Hundreds court arrest at Youth Congress rally

Hundreds of activists of the Indian Youth Congress led by their president, Mr Randeep Singh Surjewala, courted arrest at the Matka Chowk here today, after the Yuva Garjana Rally held to protest against the misrule in Haryana by the Indian National Lok Dal government.

The activists and senior leaders were arrested after they tried to march towards the Haryana Vidhan Sabha in a bid to gherao the Assembly. They were let off by the police in the evening.

Meanwhile, at the rally, giving a clarion call to save the state by ousting the INLD in the coming elections, Mr Surjewala called upon the youth to join hands to put an end to the atrocities the common man was subjected to in the rule of Mr Om Prakash Chautala.

“For the first time in Haryana, jobs are on sale, costing anything between Rs 5 lakh and Rs 1 crore, depending on the position sought. Unemployed youth are being lured in the name of employment, little realising that on offer is only a temporary job.

If there are so many jobs, then why are employees all over the state being retrenched everyday,” he enquired.

Listing out close aides of Mr Chautala who had been “awarded” by getting jobs through the Haryana Civil Services for their relations, Mr Surjewala added, “Through such practices Mr Chautala has challenged your worth, hard work, truth, justice and religion and you must give him a befitting reply in the coming elections.

Let him bite the dust and know what public power is.”

The IYC president said it would be a dream realised for him when common man has equal opportunity to occupy a seat of power. “Against 2.5 lakh governmental jobs, there are 20 lakh unemployed youth. When the Congress comes to power, we will create opportunities to generate more employment in the private sector.

Take this message to every nook and corner of the state. Your contribution would lie in transforming this rally into a state-wide movement of exposing the misdeeds of Mr Chautala,” he exhorted the youth.

The General Secretary of the All India Congress Committee, Mr Ashok Gehlot, called upon the youth to go back with the pledge that the corrupt practices of the Chautala government would not be tolerated any more.

The President of the Haryana Pradesh Congress Committee, Mr Bhajan Lal, said that his party had prepared a 123-page chargesheet against Mr Chautala and handed it over to the Governor. “He is lobbying for an early panchayat poll which would only divide village on party lines. We will fight against this but we need the support of the youth of Haryana in this battle,” he said.

Others who spoke at the rally include Ms Anita Yadav, MLA, Haryana Youth Congress president, Mr Satwinder Singh Sandhu, among other district presidents of the state.

Vidhan Sabha passes three controversial Bills

The Haryana Vidhan Sabha today passed the three controversial Bills seeking to advance the panchayat and municipal elections amidst protests by the Congress MLAs.

The Bills, which were earlier passed by the House in September last, were returned by the Governor, Dr A.R. Kidwai, for reconsideration on November 26 last. The House passed the Bills without taking notice of the views expressed by the Governor.

Several Congress members, including the officiating Leader of the CLP, Capt Ajay Singh Yadav; a former Chief Minister, Mr Bansi Lal; the Haryana Congress President, Mr Bhajan Lal; Mr Karan Singh Dalal, Dr Raghbir Singh and Mr Shadi Lal Batra pleaded with the Treasury Benches to withdraw the Bills in view of the observations made by the Governor. They accused the government of having a dishonest intention behind moving the Bills.

Mr Anil Vij, Independent MLA from Ambala cantonment, supported the Bills. He said in a democracy the legislature was supreme and the Governor, a nominated person, could not negate the will of the elected representatives of the people. The Speaker, Mr Satbir Singh Kadian, supported Mr Vij when he said that the dignity of the House was in upholding what had been passed by it.

Mr Batra, however, reminded them that under Article 168 of the Constitution, the Governor was an essential part of the legislature. He and other Congress members regretted that Mr Vij was trying to run down the Governor. Mr Vij denied the allegation and said he was only saying that it was the right of the House to repass a Bill returned by the Governor for reconsideration.

Intervening in the debate, the Parliamentary Affairs Minister, Prof Sampat Singh, said the government held the institution of Governor in the highest esteem.

Mr Bansi Lal said the government’s intention in re-introducing the Bills was mala fide. The House should not take the Governor and the High Court lightly. He alleged that in order to take electoral advantage the government wanted a divided community by holding the panchayat elections before the Assembly poll. However, the ruling party would be badly defeated as the people would not be misled by such tactics.

Capt Yadav also reiterated what Mr Bansi Lal had said. He argued that Article 200 gave the right to the Governor to reserve a Bill for the consideration of the President even if it had been repassed by the House and if the Bill derogated the powers of the High Court.

