Sangwan’s son booked
Panipat, May 11
On the complaints of Chulkana villagers a case has been registered at Samalkha police station against Pradeep, son of Mr Kishan Singh Sangwan, BJP candidate for Sonepat seat, and five others for allegedly threatening voters. Pradeep along with five others came to Chulkana village in Panipat district and is part of Sonepat constituency, and threatened the voters to cast their vote in his father’s favour. The villagers opposed him and lodged a complaint in Samalkha police station. — PTI

Former minister gets bail

Former Haryana minister Nirmal Singh was granted bail today.

A city court granted bail to him in the case pertaining to the alleged assault on a presiding officer in the Konkpur polling booth. An FIR was registered at Sadar police station in Ambala City under Sections 332, 353, 186, 504 and 506, IPC, and the Representation of People’s Act 171 C, 132 and 132 A.

Mr Nirmal Singh had been referred to the PGI, Chandigarh, from Civil Hospital, Ambala City, last night.

Dr Gurdev Singh, treasurer of the Haryana Government College Teachers Association, condemned the attack on the presiding officer, Dr Vishal Sharma, who is a lecturer in Government College, Naraingarh. He was allegedly assaulted without any apparent provocation.

Dr Gurdev Singh demanded that proper security must be provided to the polling staff. “Dr Vishal Sharma was examined at Civil Hospital today,” he said.

Meanwhile, Congress activists organised a dharna outside the office of Superintendent of Police, Ambala. A number of Congress workers from Naggal, Ambala Cantt, Mullana, Ambala City and Naraingarh congregated outside the office in the morning. They condemned the registration of the case and arrest of Mr Nirmal Singh.

Addressing the dharna, Congress candidate Kumari Selja said that the case was politically motivated. “It is a pre-planned effort,” she said.

She said that a complaint in this regard had been forwarded to the Election Commission.

CHANDIGARH: Leaders of various political parties and the candidates for the Lok Sabha elections spent the day after the polling in sleeping and relaxing. Most of them had sour throats as a result of virtually non-stop speech-making in the past one month. Since the elections in Haryana were in the last phase, many candidates in the state had started campaigning much before the formal notification was issued.

The Haryana Congress President, Mr Bhajan Lal, claimed that his party would win all the 10 Lok Sabha seats in the state. “The people of the state cooperated with us for which I want to express my thanks to them. Mrs Sonia Gandhi will be the Prime Minister of the country.”

Mr Bansi Lal, President of the Haryana Vikas Party, said: “I am relaxing. We will definitely win the Bhiwani seat.” His son, Mr Surender Singh, is contesting from there.

Prof Ganeshi Lal, president of the Haryana BJP, said: “I am feeling great. The word ‘defeat’ is not in my dictionary, history and discovery.”

The Leader of Opposition in the Haryana Assembly, Mr Bhupinder Singh Hooda, a candidate from Rohtak, spent his day visiting relatives and friends whom he could not visit during the campaigning. He said he slept the entire afternoon and was feeling relaxed.

When contacted to know how he was feeling after the elections, the Chief Minister and president of the Indian National Lok Dal, Mr Om Prakash Chautala, said: “Am I bound to tell you this. You are not our well-wisher. Now the voting machines have been locked. You cannot harm us.”

However, his younger son, Mr Abhay Singh, who is a candidate from Kurukshetra, said: “At the moment I am relaxing. The INLD will win all the 10 seats in Haryana. My victory margin will be the highest.”

His elder brother, Mr Ajay Singh, candidate from Bhiwani, said: “The election had been good. The people voted peacefully in Bhiwani. However, certain persons tried their best to disturb the peaceful atmosphere. While they could not do so during the polling, they indulged in arson at a couple of places.”

Mr Navin Jindal, Congress candidate from Kurukshetra, rested at his Delhi residence with a soar throat.

Poll percentage declines in Faridabad

A hefty drop of about 12 per cent in the poll percentage of this constituency has been recorded this time. It is perhaps for the first time when the poll percentage has come below the 60 per cent mark, in a constituency which is one of the largest in the state in terms of voters. About 67 per cent voters had exercised their right in the polling that was held to elect the 13 Lok Sabha last time.

While this drop may reflect the decreased interest of the voter to take part in the polling, it is also likely to affect the margin of the winning candidate. The maximum turnout of voters in this constituency was witnessed in 1977 when the polling had been over 70 per cent. The voter turn out percentage had been somewhat between 60 to 65 per cent in nearly all elections that had been held so far.

