Cong men terrorising other parties’ activists, says HVC

The Himachal Vikas Congress ( HVC) alleged today that the Youth Congress brigade in the Guler constituency were terrorising other parties’ activists, so much so, that the HVC leaders were allegedly forced to hold the press conference out of the constituency here today.

Mr Des Raj Sharma, state president of the HVC, today told mediapersons here that he had already approached the Chief Election Commission in this regard. He said he was awaiting the response of the commission.

He said terror had gripped Guler following the presence of the Youth Congress brigade in the constituency. He said that the BJP too was depending on the door to door campaign.

He alleged that Mr Virbhadra Singh had proved his regional bias against Kangra by expelling three ministers from the Cabinet, while downsizing it. He said that former HVC chief Mr Sukh Ram joined the Congress party because he had weakness for his son, despite a full support from the party, when he was caught in corruption cases.

He said Mr Sukh Ram had allegedly disregarded the sentiment of 12 lakh voters and joined the Congress for his personal gains leaving the HVC workers in a lurch.

He said following a direction of the apex court, the Election Commission, had recognised the HVC headed by him.

The HVC leader denounced the termination of 150 contract employees, including 35 women, from their services in the constituency under the pretext of the MoU.

He announced that the HVC would move a contempt petition in the Supreme Court against the state government for violating the court’s direction of providing 95 per cent grants to the 95 per cent aided schools in the state by June 30, every year.

He said soon after October 13 polls, the contempt petition would be moved. He said more than 800 teachers and other employees in these schools were suffering as no salaries were paid to them for the last 18 months.

Mr Ramesh Bahu, the HVC poll-in-charge, and Ms Rani Bagiwati, state president of the Mahila Naiya Manch, too addressed the mediapersons. Mr Bahu said that Congress infighting was at a decisive stage and after the Guler polls, if the Congress won Major Vijay Singh Mankotia, former Tourism Minister, would be expelled from the Congress and if the Congress lost there would be change in the guard of the Congress government.

Ms Bagiwati, demanded a CBI inquiry into the alleged murders of her husband Raja Harinder Singh, and her two sons Vikram Singh and Ajay Singh who allegedly died under mysterious circumstances at Shimla, Pune and Amritsar, respectively.

BJP signed MoU without debate, says Virbhadra

Chief Minister Virbhadra Singh today asserted that the MoU with the Centre was signed by the BJP government in 1999 without taking the Vidhan Sabha into confidence or holding discussions on the matter.

Addressing a press conference here, he said although they did not have objections to the signing of the MoU, as more than 20 states had done the same, the issue was the way BJP leaders had been trying to blame the Congress government for signing it.

He said people should not be mislead about who initiated the process of signing the MoU.

The BJP had even got a grant of around Rs 150 crore in lieu of it and the second installment was due, he said.

He added that the draft signed by the Chief Secretary on behalf of the Himachal Government had conditions that went against the interest of general public. “We have tried to get these conditions made softer,” he said.

The very fact that a grant of Rs 150 crore was received, more than 1,000 posts abolished, LTC to employees stopped, offices of the divisional commissioners closed down and grants to universities and the HRTC stopped during the tenure of Mr Prem Kumar Dhumal as Chief Minister proved that the memorandum had been signed and all this was done in compliance with its conditions.

The Chief Minister said the BJP government even sent a compliance report to the Centre after taking these steps.

When the issue was finally raised in the Vidhan Sabha, a committee was constituted on it, he said.

Cannabis grown on 2,420 bighas destroyed

The Narcotics Control Bureau, Chandigarh, along with the Himachal police has destroyed cannabis plantation on a total of 2,420 bighas of land in this district during the past two weeks. The area could have yielded at least 7,260 kg of charas.

This was stated by Shrikanth Yadav, Zonal Director of the bureau, Chandigarh at the Circuit House here today.

He said the team headed by Superintendent O P Sharma had achieved a breakthrough while they reached at a height of 12,000 feet about 15 km from Malana village. The Austrian nationals, Daniel and Florien, had grown cannabis on the forest land.

At least 20 kg of hybrid cannabis seed was seized along with plenty of packing material and packing machine used in the packing of charas from the residential premises of the Austrians.

As many as 11 persons have been booked under the Narcotics Drugs and Psychotropic Substances (NDPS) Act, 1985. Mr Yadav called upon the people and the NGOs to come forward to check this menace. Mere enforcement would not be sustainable remedy because people in the remote areas are not aware of law, he added.

Mr Yadav emphasised that the Forest Department should wake up to the problem as most of the cultivation was on the forest land.

Accused in embezzlement case arrested

Palampur, October 9
The local police today arrested Partap Chand Mandhotra, prime accused in Rs 1 crore scam in the local Tea Grower’s Cooperative Society.

Earlier, the Himachal Pradesh High Court and District and Sessions Judge, Kangra division, had rejected the bail applications of the accused.

Stating this to mediapersons here this morning, DSP Sanjiv Gandhi said during investigations the accused had admitted that he had misappropriated Rs 24 lakh withdrawn from the cash credit limit of the cooperative society.

He said he had been indulging in misappropriation of funds for the past three years and most of the directors of the society had this knowledge.

During investigation, Partap Chand told the police that directors as well as chairman of the society were equally responsible as most of the documents were signed by them.

He said in many cases resolutions were also passed by the society authorising him to withdraw funds from banks and other institutions. He had always acted on behalf of chairman and directors, he claimed.

The DSP said the police had been studying all aspects and some more persons were likely to be arrested in the case.

Nepalese resent police action

The police action of making registration, fingerprints and photo identity cards of all Nepalese in the state mandatory to check Maoist infiltration has been resented by a section of the Nepalese community.

Following a spurt in criminal incidents like murder and looting involving Nepalese, the police decided to step up the vigil. The president of the Himachal-Uttaranchal Nepali Janadhikar Suraksha Samiti, Mr Kamal Kadka, today alleged that the police was harassing Nepalese unnecessarily, suspecting each one of them to be a Maoist sympathiser.

Interestingly, another organisation, Mool Pravasi Nepalese Ekta Samaj, has taken upon itself the responsibility of cautioning the people not to be misled by Maoist activists. In fact, the organisation has decided to hold a ‘bhandaforh’ rally at Kulu on October 10 to expose such people.

The police has started the campaign to ensure that every Nepali entering the state must get himself registered at the local police station so that in case of any crime, there is some information about the accused.

“We are making this mandatory for the Nepalese so that instead of groping in the dark, we have with us some clues about suspects, in cases of crime,” said a police official. He said no Nepalese had been harassed unnecessarily. If they were clean, there was no reason for any one of them to be scared of such simple formalities, he added.

Manali, October 9
One person was killed and six others were seriously injured, when a Tata Sumo in which they were travelling rolled down into a deep gorge near Rahni Nallah on Manali-Leh Highway, about 45 km from here, today.

The ill-fated vehicle was on its way from Manali to Leh. According to police, the deceased has been identified as Hari Dass, resident of Trilokinath, Director, Lahaul Potato Society (LPS).

The seriously injured Dorje Namgyal, a resident of Leh, Kunjas Dolma, wife of Dorje Namgyal, Prem Nath resident of Hinsa village, in Lahaul Valley and Shue Thapa (Driver), have been admitted to the Lady Willingdon Hospital, Manali, in a critical condition.

A case has been registered.
