Denied ticket, Cong men revolt
Peeved about the denial of the party ticket, Congress leaders and their supporters have threatened to raise a banner of revolt against the party if it fails to change its decision.
The vice-president of the HPCC and former minister, Mrs Shakuntala Bhagwaria, who has been denied the party ticket from the Bawal seat (SC), announced in Rewari on Saturday that if the Congress high command did not revert its decision, she would file her nomination papers as an Independent candidate. The secretary of the HPCC, Mr Ashok Gupta, who was hopeful of getting the party ticket from Bahadurgarh, has declared to join the fray as an Independent. Mr Rajender Joon, son of former MLA Surajmal, is the official party nominee from here. A similar situation has arisen in the neighbouring Badli Assembly constituency, with Mr Naresh Sharma of the Congress declaring to enter in the electoral fray as an Independent. The Congress has granted the ticket to Mr Chatar Singh, a liquor contractor of Kharhar village. Mr Chiranji Lal Sharma, a former Member of Parliament and veteran Congress leader, said in Sonepat on Saturday that the Congress high command had done injustice to Brahmins and the Backward Classes in the allotment of the party ticket. He urged the party to review the decision regarding allotment of the party ticket. In Kurukshetra and Ladwa, irate Congressmen held demonstrations on Saturday and burnt the effigies of Kurukshetra MP Navin Jindal and his father Om Prakash Jindal. Annoyed by the alleged favour done to Mr Ramesh Gupta to Ladwa in the allotment of the Congress ticket from the Thanessar Assembly constituency. Congressmen of Thanesar city took out a procession from the Vhhavin Patshahi gurdwara. Meanwhile, Mr Shamsher Singh Surjewala, a senior Congress leader and former HPCC chief, said in Kaithal on Saturday that he was not behind the denial of the party ticket to any Congress leader or worker. Mr Surjewala, who filed his nomination papers to the Congress nominee from the Kaithal Assembly constituency, was addressing a public meeting. |
Cong unit revolts over ticket
Ambala, January 15 At a meeting held at Congress Bhavan this afternoon, a group of
office-bearers of the party expressed their resentment over the allocation of
the ticket to Mr Sharma. They served an ultimatum of 24 hours to the party’s
top leadership to change Mr Sharma’s candidature. The dissidents said if Mr
Sharma’s candidature was not changed, they would consider fielding a
rebel candidate. The dissidents stated that at least five Congress
leaders would be filing nomination papers on January 17 and, thereafter,
a meeting would be held in which four leaders would withdraw and one
would be a rebel Congress candidate. The meeting was attended by the Congress leaders who had applied for the party ticket, the office-bearers of the District Congress Committee and other Congress activists. The role of Ambala MP and Union Minister Kumari Selja in ticket allocation was questioned by those present at the meeting. District
Congress Committee Ambala city unit president Kiran Bala Jain said the
decision to offer resignations had been taken unanimously. “There is
resentment among the Congress workers over that allocation of the ticket
to Mr Sharma. It is an incorrect decision since Mr Sharma is an
outsider,” she said. She said the office-bearers of the district and
block units had decided to resign. “We are sending the resignation to
Congress President Sonia Gandhi. “We are hopeful that our appeal will
be heard by the party high command,” she said. Mrs Jain pointed out
that a group of people had entered her home last night and threatened
her with dire consequences. “The group entered my home after a meeting
of Congress leaders had come to an end. It was a serious development.
They demanded to know why the meeting was being held,” she said. She
said when they were accosted, they tried to flee but one person was
held. “We informed the police about the incident. The incident is
clearly politically motivated,” she said. Incidentally, Ambala city is not the only constituency where rebellion is taking place. In Ambala cantonment, too, there is a possibility of a rebel Congress candidate jumping into the poll fray. The
supporters of the leader of the Congress in the Municipal Council,
Ambala Sadar, Mr Hira Lal Yadav, today urged him to contest the election
as an Independent candidate. At a meeting held today, Mr Yadav’s
supporters urged him to contest the election. However, Mr Yadav said
he would like to give an opportunity to the party high command to
reconsider the decision over ticket allocation to Mr Devender Bansal.
“A final decision in this matter will be taken by my supporters
tomorrow,” he said. |

