Faridabad, November 21 While a majority of the party leaders gave a call to end the “corrupt” rule of the present government, some said the Chief Minister, Mr Om Prakash Chautala, might land in jail for his “omissions and commissions”. The rally was conspicuous by the absence of a former Chief Minister, Mr Bansi Lal, and a former HPCC chief, Mr Birender Singh. The “mismanaged” rally which was held on the grounds near the Sunflag hospital in Sector 16-A here, could not attract the expected crowd although a majority of the leaders, including three independent MLAs in the district who are supporting the party were present. Besides, all local leaders and their supporters were present at the meeting which lasted over three hours. While every prominent leader addressed the meeting, people were surprised to see that the chief guest, Mr Janardhan Diwedi, General Secretary of the AICC and the in charge of the party affairs in Haryana, speak before the HPCC President, Mr Bhajan Lal. Mr Bhajan Lal, who was the last speaker, faced some ‘trouble’ when youths started raising slogans in the midst of his speech. Mr Diwedi claimed that the Congress was the only party which could get rid of the ‘misrule’ of the present government. He said although he did not want to take the name of Mr Chautala, his government had become synonymous with corruption’, misgovernance and atrocities on people. He said the coming Assembly elections were an opportunity for people to change their fate by overthrowing the
present government. He said time had come for small parties to pack up, especially those which were ‘run’ by families. Describing the INLD as one such party, he said Mr Chautala and his two sons were known as the only leaders of the party and no other leader had the freedom to express his or her views independently. He said erecting statutes of the late Devi Lal at various places would not earn respect for the Chief Minister and his family and instead work would count ultimately. Mr Bhupinder Singh Hooda, MP from Rohtak, and Mr Bhajan Lal claimed that Mr Chautala may find his place in jail after the next elections as a result of the ‘misdoings’ and ‘corruption’ during his regime. Regarding the charge sheet prepared by the party against the Chautala government, Mr Hooda said this government would get ‘punishment’ in the next elections. Ms Selja, Union Minister of State, said the real ‘charge sheet’ would be given by the people in the coming elections as the present rule had crossed all limits of ‘misgovernance’ and
atrocities on the common man. Mr Karan Dalal, MLA from Palwal, challenged the Chief Minister to file a defamation suit against Congress leaders. Where is the gold brick? Chandigarh, November 21 Mr Goel’s sons, Naresh and Naveen, filed a writ petition before the Punjab and Haryana High Court seeking investigation of the murder of their father by the CBI. Among others, Mr Chautala was also made a party. In their petition, the Goels claimed that due to his “close relations” with the family of Mr Chautala, Parmanand presented a “gold brick and a gold coin” to the Chief Minister on the occasion of Aggarsen Jayanti in October, 2001. They also annexed a number of photographs of the Jayanti function with their petition. The petitioners also alleged that Mr Chautala started “raising huge demands of money” from Parmanand as the latter was supplying wooden crates to the government. When Parmanand refused to oblige Mr Chautala, the latter became inimical towards the former and directed the S.P., Kaithal, to implicate their father in a false case. In his reply Mr Chautala did not categorically deny having received the brick and the coin from Parmanand, rather he indirectly admitted it. He said: “In the capacity of being the President of the Indian National Lok Dal, the deponent (Mr Chautala) is extended invitations by numerous organisations as well as persons from different walks of life to attend various types of functions. “The Aggarsen Jayanti in October, 2001, as organised by the father of the petitioners was one example of such like functions... On the said occasion, the father of the petitioners, after collecting contributions or donations for the beneficial use of the organisation, may have presented token souvenirs, which in any case, were part of the said contributions. It is stated that whatever may have been presented to the deponent and whatever is otherwise presented to the deponent on such like occasions, being a contribution for the beneficial use of the organisation, is utilised for the benefit of the INLD, as a matter of routine.” In its chargesheet presented to the Governor a few days ago, the Congress raised the issue of gold brick received by Mr Chautala. The Congress leaders said under the rules a gift received by the Chief Minister has to be deposited in the government treasury, if its value exceeds Rs 5,000. They also pointed out that the then Chief Secretary, Mr
L.M. Goel, was also present when the brick was presented to the Chief Minister. When Mr Chautala was asked at a press conference if the brick had been deposited in the treasury a few days ago, he evaded a direct answer and said even the Congress memorandum referred to the brick as “golden(Sunehri) and not as a gold brick”. Perhaps he forgot that Parmanand’s sons had clearly mentioned “gold brick” in their petition. Only Mr Goel’s sons can clarify whether their father presented the gold brick to Mr Chautala in his capacity as the Chief Minister or as the President of the INLD. |

