Speaker unhappy over exclusion of name
Panipat, January 5 Expressing his unhappiness over exclusion of his name on the first list, he expressed hope that he would be included on the second list. However, unconfirmed reports suggest that the chances of the allocation of the INLD ticket to him from his permanent Naulatha Assembly constituency of Panipat district this time are poor as its supremo has agreed in principle to leave this seat for the BSP, in case of its most likely alliance with the latter. Kadian is aware of the latest developments. Asserting his claim on the seat, he said the Naulatha seat should not be left for the BSP as it had no base. He said he had defeated its candidate, Ranjeet Rodh, from the seat with a margin of 25,481 votes in the last Assembly elections. The margin of his victory was fourth highest in the state, he said, adding that, he had got as much as 54.46 per cent of the total polled votes whereas Congress candidate and former minister Parsanni Devi had even lost her deposit. While he got 44,882 votes, his nearest rival BSP candidate Ranjeet Rodh could get only 19,401, he added. Further, his seniority in the INLD may be judged from the fact that he had not only worked under the leadership of the late Deputy Prime Minister, Choudhury Devi Lal, but also elected three times in 1987, 1991 and 2000 Assembly elections from the seat. Kadian won the elections in 1991 as an erstwhile Janta Party candidate and got 24,582 votes. He defeated his nearest rival Satbir Singh Malik of the Congress with a margin of 948 votes at that time. However, he lost to the Haryana Vikas Party (HVP) candidate Beejendir with a margin of 1,033 in 1996 elections. In reply to a question, Kadian said he would not leave the INLD even if he was not allocated ticket even during the release of the final list of its candidates. |
Mahila
Congress demands 14 seats Karnal, January 5 Revealing this to The Tribune on the telephone, a senior leader of the Mahila Congress said she was hopeful that their demand would be considered keeping in view of the party’s commitment to provide 33 per cent reservation to women in politics. The leader said, “The seats demanded by the Mahila Congress do not include those women leaders who had directly applied for tickets”. She said the body had recommended selective names of only those women aspirants who had applied through the district units of the Mahila Congress. However, we are not opposed to those women who have applied for the party ticket directly, rather we will be happy if the party high-command considers more names of women other than those recommended by us”, she added. The Congress had given only 10 tickets to women candidates during the 2000 Assembly elections. They were Sudarshan Dua from Ambala cantonment, Kiran Bala Jain from Ambala city, Raj Rani from Asandh, Prasanni Devi from Naulatha, Shashi Saini from Thanesar, Kartar Devi from Kalanaur, Anita Yadav from Salhavas, Chandrawati from Barhra, Shakuntala Bhagwadia from Bawal and Renu Poswal from Narnaul constituency. However, Anita Yadav was elected to the Assembly. Similarly, the Congress gave six tickets to women during the 1996 and six during the 1991 assembly elections. The state unit of the Mahila Congress was hopeful that the party high-command would sympathetically consider its demand and the number of women candidates to be fielded in the elections would be increased from the previous elections. A delegation of the Mahila Congress had also met senior leaders of the Congress, including Ms Sonia Gandhi and members of the central committee entrusted to finalise the list of candidates so as to exert pressure for seeking more tickets for women candidates. |

Advani asks voters to give BJP a chance
Faridabad, January 5 Addressing the first public meeting here after the release of the first list of the BJP candidates for the State Assembly polls, Mr Advani claimed that the people of Haryana deserved a change in its political scenario as they had already tested both the Congress and the present ruling party and had suffered due to the problems of ‘corruption’ and ‘parivarwad’ (family rule politics). He claimed that these were one of major issues that were faced by the people. These issues had become a major hurdle in the development of the country. Focusing the 40-minute speech on these topics, Mr Advani lambasted the Congress-led UPA government at the Centre and accused it of shelving all main development projects launched by the NDA
