One of the three criminals fleeing after looting a truck from Sambhawali, under Hapur Kotwali area, was overpowered and lynched by the villagers today morning after he had crushed a person under the wheels of the truck.

The Noida police have arrested three members of a gang involved in looting a bank in Midnapur district of West Bengal. The police also recovered a number of bank drafts from them. The criminals were trying to buy some close circuit cameras from a firm in Sector-7 of Noida on the basis of the looted bank drafts.

Opposition finds loopholes in budget proposals
New Delhi, January 5
The Opposition in the Municipal Corporation of Delhi flayed the budget proposals of 2004-2005 and the estimated proposals of 2005-2006 which had many loopholes, including revenue earned through applications for building plans. The corporation charges a minimum of Rs 100 and maximum Rs 3,000 for the approval of a building plan and it is estimated that about one lakh buildings come up every year in the national Capital.

The Delhi Police Commissioner, Dr K K Paul, today attributed an increase of 13.56 per cent in IPC crimes in 2004 to the free and fair registration of cases and said the registration helped the police track the criminals fast and also solve the cases in record time.

“It is very important to register cases in a free and fair manner and look out for the criminals who commit the crimes. This way we can provide justice to the people who become victims of the crimes,” Dr Paul said in the annual press conference.

In 2004, a total of 50,866 IPC offences were registered showing an increase of 13.56 per cent from its corresponding year of 2003.

During the current year, as many as 2,032 heinous offences were registered against 1,914 cases of the corresponding period of 2003, thereby showing an increase of 6.17 per cent.

The year 2004 saw an increase in dacoity cases by 3.57 per cent, robbery cases by 2.57 per cent, attempt to murder by 28.72 per cent, rape cases by 6.49 per cent whereas murder cases declined by 4.30 per cent.

Under the non-heinous cases, the year 2004 again saw an increase by 13.89 per cent over the year 2003. Crimes like snatching increased by 44.25 per cent, hurt by 3.87 per cent, theft by 23.17 per cent while burglary deceased by 1.24 per cent.

While this is the case, Dr Paul said that more than 89 per cent of heinous offences have been detected already. The detection rate in heinous offences improved from 82.39 per cent in 2003 to 89.01 per cent in 2004 and in total IPC crimes, the detection rate was 63.85 per cent in 2003 and in 2004, it was 64.49 per cent.

Dr Paul also claimed that there was an increase of 6.9 per cent in solving the heinous crimes.

In 2004, the police managed to work out 100 per cent of dacoity cases, 73.92 per cent cases of murder, 94.59 per cent of attempt to murder, 83.53 per cent cases of robbery, 90.63 per cent of riot, 96.15 per cent of kidnapping for ransom, 97.47 per cent of rape and 84.71 per cent of snatching cases.

Dr Paul said that the year 2004 saw the Delhi Police striving for a change towards modernisation with the objective of public service being the key word. “Several new initiatives have been taken to improve our interface with the public, make the force more responsive and professional and at the same time, the welfare of the police personnel was looked into,” he observed.

According to him, the introduction of e-mail system to receive complaints from the complainants brought the police and the public quite close.

“I personally received at least 1,800 e-mails during the 2004 and most of which warranted action and relief was provided to the complainants,” Dr Paul added.

On the traffic front, the police challaned 21,82,917 in 2003 and 21,72,0352 in 2004 on the spot. Whereas the online prosecution was 3,75,904 in 2003 and 3,84,487 in 2004.

Some of the major cases that the Delhi Police cracked during the year 2004 include AIPMT-CBSE paper leak case, double murder case of SI Satish Kumar and Vijay Kumar Swami of Mangolpuri, murder case of a senior citizen Surender Kumar Chawla of Naraina, triple murder case of Rohini, robbery-cum-murder of an Australian woman tourist near IGI airport, double murder case of a Lt-General and his wife in Vasant Vihar and double murder case of retired IAS officer’s son Pushkin Chandra and his friend Kuldeep of Defence Colony.