Rewari, November 21 The Chief Minister, who was replying to the questions of mediapersons here, said although he was not aware of all details of this issue, Swami Jayendra
Saraswathi, who was holding such a high religious office, "should have quit in such a situation to maintain the dignity of this
high office". In reply to a question on the role of the BJP, the Chief Minister said the step taken by the saffron party on this issue was wrong and an "insult to the judiciary". He said everybody had an equal right under the
Consitution, but one could be accused only after finding the truth. Mr Chautala said his party would contest the coming Assembly elections on issues of development, peace and communal amity. "Now in the Assembly elections, there will be issues which concern the state and the INLD will get a massive mandate as my government has made tremendous development and won the hearts of the people", he said. On kisan leader Sir Chhotu Ram, Mr Chautala said the state government had equal regard for all personalities and was trying to preserve their heritage. He said that it was wrong on the part of Congress leaders to say that the INLD was trying to gain political mileage
by bringing the personal belongings of Sir Chhotu Ram from Pakistan and preserving them at

Rewari, November 21 Addressing a press conference here last night, the Chief Minister explained that the Lok Sabha elections were fought on national issues and the contest was poised between the NDA and the Congress conglomerate. Thus, the people of Haryana voted en masse for the Congress while discarding the BJP, which had lost its credibility because of certain factors. Contrary to this, issues concerning the Haryana state would dominate the coming Assembly elections, which would be a real test for the Congress, he said. He laid the foundation stone of a similar water supply scheme at Madlana village to be implemented at a cost of Rs 1.84 crore. Both schemes would provide 70 litres of drinking water per capita per day. He also laid the foundation stone of water works near Naseebpur village.

participate. The managements of all educational institutions which have been named after Sir Chhotu Ram, had also been invited. The organising committee of the utsav had decided to honour kisan leader Ghasi Ram Nain and Prof Balbir Singh who had written over a dozen books on Sir Chhotu Ram. “The function will be simple and there will be no chief guest,” he said. Asked to comment on Chief Minister Om Prakash Chautala’s move to organise a state-level function at Sampla Garhi on the same day to celebrate the anniversary, he said people were aware about the government’s motives. BJP backs VHP call of bandh
today
Hisar, November 21 The party called for a bandh tomorrow to register its protest against the arrest. BJP activists will participate in a dharna in the local Nagori Gate market. Addressing a news conference here today, the Haryana BJP president, Prof Ganeshi Lal, said the seer’s arrest was unfortunate. The way he was arrested had raised several questions, he added. The BJP leader said the business establishments and educational institutions in the town would remain closed till noon. The party activists would participate in a token dharna for the entire day, he added. The VHP had earlier announced that representatives of various social, religious and traders’ organisations would participate in the protest demonstration and observe fast. The RSS, the Bajrang Dal, the Seva Bharati, the Akhil Bharati Vidyarthi Parishad and the Bharat Vikas Parishad had also supported the bandh call. |

Selja to fund works in each Assembly segment
Ambala, November 21 Talking to mediapersons here today, she said Ms Selja had summoned a meeting of the MP Fund Advisory Committee on November 23 to finalise the priorities for developmental works in the Ambala city segment. She said priorities would be given to those areas which were ignored by the municipal council and government. She alleged that the present government had ignored Ambala city. Criticising working of the municipal council, she said the council had failed to solve problems of the city. She said people were facing the scarcity of drinking water poor sanitation arrangements. |
Reopen CPI-ML leader’s case:

Panipat, November 21 Interestingly, Mr Kapoor made several representations to the police several times to get the case inquired. Being politically active, he often holds demonstrations against alleged police atrocities. Now, the National Human Rights Commission (NHRC) has asked the Panipat police to inquire into the case again as Mr Kapoor had challenged its earlier report in which he had been declared an absconder. Mr G. Pradhan, Assistant Registrar, NHRC, sent a notice to the Panipat SP in this regard on October 25. Interestingly, the Panipat SP had sent a report three years ago in this regard to the NHRC in which it had been stated that Mr Kapoor, along with the owner of the M/s Vinayaka Traders, had reportedly collected money from the public and had gone missing. The report, the gist of which was sent to Mr Kapoor on April 30, 2001, by the NHRC, stated that he had refused to present himself in the police station for questioning. An FIR under Sections 420, 406, 467, 471 and 120-B of the IPC was registered by Mr Rishikesh against Mr Kapoor at the Samalkha police station on March 1, 2000, the report added. However, the DSP, Samalkha, Mr Badan Singh Rana, told The Tribune that the case had been declared as untraced due to lack of evidence. Mr Kapoor, also the convener of the Haryana unit of the Naujawan Bharat Sabha, said his name had been included by his political opponents in the FIR to malign his image. He came to know about the FIR after going through news items following which he wrote registered letters to police officers, including the DGP and the Panipat SP, to look into the matter. He had stated that if found guilty, he should be arrested, otherwise his name should be excluded from the FIR. He said the police started blackmailing him by asking him not to demonstrate against atrocities adding that he was threatened by the then Samalkha DSP, Mr Kuldeep Singh Siwach, several times not to pursue the rights of the downtrodden. He then sent his complaint to the NHRC. Mr Kapoor said the case should be properly inquired. He feared that the police could reopen the case any time to forbid him from raising the voice against police atrocities. Mr Kapoor said some South Indians, under the name of Ms Vinayak Traders, had gone missing after collecting a huge amount from the people three years ago. He was accused of giving a guarantee to get the sales tax number for Vinayak Traders in the FIR, he said, adding that the allegation was baseless. |
Villages face health

