Minister invites CM to contest from Badli
Badli (Jhajjar), January 10 Mr Dhirpal Singh also addressed a meeting of his supporters in which he stated that many constituencies in the past had invited senior leaders to contest from there and had enjoyed the fruits of power by way of rapid development. While Meham, elected the late Mr Devi Lal who then became the Chief Minister, in the recent past Narwana had elected Mr Chautala and enjoyed the status of being the Chief Minister’s constituency. He said it was now the turn of the Badli segment to enjoy the spoils of power. He moved a resolution inviting Mr Chautala to contest from Badli. The resolution was passed unanimously by the party workers present there. The minister then went on to say that Mr Chautala was the “ablest CM” Haryana had ever had. Even the Prime Minister Mr Manmohan Singh had appreciated the functioning of Mr Chautala, he added. He said his health did not permit him to remain active in public life anymore. If Mr Chautala did not contest from Badli, he would support anyone whom Mr Chautala nominated from here. However, there is more to this invitation than letting Badli enjoy political power. Mr Dhirpal Singh had refused to contest the Lok Sabha poll from the Rohtak seat in May last year citing health reasons. It was, therefore, highly unlikely that he would be nominated by the Indian National Lok Dal from Badli for the February poll. During the past few days all sitting INLD legislators whom the party supremo does not want to nominate again have been using similar ploys reportedly at the behest of the Chief Minister. They include Mr Birender Pal from Beri and Mr Balbir Singh from Meham. Mr Dhirpal Singh has been representing the Badli Assembly segment for the past five terms. |

Congress pursued policy of divide and rule: Chautala
Ambala, January 10 Mr Chautala said the real face of the Congress had emerged after its victory in the Lok Sabha elections. “The prices of basic goods have gone up considerably. The subsidy on goods being used by the common man has gone. People are facing hardship due to the Congress rule at the Centre,” he said. He said even though the Britishers left the country, they left behind a system which was furthered by the Congress. “Congress pursued a policy of divide and rule. They have always made hollow promises. Not a single Harijan family is happy under the Congress rule,” he said. “We have pursued the vision of Chaudhary Devi Lal. Our programmes are for the welfare of the people. We have reached out to the downtrodden masses. Although the Congress only marginally increased the price of sugarcane, we hiked it from ourside since we understand the hardwork of farmers,” he said. Mr Chautala said during the previous Congress rule, only a few thousand rupees used to be spent on each village but now grants worth crores of rupees had been spent on development work in rural areas. “Some people are mistakenly believing that the Congress victory in the Lok Sabha would translate into the Congress victory in the Assembly elections. The people have seen the Congress government at the Centre and they are waiting to ensure that the Congress is defeated in the state. The party ticket in the Congress is available for crores of rupees and more than 14 chief ministerial candidates are in the fray from the Congress,” he said. Taking a dig at the BJP, Mr Chautala said even the former Prime Minister, Mr Atal Bihari Vajpayee, did not know why the party MLAs have resigned in Haryana. “The BJP will be practically non-existent after the Assembly elections,” he said. |

SAD to support INLD in Assembly elections Panchkula, January 10 The SAD reportedly decided to support INLD in the forthcoming elections, during the meeting held at Gurudwara Nadda Sahib. However, no decision on the seat- sharing between the two parties was taken during the meeting. It may be noted that the state unit of the Shiromani Akali Dal (Badal) had earlier sought 15 seats from the INLD, during the forthcoming Assembly elections in Haryana. The seven member election committee of the party demanded that their (SAD) candidates be fielded from the Punjabi speaking and Sikh dominated Assembly segments in Ambala, Kaithal, Jagadhari, Dabwali and Kurukshetra. |

