The Haryana State Legal Services Authority has announced that Lok Adalats would be held at Bhiwani, Siwani and Loharu on January 22. While stating this here today, a spokesman of the Haryana State Legal Services Authority said that a compensation amounting to Rs 70.60 lakh was awarded in 62 cases pertaining to death or injury arising out of vehicular accidents settled at the Lok Adalats held in the judicial court complexes at Faridabad, Rohtak, Palwal and Dabwali today.

Candidates of various political parties and even Independent candidates blatantly violated the Model Code of Conduct on the last day of filing of nomination papers here today.

The District Electoral Officer-cum-District Magistrate of Karnal, Mr R.S. Doon, has served show-cause notices on three sitting MLAs, Nafe Singh of the INLD from the Jundla (reserve) constituency, Jai Prakash Gupta from the Karnal constituency and Bhim Sen Mehta from the Indri constituency (both Independent candidates). Virender Rathore of the Congress from the Gharaunda constituency and Ms Sumita Singh, who is Congress nominee from the Karnal constituency and president of the Haryana Mahila Congress were also in the list of code violators.

Since, it was the last day for filing nomination papers, the candidates who intended to contest the Assembly elections came with great pomp and show to file their nominations ignoring the Model Code of Conduct.

Ms Sumita Singh came in a huge procession comprising a cavalcade of more than 40 vehicles, blatantly violating the norm of three vehicles as allowed under the code of conduct. She had also hired a number of music systems and some groups of bands.

The Tribune managed to get a photograph in which eight loudspeakers can be seen fitted on one vehicle.

When contacted, Mr Satvir Kundu, Enforcement Officer-cum-District Transport Officer of Karnal, said he had granted the permission to use only three loudspeakers to Ms Sumita Singh. He admitted it was a violation of the Model Code of Conduct.

Mr Varinder Rathore also came in a procession of more than 35 vehicles and entered the premises of the mini secretariat along with his hundreds of supporters from the Gate No.1 breaking the barricades put up by the police. It may be mentioned that the DM under Section 144 of the CrPC had banned the entry of candidates with more than 10 supporters and raising of slogans.

Despite DM’s orders, the supporters of Mr Rathore raised slogans in favour of the Congress and the party nominee near the office of the District Magistrate in the VVIP parking. Having noticed this, the DM himself came down from his office and asked the police to send them out from the premises of the secretariat.

Similarly, the three sitting MLAs, Nafe Singh of the ruling INLD from the Jundla (reserve) constituency; Jai Prakash Gupta from the Karnal constituency and Bhim Sen Mehta from the Indri constituency, (both Independent candidates) also violated the poll code by coming in huge processions.

The DM also ordered a videography of all these violations. Later on, after watching the video film, notices were served on these five nominees.

Interestingly, the Election Observer of Karnal, Mr Ramesh Negi, was also a witness to all these violations of the poll code. He himself sat along with the Returning Officer-cum-City Magistrate of Karnal in his court while Mr Jai Prakash Gupta and Ms Sumita Singh filed their nomination papers.

Heavy rush for filing nomination papers

There was a heavy rush for filing nomination papers on the last day today.

A number of candidates, including Congress leader and Ambala City candidate Vinod Sharma, Naggal MLA Jasbir Mallour, former minister Nirmal Singh, Congress candidate from Ambala Cantt D.K. Bansal and rebel BJP candidate from Ambala City Master Shiv Prasad filed their nomination papers today.

After filing his nomination papers, Mr Sharma said that he would work for bringing about overall development in Ambala City.

An MLA and INLD candidate from Naggal, Mr Mallour, said that he was seeking votes on the basis of development work carried out by him. “I am confident that people will vote for me due to the large scale development in villages,” he said.