Suspense over Cong nominee
Gurgaon, January 15 With the party delaying the announcement, supporters of ticket aspirants are visibly worked up. Large number of workers have been camping at the residences of the ticket aspirants since this morning To keep up the morale of their supporters, each of the aspirants kept them telling that only his name has been finalised. According to Congress circles, former minister, Mr Dharmvir Gauba, Mr Vipin Khanna, Mr Madan lal Grover, Mr Khazan Singh and a former party MLA from Delhi, Ms Kiran Chaudhary are in the race. Ms Chaudhary is the daughter-in-law of former Chief Minister Bansi Lal. Ms Chaudhary’s name was not present in the panel of names prepared by the state unit of the party. While Minister of State for External Affairs and local MP Rao Inderjit Singh, is said to be backing Mr Madan Lal Grover, Mr Vipin Khanna is said to be supported by some party leaders at the Centre. The former Chief Minister and president of the Haryana Congress,Mr Bhajan Lal is said to be backing Mr Gauba.Also, Mr Bhajan lal is said to be in favour of Ms Kiran Chaudhary in case impasse continues on the names of either Mr Khanna or Mr Gauba. The Punjabi lobby here is worked up and wants a candidate from its community on the claim that it forms the largest segment of the population in this constituency. Mr Gauba,in reference to Ms Chaudhary, has gone on record that an outsider will not be tolerated. The INLD has fielded the Deputy Speaker of the current Haryana Assembly and sitting MLA, Mr Gopi Chand Gehlot and the BJP has nominated its stalwart and former local MP, Ms Sudha Yadav. Meanwhile, six Independents filed their nominations papers today from the Gurgaon Assembly constituency taking up the tally of the nominations so far filed to eight. |
Power centralisation may spell INLD’s doom
Chandigarh, January 15 It seems to be at the receiving end of the anti-incumbency mood of people. This, however, is not a new phenomenon as voters of Haryana have a track record of turning against the ruling party before successive Assembly elections. The popular mood against the Om Prakash Chautala-led regime was also on display at the time of LS elections in May when the INLD faced a complete rout. The result of the Lok Sabha elections was an unexpected thing for Mr Chautala who dreamt of constituting a “permanent government” in Haryana on the pattern of the
CP(M)-led Left Front in West Bengal. Mr Chautala sent a person (who else but his son Ajay Chautala) to study the secret of the CP(M)’s success in West Bengal and some of the steps introduced by the government for administration of rural development funds in the state were stated to have been inspired by West Bengal. The reality dawned on Mr Chautala with the result of the Lok Sabha elections. Importantly, no serious analysis was publicly done by Mr Chautala at the aftermath of the defeat. He was so perturbed and angry that for a while nobody even dared asking him the reason for the defeat. When he recovered from the shock, his patent answer was that long association with the BJP (the alliance broke up before the LS polls) had made the INLD unpopular in Haryana. But then why did Mr Chautala again try to rope in the saffron party for an alliance for the Assembly elections ? It does not appear that the political climate of Haryana has undergone a drastic change since the LS elections. Mr Chautala did try to re-capture his lost ground by two other means. He interacted with the INLD workers and tried to motivate them. He also offered a series of sops to various sections of the population. But the INLD’s fundamental problems lay elsewhere. The INLD regime became notorious for concentration of power in the hands of the Chief Minister and his two sons, Ajay and Abhey. Nothing moved in the government without the approval of one of the three. Even senior INLD leaders who are ministers felt stifled under the oppressive power of the trio. The argument in favour of concentration of power was that it prevented corruption at the middle level and ensured a reasonable pace of development in terms of building of roads, water works, rooms in school buildings, etc. But people grudged the absolute power wielded in Haryana by Mr Chautala and his two sons. A number of stories, their veracity unknown, came to be in circulation in the state on thrashing of ministers, bureaucrats etc by a member of the ruling family. Mr Chautala’s control over his party ensured smooth administration but his overall style of running the state like his personal fiefdom did not go down well with people. Performance of the Chautala-led Government in the arena of development, however, has been good and this has given the CM a platform for campaigning in the state. The INLD has announced 72 candidates so far and denied the ticket to some of the sitting legislators. The MLAs, who have been denied the ticket, however, are not expected to rebel as they enjoy little stature without the support of Mr Chautala. |