Time to teach INLD, Cong a lesson: BJP
Pehowa (Kurukshetra), Having a dig at the Congress, he said it had always promoted black market of essential commodities whenever in power, benefiting a section of the business community. The common people were fed up with the Congress, he added. Lambasting the ruling Indian National Lok Dal (INLD) in the state, he said corruption had reached its high during the past five years in Haryana and it was the right time for the people to teach a lesson to both the INLD and the Congress. He promised the gathering that the BJP would provide a clean, corruption-free and transparent administration if voted to power and take all possible steps to restore prosperity to the state. Mr Bharat Bhushan Bharti, general secretary of the state unit of the party, told the gathering that the BJP was committed to resolving the Sutlej-Yamuna Link (SYL) canal issue as per the wishes of the people of Haryana. He claimed that the BJP was the only party that had taken a firm stand on the SYL issue, which was pending before the Supreme Court. “Soon after the enactment of an Act by the Punjab Government regarding dissolution of all inter-state water agreements, six legislators belonging to the BJP dared to resign from the membership of the Legislative Assembly”, he added. Mr Shashi Pal Mehta, a senior BJP leader and former Industry Minister of Haryana, lashed out at the Congress-led Union Government for referring the SYL issue back to the Supreme Court. He said the Union Government should have honoured the earlier decisions of the apex court instead of delaying the issue by referring it back to the Supreme Court. The local BJP candidate and former Haryana minister Mr Balbir Singh Saini, promised all-round development of the area, besides getting a 100-bed hospital, a sugar mill, a stadium and a medical college at Pehowa sanctioned from the government. He criticised his rival candidate and Agriculture Minister, Mr Jaswinder Singh Sandhu of the INLD, for ignoring the demands of the people for the past 15 years. Mr Saini was last elected to the Assembly in 1987. Later, Mr Saini, accompanied by hundreds of BJP workers and senior leaders of the party, went to the SDM’s office on foot in a procession from the rally site and filed his nomination papers for the Assembly elections. |
BJP promises corruption-free governance in Haryana
Chandigarh, January 10 These promises have been made in the party’s manifesto for the Haryana Assembly elections. The manifesto was released by the BJP general secretary in charge of Haryana, Mr Shivraj Singh Chauhan, here today. Appealing to the electorate to give it a chance, the BJP promised to provide corruption-free governance. Mr Chauhan said the party taken care of every section of society, including farmers, traders, employees, students, Dalits and the weaker sections. Basic problems like drinking water, power, roads, education, health and employment would be addressed on priority if the BJP came to power. Targeting both INLD and the Congress, he alleged “both accuse each other of indulging in rampant corruption. The truth is that the Chautala regime has exceeded the records of corruption set by the previous Congress regimes and now Congress will do the same if it is allowed to return to power”. The BJP alleged that under the INLD rule corruption, dynastic rule and jungle raj had flourished and the Congress was putting the burden on common man with “sky-rocketing price rise”. He said the party had decided to field five Sikh candidates in the state this time. The BJP was ready to fight against their ally, the Shiromani Akali Dal (SAD) if it were to enter into any electoral alliance with INLD for the Haryana polls. Giving details of the manifesto, the former Union Minister of State for Home, Mr I.D. Swami, said those farmers who default on loan repayment would not be arrested or their properties attached. Instead, “we will help them to recover so that they are able to repay the loan amount,” he said. Swami said that Dalits and other backward sections would be provided with residential plots and loans at nominal 4 per cent interest rate to construct houses. He said the party will work for ending the rural-urban divide, rationalise the taxes and work towards bettering the rural infrastructure. The party was committed to construct the SYL Canal. Ruling out any post-poll alliance with the INLD, he said the party had broken the tie-up because it could not support the “anti-people’s decision taken by the Chautala regime”. “In our manifesto, we have not made any promise which may seem far fetched. We have tried to keep our promises as real as possible and ones which we are able to fulfil if we come to power,” he said. |