The assets of Mr Mallour include bank balances of Rs 4,46,619 and Rs 4,04,863, a Ford Endeavour worth Rs 15 lakh, an LIC policy of Rs 2 lakh, a revolver (Indian make) worth Rs 67,000, jewellery 20 tola of wife and household items worth Rs 95,000. Cash in hand of Rs 50,000. His immoveable properties include agriculture land worth Rs 40 lakh, a home in Ambala City worth Rs 12 lakh, a plot in Ambala City in wife’s name for Rs 6.10 lakh and a flat at Gurgaon for Rs 22 lakh. The total loans taken by him are Rs 22,57,987.

The candidates who filed nomination from Ambala Cantt include Mr Shiv Om Gautam of the NCP and Mr Hira Lal Yadav as independent. The candidates who filed nomination from Ambala City include Mr Hakam Singh of the BSP, Mr Kala Ram of the Shiv Sena, Mr Badlu Ram and Mr Shiv Kumar as independent. The candidates who filed nomination from Mullana include former minister Phool Chand Mullana and Mr Sushil Kumar as Independent. Candidates who filed papers today from Naggal include Mr Jaspal Singh of the Lok Janshakti Party and Mr Raj Kumar of the BSP.

The assets of Ambala City INLD candidate Surjeet Singh Sonta include cash Rs 40,000, bank balance of Rs 757, a bank limit of Rs 5 lakh, 50 gram of gold and land worth Rs 7 lakh.

The assets of former Haryana minister and Congress candidate from Naggal include cash Rs 2.25 lakh, cash with wife Rs 1.5 lakh, Rs 12,200 in bank, two tractors, 64 tola gold, horses worth Rs 18.80 lakh, 20 qila land in Mohra and 9 kanal in Kalesar and a plot in Gurgaon in wife’s name.

Congress candidate from Ambala Cantt Devender Bansal has cash Rs 1.5 lakh, Rs 4,723 in bank, an LIC policy of Rs 60,000, a Toyota Corolla worth Rs 8 lakh, 20 tola gold, Rs 57,600 worth of law books and a plot in Gurgaon worth Rs 5 lakh.

Cong nominee files papers, so does rebel

The Congress nominee from the Rattia (Reserve) assembly segment, Mr Gurdeep Singh Gill, is faced with a major revolt with Mr Mangat Ram Lalwas, who was denied the party ticket, filing his nomination papers for the seat today.

Mr Gill is son of Sirsa MP Atma Singh Gill. The former Haryana Chief Minister and HPCC chief, Mr Bhajan Lal, however, said he would persuade Mr Lalwas to withdraw from the contest.

A meeting of the Ramdasia community was held at Rattia yesterday. The meeting was attended, among others, by Mr Jarnail Singh, sitting INLD from Rattia, who has been denied re-nomination by his party, Mr Baldev Singh Groha, an aspirant for the BJP ticket, and Mr Jagjit Singh Fauji, a Zila Parishad member.

The meeting resolved to field its own candidate from Rattia and proposed the name of Mr Mangat Ram Lalwas .

Mr Lalwas, who is considered close to HPCC chief Bhajan Lal, filed his nomination papers with much fanfare today. Mr Bhajan Lal who was here today in connection with the filing of nomination papers of the Congress nominees from Fatehabad and Bhattu Kalan, Mr Dura Ram and Mr Kulbir Beniwal, respectively, expressed confidence that Mr Lalwas would be persuaded to withdraw.

From the Fatehabad assembly seat the INLD candidate, Ms Swatantar Bala Chaudhary, the Congress nominee , Mr Dura Ram, the BJP nominee, Ms Durgesh Arora, the CPM nominee, Mr Krishan Swaroop, and the CPI nominee, Mr Janak Raj Singla, filed their nominations.

The HPCC president, Mr Bhajan Lal, accompanied by his wife and son Kuldip Bishnoi, was present during the filing of papers while the Haryana Chief Minister, Mr Om Parkash Chautala, addressed a public meeting for Ms Chaudhary before she filed her papers.

10 file papers for Kalka seat

As many as 10 candidates, including the candidates of the BSP and the Ekta Shakti party filed their nominations from the Kalka Assembly seat on the last day for the filing of nominations papers today.

