Cops on the mat for slipshod probe of rape case

Expressing displeasure over the “slipshod” probe by Delhi Police in a six-year-old “gang rape” case of a minor, a city court has asked the Commissioner of Police to take strict action against the cops responsible for “sabotaging” the case.

Metropolitan Magistrate Surinder S Raathi has said that the case is a striking example of inaction on the part of the Investigation Officer and the SHO and they have spoiled the investigation of this grave and heinous crime, punishable with life imprisonment... Several accused whose names clearly find mention in the prosecution’s statement are still at large and no effort is being made to arrest them and to bring them to justice.

The court has directed that the order be sent to police chief “for looking into the matter to fix the responsibility for sabotaging the case and for taking strict disciplinary action” against Sub Inspectors Aditya Ranjan and Ajay Kumar, who were probing the case, and Inspectors Tejpal Nagar and Hukum Chand Rana, who were Station House Officers during the period.

The court had some harsh words for Deputy Commissioner of Police (North East District), too. The DCP, it said, did not take pains to spruce up investigation of the case despite the court asking him to personally supervise the probe.

The court also took the cops to task for ignoring the Police Commissioner’s order to have rape cases probed by lady officers and directed the DCP to entrust the investigation to some senior lady inspector. The alleged incident dates back to October 21, 1998, when the 15-year-old girl was going to her grand mother’s place. She was accosted by the accused, Rohtash, who offered her a lift on his scooter. The victim later told the police that they were soon joined by another accused, Bablu, and together they took her to a rented room, where Rohtash allegedly raped her several times, keeping her in captivity for 10 days.

During her captivity, she was visited by Rohtash’s family members and one Karan Singh, who threatened her with a pistol and made her write a letter at gunpoint, she alleged.

It was pointed out that despite the victim having named all the accused persons clearly in her statement, the police did not arrest any of them. Convinced that she would not get justice from the police, the girl approached the court and prayed that the probe be transferred to some other agency, following which the cops assured the court that strict action would be taken. But it remained an empty promise. The court then referred the matter to DCP (NE), asking him to personally supervise the probe. However, justice still eluded the victim.

“After sitting over the file for about two years, the then IO and the SHO of Seelampur Police Station prepared the chargesheet on July 6, 2000,” the court said. Not only were the accused arrested, but the concerned officers did not even follow the legal procedure to get the absconding declared as proclaimed offenders.

Even after the preparation of the chargesheet, it was sent to the court only after a delay of six months on January 3, 2001, the court observed.

Four buried alive in building collapse

At least four persons were buried alive when a three-storeyed commercial building, under construction, collapsed today afternoon in the congested Sadar Bazar area of the walled city, causing panic and chaos in the area. Two of the victims were declared brought dead in the hospital while the bodies of two others were retrieved later from the debris.

Two others, who were injured in the mishap, have been hospitalised; their condition was described as serious.

The police said that efforts were being made to identify the victims. Rescue operations were still on to ascertain if any more persons were trapped under the debris.

Eye-witnesses said that there was a loud rumble and suddenly the three-storeyed structure came crumbling down, burying a large number of employees and workers present there under tonnes of rubble.

Shopkeepers and traders from the vicinity rushed to the rescue of the buried workers and managed to rescue two of them before the police and fire service personnel arrived on the scene.

A large number of police and fire service personnel rushed to the spot soon after the report of the collapse was received at around 3 p.m. The building, which was owned by one Satya Prakash and had several shops and godowns in it, was located in Rui Mandi.

The police said that a case had been registered and further investigations were on to ascertain the cause of the collapse. The preliminary investigation revealed that it was an under construction building and had collapsed allegedly due to the sub standard material used in the construction work.

Men armed with swords hack senior citizen

Half-a-dozen unidentified armed assailants barged into the house of an elderly man, killing him and injuring his wife and their daughter in KP Block, Pitampura, in North-West district.

The deceased was identified as Saudagar Singh (73). The assailants attacked him with a sharp edged weapon, injuring him on the head and the neck. He died on the spot. The injured were identified as his wife, Kuldeep Kaur (68), and their daughter, Gurdeep Kaur (35). Kuldeep was admitted in the Maya Mina Ram Hospital while Gurdeep was under treatment in Ambedkar Hospital in Rohini, the police said.