BJP, INLD face problems over ticket allocation
Panipat, January 10 While the INLD district general secretary announced to try his luck as an Independent candidate from the Samalkha seat after resigning from his post on the issue of denial of ticket to him, most of the office-bearers of the BJP from the Naulatha constituency also handed over their resignations to district president Jyotika Saxena in protest against the allocation of ticket to a newcomer in the party Balwan Sharma, who joined the BJP after leaving the Ekta Shakti Party just three days before. All efforts to pacify Inder Singh Chhokar had failed. Jyotika Saxena admitted that some of the office-bearers of the Naulatha BJP constituency had resigned, but these had not been accepted and efforts were on to pacify them. It is sure that INLD’s official candidate Katar Singh Chhokar will face a rebel candidate on the Samalkha seat of Panipat district. Disappointed over the denial of ticket to him, Inder Singh Chhokar has decided to contest as an Independent. The decision of his contesting the election as an Independent from the Samalkha seat was taken at a meeting of the `mahapanchayat’ (prominent persons of the area) in new grain market on Sunday. Addressing the gathering, he said he was hopeful that he would be given INLD ticket this time as he had served the party for 12 years and had joined politics for serving the people of Samalkha after resigning from the post of Sub-Inspector, but his party had let him down. It is worth mentioning here that Inder Singh’s supporters openly expressed their dissidence during Mr Chautala’s visit to Samalkha on Wednesday. They interrupted Mr Chautala while he was addressing workers at Raja Garden by raising slogans in Inder Singh’s favour. Annoyed over their behaviour, Mr Chautala had to ask them to leave the place of the meeting. BJP in charge of the Naulatha constituency Mahipat Dhanda, state executive members Satbir Kundu and Jagbir Arya, mandal presidents Sultan Singh, Ram Rattan, Joginder, general secretaries of the mandals Ram Mehar Malik, Sandeep, Pradeep and office bearer of the BJP Kisan Morcha Dhampal Jaglan handed over their resignation over allocation of ticket to a newcomer from the constituency. While Mr Dhanda said all office-bearers from the Naulatha constituency had resigned from their post, BJP district president Saxena said they would soon be pacified and that their resignations had not been accepted. |
Parties play waiting game
Gurgaon, January 10 While the INLD is to finalise the names of the remaining 43 seats, the BJP is to announce the names of nominees for the remaining 15 seats. Although the names of the BJP nominees are to be finalised by the central
leadership, some names are sure to get approval. Some of them are Mr Mahesh Kumar, Jhajjar district president of the BJP, or Mr Ramesh Balmiki for Jhajjar, sitting INLD MLA Bhagwansahai Rawat or his son Rajesh Rawat, president of the Faridabad Zila Parishad for Hathin. Both Mr Balmiki and Mr Rawat have quit the INLD to join the BJP. Other names expected to get approval are Capt Dharampal Sheoran for Bhatra, Mr Ved Pal Sangwan or Mr Balwan Singh Sheoran for Dadri, Mr Ghanshyam Saraf for Bhiwani, Dr Sarvadanand Arya or Mr Hari Singh Saini for Hisar, Mr Pradeep Singh Sangwan, son of sitting BJP MP from Sonepat, Mr Kisan Singh Sangwan, for Gohana and Dr Kamla Verma or Mr Ghanshaym Singh for Yamunanagar. The BJP has decided to
accommodate the dissidents from the Congress and the INLD, who will be denied tickets. The reason for this shift is lack of candidates with the party in some of the constituencies. In the Congress the problem has been aggravated on account of the “problem of plenty” due to large number of aspirants for party ticket from each constituency. The Congress President, Ms Sonia Gandhi, is out of station and is scheduled to return to the Capital tomorrow
night. The final names of nominees will be deliberated in her presence. |
No papers filed on day 1
Yamunanagar, January 10 Meanwhile, the ruling Indian National Lok Dal (INLD) and the BJP are leading in holding public rallies and meetings in the district. The Congress is yet to start holding public meetings. Almost all ticket-seekers in the Congress are camping in Delhi. The ruling INLD is holding public meetings, training for workers and door-to-door campaigning in all five Assembly constituencies almost everyday. The party’s Rajya Sabha MP and general secretary, Mr Ajay Chautala, held a series of meetings with party workers at Bilaspur, Jagadhri, Yamunanagar and Radaour on Saturday. The BJP has taken an early edge in campaigning by declaring four candidates from the district. The candidates and their supporters are holding meeting and ‘interactive’ programmes with voters of their respective constituencies. Another ‘force’ in the elections, the Bahujan Samaj Party (BSP), has also stepped up its campaigning. The party is organising ‘karyakarta chetna sammelan’ in all blocks of the district. The President of the Lok Janshakti Party (LJP) and Union Minister, Mr Ramvilas Paswan, was to address a public meeting at Yamunanagar on Friday last but the meeting was cancelled at the last moment as the minister had some very ‘urgent’ work in Delhi. However, therefore reports that the meeting was cancelled as the turnout at the rally venue was small. |