government. Claiming that undecisiveness and abrupt changes in the policy matters and programmes aimed at the larger interest could only bring destruction. He said that the Congress-led government at the Centre had stopped several major development programmes started by the earlier government, including linking of the rivers nationwide, and construction of the Highways and roads without any reason. He said the NDA would have made the progress smooth and easy towards making India, a developed nation by 2020, if the party had got another chance in the last Lok Sabha elections. Claiming that it was not the Congress that had prevented the BJP to return to power but the role of the coalition partners of both BJP and Congress, which had played a big role. Stating that while the BJP represented the ‘rashtravaad’ (nationalism), the Congress was the symbol of ‘parivarvaad’ (family politics). He alleged that majority of the decisions in the Congress party were taken, keeping in view the interests of one family only, and said it was not in the interest of the country to give power to such a party. Regarding Haryana, he said the menace of ‘corruption’ and ‘family rule’ politics was a main problem and it could be eradicated and a change could be brought here, if the BJP was given a chance. Mr Advani also criticised the ‘treatment’ meted out to the Shankaracharya’ of Kanchi and claimed that it was not only an example of ‘indiscrimination’ with the Hindu community but also an insult to the religious sentiments of the majority of the people’, “as an individual of the status of a Shankaracharya’ deserved a better treatment.” Mr Advani added. Mr Shiv Raj Singh Chauhan, in charge of the Haryana unit of the party also asked the people to vote for the BJP so as to bring in a political change in the state. Claiming that the issues of water, power, unemployment and corruption had been the main issues, he alleged that the five years of the Chautala rule had resulted in only a ‘jungle raj’. He claimed that the party had emerged a formidable force and an alternative to the parties, which, he said, had failed to deliver so far. The Vice-President of the BJP and the MP from Sonepat, Mr Kishan Singh Sangwan, Haryana Chief of the party, Mr Ganeshi Lal, former M.P, Mr Ramchander Bainda and all five candidates of the party in the district, whose names had been announced were present on the occasion. |
BJP office-bearers threaten to resign over ticket issue Ambala, January 5 A group of BJP Ambala City office-bearers today raised a banner of revolt against the allocation of ticket to Ms Veena Chibber and have threatened to resign if the decision of the party high command is not immediately reviewed. However, Ms Veena Chibber said this development would have no impact on her candidature. “People of Ambala City know about my work and this will not hamper my campaigning,” she said. She stated that at least three office-bearers, who are said to have signed the resignation letter, have come and told her that they have not threatened to resign. “Ms Namrata Gaur of Mahila Morcha, Mr Virender Singla and Mr SK Chadha have categorically told me that they are not even aware of this development,” she said. While there were murmurs of dissent even before the party ticket was allocated to her, the party office-bearers today openly questioned Ms Chibber’s candidature. The resignation letters have been signed by some office-bearers of BJP Ambala City mandal, Ambala City (urban) mandal, Ambala City (rural) mandal and the youth wing. The resignation letters have been forwarded to the party high command. The office-bearers have claimed in their resignation letter that Ms Chibber was an incorrect choice as the party candidate. “Before the election, senior party leaders had sought our opinion and we had recommended suitable candidates. But the party leaders have ignored our opinion,” they said. Apparently, the names of Mr Faqir Chand Aggarwal, former deputy speaker of the Haryana Assembly, and Master Shiv Prasad were also being considered as candidates from Ambala City. It has been alleged that the BJP candidate in the Lok Sabha election, Mr Ratan Lal Kataria, lost by a margin of about 22,000 votes from Ambala City due to the lack of interest shown by Ms Veena Chibber. |

Captain ready to campaign in Haryana
Chandigarh, January 5 Talking to reporters at the CII this afternoon, Mr Amarinder said the SYL issue and his campaigning for his party in Haryana were separate issues and should not be mixed. Justifying his government’s stand regarding the termination of inter-state river waters agreements, he said he would campaign for the party in Haryana if directed by the party high command or the Haryana Pradesh Congress Committee. It has been reported that the central high command has been shunning the Punjab Chief Minister for the past many months because of the Haryana elections. The Congress President, Ms Sonia Gandhi, has been avoiding to come to the state even on important occasions and ignoring the invitations of the government in this regard. Even the top brass of the Congress in Delhi is of the view that Capt Amarinder Singh’s active role in the termination of water agreements with neighbouring states, including Haryana, would harm the interests of the party in the polls to be held next month. He clarified that: “ Till date we have not touched a drop of water from Haryana or Rajasthan nor do we intend to do it. In fact, we are giving them their full share. The fight is only to protect Punjab’s share of water in future.’’ He accused the SAD president and his predecessor, Mr Parkash Singh Badal on adopting a double standard on the SYL issue. On one hand he talks of protecting Punjab’s interests, on the other hand he is asking for 15 seats from the INLD to contest the Haryana poll. The Chief Minister also charged him with being in league with the INLD president and Haryana Chief Minister, Mr Om Prakash