The Speaker, who had not objected when Mr Bansi Lal had described the government’s intention as “mala fide”, expunged the particular word when it was used by Capt Yadav.

Similarly, he also expunged the word, “conspiracy”, as being unparliamentary when Dr Kadian was speaking. He also expunged another remark made by Dr Kadian about ruling party MLAs. However, the Town and Country Planning Minister, Mr Dhir Pal, who wanted to protest against the remark of Dr Kadian, put on record what the latter wanted to say. Mr Dhir Pal said: “MLA ke peetne ki baat nahin karni chahiye.”

The Congress MLAs staged a walkout when in his reply Prof Sampat Singh referred to the conduct of the former Prime Minister, Mrs Indira Gandhi, and the Congress during the Emergency.

The House also passed the Haryana Official Language (Amendment) Bill, giving Punjabi the status of second language in the state. There was a heated exchange between the ruling party and the Opposition, when Mr Dalal, who welcomed the Bill, said in addition to Punjabi language, the Chief Minister should also give due respect to the Punjabi community. Mr Ashok Arora, Transport Minister, retorted by saying that unlike the days of the Congress and Mr Bansi Lal, INLD government had encouraged members of the Punjabi community in the field of politics also.

The House passed the Haryana Health Care Workers Bill unanimously.

Chautala taunts Bhajan, Bansi

Mr Bansi Lal and Mr Bhajan Lal sat side by side sharing the same bench in the Haryana Assembly today while the Chief Minister, Mr Om Prakash Chautala, took particular delight at showering taunts at the duo.

The question hour in the inaugural day of the Assembly session here today was in fact dominated by Mr Chautala’s scathing remarks at the two former Chief Ministers. On more than one occasion Mr Bhajan Lal and Mr Bansi Lal tried to protest, but whatever they said was expunged by the Speaker, Mr Satbir Singh Kadian, from the proceedings.

Mr Bansi Lal earlier used to share his seat with Independent member R.S. Bisla. The new sitting arrangement has been apparently worked out in view of the merger of Mr Bansi Lal’s Haryana Vikas Party(HVP) with the Congress. Mr Bhajan Lal’s partner Rao Inderjit Singh has got elected as a member of the Lok Sabha and that seat has been earmarked for Mr Bansi Lal.

“Bhajan Lal will not give you Congress ticket”, “both of you have done a lot of damage to the state;” “now, sitting beside each other you can conspire and prepare your future evil plans”. These are some of the gems coming from Mr Chautala’s side.

Mr Ajay Singh Yadav, officiating leader of the Congress Legislature Party (CLP), who was sitting at the place earmarked for the Leader of the Opposition, also got a taste of Mr Chautala’s foul mood on more than one occasion. “ You are sitting where you are due to the generosity of the Speaker. Your party members have not elected you as their leader. So behave yourself”, Yadav was told by the Chief Minister. Mr Yadav was further embarrassed when the Speaker, Mr Kadian, also joined hand with Mr Chautala and said Mr Yadav had been frequently urging him to allow him to sit at the place marked for the Leader of the Opposition .

Questions, orally answered during question hour, did not reveal anything worthwhile as all of them came from the ruling party members.

No controversy on Bills, says Chautala

Haryana Chief Minister Om Prakash Chautala seems to have softened his stand against Governor, AR Kidwai. He denied that there was any controversy regarding the Governor sending the Bills for early panchayat and municipal polls, and said,” We will make the amendments suggested by the Governor, and send these back to him for his approval.”

The Chief Minister was talking to media persons, after inaugurating the Haryana Olympic Bhavan building here today. “While suggesting some amendments, the Governor had returned the Bills. These will now again be tabled in the session of the Assembly, which had commenced today. These Bills will be passed, keeping in view the amendments suggested by the Governor. The Governor, being the constitutional head, had the right to suggest amendments,” he said.

When his attention was drawn towards the meeting of the Congress leaders with the Election Commission yesterday, so as to impress the commission for holding elections to the state Assembly earlier than the scheduled date, Chautala said that they (Congress leaders) did not know anything.

Talking about the Youth Congress rally at Chandigarh today, he said that the youth should play a constructive role in nation building, rather than adopting an agitational approach. He criticised the Congress for its political gimmicks to divide the people by drawing the lines of casteism and regionalism. He said that the Congress belonged to the capitalists and was anti-poor.

The CM said that within a short period of the Congress-led Central Government, the prices of several essential commodities had shot up. He pointed out that the products being manufactured in factories had become expensive.