The office of Returning Officer, Mr Verender Dahiya, remained the den of hectic political activity throughout the day as candidates came to file their nominations. Other than Mr Pawan Randhawa from the BSP and Mr Surinder Singh from the Ekta Shakti party, eight independent candidates filed their nomination papers. These are: labour leader Mr Jagdish Kashyap, Mr Pradeep Sharma, Mr Ram Gopal, an employee at a stone crusher, Mr Inderjeet, Mr Deepak Kumar, Mr Sanjeev Katoch and Mr Charanjit Singh. Mr Gian Chand Gupta, state treasurer of the BJP, also filed his nomination as a covering candidate.

With this, the total number of candidates who have filed their nominations from this Assembly seat have risen to 15. Other than the INLD, the Congress, the BJP, the BSP and the Ekta Shakti party, no other political party has fielded its candidates.

The highest academic qualification is that of Mr Deepak Kumar, who has done a masters degree in law, while the minimum educational qualification is that of Mr Ajmer Singh, who has completed only Class VII examination but failed in Middle examinations.

Other than this, four of the candidates — Mr Sham Lal Bansal, Mr Babu Singh, Mr Ram Gopal and Mr Jagdish Kashyap — are just matriculates. Mr Chander Mohan of the Congress is the richest candidate in the fray with assets of over Rs 5. 17 crore.

Gupta BJP’s covering candidate for Kalka

With controversy clouding the candidature of the BJP nominee, Mr Sham Lal Bansal, another party candidate Mr Gian Chand Gupta today filed nomination as a covering candidate from the Kalka Assembly seat today.

Mr Sham Lal Bansal is contesting the elections from this seat for the third time. He had earlier contested elections in year 1996 and 2000. Mr Bansal’s company is believed to be presently carrying out contract jobs in Haryana, which is allegedly in violation of Section 9 A of the Representative of People’s Act, 1951. Section 9 A of the RPI, 1951, reads, “Disqualification for government contracts, etc, — A person shall be disqualified if, and so long as, there subsists a contract entered into by him in the course of his trade or business with the appropriate government for the supply of goods to, or for the execution of any works undertaken by that government.”

Though the party’s district chief, Mr Baldev Nayar, claimed that there was no controversy regarding Mr Bansal and that they had decided to file nomination for a covering candidate from the beginning, well placed sources say that the decision was taken yesterday as a precautionary measure in case Mr Bansal’s nomination was rejected. Sources say that the issue was discussed with the party high command at New Delhi and it was decided to field a covering candidate.

It may be noted that Mr Gupta was a strong contender for this Assembly seat. A former Mayor of Chandigarh and president of the Chandigarh BJP, he set foot in Haryana BJP politics only last year after resigning as Municipal Councillor in Chandigarh. Appointed as state treasurer in the Haryana BJP, his claim for this seat was almost certain till his betenoirs from the Chandigarh unit of the party turned the tables on him and vouched for Mr Bansal as the party candidate.

Mr Gupta’s name was proposed by Mr R.N. Sehgal and he declared assets worth Rs 1.80 crore. In his affidavit, he had also conceded that he had been booked on charges of rioting, assault and theft in Chandigarh.

No trace of missing girl

A teenaged girl from Nainital district of Uttaranchal has become the latest victim of the mafia involved in trafficking of young girls, which is active in the Mewat region of the state.

Though a hunt was on to trace the girl, who was allegedly abducted about two months ago, the kin of the victim have now sought the help of an NGO to trace the girl. The Election Commission and the National Commission For Women were also being approached for help in this connection.

Mr Bhushan Bist, brother of the girl, who had been here to seek help from the Shakti Vahini, an NGO based here, to get the victim rescued, said he had been running from pillar to post for the past about two months, after his sister, aged around 19, was ‘abducted’ by a person identified as Adil, a resident of Kairaka village, located in the Nuh subdivision of the Gurgaon district.