Chautala, he should answer the people that why he failed to bring in a legislation to protect state’s
interest on river waters, he said. Reiterating his stand on the
ADGP, Mr S.S Virk, Mr Amarinder Singh said he would meet the Union Home Minister, Mr Shivraj Patil , to pursue his case for an extension in the deputation period. He said the minister had assured him to reconsider his case when the matter was earlier discussed at the Jor Mela and he had already written to him in this regard. Without naming any officers, he said action would be taken against those officers who were lobbying for the DGP’s post by campaigning against Mr
Virk. “It does not behove the uniformed force to resort to such tactics,’’ he said. He brushed aside the question whether Mr Virk’s name figured among the names he was considering for the post of the new DGP as the present incumbent, Mr A.A
Siddiqui, retires on January 31. |

Number of voters up in Sonepat district
Sonepat, January 5 According to official sources, the final list of the voters has already been published by the State Electoral Officer. As many as 841 polling booths have been set up in the six Assembly segments of the district instead of 836 set up in the last Assembly election. The increase in the number of polling booths was necessitated in view of the increase in the number of voters this time. Meanwhile, the Deputy Commissioner-Cum-District-Electrical Officer, Mr Vidya Dhar, has asked leaders of various political parties to cooperate with the district administration for the conduct of free and fair elections. He also warned the officers on poll duty against trying to influence the voters. Any poll official found casting the vote on behalf of any voter would be booked, he added. The DC was addressing a meeting of the representatives of all political parties here today. He also added the prohibitory orders under Section 144 Cr PC would be enforced during the election campaigns. |
Surjewala promises to abolish anti-farmer laws
Chandigarh, January 5 In a statement issued here today, Mr Surjewala said all farmers killed in the police firings during their peaceful agitation would be honoured as martyrs and at least one member of their family would be given a government job. The government would also withdraw criminal cases against the farmers. All those involved in selling of spurious seeds, pesticides and insecticides would be treated as serious offenders of law and a strict action would be taken against them. Mr Surjewala said the Congress Government would formulate welfare schemes for farmers in consultation with the BKU leader, Mr Ghasi Ram Nain, and other representatives of farmer bodies. He said the INLD had come to power with the help of populist promises of social and economic well being of the farmers. However, ever since it had come to power, the reverse had been taking place. The hapless farmers had been arrested under false cases. He said an inhuman law was still in force under which small farmers could be arrested and the possession of their land could be taken over, if they failed to repay any loan. |
Venod Sharma among probables for Ambala City seat Chandigarh, January 5 Despite protests from the Congress leadership in Ambala, his name is reported to be on the top of the panel, submitted to the party high command by the state Congress leadership. A former Civil Supplies Minister in the Narsimha Rao Government, Mr Sharma is said to be close to Ms Sonia Gandhi, who appointed him a member of the CWC. It is reported that Mr Bhajan Lal, state Congress President too has given his consent for inducting his name in the list of probables. Mr Sharma’s supporters justify his claim over the seat by saying that he had business interest in Haryana that included a sugar factory at Indri near Karnal. The other candidates in the panel include Mr Pawan Walecha, supported by Randeep Surjewala and Usha Sharma, Ms Sumer Chand Bhatt and Balwant Gupta. At least three candidates, namely Ms Usha Sharma, Ms Sumer Chand Bhatta and Mr Balwant Gupta are being supported by Mr Bhajan Lal, Haryana Congress President. Ms Kiran Bala Jain, who contested the last election from this constituency and lost, is reportedly not in the race. The Ambala seat is divided on the caste basis with a majority of the voters being Banias, Brahmins, Punjabis and Jats. The votes are likely to be divided between the Congress, the BJP and the Indian National Lok Dal (INLD), besides some independent candidates. The last election was contested jointly by the INLD and the BJP and this seat was won by the BJP in the last poll.

