Farm land worth Rs 300 crore allotted illegally
Ghaziabad, December 6 The Ghaziabad District Magistrate Santosh Kumar Yadav has since cancelled 99 registration letters of this agricultural land. In this connection, an accountant has been suspended; the District Magistrate has also recommended to the state government the suspension of the Tehsildar. According to the District Magistrate, from September 2002 to March 2003, allotment letters regarding agricultural land in Kaushalya village had been issued to 136 persons. On September 25, 2002, 21 allottees belonging to scheduled caste, 22 to backward classes and 11 belonging to other classes were found to have been favoured. On November 20, another 55 persons were given agricultural land registries after a proposal was passed. On November 27, again a proposal was approved. On the receipt of the complaint, an inquiry by Additional District Magistrate (Land) S K Tiwari had been ordered into the illegal allotments. According to the inquiry report, 26 allotments in the first proposal, 50 in the second and 23 in the third were found to be erroneous. No list of recipients had been made at the time of allotment. As a matter of fact, all allotments should have been made according to a list, which should have prepared before hand. In all, 300 bigha agricultural land was handed over to allottees in an illegal manner. The land value is estimated at Rs 300 crore. There was large-scale bungling in awarding of allotment letters for agricultural land during Ms Mayawati’s regime for which there was a virtual stampeded among people who wanted to get plots allotted in their names. All rules and norms had been violated and the tehsildar was illegally passing orders, which were within the SDM’s ambit only, it is alleged. |
Dacoits strike in Loni despite PAC deployment
Ghaziabad, December 6 On Saturday, some criminals again chose a house for dacoity at Loni. Apart from decamping with valuable worth over one lakh, the criminals also shot at one youth and assaulted other members of the family, including women, after making them captive. The youth is stated to be in a serious condition. One Hukam Singh lives in D block of Indira Puri colony of Loni with his wife, five sons and a daughter-in-law. On Sunday, at around 12.30 am, some 12 masked and armed criminals descended on his house through the terrace. After thrashing Hukam Singh and his wife, they entered the room of Vinod, son of Hukum Singh, and thrashed him too. They took away cash, gold jewellery and valuables from both the rooms. They entered the third room by blasting its door lock with gunfire and beat Hukam Singh’s son and his wife with iron rods. As his sons — Suraj, Hiren Lal and Tinku — came down from the first floor on hearing the firing, the bandits fired at them, injuring Suraj in the chest. Later, one neighbour of Hukum Singh, Kalu Ram, came to their door on hearing the gunshots; he was pulled in and beaten up by the intruders. A woman in the neighbourhood informed the police about the dacoity. After seeing the police, the assailants started firing. Later, the police also fired at them. In the melee, the dacoits slipped away. |
Sharpshooter wanted for 13 murders held
New Delhi, December 6 The police have recovered a countrymade pistol and two cartridges, one live and one fired, from his possession. He was also wanted in cheating cases involving a sum of Rs 1.31 crore. The police got the information that two sharpshooters of Kishan Pahalwan gang were coming to Nelson Mandela Marg to collect money for their daily expenses. The police reached the spot and noticed one Pulsar motorcycle. As the cops approached them, one of the accused, Mahabir, alias Don, managed to escape on the motorcycle while Rajesh tried to escape. He even allegedly fired at the police party but the HC Jasbir Singh managed to overpower him and also seized the weapon and live cartridge from his possession. The police said that Rajesh was a peon in Co-Operative Bank, Nangloi in 1997. He along with other accused Anil, Sunil, Sanjay, Aman, Balram and Shiv Kumar misappropriated a sum of Rs 1.31 crore from the bank. In 1999, he allegedly prepared fake arms licence from Faridkot, Punjab through Rathi Gun House, Bahadurgarh, Haryana.
Robbers’ gang busted
With the arrest of seven persons, the Delhi Police claimed to have busted a gang of robbers who were allegedly involved in a number of robberies. At the time of arrest, they were planning to commit another robbery. The police have recovered a countrymade pistol, three live cartridges, a knife, a dagger, two razors, 23 heaters, 20 bags of cloth bundles, etc. from their possession. The accused arrested have been identified as Kalu Sheikh (27), Sagar Yadav (26), Lal Chand (22), Vikram Mehto (32), Satpal (28), Parveen Jain (33) and Vikas Gupta (25). On December 5, Sub-Inspector Ajay Bali got the information that some desperate robbers would assemble near Ambedkar Nagar College in Shahdara. Ajay Bali with his team raided the spot and arrested the accused.