We’re doing best to weed out corrupt elements

Delhi Police Commissioner Dr K K Paul today said that the police were taking several steps to check corruption in the force, though much needs to be done. The process is somewhat hindered due to attitudinal problems.

‘’Despite our best efforts taken in this direction, it would take some time before the scourge goes away. Attitudinal problems are there besides other issues which are being looked into,’’ he stressed.

‘’We are trying to be more transparent in our dealings, because corruption needs to be exposed. In fact, not exposing corruption gives it a boost which encourages others as well,” he pointed out.

Denying that the cases of corruption against the policemen were being ‘mopped up’ without proper ‘investigation’, Dr Paul said corruption in the police force was absolutely unpardonable.

‘’We do get into the matter and take suitable action. A proper departmental procedure is there to look into the aspect which is adhered to strictly,’’ he said.

The annual report, which was released today, pointed out that the behaviour of the staff in more than 100 police stations in the national Capital was not up to the mark. Surprise checks were conducted in 489 police stations until December 15, 2004 and the vigilance officials found the staff behaviour and response in 103 of them unsatisfactory.

Action was proposed against 172 personnel and observations were made over the implementation of the Supreme Court directions regarding arrests.

About 2,500 police personnel were punished for their involvement in criminal cases over the year, the report said.

Of the total of 2,479 police staff handed out punishment, 82 were sacked and 1,952 censured. Two personnel were demoted and one was penalised with pay cut.

As many as 101 police staff lost increment and 341 found their services forfeited. Besides, action was taken against one ACP, 11 inspectors, four sub-inspectors, three assistant sub-inspectors, five head constables and 38 constables after vigilance raids.

As part of police watch on staff integrity, 189 personnel have been put on the Secret List and 765 on the Agreed List of Doubtful Integrity.

Criminal fleeing with hijacked truck lynched

Ghaziabad, January 5
One of the three criminals fleeing after looting a truck from Sambhawali, under Hapur Kotwali area, was overpowered and lynched by the villagers today morning after he had crushed a person under the wheels of the truck.

The criminal was reportedly driving a hijacked truck laden with sugarcane, which had hit a motorcyclist and then crushed a person. This had infuriated the villagers.

Two of the companions of the criminal driving the truck succeeded in fleeing. The criminal, killed by livid villagers, could not be identified. The accident and lynching had taken place near Guyana village in Modinagar- Hapur road under Hapur Kotwali early today morning.

According to reports, the truck had hit a motorcyclist after which one Ganga Sharan was crushed by the truck. After the accident, three occupants of the truck (No. UHP/0411) tried to abscond by abandoning the truck. But the trio were chased by the irate villagers, who were able to catch one of them. Later, the villagers beat him black and blue. As a result, one of the perpetrators breathed his last.

The SP (Rural), Mr B. K. Shekhar, said that the three robbers hijacked the truck in the wee hours of today morning from Sambhawali police station area. Subsequently, the criminals dumped the body of the driver Sansarpal near Baxar canal. Both the bodies have been sent for autopsy, the SP said.

Student brutally stabbed by four

A student of BPED College was stabbed brutally in Arthla Mohalla by four persons under Sahibabad Kotwali police station yesterday. He was rushed to the hospital and is stated to be in a serious condition.

According to the police, this murderous attack was a fall out of a brawl that took place 10 days back among two groups of students.

Rinku, alias Yatesh Sharma (son of Krishen Pal Sharma) of Arthla Mohalla was returning on a motorbike from Vijay Nagar with a friend Amit when some miscreants stopped them near Kot village railway crossing and stabbed Rinku repeatedly. While Amit fled for his life, Rinku was stabbed in the head, back, chest and hip.

The assailants fled leaving Rinku in a pool of blood. Rinku was rushed to district hospital by the police and later shifted to Yashoda Hospital as his condition deteriorated. He is stated to be in a critical condition.

The police have registered a case under section 307 of IPC against four youths of Kot village.

However, nobody has been arrested so far in this connection.

The Inspector in-charge of Kotwali, P. P. Singh, said this attack is sequel to a clash that took place 10 days back in which one youth was beaten up. There is an ongoing feud among two groups of students, the Inspector said.