While in 1951 and 1956 elections about 62 to 65 per cent people had cast their votes, in 1962 it was 63.9, whereas it was 68 per cent in 1971. It also hovered between 61 and 63 per cent in the poll that were held in 1984 and 1989. In the elections that were held in the 90’s the percentage of the polling had been above 60 per cent. According to the figures available, about 62.6 per cent of voters had cast their votes in 1,191 elections while it was about two percent less in the 1996 polls. However in 1998 it again touched 62 per cent and about 67 per cent of the eligible voters came out to poll in the last elections. While there had been reduction of poll percentage both in the urban and rural voters, the percentage however remained over 60 per cent in the Mewat region of the constituency.

Segment wise the Faridabad area had the least turnout of voters which was only 45 per cent. While there are a total of nine segments in this constituency, Nuh segment recorded the highest 62.46 per cent this time. The turnout in the Mewla Maharajpur segment which has the largest number of voters segmentwise, was only 48.3 per cent. In Ballabhgarh and Palwal segments about 51 and 60 per cent of voters respectively used their right to vote. It was 57 per cent in Hassanpur segment, 60.2 in Hathin 60 per cent in Ferozpur Zirka and 61.8 in Taoru segment. A total of 8,43635 electorates cast their votes out of the total of 1.42 lakh voters. These include 4,94600 men and 349035 women voters. A total of 54.65 per cent of voters came out to poll this time.

Highest poll percentage at Radaur

Free and fair elections was conducted in the district and no untoward incident was reported from any part of the district, said Mr Vijayendra Kumar, Deputy Commissioner-cum-District Election Officer, here today.

Mr Kumar said according to the statistics received for the district, a total number of 492,660 electorates exercised their franchise. The breakdown for various Assembly constituencies forming Kurukshetra Lok Sabha seat of the district are: Radaur 81.89 per cent and Yamunanagar 69.17 per cent. Sadhaura, Chhachhrauli and Jagadhri Assembly constituencies which fall in Ambala Lok Sabha constituencies, the figures of polling 78.83 per cent, 77.52 per cent and 73.79 per cent, respectively.

The polling booth No. 19 at Shahkameshpur village reported 97.28 per cent polling which was the highest in the district whereas the lowest 20.68 per cent was reported from polling booth No. 72 of Bagampur village.

The Deputy Commissioner further said in Yamunanagar Assembly constituency, 55,873 men and 43,108 women voters, out of total 143,104 voters, exercised their franchise at 160 polling booths. In Radaur Assembly constituency, 53,483 men and 44,632 women voters, out of 143,104 voters, exercised their franchise. In Sadhaura Assembly constituency, 58,403 men and 47,388 women voters out of 134,199 exercised their franchise. In Chhachhrauli Assembly constituency, 52,807 men and 41,187 women voters, out of 121,239 exercised their franchise. In Jagadhri Assembly constituency, 53,506 men and 42,277 women voters, out of 129,799 voted.

Mr Kumar said fool-proof security arrangements had been made at all five counting centers and prohibitory orders under Section 144 of the CrPc, 1973, imposed. The counting centers were located at DAV Girls College, Yamunanagar, Mukand Lal National College, Yamunanagar, Guru Nanak Khalsa College, Yamunanagar, Saraswati Vidya Mandir School, Jagadhri, and Maharaj Aggarsain College, Jagadhri.

BJP demands repoll in Rohtak, suspension of SSP

The Bharatiya Janata Party (BJP) has demanded repoll in around 12 booths of the Rohtak Lok Sabha constituency, alleging that Congress and Indian National Lok Dal workers had captured these booths yesterday.

Addressing a press conference here today, party spokesperson Pardeep Jain said supporters of the two parties, led by relatives of their candidates and senior party leaders, captured the booths and resorted to bogus polling, while the authorities ignored their pleas for immediate action to prevent these incidents.

He said the two parties had deployed musclemen to capture booths and resorted to violence. BJP leaders who tried to prevent capturing were assaulted and many of them were injured, he added.

Mr Jain demanded immediate suspension of the SSP, alleging that he threatened the party nominee, Capt Abhimanyu Singh, after a clash took place between Congress and BJP supporters near the official residence of the district police chief last morning.

He said if the SSP was not removed, the party would launch a statewide stir. The state leadership of the party had already given its nod for the stir, he added.

Mr Jain and Capt Abhimanyu Singh alleged that the Returning Officer had failed in his duty to ensure a free and fair poll because of his partisan attitude. They alleged they had submitted a list of their counting agents to the Returning Officer, following which the agents started receiving threats.