2 Cong men file papers from
Naggal, Thanesar
Chandigarh, January 10 One Puran Prakash filed two sets of nomination papers from Naggal Assembly constituency as an Indian National
Congress(INC) candidate. Another gentleman, Lal Singh, filed his papers from Thanesar as a Congress nominee. The Congress is yet to announce its candidates for the Haryana elections and it is doubtful how much Puran Prakash and Lal Singh stand the chance of being retained as Congress candidates once the party releases the name of its candidates. Eight other candidates filed their papers for the Assembly polls. Six out of the eight were from the Ekta Shakti and they were Angrej Singh and Bhupinder Kaur from Indri, Varinder Verma and Suman Verma from
Nilokheri, Om Prakash from Kailana and Balbir Singh from Rai. The BJP candidate from Pehowa is Balbir Saini, but reports reaching Chandigarh said one Balbir Singh had filed papers to contest elections from the constituency as a BJP candidate. It is not clear whether 'Saini' has been made 'Singh' by some clerical error or Balbir Singh was someone altogether different. One Independent candidate also filed his papers today. He is Mr Bijay
Somani, who wants to contest from Rewari. |

NCP sure of victory, accuses Chautala of corruption
Sonepat, January 10 According to a report, the NCP has put up its candidate Mr Sukhbir Singh
Farmana, former chairman of the Sonepat Zila Parishad, for contesting the Assembly elections from the Rohat constituency of this district. Mr Anwar claimed that the NCP was the ‘real Congress’ and its base has been strengthened not only in Maharashtra but other parts of the country. Also the people, he said would vote in favour of the party’s nominees in the Assembly elections in Bihar, Jharkhand and Haryana. He also said the winning candidates of the party would air the grievances of the masses in their respective Assemblies. He said that Mr Sukhbir Singh Farmana had joined the party at an appropriate time and if he won the contest the credit would go to him alone. Mr Ved Pal, president of the state unit of the party, claimed that the party had become popular in Haryana and the days were not far when it would come to power in the state. Welcoming the joining of Mr Farmana in the party, he hoped that Mr Farmana would certainly win the Assembly election. Mr Ramvir
Bighuri, MLA, Delhi and election observer of the party, alleged that both the INLD and the Congress were trying to grab the power in the state. He also alleged that Mr Chautala had amassed the wealth and property worth crores of rupees through objectionable mens after coming into power in the state. |

No INLD, Cong candidates for Sirsa yet Sirsa, January 10 The ruling INLD has announced the
candidature of Dr Sita Ram from Dabwali (reserved) constituency whereas
its main rival, the Congress, has yet to decide its candidates. There
are five Assembly constituencies namely: Dabwali, Ellnabad (both
reserved), Sirsa, Rori and Darba. Meanwhile, the BSP has announced the
candidature of Mr Shiv Kumar from the Sirsa constituency. Though, the
BJP has announced the names of four leaders for the district but the
political observers term them as “weak” contestant. The previous
Assembly results also show them as not much politically “active’’
in the district, which is mainly dominated by the Punjabi community and
the SCs and BCs. In the last Assembly polls, both BJP and INLD
contested together but have turned bitter rivals this time. According
to the political observers, the Sirsa district remains a political
battlefield between the Congress and other parties and this time it will
be between the Congress and the Chautala’s INLD. |