Chautala inaugurates Haryana Olympic Bhavan

The Chief Minister, Mr Om Prakash Chautala, today inaugurated the Haryana Olympic Bhavan at Tau Devi Lal Sports Complex. The first phase of the Haryana Olympic Bhavan has been completed at a cost of Rs 2 crore. The entire project would be completed at the cost of Rs 7.43 crore.

When asked to comment on the impetus being given to the sports activities in the state, Mr Chautala said as a result of the sports policy introduced by his government, number of players from Haryana participating in international meets like Afro-Asian and Commonwealth Games and the Asiad, had increased, including the number of medals won by them.

He said Rs 5.43 crore had been given as cash awards to 2,606 outstanding sports persons in the state so as to encourage them. The Haryana Government had also taken a number of steps to promote sports in a big way by giving incentives like reservation in jobs, pension and diet money to sports persons, setting up of astroturfs and sports nurseries, he added.

Mr Chautala was shown a model of the Haryana Olympic Bhavan to apprise him of the facilities which would be provided in the subsequent phases of its construction. The lower ground floor of the bhavan would house a gymnasium, aerobics room, facilities of steam and sauna bath as well as massage room, including a sports library, media centre, billiards room and an exhibition hall.

The Chief Minister also unfurled the flag of the Haryana Olympic Association on the occasion. The President of the Haryana Olympic Association, Mr Abhey Singh Chautala, its Honorary Secretary General, Dr M.S.Malik, senior officers of the district administration and sports persons were present on the occasion.

Chautala lays stones, opens park

The Haryana Chief Minister, Mr Om Prakash Chautala, laid the foundation stone of the 135-km long Kundli-Manesar-Palwal express highway near the 220 power substation on the GT Road at Rai, 13 km from here, today.

According to a report, the project will cost Rs 1,200 crore and would be funded by the Haryana State Industrial Development Corporation (HSIDC) and the Haryana Urban Development Authority (HUDA).

Mr B.D. Dhalia, Principal Secretary to the Chief Minister and Chairman of the HSIDC, Mr N.C. Wadhwa, Managing Director, HSIDC, Mr S.C. Chaudhary, Commissioner, Industries, and Mr Vidya Dhar, Deputy Commissioner were among those who were present on the occasion.

Mr Chautala also inaugurated the Tau Devi Lal Park in Sector 7 on the G.T. Road near Bahalgarh Chowk, about 10 km from here. It was built at a cost of Rs 1.75 crore.

He also laid the foundation stone of an overbridge on the railway crossing near Ganaur, a subdivisional town in the district. A sum of Rs 10 crore will be spent on it.

Mr S.C. Chaudhary, Commissioner-cum-Secretary, PWD (B&R), Mr Raja Ram Sheoran, Chief Engineer, PWD (B&R) and Mr Vidyadhar, DC, were also present on the occasion.

M.S. Saini sworn in HPSC Chairman

Mr M.S. Saini and Ms Santosh Singh were today sworn in as Chairman and member of the Haryana Public Service Commission at a ceremony at Raj Bhavan here today. Mr Om Prakash Chautala, Chief Minister, Mr Sampat Singh, Finance Minister, and other legislative and government functionaries were present at the function.

Mr Saini, an ayurveda doctor by training, was first inducted into the HPSC as a member in July, 2000, by the Chautala regime. For becoming HPSC Chairman, he resigned from the member’s post. The resignation of Mr K.C. Bangar from the chairman’s post paved way for Mr Saini to become chairman of the commission. Mr Bangar, who, too, was appointed by the INLD government, would have been completing his six year term shortly. The 50-year-old Mr Saini will have the advantage of serving his full term of six years and, unless he is removed or he himself resigns, will remain the HPSC chairman during the entire tenure of the next government which will take over in Haryana after the Assembly elections slated for early next year.

While Mr Bangar resigned, he would not be missing out on the perks enjoyed by the HPSC members as Ms Santosh Singh, sworn as a member today, happens to be his wife. Ms Santosh Singh, a topper from Bhopal University and a teacher by profession, was born in 1960 and she, too, would be able to remain member of the commission throughout the tenure of the coming government. She was inducted into the member’s post falling vacant following resignation of Mr Saini who became Chairman.

The Om Prakash Chautala-led government has in recent days recast almost the entire HPSC and all but Mr M.S. Shastri will continue as members well into the tenure of the next government.