BJP candidate faces disqualification
Chandigarh, January 15 Section 9-A of the RPI, 1951 reads: “Disqualification for government contracts, etc, — A person shall be disqualified if, and so long as, there subsists a contract entered into by him in the course of his trade or business with the appropriate government for the supply of goods to, or for the execution of any works undertaken by that government.” A leading legal expert on election laws, Deputy Chairman of the Punjab Law Commission and a former Punjab Minister Nasib Singh Gill said: “A candidate can be disqualified if his contract work is ongoing at the filing of nomination and that if contractorship is his regular business.” Interestingly, the disqualification has to be ensured at the scrutiny level as the definition for membership of legislature says under Chapter II: “Disqualified means disqualified for being ‘chosen’ as and for being a member of either house of Parliament or the legislative assemblies or legislative council of the states.” The issue reportedly cropped up in the ticket distribution meeting of the BJP also but Mr Bansal took an interesting defence that he had contested the last two elections against Mr Chander Mohan from the Kalka constituency unsuccessfully. The party leadership accepted his view. When asked, Mr Sham Lal Bansal admitted that he was a government contractor of “A class” in Haryana, Punjab and Uttar Pradesh. When asked whether any of his works with the government were still in progress, Mr Bansal said: “Yes, there are couple of them in progress in Sonepat and Panipat.” When specifically asked, if the contract work was in his own name, Mr Bansal said his brothers had a company and he had been working with them. Interestingly, the fact of Mr Bansal’s contract business was also ignored by his Congress rival, Mr Chander Mohan, during the previous election at the scrutiny level as the onus of proof was with the candidate’s opponents under clause 7 of Section 9 A of the RPI, 1951, which Mr Chander Mohan never exercised. |

BJP poll campaign launched
Rohtak, January 15 She said it was for the first time that the BJP was contesting the election on its own in all the constituencies and since the INLD was not in the contest anywhere, there would be direct contests between her party and the Congress. Mrs Swaraj said the Congress was on a sticky wicket because of the SYL Canal issue as nobody could believe that a Congress Chief Minister in Punjab could arbitrarily terminate all inter-state agreements on sharing of waters. She alleged that this was done with the connivance of Ms Sonia Gandhi and Prime Minister Manmohan Singh. She said the Prime Minister should clarify whether he stood by what Punjab had done or that he supported the people of Haryana on this issue. This, she said was important because this canal was the lifeline of the state and its people had the right to know whether the Prime Minister shared their concern. |