Hailing from Ameen village of Nainital district, he said he had contacted senior officials of the administration and the police of the area, but to no avail. The girl, he said, had been abducted after the accused, working as a driver, lured her by false promises of marriage.

He said the victim was told that he had been earning more than Rs 25,000 a month, besides having a good house here. But, he claimed, the accused was already married and was the father of two children. He was residing in a jhuggi in the village.

The girl might have been sold off as such a network was already in existence here, Mr Rishikant of the Shakti Vahini said. Alleging that the police had not been cooperating properly, he said no FIR had been registered so far, despite a search warrant was procured by the NGO to conduct a raid.

He said an officer of the DSP rank of the police had admitted before him that there were a large number of such girls present in the Mewat area. However, he expressed unability to take any action.

The NGO has announced to take up the matter with the Resident Commissioner of Uttaranchal in New Delhi, besides requesting the Election Commission to direct the police to trace the girl and arrest the accused.

Ambala girl tops in firing contest

While an NCC girl cadet from Ambala bagged the top position in firing competition at the on-going Republic Day Camp at New Delhi, the Punjab, Haryana, Himachal Pradesh and Chandigarh NCC Directorate has bagged the runners-up trophy for cultural competitions The Directorate has bagged three gold medals in various cultural competitions this year, which NCC officers here say is a precedent. "This is perhaps for the first time that this directorate has struck gold in cultural competitions," an NCC officer here remarked.

According to information made available here, Cdt Neha Sahni of No.1 Haryana Girls NCC Battalion bagged the top position in firing during the competition for the best cadet. She scored 150 points out of 150.

In the same competition, Cadet Aditya Khanka of No.1 Himachal Naval Unit, Bilaspur, bagged the top position in obstacle crossing. The results of the best cadet competition, which includes several aspects such as drill, firing, cross country running, personality and general knowledge, are expected to be declared later this week.

Cadets from No.2 Punjab Air Squadron, Amritsar, bagged the gold in flying radio-controlled aero-models. Though several cadets were involved in the construction and fabrication of the model, it was flown during the competition by Sumit Pal Singh.

In the cultural competition, Cadet Amritanjali Bhardwaj, a school student from No.1 Himachal NCC Girls Battalion, bagged gold in the solo dance competition. She had presented a Himachali dance. The gold in the group song competition was bagged by the directorate's 20-member team , which had presented a dramatised version of Amrita Pritam's song, "Aj Aakhan Waris Shah Noo...".A Light and sound effects as well as props were used to portray a rustic backdrop for the song.

The third gold in the cultural arena went to the team participating in the quiz contest during the national integration presentation. The quiz encompasses cultural and heritage aspects of all parts of the country.

The directorate's 170-strong contingent, led by Lieut-Col V.J. Kohli, is presently placed at the fourth position as far as the Republic Day Camp competitions are concerned, in which teams from all 16 NCC directorates are participating.

Senior citizens deplore govt inaction

Members of the Haryana State Senior Citizens Council, in its meeting hosted by Mr Jagjit Singh Virk, president, Senior Citizens Forum (Regd), Kurukshetra, here yesterday, expressed concern over the inaction and disinterest of the district authorities regarding implementation of the orders and directions issued by the state government from time to time for the welfare of the senior citizens.

Stating this, Mr Virk alleged that the district grievances redressal cells had not been made functional so far in any district while the government notification on the subject was issued about one and a half years ago. Also there was no proper representation given to them in such cells to make the cells effective. Besides, no action had been taken by the day care centres and old age homes as per the declared policy of central or state governments long ago. Similar was the position of the proposed action plan of state government, Mr Virk added.

Mr Virk further said that it was unanimously resolved that necessary action by the district, state and zonal bodies of the senior citizens might be taken to pursue these matters vigorously and political parties might also be approached to ensure their support.

About 40 office-bearers from various district senior citizens councils participated in the meeting.

Selection of candidates for PTI’s posts challenged

The Punjab and Haryana High Court today issued notice for May 9 on a petition challenging the selection of 382 candidates for the posts of Physical Training Instructor (PTI) by the Punjab Government recently.