The oath ceremony today looked quite like the swearing-in of ministers with a big crowd assembling at Raj Bhavan. The auditorium, where the ceremony took place, was filled to capacity and a number of officers as well as MLAs and others had no place to sit. Outside, the police had a tough time controlling the crowd who wanted to get inside Raj Bhavan.

Mr Saini and Ms Santosh Singh were both given huge applauds by the people sitting in the auditorium when they were sworn in. When Mr Saini stepped outside the Raj Bhavan, he was lifted and garlanded by his associates.

Mob injures 2 MC employees

Two employees of the local municipal committee, including the driver of a JCB machine, were injured when an angry mob hurled stones at civic body officials while they were trying to demolish two shops near Balmiki Temple and Ashram on the Kakroi road here today.

According to a report, the officials could not face the wrath of the angry people and returned without demolishing the shop. The shops had been allegedly constructed without any sanction from the civic body. Those injured were identified as Mr Sukhbir and the JCB machine driver, Mr Rajoo.

The irate mob also smashed the windowpanes of the JCB machine and blocked traffic on the road.

Mr Dharampal Singh Malik, former MP and former president of the Haryana Pradesh Congress Committee (HPCC), and Mr Rajiv Jain, another Congress leader reached there, pacified the mob and succeeded in getting the blockade lifted.

The authorities of the Sonepat municipal committee have not lodged any complaint with the police in this connection so far.

Brother of ex-MLA shot

Unidentified gunmen shot dead a brother of a former Indian National Lok Dal(INLD) MLA in Matanhale village of the district last night. The son of the deceased also sustained bullet injuries. The assailants attacked them when they were sleeping in their house.

According to information, Maha Singh, brother of former MLA from Salawas Assembly constituency in the district and INLD leader Mr Hukam Singh, and his son Vikram Singh were sleeping in their house when two persons barged into the room and shot Maha Singh in forehead, who died on the spot. Vikram who wake up on hearing the gunshot was also shot at. He was admitted to the PGIMS Rohtak.

Vikram alleged that Pawan and Krishan, sons of Sarup Singh, residents of Naya Gaon village were nursing a grudge towards them over a plot located in Kosali. He accused them of murdering of his father by hiring contract killers. They were also engaged in a legal battle on the issue. He claimed that he could identify the assailants. The police has registered a case and started investigation.

HUDA seeks permission to hold draw of lots

The Haryana Urban Development Authority (HUDA) today moved an application in the Punjab and Haryana High Court, seeking permission to hold draw of lots for plots of land in Sectors 2 and 6 of the Mansa Devi Complex, Panchkula.

Saying that it should be allowed to hold draw of lots for the plots for which it has already received applications, HUDA sought permission to do so.

However, the petitioner in the public interest litigation (PIL) that had led to the high court restraining the Haryana Government from implementing any low volume habitation scheme around the Sukhna Lake, prayed that he be allowed to contest the application.

The petitioner, Dr B. Singh, who has been appearing in person in the matter, had earlier filed an application in the high court, questioning the authority of HUDA in advertising the plots and collecting money in the form of application fees from the applicants.

Saying that the action of HUDA was akin to committing a fraud on the gullible public, Dr B. Singh said. He also said the draw of lots will be an illegal exercise and would be contempt of court.

Since, Haryana Advocate General Ashok Aggarwal, who is counsel for HUDA, was not present, the court adjourned the matter to December 3.

BKU threatens to stop water to Delhi over SYL

The Haryana unit of the Bharatiya Kisan Union (BKU) has decided to stop the flow of water to Delhi on December 23 if the Central Government fails to start the construction of the SYL canal in the Punjab territory.

A decision to this effect was taken at a specially-convened meeting of the union held at the Khubru fall of the western Yamuna Canal near Khubru village, about 25 km from here, today.

Mr Dharam Singh Risaldar, president of the state unit of the union, presided over it. Representatives and office-bearers of all district units participated in this meeting.

The meeting decided to set up “kisan vahini”, comprising 2,000 youths, which would prevent the flow of water to Delhi if the government failed to accept the demand of the union.

By a resolution, the meeting regretted that the Central Government and the state government had not yielded to the agitation of the BKU on this issue for the past five months. Instead, the government of Haryana had imposed prohibitory orders under Section 144 of the Cr Pc banning the assembly of five or more persons and carrying of firearms for crushing the agitation.

BKU activists violated the ban and organised a maha panchayat at venue of the dharna.

The meeting warned that if the state government tried to impose such a ban on December 23, it would be violated again.