Three bank robbers held

The Noida police have arrested three members of a gang involved in looting a bank in Midnapur district of West Bengal. The police also recovered a number of bank drafts from them. The criminals were trying to buy some close circuit cameras from a firm in Sector-7 of Noida on the basis of the looted bank drafts.

According to information available with Sector-20 police, Promod Verma, proprietor of Unicap India Electronics, had informed the police that some suspicious looking persons had arrived at their factory to buy some close circuit cameras. The police took those three persons into custody from the sector-7 factory. During interrogation, the criminals identified themselves as Vipul Kumar of Nalanda, Rajesh Kumar Singh and Ganesh Kumar Yadav, both residents of Patna. A number of Allahabad Bank drafts were seized from them by the police.

Vipul had looted the Durlabh Ganj branch of the Allahabad Bank in Midnapur, West Bengal and escaped with Rs 23 lakh in cash along with a number of bank drafts. Vipul’s other associates, Sharad, Kaushal and Raja, were involved in looting the Midnapur bank in November 2004. The criminals were trying to buy electronic equipment on the basis of the stolen bank drafts from the Noida factory, the police said.

Huge response to Noida residential scheme

The tremendous response to the residential scheme launched by the Noida Authority in November 2004 has made the Authority richer by over Rs 1300 crore. According to sources the Noida Authority collected Rs 14 crore through the sale of forms alone, priced at Rs 750 each. Over 1.31 lakh people have applied for the plots under the scheme. According to the Chairman, Noida Authority, Mr Dev Dutta, the draw for the scheme is scheduled for March 2005. Over 1.83 lakh application forms, including 5000 for the reserved categories, were printed by the Noida Authority.

According to Noida Authority sources, 3,958 forms for reserved categories and over 1.71 lakh for general category were sold.

MAMC rape case verdict today

Two years after a girl student of Maulana Azad Medical College was allegedly sexually assaulted by four youths at knifepoint on the terrace of the ‘Khooni Darwaza’ monument in Central Delhi, a Delhi court would pronounce tomorrow its judgement in the infamous case.

Additional Sessions Judge Chandra Shekhar had on December 14, 2004 reserved his order after hearing the arguments.

While defence counsel Ajay Digpaul contended that the prime accused Rahul was a minor when the incident occurred and should have been tried by the Juvenile Justice Board, prosecution counsel Alka Goel said bone-age determination tests showed the accused to be a major.

Though the defence counsel claimed that there was delay in registering the FIR, the prosecution counsel claimed that it happened as the victim was afraid of the social stigma that would follow.

Two of the alleged accused were minors aged 13 and 14 and were tried by the Juvenile Court. On September 6, 2003, they were sent to an Observation Home after the duo pleaded guilty of the offence.

The fourth accused Amit has also been charged with rape. Police had also charged two others Ashok and Mohanlal with harbouring the accused and receiving stolen property.

Plea to end quizzing kids for school admission

Making a case for neighbourhood schools and sparing young children “gruelling interview sessions” at the time of admissions, a petition has been filed in the Delhi High Court by Social Jurists.

The lawyer’s collective has informed the court that under the garb of admission tests, small children are put through stressful interviews for admission to even at nursery class.

The affidavit that seeks a ban to interviews and admissions tests, states that even the Attorney General in his submissions has negated testing and interviewing children as it is totally unreliable and it makes children suffer trauma and psychological scare.

It further states: “The ‘right to choose children’ by schools cannot become discriminatory as school is a public institution and it has to follow a transparent, non-arbitrary and non-discriminatory policy of admission in conformity with the law of the land and national education policies. Hence, the argument that schools have the ‘right to choose’ children as parents have ‘right to choose’ schools do not have any merit and may be dismissed.”

The process of interviewing the child and the parent, the affidavit says is “ways to show favouritism and bias to certain individuals or category of parents. Schools do not announce any transparent criteria for such interactions; they ask children to be brought along, who are either separated to be ‘observed’ causing tremendous trauma and mental torture to the young kids, or in many cases they are made to sit between the two parents and watch them being interviewed and grilled. In the affidavits, it has not been clarified how schools short-list the parents to be interviewed”.