Mallour harps on development Ambala, January 5 Talking to mediapersons here today, Mr Mallour said development work worth Rs 120 crore had been carried out in the past five years. He had won the Naggal seat on an INLD ticket by a margin of more than 19,000 votes in the last Assembly poll. Mr Mallour said to tide over the power problem, three power stations had been set up. The power stations have been established at Dukheri, Tepla and Chormastpur. He claimed that during the floods, the INLD government had carried out extensive relief work. “We also provided suitable compensation to the next of kin of deceased. Special girdawari was carried out to assess the damage in fields and the farmers have been compensated by the INLD government. However, the Congress MP Kumari Selja failed to do anything for the people after the floods,” he said. Mr Mallour said there was no possibility of any alliance with the BJP but an alliance with the Bahujan Samaj Party cannot be ruled out. |

Political scene hots
up in Kalka Panchkula, January 5 It will be old political rivals training their guns at each other during this election. Both the INLD candidate, Mr Pradeep Chaudhary, and the BJP candidate, Mr Sham Lal Bansal, are contesting the elections for the second time, while the sitting MLA from the Congress, Mr Chander Mohan, will be contesting from this constituency for the fourth time. Though the latter’s candidature has not yet been officially declared, it is learnt that his name has been forwarded by the state election committee of the Congress to the Central Congress Committee. All three candidates had earlier opposed each other during the election in 1996. As many as 33,714 votes had been polled in favour of Mr Pradeep Chaudhary, who is presently the Chairman of Haryana Tourism, and 34,800 votes had been polled in favour of Mr Sham Lal Bansal. However, Mr Chander Mohan had easily managed to win the seat with 54, 929 votes. During the 1993 elections, 21,118 votes were polled in favour of Mr Chaudhary, as against 82, 918 votes in favour of Mr Chander Mohan, and 26,086 votes were polled for BJP candidate, Nardev Sharma. During the elections in 2000, when an alliance was forged between the INLD and the BJP, Mr Sham Lal Bansal had secured 46, 738 votes as against 61, 581 votes polled in favour of Mr Chander Mohan. Kalka Assembly seat has traditionally been a Congress bastion. With a majority of the electorate here being Punjabis, the tilt has been towards the Congress. However, the local unit of Congress today is plagued by infighting, and for the first time voices of dissent have been sounded against Mr Chander Mohan, who is the son of the former Chief Minister, Mr Bhajan Lal. Many party members have been questioning the capability of the MLA to pull the seat through for the Congress, alleging that he has not done enough work and that he never raised a question regarding his constituency in the Vidhan Sabha. However, sources close to the MLA insist that the rank and file in the local unit are firmly behind Mr Chander Mohan and that the party will win with a record margin. The main poll plank for the Congress here will be the issue of development. Mr Chander Mohan says that if he wins the election, he will work for the abolition of the Periphery Control Act, industrial growth, upgradation of educational facilities, setting up an Environment and Technology University in Panchkula and ensuring health services at par with Chandigarh. He says that as he has said earlier, he would disband the Municipal Council, as Panchkula urban estate was not completely developed. On the other hand, Mr Pradeep Chaudhary, is banking on the development work undertaken by the INLD government, during its tenure. He says that the water and power supply has improved; a girls college is being set up, a government model school was opened; and massive upgradation of the health care facilities at General Hospital here was taken up. “If elected, we will continue with these development activities,” he says. The BJP candidate, Mr Sham Lal Bansal, on the other hand insists on “India shining” under the BJP regime at the Centre. “It was the BJP that brought about industrial growth, laid the network of expressways and highways; and ensured that water and power supply position improved drastically in the Centre. If elected, I will carry on the party agenda of development in this constituency by upgrading educational facilities, healthcare; abolition of house tax; and reducing power tariff in the state,” he says. |