Araipur (Karnal), November 21 This is evident from the fact that over 1,500 cases of malaria were detected during the past couple of months followed by acute viral infections were resulting in. A visit to a few villages in the area presented a picture of utter neglect. Local politics too is to blame for hampering development works. Children in these villages are the worst affected and suffer from diseases like diarrhoea, intestinal infection and skin diseases.
Araipura village, about 25 km from the district headquarters, is polluted with stagnant water, excreta in the open and accumulation of filth and cow dung in the streets. The conditions are ideal for mosquito breeding and spread of various types of infection. In one of the main streets in Thakur Dharam Singh Mohalla of the village, choked drains had led to accumulation of filth and school going children were seen passing through it with shoes in hands. Asked to comment on the dismal affairs the sarpanch, Mr Harfool Singh, refused to say anything. A local resident, Kaim Singh, alleged that local politics was hindering development. Referring to the main street in Thakur Dharam Singh Mohalla, he said the sarpanch refused to get it cleaned because people in this area had voted against him. Another resident, Tek Singh, said the sarpanch had not initiated any development work during the past two years. The Tribune team also visited Chaura,

Board gets tough with private schools
Bhiwani, November 21 The board has been issuing notices to such institutions for the cancellation of their affiliation. As part of this drive, the Secondary Education Directorate, Haryana, has cancelled the recognition of S.R. Memorial Senior Secondary School, Hisar, for the next academic year. Disclosing this today, a spokesman for the Board said it had sent committees of officers for inspection of record and physical verification of various private schools. The committees had submitted their reports and on their basis the Board had issued notices to four private institutions for the cancellation of their affiliation. These were Modern Senior Secondary School, Barara (Ambala), Happy Modern Senior Secondary School, Rajiv Nagar, Gurgaon, New Vidhya Mandir Senior Secondary School, Shastri Colony, Sector 19, Faridabad, and B.S. Modern Senior Secondary School, Shiv Colony, Karnal. The spokesman said these institutions had violated various rules. Of these four schools, three were running parallel classes up to Class XII in separate buildings and had sent forms to the Board of students of unrecognised schools, treating them as their regular students. These schools also did not cooperate with the inspection committees for showing school records. The spokesman said some other institutions — Sant Prem Singh High School, Prem Nagar, Ugala, Ambala, Janta Vidya Mandir Senior Secondary School, Likhi (Faridabad), Hudda Senior Secondary School, Jind, and Bhartiya High School, Rasulpur (Mahendergarh), had also committed irregularities by sending forms to the board in large numbers which were not commensurate with the actual number of their students. The board would soon take action against these institutions, the spokesman added. |
Seminar on responses to literature
Hisar, November 21 The inaugural session was addressed by Dr R.K. Dhawan, Reader, Shaheed Bhagat Singh College, Delhi University. Dr Dhawan, who has visited various British universities, including Oxford University, as a British Council scholar, presented a paper on the topic “Towards global literature: recent Indian responses to global literature.” Dr Dhawan’s paper comprised three parts: literature of marginality, feminism and queer studies. The second session was addressed by Dr Akshay Kumar, Reader, Department of English, Panjab University, Chandigarh. Dr Kumar stressed that teachers should not limit themselves to merely paraphrasing in the class. They should be able to activate a thought process in students, he added. The third session was addressed by Prof Manmohan Kumar Bhatnagar, a distinguished scholar. Dr Bhatnagar focused on feminism in novels of Shashi Deshpandey and
R.K. Narayan’s Guide. He asserted that there was nothing like purely phallocentric or gynocentric literature. Every person had a mix of feminine and masculine feelings, he observed. Mr Subhash Sharma, Principal of the host college, chaired the first session while Dr

Hisar, November 21 Dr Usha Malik, Principal of the college, said students from 22 colleges of the university participated in the contest. She observed that posters, cartoons and paintings made by students revealed that they were fully aware of the social problems and intended to solve these. Duped investors hold procession against

Sonepat, November 21 According to a report, they marched through the main bazar of the city and reached the office of the Deputy Commissioner in the mini secretariat where they submitted a memorandum to him, demanding an immediate arrest of the culprit and a high-level inquiry into the whole scandal involving officials and employees of the post office. The DC assured them that necessary steps would be taken. Meanwhile, the investors have formed an action committee which has threatened to launch an indefinite dharna in front of the post office from December 2 if the district and police administration will not redress their grievances. The action committee also demanded the arrest of Manohar Kumar who had fled along with his family members 11 days ago. |

2 fish sellers assaulted by contractor
Sonepat, November 21 According to a report, both injured fishermen were rushed to the community health Centre at Kharkhauda town where they are stated to be out of danger. The police has arrested one alleged assailant. Further investigations were in progress. According to another report, a woman, Ms Santosh, was injured when she was attacked by some persons at Tikola village, about 10 km from here today. She was immediately hospitalised and stated to be out of danger. The police has registered a case. However, no arrest has been made in this connection. Meanwhile, a woman was seriously injured when she was attacked with a deadly weapon by brother of her husband at Saidpur village, about 25 km from here today. She was rushed to the Civil Hospital and stated to be out of danger. |
