VHP) today expressed serious concern over the dwindling Hindu population in the country and a steady increase in the population of other communities, especially Muslims.

The firebrand VHP vice-president, Mr Giri Raj Kishore, said after a meeting of the parishad’s board of trustees here that if the current indices of demographic changes were taken into account, the number of Muslims on the Indian subcontinent would equal the Hindu population by 2051. If the trend continued further, then by 2061, the Hindus would be reduced to a minority community.

He said what was worrisome was that major demographic changes could result in geographical alterations. History had proved that nations tended to disintegrate whenever there were demographic changes. Russia should be an eye opener for the country’s leadership.

He said closer home, in Jammu and Kashmir, Hindus had been thrown out by the majority community. Likewise, in the north-east states, the main reason for the disturbances was that Christians had become a majority community.

Mr Kishore said in many states, including Bihar, Uttar Pradesh and West Bengal, several districts bordering Bangladesh had become Muslim dominated because of large scale influx of Bangladeshis. The VHP wanted the Centre to identify the aliens and expel them while at the same time it should take steps to end migration.

The VHP leader said India was not an overpopulated country as yet and therefore there was no logic behind strict family welfare norms. However, there should be a uniform policy and law for this. If the Hindus had by and large accepted the two child norm, the law should make this norm applicable to other communities, including the Muslims.

Mr Kishore regretted that no political party and successive governments at the Centre, including the NDA government, had taken this issue seriously because of vote bank considerations. But time had come to look at the problems seriously from a long term perspective to save the nation from another catastrophe in the near future.

He said in reply to a question that the VHP had no objection to conversions but in the long term large scale conversions could prove to be an insurmountable problem. The North-East unrest was the result of Christian conversions, which went on unchecked for years together.

Magistrate’s ban on persons accompanying nominee

In order to ensure peaceful conduct of polling process for the ensuing Vidhan Sabha elections to be held in Haryana on February 3, 2005, the District Magistrate, Karnal, Mr R.S. Doon, has banned the presence of unwanted persons before the Returning Officer at the time of filing of nomination papers by the candidates.

He said it was observed in the past that whenever a candidate filed his nomination papers, a large number of supporters accompanied him and they also raised slogans, which affected the law and order situation and caused hindrance in the filing of nomination papers.

He said now it had been decided that only the election agent, proposer of the candidate, legal adviser and limited number of supports would be allowed to accompany the candidate for this purpose.

He said these orders would remain in force from

January 10 to 20 and those found violating them would be prosecuted as per the existing law.

69 illegal colonies regularised

The Haryana Government has regularised as many as 69 unauthorised residential colonies in Sonepat city with immediate effect.

According to official sources, a list of these colonies has been received by the Sonepat Municipal Council for approving the building plans after receiving the development charges from the owners of the houses who had built houses without the approval of the Municipal Council.

The state government has also directed the Municipal Council to make arrangements for providing basic facilities like drinking water and electricity as well as sewerage in these colonies. Similarly it has also directed to take up work for the construction of roads and parks in these colonies on a par with other residential colonies.

The state government, it may be recalled, had declared these residential colonies as unauthorised as these had come up without seeking the approval of the state government. The Chief Minister, Mr Om Prakash Chautala, had repeatedly announced that these colonies would not be regularised by his government. Instead Mr Chautala had directed the district administration, the Public Health Department, the Uttar Haryana Bijli Vitran Nigam and the PWD (B& R) as well as the civic bodies not to provide any basic facility to these till these colonies were approved by the government.

The state government has, however, not yet regularised as many as 19 residential colonies, which are situated on the outskirts of the city. No reason has been given in this respect. — OC

Cong clears 12 candidates for Haryana

The Election Committee of the Haryana Congress, which met in Delhi today, reached unanimity on candidates to be fielded from 12 Assembly constituencies.

According to informed sources, the committee members agreed on candidates from Uchana (Mr Birender Singh), Narwana (Mr Randeep Singh Surjewala), Kalka (Mr Chander Mohan), Adampur (Mr Bhajan Lal), Jind (Mr Mange Ram Gupta), Rohtak (Mr Shadi Lal Batra), Rewari (Capt Ajay Singh Yadav), Ateli (Rao Narinder Singh), Mahendragarh (Rao Daan Singh), Panipat (Mr Balbir Pal Shah), Hisar (Mr Om Prakash Jindal) and Tohana (Mr Paramveer Singh). Barring Mr Paramveer Singh, all other candidates are either sitting MLAs or have been contesting from the same constituencies. Mr Paramveer Singh is a son of Mr Harpal Singh, a former Haryana Congress President. Tohana is the traditional seat of Harpal Singh.

HAU cancels New Year celebrations

The Haryana Agricultural University (HAU) authorities have cancelled the New Year celebration and prize distribution function which were scheduled to be organised tomorrow.

An official press note issued here today said the function had been cancelled in the wake of the tsunami tragedy.

Meanwhile, the HAU Teachers Association has expressed deep shock and sorrow over the national tragedy. The association has appealed to all teachers of the university to contribute an amount equal to a day's salary for relief and rehabilitation of the victims.

Husband axed to death

A woman murdered her husband with an axe at Rattatheh village in this district last night. The couple had an altercation before the incident.

According to reports, victim Jasbir Singh (36) was married to Paramjit Kaur. The couple used to quarrel over petty matters. The two had an altercation yesterday after which Paramjit Kaur took an axe and hit on the head of her husband several times till he died. The police has registered a case under Section 302 of the IPC.