It further says “that the countries across the world respecting the principle of equality and the human rights of a child do not resort to any type of sorting or selection at any stage of school age. In our country, it should be banned up to age 14 at least, as this is the age up to which every child has equal fundamental right to education”.

Claiming that the “best option is to limit or notify a school’s neighbourhood so that number of applications is drastically reduced.

Balancing tradition with life in America

It is a true story of a youngster trying to balance his religious identity in present-day America. The story titled, ‘Leadership by Turban’ authored by Ravi Singh, was released in the Capital today by Montek Singh Ahluwalia, Deputy Chairman of the Planning Commission.

The book is a compendium of the events in the life of a man trying to find a means of balancing his traditions with the life he has acquired in America, thereby highlighting the principles of leadership, that can be used in daily life.

Born and brought up in Illinois, USA, Ravi Singh graduated from the Marmion Military Academy, becoming the
first cadet wearing a turban to graduate from the academy.

Singh has been an aide to the lieutenant-governor and state treasurer of Illinois, a student body president, an NCAA Division I golf captain, a candidate for public office and a business entrepreneur. He claims that his story challenges the preconceptions about life in the USA and makes us rethink what it means to be an American.

The 88-page book, published by Hemkunt Publishers, is dedicated to the memory of Balbir Singh Sodhi, the first victim of the racial bias following the 9/11 disaster. A portion of the proceeds from the sale of the book will be given to the children of Sodhi “who dies because he wore a turban”.

Singh has written vividly about his daily struggles,

wearing a turban. He says, “If just one person gains a pearl of knowledge from this book, then I have accomplished what I hoped to achieve by writing it.”

Govt focused on development: Amar Singh

Noida, January 5
Accelerated all-round development of Uttar Pradesh is the focus of the present government in the state, said Mr Amar Singh, the Chairman of UP Development Council, while inaugurating XANSA building in Sector-1, Noida. He said after Wipro, Infosys is likely to make its presence felt in Noida soon. The involvement of the Infosys chief, Mr Nandan Neelkani, in formulating the IT policy for UP has strengthened this possibility, he said here yesterday.

Wipro have acquired 40 acre of land in Greater Noida and there is a proposal for procuring another 100 acre shortly.

The Chairman of UP Development Council, Mr Amar Singh, termed this as a great achievement for U.P in 2004.

He said by involving the top IT CEOs in the formulation of the IT policy in UP, the state government has ensured that the top IT companies will find a better environment for their business in the state.

In spite of a coalition government in the state, all-round development of the state has been accorded the top priority, Mr Singh said. He said the setting up of units by top IT firms in the state had shown that the state government was determined to provided the best possible environment for these business. Now there are strong indications that Infosys will shortly follow suit in Greater Noida.

The Chairman of UP Development Council said that after the finalising of power and sugar policies by the government top firms like Reliance and Bajaj had decided to put up their respective units in the state.

He was sure that the Reliance mega power plant at Dadri would be completed on time, notwithstanding the current tussle over ownership in the giant industrial house. The power plant at Dadri will speed up the industrial development of the state and also end the power shortage in UP.

Rashtriya Seva Samithi (RASS) will receive the 13th Rotary India Award 2004 for enhancing employment opportunities in rural areas at a function to be held on January 8, at PHDCCI Auditorium here. Delhi Chief Minister Sheila Dikshit will present the award.

Mr Carl Wilhelm Stenhammar, President-elect, Rotary International, USA, will be the guest of honor at the function. The award will carry a cash prize of Rs 2 lakh and a citation.

The Jury for the Rotary Award consisted Mr Justice J. S. Verma, former Chief Justice of India and National Human Rights Commission, Mr Sompal, former Member, Planning Commission, Prof P V Indiresan, former Director, IIT, Chennai, Mr Wilfred Lakra, Joint Secretary, Ministry of Rural Development, and Mr P. N. Srinivasan, Director, CAPART.