The notice of motion was issued on the petition filed by Mr Amit Kumar and another person of Kaithal, who had sought quashing of the selection list issued on September 1 last year.

In their petition Mr Amit Kumar and the other person had alleged that two of the selected candidates — Mr Ravinder Singh and Mr Rajinder Singh — had less marks than them but were still selected.

After hearing their counsel, the Division Bench of Mr Justice J.S. Khehar and Mr Justice Tapan Sen issued notice of motion for May 9.

PIL against auction of trees

A PIL challenging the decision of the panchayat of Ramrai village in Jind district to auction 2134 fully-grown trees on panchayat/shamlat land has been filed in the Punjab and Haryana High Court.

In the PIL, filed by Mr Rishi Ram of the same village, it has been alleged that the decision of the panchayat to auction the trees is an attempt to cause huge loss to the panchayat.

The petitioner has stated that while the minimum bid fixed in the auction notice is Rs 7.65 lakh, the trees are worth at least Rs 17-20 lakh. The decision of the panchayat was also accepted by the DC, Jind, on December 31, 2004.

The petitioner has claimed that the sole purpose of the panchayat in deciding to auction the trees is that the term of the present panchayat members will end in March and the panchayat members want to leave nothing for the next team.

After hearing his counsel, the Division Bench of the Chief Justice, Mr Justice B.K. Roy, and Mr Justice Rajive Bhalla issued notice for January 20.

Lok Adalats on January 22

The Haryana State Legal Services Authority has announced that Lok Adalats would be held at Bhiwani, Siwani and Loharu on January 22.

While stating this here today, a spokesman of the Haryana State Legal Services Authority said that a compensation amounting to Rs 70.60 lakh was awarded in 62 cases pertaining to death or injury arising out of vehicular accidents settled at the Lok Adalats held in the judicial court complexes at Faridabad, Rohtak, Palwal and Dabwali today.

He said that 737 cases were also settled under the Hindu Marriage Act, Section 125 of the Criminal Penal Code and the Indian Penal Code and these also included those of bank loans and other cases.

He said that the 2,064 Lok Adalats had so far been organised in the state and 5,01,691 cases had been decided.

Martyr to be cremated with honours

Ved Pal, a constable of the Central Reserve Police Force (CRPF), who was killed in the 25-hour encounter with the militants at the indoor stadium at Srinagar (Jammu and Kashmir) on Saturday, belonged to Panchi Jatan village in this district.

According to official sources, the body of the jawan will be brought to his native village by the Army authorities for cremation with full honour.

The jawan leaves behind his wife and two sons.

He was a son of Mr Raghbir Singh who had retired from the Army a few years ago as Subedar.

When the news about the death of Ved Pal reached, gloom prevailed in the village and a large number of people thronged his house to their grief.

Youths loot petrol pump

Ambala, January 17
Two motor cycle-borne youths looted a petrol pump located near Jalbera village close to Ambala City late on Saturday evening.

According to information two youths on a motor cycle came to a recently started petrol pump around 11 pm on Saturday. They asked a petrol pump worker, Som Nath, to fill petrol worth Rs 200 into their vehicle. Later they demanded the bill.

As soon as Som Nath went inside the office of the petrol pump to make the bill, one of the youth also entered there. He asked him to hand over the bag containing cash to him at the pistol point. Som Nath handed the bag containing cash to the youth.

The two youths fled on their motor cycle before the petrol pump worker could raire the alarm. The police has registered a case. OC

Haryana police transfers

The Haryana Government today issued the transfer and posting orders of two IPS officers with immediate effect.

Mr Des Raj Singh has been posted as Superintendent Police, Security, at Panchkula and Ms Mamta Singh has been posted as Superintendent Police, Crime, CID at Panchkula. Both of them have been posted against vacant posts.

The IPS husband-wife duo was transferred by the Election Commission earlier allegedly for violating the model code of conduct.