Later, leaders of the BKU called on the Deputy Commissioner and submitted a memorandum to him for forwarding it to the Prime Minister, Dr Manmohan Singh, demanding early completion of the SYL canal in the Punjab territory.

President Kharga AWWA Mrs Mina GD Singh flagged off a cycle rally. At the Allenby flyover, Mrs Mina GD Singh released the health education booklet on HIV/AIDS prevention and control.

An on-the-spot drawing and painting competition was held at Station Health Organisation. Prize winners in different categories are Prateek Kohli, Preeti Yadav, Shyam Bajaj, Priyanka, Mukesh Sharma, Anita Sharma and Rohini Mohan.

An AIDS awareness rally was organised at the Air Force Station, Ambala. The rally was flagged off by Air Commodore L.K. Malhotra, Air Officer Commanding, Air Force Station, Ambala. About 500 students from the Air Force School and Kendriya Vidyalaya No. 2 participated in the rally to spread awareness about AIDS.

Air Commodore Malhotra spoke about the need to fight against the spread of AIDS, particularly among the young generation. He urged people to treat AIDS victims with sensitivity, care and understanding.

Group Capt Vipan Chander, Squadron Commander Medical Squadron and Wing Commander V.K. Sharma also spoke on the occasion. Ms Anuradha Malhotra, president, AFWWA (L) was present.

An AIDS awareness programme was organised by the NSS unit of Arya Girls College, Ambala Cantt and the Red Cross. NSS programme officers Dr Anupama Arya, Ms Ranju Trehan and Red Cross incharge Ms Neelam Inderjeet organised an intra-college quiz competition and a poster-cum-slogan writing competition.

In poster-cum-slogan competition, Meenu Bhutani was first, Parul was second and Annie Chopra was third. Nancy Chopra got the consolation prize. In quiz competition, Florence got the first prize, Ravinder was second while Sangeet was third. Mini got the consolation prize.

Additional DC M.L. Kaushik gave away the prizes. District Health Officer Dr Lamba spoke about AIDS, its causes, prevention and control. Civil Surgeon Dr B.K. Prinja and Mr Randhir Chaudhary were also present.

Students vow to fight AIDS

The District Health Department, in association with the Fateh Chand College for Women here, organised a seminar to mark World AIDS Day on the college premises today. A speech contest on female foeticide was also organised on this occasion.

Students of the college vowed to generate awareness to eradicate AIDS from society. Dr S.K. Naval, CMO, and Dr Surender detailed the students on the latest developments in the research on AIDS. Dr Anoop Singh, DHO, answered queries put forward by students regarding the disease.

The college Principal, Mrs Geeta Dawar, exhorted the students to make efforts for the creation of a healthy society. Sudesh won the first prize, while Rajni and Kanchan got the second and third positions, respectively, in the AIDS speech contest. In the speech contest on female foeticide, Mamta, Teena and Gurpyari won the top three positions.

Meanwhile, the NSS unit of Guru Nanak Dev Girls Senior Secondary School, Model Town, also organised a rally to bring awareness against AIDS on World AIDS Day here today.

SONEPAT: The Health Department and the District Red Cross Society jointly organised an AIDS awareness rally in the town in which hundreds of students of various schools and activists of voluntary organisations participated.

The rally started from the local Civil Hospital and after passing through residential and commercial areas of the town reached the Mini-Secretariat. The participants were carrying banners, placards and anti-AIDS logos to make people aware about the consequences of this dreaded disease.

The rally was flagged off by the Civil Surgeon, Dr D.K. Sharma.

According to Civil Hospital sources, the number of HIV-infected persons has gone up to 32 during the past three years. They include 19 men and 13 women. Of these, 14 cases were detected this year itself.

However, if reports of private testing laboratories are to be believed, as many as 225 HIV infected cases have been detected in the district during the past three years.

Wheat scam accused suspended on his retirement day

The Haryana Food and Supplies Department has suspended Rs 72 lakh wheat scam accused, Panipat Additional Food and Supply Officer (AFSO) Bhoop Singh, on his retirement day on Tuesday.

However, no departmental action was taken against the other two accused Food and Supplies Inspectors Ashok Bajaj and Ajit Singh so far but the Department might also suspend them in next couple of days, sources said.

District Food and Supply Controller Dharmvir Singh Goyat had sent a fax message to his Department Director on Monday along with a copy of the FIR and other relevant documents. On the basis of the message, the AFSO was suspended.

Meanwhile, the police has failed to nab any of the accused even on the sixth day of registration of the FIR. The criminal case had been registered at Model Town police station on Friday on the recommendation of Mr Goyat after a departmental inquiry into the scam conducted by Panipat District Food and Supply Officer Anita Kharb.