Gurgaon,January 15 Mr Tanwar is the nominee for Sohna constituency and Ms Khan is contesting from Taoru, both the segments fall in Gurgaon district. Mr Tulsi Ram, a BJP nominee, filed his papers from the reserved Pataudi constituency in this district. Two other independent candidates, one from Sohna and the other from Gurgoan also filed their nomination papers. Mr Gehlot and his two party colleagues reached the mini-secretariat to file their nomination papers in an impressive procession led by Mr Ajay Singh Chautala, son of Chief Miniser Om Prakash Chautala. The procession passed through the main Sadar market of the city. Addressing a gathering before the procession, Mr Ajay Chautala came down heavily on the Congress saying that the party which alleged the INLD leadership of indulging in dynastic rule has become victim of the same malaise. He alleged that the Congress tickets in Haryana were bought by the aspirants. Those denied party ticket have taken to streets. He said the INLD would seek votes on the basis of its performance in the last five years. The Congress, on the other hand, has nothing to its credit especially in the past six months of its rule at the Centre. Prices of essential commodities have shot up on account of wrong policies of the Congress-led government at the Centre, he added. |
Poll fervour grips Fatehabad
Fatehabad, January 15 On Monday, two political heavyweights of the state, the CM, Mr O.P. Chautala and president, HPCC, Mr Bhajan Lal, will be in the town to address rallies to kickstart the poll campaign. On January 17, candidates from both rival parties, the sitting INLD MLA, Ms Swatantar Bala Chaudhary, and Mr Dura Ram of the Congress will file their nomination papers in presence of their respective party leaders. The CPM nominee from Fatehabad, Mr Krishan Swaroop, will also file his nomination papers on Monday. There are four constituencies in the district namely: Fatehabad, Ratia (R), Tohana and Bhattu Kalan. Carved out as a district in July 1997, Fatehabad will witness its second Assembly elections. Earlier, there were two byelections for the Fatehabad segment in the years 1998 and 2003 following the death of the then sitting MLAs, Mr Harminder Singh (HVP) and Mr Lila Krishan (INLD), respectively. Though the ruling INLD was first to announce its candidates in the entire state, it has yet to announce its candidate for Ratia (R) seat. The BJP has also yet not opened its cards for the Fatehabad seat. Tohana will witness an interesting contest among the district presidents of the three major parties. Mr Paramveer Singh (Congress), Mr Nishan Singh (INLD) and Mr Subhash Barala (BJP) will try their luck for the seat. Mr Gurdeep Singh, son of the sitting Congress MP, Mr Atma Singh Gill, will contest from the Ratia (R) constituency while Mr Ladoo Bajigar will contest at the BJP ticket. Though the INLD has started canvassing and approaching the voters in the rural and urban areas, the Congress nominees are busy setting their own houses in order by persuading those leaders also who have been denied tickets. Interestingly, none of the parties have opened their election offices in the district and the campaigning is being done from their respective residences. Most of them will start their election offices by Monday. |
Bansal, Nirmal Singh promise development
Ambala, January 14 Mr Bansal, who has been president of the Bar Association for two terms, said Ambala Cantonment has lacked development over the last one decade. “My priority will be to bring about overall development in Ambala Cantonment. People of Ambala Cantonment want change and the Congress is the best option for them,” he said. Mr Bansal, who is 39 years old, said residents of Ambala Cantonment are facing an acute problem due to the NOC issue. “Nowhere in Haryana, one can find such a vexed problem. This issue needs to be addressed at the earliest,” he said. He stated that the flood in Ambala Cantonment led to large-scale losses. “MLA Anil Vij not only failed to get compensation for the residents, he did not even carry out proper survey to assess the damage. It was the moral duty of Mr Anil Vij to ensure that the loss is properly assessed,” he said. Mr Bansal said Ambala Cantonment regularly faces the problem of water-logging during rainfall and many areas become inundated with water. “I will work on an action plan to develop an effective outlet for water so that there is no accumulation of water. Mr Anil Vij had turned John Sahab Ki Diggi into Subhash Park and it has added to the woes of the people. Water which used to flow into the Diggi now gets spread everywhere due to the park,” he said. He said there is complete lack of employment opportunities in Ambala Cantonment. “I will strive to open up employment avenues for the youth. Also, the scientific instruments industry seems to have been sidelined. We need to pay more attention to the scientific instruments manufacturing industry so that it can prosper,” he said. “I have learnt that some industries are shifting out of here, which is an unfortunate development. We need to provide better facilities so that industrial growth takes place at a rapid pace.” Mr Bansal said there are no differences within the Congress activists over his candidature from Ambala Cantonment. “Everybody is going to work with me for the victory of Congress in Ambala Cantonment,” he said. Meanwhile, former Haryana Revenue Minister and Congress candidate from the Naggal Assembly segment Mr Nirmal Singh today said that this Assembly election will bring to end the Chautala political dynasty. Talking to mediapersons here today, Mr Nirmal Singh said the electorate would reject the “anti-people” policies of the Chautala government. “The Congress has never made any hollow promises and we will not say anything which we cannot implement,” he said. He said local issues coupled with misgovernance by the Chautala government will be raised by him during campaigning. “The farmers are upset with Mr Chautala as he has failed to live up to his promises. Naggal has suffered in a major way due to Mr Chautala’s lop-sided policies.” He said that people had to face corruption. “Even `monthly’ of officials was fixed and money used to change hands for transfers,” he alleged. To a query, Mr Nirmal Singh said important issues like construction of a new Minor for better irrigation of fields in the constituency have been sidelined by the present incumbent Mr Jasbir
Mallour. He said clean government and administration will be the bulwark of the Congress campaign. “People have tried and tested the Congress party and the Congress has major achievements to its credit. Overall development of the country has been brought about by the Congress,” he said. Mr Nirmal Singh said the Congress is becoming stronger with each passing day under the leadership of Ms Sonia Gandhi. He said the Election Commission directive to transfer the SP of Ambala is an indication of the problem being faced by the people. |