Field Brahmins from 10 seats, Cong urged
Sonepat, January 10 Stating this, a spokesman for the mahasabha told mediapersons here today that if Brahmin candidates were fielded in the Assembly seats of Bahadurgarh, Bhiwani, Ballabhgarh, Yamunanagar, Panchkula, Karnal,
Gharaunda, Kailana, Narnaul and Safidon by the Congress, they would certainly win the elections. He said the Congress had won nine of the 10 seats in the Lok Sabha elections with the help of the Brahmin community. The Brahmin community, he said, had always extended support to the Congress and if it was ignored this time, the mahasabha had no alternative but to field its candidates. |

BJP office-bearers of Naggal resign
Ambala, January 10 At a meeting held here they decided to formally lodge their protest with the party’s national leadership. A leader said they had worked hard for the past five years. “We fail to understand why an outsider has been given the party ticket when more deserving leaders are present. It is an unjust development and we are determined to raise our voice against the decision,” they said. The rebellion in Ambala City now followed by another unrest in Naggal is keeping the party leaders on tenterhooks. A senior leader admitted that this did not augur well for the party’s image. “The candidates have been decided after much thought and the state leadership cannot change the candidate,” he said. He stated Mr Bajwa had been chosen after keeping in mind certain factors in Naggal. “If the local leaders have any grievance, they are free to contact us,” he said. |

Election fever yet to pick up in Panchkula Panchkula, January 10 Even after the notification for the Assembly elections was issued today,
Panchkula town, including the office of Returning Officer, remained unaffected
by the election fever, as witnessed in the rural areas of the constituency. The
nomination papers were available at the SDM office here, but only four
nomination papers were issued. Representatives of the Indian National Lok Dal
(INLD), the BJP, the Jai Jawan Jai Kisan Party and the Lok Jan Shakti Party (LJSP)
took the nomination papers. Since the Congress has not yet released its list of
candidates for any of the 90 Assembly constituencies in the state, the party is
yet to collect nomination papers. It is learnt that the INLD candidate and
Chairman of Haryana Tourism, Mr Pradeep Chaudhary, will file his nomination
papers tomorrow. The BJP candidate, Mr Sham Lal Bansal, is expected to file his
nomination papers on January 14. Mr Chaudhary said he would not file his
nomination papers with the usual election din, as thousands of people had died
in the tsunami disaster, and in this time of national grief, he could not allow
for celebrations. Almost all candidates have decided to file their nominations
on specific time, after consulting their respective astrologers. Meanwhile, Mr
Chaudhary said he had toured almost 12 villages, and sought votes on the issue
of development activities undertaken by the INLD government. Nukkad meetings
were held at some villages, wherein Mr Chaudhary criticised the Congress for
being anti-farmer and anti-poor, and promoting rise in prices of essential
commodities. The BJP candidate, Mr Sham Lal Bansal, toured villages in Morni
block and also inaugurated an election office at Morni. Later in the evening, he
held meetings in Sectors 8, 15 and 16. He sought votes on the issue of
development initiated by the BJP-led NDA government from 1999 to 2004. |

Allotment of 71 dairy plots cancelled
Yamunanagar, January 10
There have been similar allegations in the allotments of plots in Aurangabada and Darba falling in the Yamunanagar Municipal Council area. As many as 50 plots are under dispute. The Jagadhri MC would invite fresh applications for the allotment of the cancelled plots. Even though the plots in Jagadhri have been cancelled, no action has been taken either against the bogus applicants or the officials who made these allotments. It is being said that the cost of these plots (Rs 400 per sq. feet) was so lucrative that these were sold in just two days. A total of 155 plots a 10-acre piece of land were allotted. Mr Ashok Sharma, Chairman of the MC, Jagadhri, admitted that there had been irregularities in the allotment proces. When asked if the MC would lodge a complaint with the police, Mr Sharma said that an internal inquiry would be conducted into the matter. The irregularities in the allotment process came to light when some ‘genuine’ dairy owners who had applied for plots did not find their names in the final list. They approached the officials concerned and several complaints were filed with the MC and even the Deputy Commissioner. The Additional Deputy Commissioner, Mr Supraveen Kumar conducted an inquiry into the matter after which the allotment of 71 plots was done away with. It is being alleged that 50 plots have been issued to ineligible persons in Yamunanagar. According to sources, the payment for four plots in Yamunanagar was made from a single bank account. The Additional Deputy Commissioner, Mr Supraveen Kumar, is probing the allegations and the report was likely to be submitted soon. Neither Mr Kumar nor the MC Yamunanagar chairperson, Ms Sangeeta Aggarwal, could not be contacted for comment. |