They are accused of selling in the open market about 12,000 quintals of wheat.

Second language status for Punjabi demanded

The Haryana Panjabi Vikas Manch yesterday demanded that there should be effective implementation of Punjabi as a second language in Haryana.

Dr Sudarshan Gasso, general secretary of the Manch, said they have sent a representation to the Chairman of the National Minorities Commission to take up this issue. “Panjabi should be given second language status in Haryana in the real sense and an Act should be framed so that Punjabi language gets its due,” he said.

Dr Gasso said Punjabi teachers and lecturers should be appointed in all government and government-aided schools and colleges in the Punjabi dominated districts of Haryana. He claimed that the Punjabi dominated districts are Ambala, Panchkula, Yamuna Nagar, Kurukshetra, Karnal, Sirsa, Fatehabad and parts of Hisar, Jind, Panipat, Kaithal and Faridabad. “None of the colleges in Panipat, Faridabad, Jind, Narwana, Ladwa, Jagadhari provide the facility for teaching Punjabi,” he said.

He further added Punjabi language should be made compulsory for atleast two years, at any stage, upto Class X level. “The annual budget of the Haryana Punjabi Sahit Academy should be increased upto Rs 2 crores. Punjabi departments may be set up in all universities of Haryana. Punjabi Bhawans may be constructed in all district headquarters of the state,” he said.

Kapoor DAV School wins 3 trophies

Major R.N. Kapoor DAV Public School, Ambala cantonment, recently won three trophies at an inter-school, inter-state cultural competitions organised at DAV Senior Secondary School, Chandigarh. The school Principal, Ms K.Relan said today that the school won the overall trophy in Sanskrit shlok ucharan, overall trophy in Hindi declamation and a trophy in cultural contests.

Ms Relan said in shlok ucharan, Surbhi won the second prize and Raman got the consolation prize. In Hindi declamation, Chitra won the first prize while Mani won the third prize. In patriotic son’, Vikas got the second prize. In qawwali, Surbhi and team got the first prize. In group dance, Sunaina and party won the second prize. In lok geet, Sunaina won the third prize. Vikas and party got the consolation prize.

Rape victim hangs self

Panipat, December 1
A 14-year-old minor girl of Garhi Tagyan village hanged herself from a ceiling fan to death in her house this morning. A boy of the same village, Chaini, alias Chainpal, had allegedly raped her after entering her house yesterday.

The matter was reported to the police which got the medical examination done and later an FIR under Sections 376 (rape) and 452 (forcibly entering the house), IPC, was registered against the accused at Samalkha police station.

However, the girl ended her life today morning by hanging herself from a ceiling fan. The girl was a Class IX student.

Her body was taken to the Civil Hospital here for conducting post-mortem. Later the body was handed over to the family of the deceased.

30-yr-old ends life

A 30-year-old man reportedly committed suicide by throwing himself before a train at Panipat railway station here today.

His body was recovered by railway police and sent to the Civil Hospital for a post-mortem examination. The deceased could not be identified.

In yet another incident, an unidentified woman consumed some poisonous substance to end her life on Platform No. 2 at the railway station. She was rushed to Civil Hospital where her condition was reportedly serious.

5 get life sentence in dowry case

The Additional District and Session Judge Manjit Singh today sentenced five members of a family, including husband and three women, with life imprisonment and fined them Rs 10,000 each for burning a young woman to death for dowry.

The accused were convicted under Section 302 and other sections of the IPC. According to the prosecution, the victim Birmati of Badsi was married to Karamveer of Kakot village few years ago. After some time her husband and the in-laws started harassing her for dowry.

She had brought this to the knowledge of her parents. In her statement Birmati also alleged that her husband had illicit relations with her sister-in law. She had told her parents that she could be killed by her in-laws.

On the fateful day, the parents of the victim got a message that their daughter was burnt. When her parents reached Kakot they found her daughter in bad shape and they were told by Birmati that her mother-in-law Banti, Guddi and Kusum, sisters-in-law, at the instigation of her husband Karamveer and his brother Baldev sprinkled kerosene over her and set her afire.

Later her statement was recorded by a Magistrate in which she confirmed her allegations against the accused.

The Additional Sessions Judge after hearing the prosecution and the defence counsel and the evidence produced in the court, sentenced all five accused to life imprisonment.

The court also ordered that in case of default of payment of fine, the accused will undergo further imprisonment of six months each.