The focal themes for the 12 Rotary India Awards presented so far were Literacy; Family Planning; Environment; Child Welfare and Development; Education, Public Health and Sanitation, Elimination of Child Labour, Population Stabilisation and Development, Women’s Empowerment, Water Management and Caring for the Mentally Challenged.

RASS has been engaged for nearly two and a half decades in implementing various developmental interventions with a mission to enhance employment opportunities in rural areas. A meeting of the Shiromani Gurdwara Sewadar Committee under the chairmanship of Darshan Singh. The meeting decided to donate generously to the Tsunami victims.

An appeal was made to follow the path of universal brotherhood. The All India Nagrik Samiti appealed to the Centre to grant second language status to Punjabi in the states.

Bibi Ravinder Kaur, Gurpreet Singh, Pritam Singh Walia, Amreek Singh Jathedar and other respectable persons were present on the occasion.

Meanwhile, a delegation led by Balbir Singh, President of the Indian National Forum, met Ms Sonia Gandhi here today on the occasion of Prakash Utsav of Guru Gobind Singh. The delegation presented a Siropa to Ms Gandhi and performed a special Ardas for the Tsunami victims.

In this head, the corporation should earn crores of rupees. The budget proposals presented by the Municipal Commissioner last month had shown an earning of Rs 8 lakh, the Leader of Opposition in the Standing Committee, Mr Vijender Gupta pointed out.

According to the figures presented in the proposals, it is apparent that maximum constructions are coming up without getting approval of the building plan.

Quoting a recent study published in Daylor College of Medicine in US, Dr Aggarwal said that a recent study has shown that indiscriminate use of painkillers can also cause sudden cardiac death. Till now painkillers were known to cause stomach ulcers and the extent of the impact on the small intestine was largely unknown. Dr Aggarwal said that as far as possible patients should avoid all types of painkillers unless medically indicated. In India, as a whole, and in Delhi, in particular, most of the painkillers are misused by the quacks and by the people themselves as part of self-treatment. Anybody who takes aspirin for a year has upto to four per cent risk of severe GI bleeding. Nimesulide and paracetamol are the only two drugs, which are comparatively safer, but should not be used on a regular basis without any prescription.

After chill pill, some warmth!

After days of shivering and struggling with the persistent fog, the city today experienced near-normal winter temperature with scattered clouds.

A warm day owing to the weather conditions saw the city soaking in the afternoon sun.

The Capital recorded a minimum temperature of 7.7 Celsius, one degree above normal, the weather office said.

Delhi also had shallow fog and mist in the morning, it said.

Many ‘massage parlours’ busted

New Delhi, January 5
The Delhi Police annual report released today said that the Crime Branch of the Delhi Police made a ‘’notable crackdown’’ last year against a number of prostitution rings, advertising themselves as massage parlours in ‘’top-of-the-line’’ national dailies.

The police found high-class sex rackets operating in five-star hotels of South Delhi and arrested three women charging between Rs 15,000 and Rs 20,000 for a single deal, the report said.

As many as 150 arrests were made over the past year in 35 cases of prostitution, the report added. — TNS

MCD engineer held for bribe

New Delhi, January 5
The CBI arrested a Junior Engineer S.K. Mittal and Beldar Amar Dev in the MCD for demanding and receiving a bribe of Rs 1.25 lakh from a complainant. They were produced in the court of Metropolitan Magistrate V. K. Khanna, who remanded them in police custody till January 8.

Soon after their arrest, searches were carried out in their houses resulting in the seizure of valuables worth crores of rupees, a CBI spokesman said.

Former BJP councillor shot dead

Meerut, January 5
A former BJP municipal councillor was shot dead by unidentified persons here today, a senior police official said. The ex-councillor, identified as Mr Sulekh, was shot at Garh Road area in the city, said the Superintendent of Police (City), Mr Arvind.

Usha Devi, the deceased’s wife and a municipal councillor, lodged a complaint in Nauchandi police station, accusing former BJP MLA of Meerut Cantonment, Amit Agarwal, and his brother for the murder, he said. — OC