They demanded deployment of CRPF personnel around the counting centres to rule out the possibility of bungling.

Repoll at 11 booths today

The Election Commission has ordered a repoll in 11 polling booths in Haryana. Chief Electoral Officer, Urvashi Gulati said here today the repolling would be held tomorrow from 7 a.m. to 5 p.m.

She said there would be a holiday tomorrow in the repolling areas and a complete ban would be imposed on the sale of liquor.

A repoll would be held at five polling stations in the Bhiwani Lok Sabha constituency. There are Bamla (No. 87), Bamla (No. 90), Bhiwani (No. 4), Malwas Kohar (No. 139) and Salemgarh (No. 38).

In the Sonepat constituency, a repoll would be held at Baroda Mor (No. 81) and Rasoi (No. 126). In the Faridabad constituency, the Kosla (No. 47) and Ghaghas (No. 48) booths would go in for a repoll.

In Ambala, a repoll would be held at Khadri (No. 81) falling in the Chhachhrauli Assembly segment while in Kurukshetra, Sapankheri (No. 21) of the Pai Assembly segment would witness a repoll.

Girls outshine boys in matric exam

In Haryana, 55.44 per cent candidates have passed the matriculation examination-2004 conducted by the Board of School Education. The results will be declared tomorrow.

Stating this today, the Chairman of the Board, Brig. O.P. Chaudhary (retd), said the pass percentage of girls was 57.73 as compared to 53.96 for boys. In all, 3,36,373 candidate had appeared in the examination out of which 1,86,488 were successful and 9,069 got compartment.

As compared to the 73.81 per cent successful candidates of private schools, only 44.87 per cent candidates of government schools had passed. The pass percentage of regular students was 59.17 as compared to 24.31 in case of private candidates. The successful students of urban areas outnumbered those of rural areas with the pass percentage being 70.99 and 50.69, respectively.

He said this year, the results had been declared 44 days earlier as compared to the last year.

Meanwhile, the Secretary of the board, Mr Rakesh Gupta, said the results would be available on the website http://results.nic.in and website of the board http://hbse.nic.in from 8 a.m. tomorrow. It would also be available on Interactive Voice Response System No. 011-24357270 having 60 lines. The helpline set up at the headquarters of the board is 01664-254000.

The results of Bhiwani district would be available at Government Senior Secondary School, Bhiwani, and that of Hisar district at Government High School, Hisar. In the case of the remaining 17 districts, the heads of respective institutions could get the gazettes from the office of District Education Officer tomorrow at 10 am. and display the same in their schools from 3 pm. He said the heads of institutions had been given instructions to issue provisional certificates free of cost to the candidates. He said those who would like their answer sheets re-checked could send their forms with a fee of Rs 100 per subject within 30 days of the declaration of the results, that is up to June 10.

The decisions taken by the Unfairmeans Committee would also be published in the gazettes. Those who wanted to appear in supplementary examination-2004 for compartment or re-appear or partial improvement could send their forms with a fee of Rs 250 up to June 7. For an additional subject, the fee would be Rs 150. The forms could be deposited up to June 17 but with a late fee of Rs 300.

Meagre wages for women workers in Haryana: report

Women who work as casual workers in the fields in Haryana are underemployed and were being meagerly paid for works done by them. This was despite the fact that their working hours were almost similar to that of men. On an average a woman casual worker is unemployed for 46 days and remains employed for 319 days in a year. Whereas a man employed as a manual labour in the fields works for 102 days and remains unemployed for 263 days in a year. There is a big gender disparity in the wages earned by women workers as compared to the men.

These are the findings of a study on the plight of women workers conducted by the research centre of the All-India Democratic Women Association (AIDWA). The study was conducted at Bhirdana village in Fatehabad district and Dhamar village in Rohtak district. The conditions prevailing in these villages are strikingly similar. The study was conducted by Dr Vikas Rawal, Professor in Economics, Jawaharlal Nehru University, Delhi. Ms Brinda Karat, general secretary, AIDWA, was also a part of the survey.

The AIDWA team collected data from Bhirdana village and two adjoining smaller hamlets Rampura and Bailbhamiya. The team collected information on demographic profile, literacy and education and occupation of members of the household, hired casual agricultural labour performed by each worker in the household by crops and operations, data on employment of long-term agricultural workers, hired non-agricultural labour performed by each worker, including the work done under government programmes, livestock and dairy farming, including data on income and work done by different individuals in the household, in case of households that cultivated leased-in lands data on production, cost and income from such cultivation, and labour absorption in these fields, income from other sources of manual labour, freedom of employment and discharging of labour services, housing, indebtedness, asset ownership and access to public distribution system.