This candidate has humble background
Ambala, January 15 Master Shiv Prasad’s tea shop is located opposite to the city railway station, which is close to the wholesale cloth market. He said gradually, they also started selling sweets along with the tea. “Even though I became an MLA, I continued to run this tea shop,” he said. He said from 1955 to 1977, the tea shop was run by servants. During that period “I worked as the Jan Sangh secretary, a municipal councillor and then as a teacher. After I became an MLA, my son took over charge of the shop. I still sit in the shop and supervise the work,” he added. Master Shiv Prasad started his teaching career in 1950 at GRSD School. “I joined Anglo Sanskrit High School in 1955 and continued to work on this post till I became an MLA. The BJP rebel candidate had won the municipal council election in 1953, 1959 and 1964. Thereafter, he had become the city MLA in 1977, 1982 and 1987. Although he had never been defeated, he was denied the party ticket. “Since I am getting support from different quarters, I am confident that I will win. I will not make any hollow promises to the people since I clearly understand their problems,” he adds. He said that the Civil Hospital, mini secretariat and the railway overbridge on the Hisar road had come up with his efforts. “I want that there should be a Government College for Girls, Engineering College and house tax relief should be given if the house is self-occupied. I will take up the issue of teachers, specially those employed in private schools,” he added. To a query, he said the amount spent on the three Assembly elections which he contested was only Rs 2 lakh. Master Shiv Prasad said the decision of the party to allocate ticket to Ms Veena Chibber was a bitter experience. “Since 1977, the BJP has won this seat. Ambala city is a sure seat of the BJP and the party has taken an ill-advised decision.” he added. |

Chandigarh, January 15 The commission will meet the recognised national and state political parties in Chandigarh on January 25. The commission will also hold meetings with the Chief Secretary, Home Secretary, Director-General of Police, Divisional Commissioners and Inspectors-General of Police ranges, District Magistrates and Superintendents of Police to review poll preparedness with regard to the conduct of elections in the state. |

INTACH to organise heritage walk at Bhima Devi temple
Pinjore, January 15 The temple, which was excavated by the Department of Archaeology in 1974, was built during the regime of King
Ramdev, between 9th to 12th centuries. Today, wild grass and algae have damaged most parts of the temple. If Muslim rulers between 13 th and 17 th century were responsible for razing the temple (as evident from historical documentation), there seems to be apathy on part of state government in trying to save the ruins. The column of stones, which were supposedly part of the temple’s outer wall, lie scattered around the excavated “padsthana” of the temple, and braving the vagaries of nature and human indifference. Nearby, are the bowlis — water bodies believed to be constructed by the
Pandavas, while they were in exile here, which lie in a state of neglect. These
bowlis, at Dhara Mandal here, have been reduced to puddles of slush, with the waste of the town being thrown into it. It is believed that there are 365 bowlis in and around this historic town, and each of these is interconnected, which ensures that they never get flooded. Now, a few individuals from the region, under the aegis of the Indian National Trust of Art and Cultural Heritage
(INTACH) hopes to create a new awakening about the historical and mythological importance of the town. Mr V. K. Kapoor, a former ADGP, Haryana Police, and convenor of
INTACH, says that Pinjore became a cultural and spiritual hub in the 13th century. This is corraborated by memoirs of Al Beruni (1030 AD). “Since most people are unaware of the importance of Pinjore, the Chandigarh chapter of INTACH decided to organise a heritage walk here,” he said. Students from Government College of Art, Chandigarh, gathered here today and made sketches of the defaced stone columns. Later, led by Mr Kapoor, and
co-convenors of INTACH, Mr Vivek Attray and Dr Upneet Lalli, they walked towards the two bowlis in Dhara Mandal, and the Yadvindra Gardens. The stones found at the excavation site of the temple, which formed the outer wall, have beautiful stone carvings reminiscent of Gandharva architecture. In fact, stone carvings are quite similar to Khajuraho temple in Madhya Pradesh and Konark temple in Orissa, bearing carvings of various gods and goddesses and
apsaras. Parts of the Kalash of temple, which was also recovered after excavations, has also been hastily set up on a side here. Though a large number of statues of Lord Ganesh, Lord Shiva, Lord Vishnu, Lord Surya and Asht Digbal in their various manifestations, which were found with minimal damage have been stored in the newly-erected building of site museum, a few yards away. This museum, stands a mere brick and mortar structure, for the past many years. Constructed in a typical Panchayatan style. Though the temple is popularly known as Bhima Devi temple, ( a manifestation of mother goddess), no statue of Mother Goddess has been recovered during excavations. Instead, this temple was a Shiv temple, constructed in panchayatan style, with the deity of Lord Shiva in the centre and deities of Lord Ganesha, Kartikey and Bhairav and Goddess Parvati on all four sides. |