Two held for robbing train passengers
The Delhi Police have arrested two persons who were allegedly involved in robbing train passengers after drugging them. The accused identified as Wazir Singh and Santokh Singh, both in their forties, were active members of Raja Gang. The police have recovered a TSR being used
by them for committing crime. The duo were arrested from Southwest district yesterday. |
NCERT, boards feel greater need for consultation
New Delhi, December 6 The meeting concluded with all participants agreeing on the need to develop a collaborative relationship as both (NCERT and the boards) are partners in the tasks of development of curriculum/syllabus and textbooks. While preparing curriculum there is a need for broad-based consultation with all stakeholders – teachers, teacher-educators, parents, teacher organisations, community and students, it was pointed out. Further, the important areas of concern, required to be incorporated in the curriculum, are life skills, moral education, environmental education, vocational skills, disaster management, lifestyle education/adolescent education/ AIDS education and mental health among others. It was also concluded that while NCERT provides only exemplar curriculum/syllabus/text books, the states are free to develop their own text books based on their needs and in keeping with local contexts. The critical issues related to implementation of environmental studies as a separate subject — such as introduction of a graded curriculum, teacher competencies and the scheme of examination — need to be debated. The curriculum needs to take care of the needs of students belonging to rural and tribal areas. Teachers’ empowerment and continuing education of the teachers are very crucial for curriculum implementation. The inclusion of different subjects and the number of compulsory subjects in curriculum should be guided by academic considerations only and not by public demand. It was agreed that development of curriculum/syllabus needs to be decentralised and the board requires funds from MHRD for teachers training and technical support from the NCERT for preparation of textbooks. The meeting also discussed the need for critically analysing why vocational education has failed in the states and from which stage vocational education should be started and the need to improve open schooling. The need for evolving a textbook policy by the Boards and well-defined objectives of education are required to be formulated for development of curriculum, syllabus and for setting criteria of evaluation was agreed on. Prof. Krishna Kumar, Director, NCERT emphasised the need to develop a collaborative relationship between State Boards and NCERT, since they are all partners in the tasks of development of curriculum/syllabus and textbooks. There is a need for further debate at the state level on issues like open book examination system, modes of internal assessment, no detention policy, de-emphasis of external examination and abolition of pass and fail. Prof. Kumar emphasised that our major concern is to provide “Education without burden” to the children. He said that there is an explosion taking place world over in all fields but education is most important. Prof. Yashpal said that it is very important what we can do to make our children’s education better. Questions do not depend on a child’s age, a child can ask questions at any age, so we should start from the children’s question. |
Yamuna Action Plan Phase II is under way

The Action Plan is being carried out with a loan of 13.33 billion yen from the Japanese Bank for International Co-operation’s Overseas Development Assistant. The project comprises building a new Sewage Treatment Plant of 135 mld capacity in Delhi, rehabilitation of a 324 mld capacity plant and rehabilitation/replacement of trunk sewers. In Uttar Pradesh also a new sewer treatment plant will be constructed while in Haryana a 73-km long sewer line will be constructed and efficiency of the existing Sewage Treatment Plant would be enhanced. The Delhi Development Authority has drawn an action plan for improvement of Jamuna Ghats, under which Kudesia Ghat is being developed by DDA. Bathing ghats would be constructed and work would be completed by March 2007, Urban Development Minister Ghulam Nabi Azad said in written reply in the Rajya Sabha. The DDA is also planning improving the Nigambodh Ghat, which will be completed by March 2005. The Sur bathing ghat, which is meant for both bathing and performing religious rituals, is being maintained well. Besides, two electric crematoriums at Bela Road and Sarai Kale Khan are being maintained satisfactorily. The House was also informed that the Government has cancelled the allotment of 38 plots in Sector 25, Pocket 7, Rohini, as approval of competent authorities was not taken for change of layout plan. A vigilance inquiry has also been ordered to fix responsibility for change in the layout plan without the approval of the competent authority. |
Mumbai co gets MCD contract to ferry garbage
New Delhi, December 6 He said the major problem in these areas is that there are no Residents Welfare Associations (RWAs). Their involvement is important to make the privatisation of garbage management successful. Influential people are being contacted to start the RWAs in these areas. A senior official of the Antony Waste Management said that a survey of the areas was being conducted to make viable the transportation of garbage. Since the areas are congested, the company has purchased small vehicles to transport the garbage from dhalao to
The company will charge Rs 682 per tonne per day for transporting garbage. The waste generation from the area will be over 600 tonne per day. It has been contracted for nine years. The company will have its complaint redressal centre. If someone has a problem, they can contact the company official any time. The Municipal Commissioner said the private companies would be penalised if they failed to do their job. He said the corporation has identified two new landfill sites to dump the garbage. In Narela, the DDA has given 166 acres and the other is in Bhatti Mines. But the NGOs working for environment are opposed to the Bhatti Mines land for landfill sites. |

Big bands, such as Delhi’s finest, the recently crowned idol, Prestorika, and electro Sufi rock gurus Orange Street, Mumbai moshmakers Pin Drop Violence, along with Medicis, the nu metallers from Auroville, Pondicherry, got some serious live rock action going at the Numero Uno Rock Out. These 4 explosive Rock bands, jamming together on stage, was an electrifying experience and it was complete hysteria for Delhi’s rockers. The proceedings were put under way by Prestorika, which got the crowd moving with covers from bands like Megadeth and
Iron Maiden, which were mixed with the band’s originals, engineered along the same lines. Pin Drop Violence, right from the time they took the stage, kept the tempo going in the right direction
with an explosive live act, geared to stir mayhem within the most staid of souls. The open-air theatre erupted in a mass of flying limbs, as the band
played covers and originals, in the extreme and nu metal genres. Delhi rock veterans Orange Street gave the assembled crowd a taste of the new, with hard kicking originals of an electro rock bent with a twist of Hindustani vocals and dholak thrown in for good measure. Noida, December 6 Addressing a press conference organised by the police officials of the Gautam Budh Nagar at the SSP’s camp, Mr Singh said, “All mafia and extortionists should be put behind bars at the earliest”. The IG Zone also underlined the need for strengthening the police intelligence wing. The main purpose of Mr. Harbhajan Singh’s meeting with the police rank and file was to make a realistic assessment of the law and order scenario in the district. He appeared concerned at the spate of crimes in Noida, in quick succession, which had created an atmosphere of panic among residents and traders alike. The IG police didn’t mince words while telling the cops to pull up their socks.