The police suspect a property dispute to be the cause of the murder. The assailants attacked the victim around 9.30 pm. However, despite the commotion, nobody in the neighbourhood came to the help of the senior citizen and his family. Seeing the armed assailants, the residents panicked and did not dare to come out of their houses. They did not inform the police either.

Luckily, a few students, who were living on rent on the first floor of the victims’ house, informed the police about the incident.

According to the police, there was a simmering property dispute between Saudagar Singh and his son Gurbakhsh as the former had willed his entire property to his daughter Gurdeep. Gurbakhsh Singh was dead against the decision. However, sometime back Gurbakhsh Singh reportedly committed suicide.

Gurbakhsh’s wife, Kamaljeet Kaur, who lives in Tilak Nagar along with her parents, continued to fight for her share in the property. The police suspect that the property dispute could be the cause of the murder.

The suspects have not been arrested so far, the police said.

According to the police, Gurdeep Kaur and her husband, Mr Amit Nangia, live in West Delhi. Both are physicians. Gurdeep Kaur used to call on her parents every weekend. She had come yesterday to meet them as well.

The police said that the assailants, armed with swords, ran after the victim. A further investigation is on; the police have claimed that the culprits would be arrested soon.

Distant cousins dismiss each other as ‘‘outsider’’

They may be related through blood, but political ideologies have drawn distant cousins to challenge each other at the ballot box.
Brothers turned political rivals in the South Delhi Lok Sabha constituency, sitting MP Prof VK Malhotra of the BJP and RK Anand of the Congress are busy campaigning against each other’s “outsider” status.

Both the contestants claim to be “more aware of the problems” in the constituency while dismissing the other as an “outsider”. While Malhotra describes Anand, who is a Rajya Sabha MP from Jharkhand, as “a non-Delhiite” Anand retorts by reminding him that he has lived in South Delhi unlike his BJP rival, who has two houses, both outside the constituency.

The former BJP spokesman said, “Anand is not serious about elections. And the Congress also knows that it can’t win from South Delhi. That is why, a Rajya Sabha MP, with two years of his term remaining, has been fielded from the constituency.”

Anand has dubbed Malhotra an “outsider” since he resides in west Delhi and had “disappeared” after the last elections. “I have the support of the RWAs, who are angry with Malhotra for not showing his face to them even once in the last five years,” he claimed. The BJP has won from the constituency in the last three elections. This time, Malhotra is locking horns with Anand, a noted lawyer but political newcomer.

Exalting the role of women in society Smriti Irani, the BJP’s choice from Chandni Chowk, today chose to take a leaf from past. She spoke on the concept of ‘Ardhnarishwar’ (half-man, half-woman) and how women like Gargi, Maitri and Ansuya have played a great role in shaping the future of the country.

In the same breath she called upon the present day women to play a role in the progress and development of the country. Drawing a parallel between a mahayudh and chunav, she reminded the women folk of the heroic Rani Lakshmi Bai and the more recent Sarojini Naidu.

Irani also undertook the customary padyatras, attended corner meetings and mahila mandal meets. Also reminding the gathering of the infamous Naina Sahani murder case, Irani said that the Congress rule has relegated women to the background. She also chose to shed light on the welfare programmes for women launched by the Vajpayee government.

The Congress candidate from the New Delhi Constituency, Ajay Maken, meanwhile, has received a shot in the arm. YMNA (Youth Mobilisation for National Advancement), an NGO working for and amongst youth, has decided to launch a signature campaign, ‘Youth for Ajay’ to garner support for Maken. Calling for the youth to participate in the democratic process, they are seeking the promotion of young leaders of proven capabilities.

During the early morning round of his constituency, Vijay Goel addressed the morning walkers near Bounta Ridge near the Delhi University. He spoke about the opposition, which has too many claimants for the Prime Minister’s post.

He also undertook a padyatra to Maya Puri chowk and went canvassing to the Old Gupta Colony and Police Lines. Goel accused the Congress government of failing to provide water and electricity to people and also promised police personnel better working conditions and increase in the number of casual leave.

