Nurpur, October 2 Addressing a press conference here today before launching poll campaign for the BJP nominee, Mr Dhumal said the Congress leaders had been misleading the people of the state. The CM’s public assertions on the MoU were contrary to what he had claimed in the Assembly, he added. Taking a dig on the MoU issue, one of major poll issues in the Guler Assembly byelection campaign, Mr Dhumal clarified that the MoU draft was received from the Government of India in December, 2001, during the BJP regime. On March 28, 2002, the draft proposals of the MoU were tabled and debated in the Vidhan Sabha. The then Opposition Congress had termed the draft proposals as anti-people anti-employees and anti-workers. It also cautioned the government that its nod it would sign its death warrant, Mr Dhumal said. He pointed out that a seven-member committee had been formed on the MoU issue headed by the former HVC supremo, Mr Sukh Ram, comprising members of the Congress and the BJP. But the Congress members had resigned from the committee one by one. “In the absence of consensus the MoU was not signed and the state government informed the Union Government in this connection,” he added. Mr Dhumal said the Virbhadra Singh government had signed the MoU on May 12 this year, just one day after Lok Sabha polls, a copy of which was placed in Vidhan Sabha on June 7 when the current year’s budget session begun. On June 9, the discussion on the signed MoU was undertaken in the Assembly. At that time Mr Virbhadra Singh had claimed that the BJP leaders were cowards as they had not signed the MoU and claimed to be a brave leader who had signed the MoU that would fetch Rs 500 crore from the Center. “Notwithstanding making false and misleading statements on the MoU issue, the Chief Minister, Mr Virbhadra Singh, should behave like a brave leader and face the repercussions of the MoU,” he said. |

Kulu, October 2 The Austrians were identified as Florian (21), who married a local girl Anju Sharma, and his brother Danial. They were arrested today under the NDPS Act. But the owner of the house Chande Ram, a resident of Malana, absconded. The police had suspicions that the house fitted with a solar lighting system and other facilities was being used by the charas smugglers. The team also seized 2 kg of hybrid cannabis seed from the house. Mr Anand Pratap Singh, SP, Kulu, said that the police was investigating as to how nobody noticed that the house was being used by the charas smugglers. “It was due to the anti-cannabis drive that we spotted the house located in a secluded spot. We have seized the duplicate passport and visa of Austrians. They were later arrested from a house of his in-laws at Mohal in the Kulu town with their mother”, the SP added. Meanwhile, over 100 Nepalis engaged in the cultivation of the cannabis in the forests of the Maklanda, about 2 km from the reservoir of the Malana dam site, fled from the scene as soon as the team reached the spot today to destroy the cannabis. However, the rain in the valley marred the drive as the higher reaches of the Malana Parbati valley and Rohtang range experienced freak snowfall today disrupting movement of the team and traffic bound for the Lahaul valley. The team would resume operation tomorrow in the Maklanda and Rasol areas. The team had reported to have destroyed cannabis crop in 500 bighas in the Malana valley in the past four days, said the police sources. |
Focus on causes of new diseases: Governor
Shimla, October 2 Speaking at the inaugural function of the 30th Regional Conference-cum-CME of the Indian Association of Dermatologists, he said there was need to focus on the causes of such diseases surfacing in Himachal. “Before these diseases assume an alarming proportion, we need to take steps and undertake research,” he exhorted to delegates attending the conference. Expressing satisfaction over the results of the national leprosy eradication programme in the state he said it was by integrating leprosy eradication with general health services that such positive results could be achieved. The Head of Dermatology at Indira Gandhi Medical College (IGMC), Dr N.L. Sharma, said almost 200 delegates from Punjab, Haryana, Chandigarh, Rajasthan, Jammu and Kashmir, Himachal Pradesh and western Uttar Pradesh were attending the seminar. He said during the seminar the latest advances in leprosy, sexually transmitted diseases and dermatology would be discussed. The organising secretary of the seminar, Dr Vinay Shankar, expressed concern over the cure being promised by quacks for skin disease. He said the government must ensure that these quacks were booked. |

Hamirpur, October 2 Talking to reporters, Mr Thakur said Shimla had lost the chance to remain as the capital due to its present topographical conditions. Once known as the “Queen of Hills”, Shimla was now regarded as the “forest of concretes”. He said time had come when leaders of all political parties and thinkers should consider shifting the capital from Shimla to Jahoo and allow Shimla to retain the status of a hill station. Mr Thakur said an action committee would be formed for shifting the capital and people would be free to become its members. It would be converted into a movement and agitations, dharnas and processions would be held. He appealed to the people to compel political leaders to support this movement which was for their own benefit. |
Shimla, October 2 At the state headquarters Governor V.S. Kokje, Chief Minister Virbhadra Singh, PCC President and Power Minister Vidya Stokes and local MLA Harbhajan Singh and Mayor, Shimla Municipal Corporation, Sohan Lal garlanded the life-size statue of the Mahatma at the Ridge Maidan. Leaders from various political parties and representatives of the several social organisations also paid floral tributes to Mahatma Gandhi. Dalhousie, October 2 This venture was conceived by Lt-Gen Hari Prasad, as a tribute to soldiers who are fighting against insurgents and maintaining vigil along the border in the inhospitable terrain, especially in Jammu and Kashmir. The centre provides mental and physical rest to a stressed out soldier to enable him to carry out his duties with rejuvenated vigour. It is for the first time that this unique type of centre has been set up at Dalhousie by the Army keeping the specific idea in mind. The concept of the NCRRC is to provide a break to a soldier and fulfil his physical, mental, social and emotional needs. A one-week stay is being organised in rotation for troops. The itinerary includes picnics, visit to places of interest and organised games. |
Mental hospital inaugurated
Shimla, October 2 With the opening of this hospital, patients from the state will be saved from the inconvenience of travelling to Ranchi, Amritsar and Varanasi for treatment of mental ailments. The 50-bedded hospital, located near Ghora Chowki on the outskirts of the town, has been equipped with the latest facilities. |