Karnal, January 5 Neither the Congress nor the INLD have so far announced their candidates. Talking to The Tribune this morning he said, “I have already started my campaign from the urban areas of Karnal by going door to door to woo voters”. Soon after the announcement of his candidature from Karnal yesterday, workers and supporters visited him to express their solidarity. Later, they distributed sweets among people. Mr Mehta has been fielded by the BJP for the second time from this constituency. Last time, he contested and won the elections in 1996 on the BJP symbol, in alliance with the HVP. |

Auto-rickshaw turns
turtle, leaves woman dead
Yamunanagar, January 5 Police sources said the accident took place when the auto-rickshaw driver tried to take an abrupt turn and lost balance of the vehicle. The auto rammed into a road divider and turned over injuring the six occupants. All of them were taken to the hospital, where the woman, Aashima, a resident of Loharu Mohalla, Jagadhri, succumbed to her injuries. Aashima had been married only a few weeks ago. A case has been registered against the auto-rickshaw driver. The accident has once again highlighted the menace of auto-rickshaws on the roads of the twin towns of Yamunanagar and Jagadhri. It could not be known whether the auto-rickshaw driver (who has absconded since) possessed valid documents. There are over 5,000 unauthorised auto-rickshaws plying on the roads of the towns. The district police has ‘miserably’ failed to take any action against the errant drivers. Sources in the police said that last year a drive against the errant auto-rickshaw drivers was launched and hundreds of such vehicles were impounded. Many of the drivers (or owners) did not get their vehicles released. Now there was no space left with the police department to store these vehicles which were impounded, said a police official. Most of the impounded vehicles were registered in other states. The district administration had approached transport authorities of these states concerned. A large number of the auto-rickshaws were not even registered. In a case of impounding the owners preferred to buy another auto-rickshaw from Uttar Pradesh instead of getting their vehicles released. Besides endangering lives on the roads, these auto-rickshaws were also polluting the environment as most of these were ‘condemned’ vehicles and did not have the mandatory pollution in control certificates. The maxi-cab drivers were another menace on the roads. An over-loaded maxi-cab (normally Tata Sumos) with passengers sitting even on the roof of the vehicle were a common site on the Jagadhri-Ambala, Jagadhri-Saharanpur and Jagadhri-Paonta Sahib stretches of the national highways. These maxi-cab drivers created problem in the normal flow of traffic on the roads as they stopped most of the time in the middle of road to pickup or drop passengers. In past these maxi cabs had been involved in several accidents and many persons have been killed. An official in the district transport department claimed that they had been challaning such vehicles. The District Transport Office Authorities (DTO) could not be contacted for comments. |
M.Sc students feel cheated
Sirsa, January 5 There are just three laboratories for four postgraduate classes. The CDLU had begun five new courses, including M.Sc in physics, chemistry, food science and technology and environmental science from the current academic session, but was unable to provide basic infrastructure. Blaming the state government and the CDLU authorities, sources said at the time of admission, the university had not appointed teachers. The university authorities were yet to purchase chemicals, apparatus and other material needed for laboratories. An official said a former Vice-Chancellor, Dr R. P. Dahiya had acted in haste to introduce new subjects without trying to provide the facilities, including laboratories, and staff. Though the university has constructed rooms for laboratories, the same were still non-functional and yet to get other facilities including electricity. Science students lamented the absence of basic facilities. “We feel cheated by the CDLU. How can they run science subjects in the university without laboratories,” complained a student. Another student blamed the university for playing with the future of students. She said they had yet to have a single practical assignment and were worried about what to do in the final examination. The Registrar, Prof Ajay Kumar Rajan hoped to bring things on the right track, saying a committee to procure basic facilities would be set up soon. |