Akali leader vows to stick to DSGMC poll schedule

The Shiromani Akali Dal, Delhi, which controls the powerful Delhi Sikh Gurdwara Management Committee (DSGMC), today declared that the annual executive elections to the religious administration would be held “strictly on time”.

The DSGMC, which is known for not heeding to the poll schedule, is officially required to go for general elections every four years and choose a new executive annually. But over the years, its controllers belonging to different Akali factions have faced allegations of delaying elections in order to prolong their stay in office.

‘’It’s my firm commitment to the Sikh Sangat (devotees) that the DSGMC’s annual executive elections, due in September, would be held on time,’’ said the President of the DSGMC Paramjit Singh Sarna.

Sarna’s party unseated former Punjab Chief Minister Parkash Singh Badal’s Shiromani Akali Dal (SAD) in the 2002 committee general elections. The SAD, which has been out of power since 2002 in the DSGMC, suffered a bigger jolt in September last year when veteran Congressman Prehlad Singh Chandok, backed by Mr Sarna, became committee president.

‘’Anybody trying to delay the committee’s annual executive elections will be dealt with sternly and exposed before the sangat,’’ Mr Sarna, a former DSGMC chief, said.

The Sikh leader had himself swept the 2002 DSGMC general elections held after a gap of seven years on a fierce anti-graft campaign against Mr Badal. The committee went for its first general elections in 1975 when the Delhi Gurdwara Act came into being. It sought a second mandate on schedule in 1979.

But the next DSGMC general elections were held after as many as 16 years in 1995, a record of sorts in the religious body. The committee’s annual executive election record is also poor with different controllers overstaying in office from several months to several years, citing different reasons. Addressing a meeting here today, Mr Sarna welcomed to his party the Delhi leader of the All India Sikh Students’ Federation, Mr Harmeet Singh Kalka.

Sites for hoardings identified

Faridabad: With just five days to go before the election campaign comes to an end, the district election authorities have now notified the spots where the political parties and candidates can put up their hoardings and posters. The local authorities have pulled down several hoarding in the town in the past few days for allegedly violating the Defacement Act, which came into effect about 15 days ago. In a press release, the election officials claimed that the candidates and the political parties could place their hoardings, banners and advertisements at about 90 spots. TNS

Rs 12 lakh looted from petrol pump

How vigilant is the police department these days? This was demonstrated by a broad daylight loot by three motorcycle-borne youths, who barged into a petrol pump located in the heart of the town this morning. The armed robbers decamped after looting Rs 12 lakh from the employees of the pump, who were counting the cash at that time. This is perhaps the biggest loot in the town in the past one year.

According to the staff of the pump, run under the banner ‘Tarachand Saluja & Sons’ and located near Neelam Chowk, three youths walked into the pump building and whipped out revolvers, before asking the employees to hand over the cash to them. They threatened to shoot the six employees who were engaged in counting the cash at that time.

Mr Vasdev Saluja, owner of the pump, said that Rs 12 lakh was lying on the table at that time; most of it had it had spilled over from Sunday and the employees were preparing to deposit it in the bank. He pointed out that a police Gypsy was parked about 50 metres away from the pump. Curiously, the employees didn’t raise the alarm or push the button of the burglar-hooter installed there.

At the time of the incident, there were six employees and some customers at the pump. The robbers fled towards NH-5. The suspects appeared to be local youths; this was apparent from their accent. A sum of Rs 7 to 8 lakh was stacked away in the safe and was still to be counted. The pump has one armed guard, but he is deployed in the night shift only.

The motorcycle of the robbers had a Delhi registration. The owner of the pump is a senior leader of the Congress party.

Lakhs withdrawn fraudulently by roadways cashier

Ghaziabad: Lakhs of rupees have allegedly been withdrawn from the UP Roadway employees’ emoluments by the chief cashier of the Loni depot by using fake signatures of the employees.

The amount has been withdrawn under different heads like pay, DA, arrears and other allowances. The employees affected by the fraud are drivers, assistant drivers and other employees who had been either posted out, retired from service or were not attending office due to some reason.