The studies revealed that work participation rates in case of women between six to 15 years was 23.2 per cent while that in the case of men of the same age group was 11.3 per cent. This meant that the dropout rates from school was more than double in case of women in Haryana villages as compared to their male counterparts. In the age group of 16 to 60 years work participation rate in case of women was 85.8 per cent as compared to 91.2 per cent in case of men. In the age group of 61 years and above it was 46.7 per cent in case of women as compared to 65.7 per cent in case of men. Women were predominantly employed in cotton fields where they performed the job of cotton picking, in paddy cultivation, where they transplanted paddy, participated in harvesting and collected grain and straw after threshing. Besides working in fields women did non-agricultural works like domestic, mud plastering the houses, making quilts, ropes, spinning on manual spinning wheel and working as mid-wife.

The team noticed vast gender disparities in the wages during its survey. The gender disparities were supported by a complex structure of labour market and different ways in which system of labour hiring and wage payment discriminated against women workers.

The average daily earnings of women workers who were hired on an individual basis were about Rs 25.7. This was 37 per cent of the average daily earnings of a male worker. A woman worker was paid less than a male worker. Further, wages were the lowest in piece-rated tasks that were mainly done by women. For examples picking of cotton and vegetable like okra were, most commonly, paid for in terms of Re 1 for every kg picked. On an average a woman could earn anything between Rs 17 to Rs 22 per day. On the other hand men were employed on time rated wages and were much better paid Rs 136 per day for threshing of wheat, Rs 86 per day for loading of straw and Rs 66 per day for irrigation.

Finally, the gender disparities, the study found, were accentuated by disparities in employment. A woman worker, on an average earned only Rs 1584 through manual labour; this, the study said, was 24 per cent of what an average male worker earned in a year.

Buried time capsule contains copy of The Tribune

A time capsule, containing among other things a copy of The Tribune, had been buried under a runway at the Ambala Cantonment Air Force Station more than four decades back.

With the advent of jet aircraft at the Ambala air base in the 1950s, the extension of the runway was considered an operational necessity. The original proposal was to extend the runway to 3000 yards.

In July 1956, a detailed study of the scheme and its implications were considered by a Board of officers under the chairmanship of the, then, Air Commodore Arjan Singh. The cost of land and compensation for houses alone came up to Rs 33 lakh. The board was of the view that even after extension, the approaches to the existing runway would be obstructed at both ends. The scheme was, therefore, dropped for an alternate scheme.

Thereafter, the project for parallel runway at Ambala was sanctioned for Rs 86.98 lakh. The cost of the project was Rs 60 lakh. As many as 285 acres belonging to Dhulkot Dhankore and Mandali villages were acquired for Rs 6.19 lakh and work commenced on May 5, 1957.

The foundation of the runway was laid by the, then, Station Commander, Group Captain S.A. Hussain, in a ceremony attended by a large number of Air Force and Army officers.

“At zero point of the new runway at 30 end, a four foot deep recess was dug up. In it, was placed a sealed glass jar containing a copy of Station Routine Orders and The Tribune of date, sets of old and new coins, a copy of the work order placed on the two firms, Messers Tirathram and Co and Messers C Lyall & Co, and a list embodying the names of the officers employed on the job. The recess was, then, covered with a thick state of cement concrete,” a booklet on the history of the Ambala airbase states.

Inauguration ceremony of the completed runway was performed on April 25, 1958, by Air Commodore Arjan Singh, AOC Operational Command, who was the first to land in a Vampire in the presence of a distinguished gathering.

High Court
Notice issued

A Division Bench of the High Court on Tuesday issued notice of motion on a petition filed by Om Prakash Hitler, a relative of Haryana Chief Minister Om Prakash Chautala, seeking bail in a murder case.

In his petition, Mr Hitler, who is currently lodged in Bathinda jail, has said that his sons as well as the gunman, who are also accused in the same case, have already been granted bail in the matter.

After hearing his counsel, the Bench issued notice and adjourned the case to May 27.

In a related matter that came up before another Bench, Mr Hitler sought security for himself on the ground that he faced threat to his life from the Chautala family.

Saying that he could be eliminated after he is released from jail, Mr Hitler sought security cover for himself. After hearing his counsel, the Bench issued notice for May 28.