Farmers not getting power for crops: Nain
Karnal, January 10 The shortage of power at the time of elections just at the beginning of the new year might also affect the political calculations of the ruling Indian National Lok Dal (INLD) because during the past few months the Chief Minister, Mr Om Prakash Chautala, had been publicly promising uninterrupted power round the clock from December 31 onwards. Many districts in the state were facing power cuts for several hours for the past one week. The power shortage was not only causing harassment to the normal life but also hit the industry as well. It was the time for irrigating the standing wheat crop and thus the farmers were not able to irrigate their fields properly. Power crisis in the state had also played a major role in tilting the political calculations of various political parties in the Lok Sabha elections held last year. It was also expected by the political pundits that the present power crisis in the state would also come out as a major political issue throughout the state in the ensuing Assembly elections. A powerful lobby of the industrialists and the farmers’ organisations had already been criticising Mr Chautala for making false promises of regularising the supply of interrupted power. Lashing at the Chief Minister, Mr Ghasi Ram Nain, President of the Bhartiya Kisan Union (BKU), told The Tribune that the farmers were not getting adequate power to irrigate their crops for the past couple of years, thereby, affecting their economy. He was of the view that the farmers should be given free adequate power by the state government so as to compensate the rising farm inputs. Expressing his concern over the unscheduled power cuts and high tariffs of power to the industries in the state, Mr S.P. Gupta, President of the Haryana Chamber of Commerce and Industry said the industries across the state were passing through hard times and required to be pulled out from the crisis by providing cheaper and regular power supply. A senior official of the Haryana Vidhyut Prasaran Nigam (HVPN) admitted that there was a shortage of at least 40 lakh units of power per day even as the state government was
purchasing as many as 30 lakh units of power from outside states like Delhi, Meghalaya, Tripura and West Bengal. The current demand of power was 592 lakh units whereas the availability of power was 550 lakh units from all sources. To cover up this shortage, the HVPN was forced to resort to power cuts, said the official. Another official posted at the Tau Devi Lal Thermal Power Plant revealed that two-power manufacturing units of the plant were not functioning for the past couple of weeks following a technical fault. However, he claimed that the defects would be removed in the next couple of days. |
Dacoits decamp with Rs 85,000 from bank
Hathwala (Panipat), January 10 The village is situated near the Haryana-UP border. It is suspected that the dacoits belonged to UP and fled there after committing dacoity. According to information, three masked dacoits entered the bank at around one in the afternoon and locked all six
customers, including a woman, in the computer room of the bank. Later, they asked the head cashier of the bank at the gun point to hand over the cash. On his resistance, one of the dacoits hit him with the butt of a gun and picked up Rs 85,000 from the cash counter. They also locked the head cashier and the sweeper of the bank in the computer room before fleeing. At the time of the robbery, the Manager of the bank, Mr Balbir Singh, and clerk Vinod had gone out for some official work. Following the dacoity, DSP Badan Singh Rana, Samalkha SHO Kaptan Singh and CIA in charge Prem Singh reached on the spot. The locks of the shutter of another branch of the State Bank of Patiala situated in Atta village had also been found broken two days ago. This village is also situated near the border. Separate FIRs of dacoity and attempt to loot have been registered at the Samalkha police station and the police was investigating the matter. |