When they came to collect their dues, they were told that the money due to them had already been withdrawn. When driver Ram Saran, transferred to Mazaffarnagar, returned to claim his dues, he was told that the dues had already been collected from the cash office. Drivers Bani Singh, Kalu Singh, Shaheed Ahmed, Ramesh Chander etc elicited the same response.

The complaints of the employees have been forwarded by the Asstt Area Manager Ramesh Chander Sukhrija to the Area Manager, Ghaziabad, with a chargesheet.

The president of the roadways employees union, Kiran Pal Singh, has alleged that the senior roadways officers were trying to protect the guilty chief cashier, who should have been suspended. Kiran Pal has requested the District Magistrate, Santosh Yadav, to order an impartial inquiry into the matter. The exact amount usurped by the cashier will, however, be known after the inquiry report is made public. OC

Congress spreading poison of caste: Ajay Chautala

Addressing a ‘Brahman Sammelan,’ the Indian National Lok Dal candidate from Bhiwani parliamentary constituency, Mr Ajay Singh Chautala, assured the gathering that he would do everything possible to maintain the prestige of the ‘Pagri’ (turban) presented to him by the Brahman samaj.

The ‘Brahman Sammelan’, held at the local Bal Vatika, was organised by the former Deputy Speaker of the Haryana Vidhan Sabha, Dr Vasudev Sharma, who also presided over the function. The president of the ‘Rashtriya Brahman Mahasabha,’ Pandit Om Narain Sharma, who was present at the function, announced his support for Mr Chautala in the Lok Sabha elections.

A Congress leader, Ms Nirmla Sharma, announced her decision to join the Indian National Lok Dal along with her supporters at the function.

Highlighting the importance of the Brahman samaj for the society as a whole, Mr Chautala said this “intellectual section” of our society has its importance in our Indian culture. He said the Brahman samaj had often provided new directions to the nation. In this respect, he emphasised the role of the late freedom fighter, Pandit Neki Ram Sharma, towards the freedom movement.

Flaying the Congress for “spreading the poison of caste and creed in the country,” he said it had used the Brahman samaj as its vote bank. He criticised Congress leaders such as Bhajan Lal, who did not allow Brahman leaders to come in the forefront of the party.

Mr Chautala was presented with an axe (symbol of Lord Parashu Ram) by the leaders on the occasion. Among those who spoke on the occasion included Mr Vasudev Sharma, Mr Kishan Kaushik, Mr Shyam Parashar, Mr Om Prakash Behalwala and Mr Nirmla Sharma.

Shiv Sena to support HVP candidate

The Haryana Vikas Party (HVP) got a boost with the office-bearers of a faction of the Shiv Sena in the state deciding to extend support to the HVP nominee from Mahendergarh parliamentary constituency, Mr Anil Rao.

Talking to newsmen here, Mr Manmohan Srivastava, president of the Rewari unit of the outfit, said that his party’s support to the HVP was unconditional.

The office-bearers of the Shiv Sena present on the occasion included Sanjay Katari, state vice president, and Mr Jhabbar Singh Raghav, president of the Gurgaon district unit.

Mr Srivastava said that so far his party had decided to support the HVP only in the Mahendergarh constituency.

He praised the leadership of the HVP saying that it fulfills its promises. Mr Mukesh Sharma, the district (Gurgaon) president of the HVP, who was present on the occasion, said his party nominee was getting good response from the public.

‘BJP politics opportunistic’

Paramjeet Singh Pamma of the Congress party alleged that the BJP has “not done anything for the riot victims”, and has only “scratched their wounds”. Addressing a meeting in Namdhari Colony in support of the Congress candidate for the Assembly election, Shriram Maggo, Pamma said the BJP only raises the issue of rehabilitation of the riot victims prior to the elections.

He said that for the last many years the BJP has not done anything substantial for the Sikh community. Pamma said that the party has failed to provide jobs to the riot victims and has made no arrangements to provide a roof on their heads. TNS

As usual, post rain, bad roads are the order of the day

Heavy rains that lashed the city over the past one week have left behind a trail of uncleared garbage bins and water logged roads. Conditions are appalling in slumclusters, particularly on the banks of drain no. 6, where many pockets are submerged. Nearly 20,000 people live in the unauthorised slum clusters and resettlement colonies where planned development has taken a backseat.