Sonepat, January 15 According to the official sources, the selected gram panchayats are Tharu, Kheri Tagga and Kakana Bhadri. The Kheri Tagga gram panchayat had spent a sum of Rs 2,79,100 on the development works during the current financial year. It had spent Rs 19,800 each on the construction of the chaupals of Harijan and BC people. Similarly, the gram panchayat had spend Rs 1.28 lakh on the construction of a ‘nullah’ for draining the storm water. Similarly, the gram panchayat of Tharu village had spent Rs 50,000 on the construction of the Harijan chaupal and Rs 4,93,500 on the construction of a ‘nullah’ for draining the storm water. The gram panchayat of Kakana Bhadari village had spent Rs 15,000 on the construction of the Harijan chaupal in the village. The Social and Welfare Department, it may be recalled, had been giving a cash prize of Rs 5,000 to each gram panchayat in the state for their contributions on improving the lot of the Scheduled Castes and backward classes. The admission of girls in the schools and removal of untouchability in the villages are other factors for rewarding the gram panchayats. |

Irate drivers block traffic on highway
Panipat, January 15 They were protesting against the alleged incident of beating of a driver of CTU bus by the owner of a car. Some eyewitnesses said the owner of the car pulled out the driver from the bus and starting slapping him as the car had been hit by the bus. Concerned police officers reached the spot. Later, the road blockade was lifted after about half an hour following the intervention of the police. |

A resolution was passed in the meeting in which it was decided that if the party high command did not change the candidate from Ambala city by tomorrow evening, the local Congress workers would file their independent candidate against the official candidate of the party. |

Three doctors in fray
Ellanabad (Sirsa), January 15 The INLD nominee from Dabwali (R), Dr Sita Ram, is a dentist. Dr Sushil Indora (INLD) is an experienced anesthetist will contest from the Ellanabad (R) constituency. Dr Sita Ram, the sitting MLA is contesting the Assembly poll for the second time to try his luck from the Dabwali seat. Though Dr Indora represented twice in Parliament after winning the 1996 and 1998 poll but this time he has been picked by the Chief Minister, Mr O.P. Chautala for the Ellanabad seat. The BJP candidate from the Sirsa seat, Vaid Shrinivas is practises alternative medicine and is quite popular in the town. Though he tried his hands in the municipality poll thrice but did not mark his presence felt. He is contesting election for the first time. The Congress candidate from the prestigious Rori constituency, Mr Jagdish Nehra is a seasoned lawyer and also a masters degree holder in mass communication. |

2 killed as trucks collide
Yamunanagar, January 15 As per police sources, those who have been killed are Jaswant (32) and Surinder (25), both residents of Saharanpur district in Uttar Pardesh. One of the trucks (HR-58A-1586) was being driven by Jaswant and Surinder was sitting beside him. Two other occupants of the truck, Arvind and Salim, sustained injuries in the accident. The driver of the other truck (HR-58-3919) also sustained injuries. Both the trucks were badly damaged. |