According to a report, in other parts of the city, particularly the old section, the condition is no better.

Residents in many colonies have to put up with choked drains and sewer systems and overflowing garbage bins. For instance, in the areas of mohalla Kalan, Ashok Nagar (kutcha quarters), and the RSS ground, the civic authorities have done nothing to improve the sanitary conditions.

Water logging in the low lying areas and overflowing of storm water drains have done a great deal of damage to the roads. The heavy downpour last week exposed the hollowness of the claims of the civic authorities. Pot holed roads, even in the posh colonies, are a common sight and the roads leading to the Atlas Cycle Industries Limited from PWD (B and R) rest house are no exception.

Driving has become dangerous on the main roads due to gaping potholes.

It may be recalled that some of the roads had been re-laid only a few months ago.

Though the PWD (B and R) authorities often rush bricks to fill the pots, the work is quickly undone, due to poor quality of work done. Meanwhile, uneven surfaces, lack of repair and almost no maintenance, is the sad story of the roads in the rural areas of the district.

Social and political leaders of the district have alleged that the government contractors are misappropriating funds meant for construction and repair of the roads in connivance with the high-ups of the PWD (B and R). Several sarpanches, panches and members of the block samitis and the Sonepat Zila Parishad have demanded a high level probe into the working of the PWD (B and R) and have alleged that the materials being used is sub-standard.

A long portion of the Sonepat-Rohtak road, passing through the mandi area, had been in a state of neglect, thanks to the failure of the authorities to repair it.

Similarly, the 19 km-long portion of the Sonepat-Kharkhauda road had become unserviceable even for the vehicular traffic. Whenever Mr Om Parkash Chautala, Chief Minister, plans to visit Sonepat from Kharkhauda or Rohtak, his route is always diverted by the district authorities.

Most of the link roads too are in no better condition. Most of them are washed away every monsoon. Bogus billing is a routine matter in the office of the PWD (B and R).

Meanwhile, the Residents Welfare Association and the Sonepat Citizens Forum have expressed their grave concern over the inefficient working of the Sonepat Municipal Council and urged the state government to order a high level probe into the public complaints about the misuse of public funds in the construction and repairs of lanes and bylanes. These organisations have alleged the use of sub-standard material in the construction of the fire station and pavements of streets as well as the
construction and repair of roads.

A high-level inquiry is likely to expose the misdeeds of the officials and the contractors, they added. Representatives of these organisations also demanded immediate transfers of the officials entrusted with the job of construction of roads and pavements of streets.

Former Chief Justice to deliver Kohli Memorial Lecture

The former Chief Justice of India, Justice J. S. Verma, will deliver the 5th DP Kohli Memorial Lecture on May 5, 2004 at the Vigyan Bhawan here.
The function, organised by CBI, would be attended by a number of dignitaries and senior bureaucrats, including the Cabinet Secretary, Mr Kamal Pande, the Chief Vigilance Commissioner, Mr P Sankar, the CBI Director, Mr U. S. Misra.

The theme of this year’s lecture is “Role of Law Enforcement Agencies under Rule of Law”.

D P Kohli Memorial awards will also be given away to the ‘Best Investigating Officer’ and the ‘Best Detective’ (Head Constable/constable) of CBI on the occasion.

Late D. P. Kohli was the first Director of the Central Bureau of Investigation after it was formed on April 1, 1963. He remained the director of the investigating agency till May 1, 1968. During his tenure, Mr Kholi put the special police establishment and later the CBI on a solid footing by extending the activities and converting it into an efficient instrument of criminal innvestigation. As a tribute to its founder director, the CBI has been organising the memorial lecture in which eminent speakers are invited to speak on topical issues before an assembly of Civil and Police officials and other dignitaries.

Escort research centre: The Escorts Group has recently started a first one of it’s kind heart research centre, which would integrate allopathy with ayurveda and other alternative medicines.

“The initiative costing of Rs 1,400 crore will be used to undertake research to co-ordinate between different types of medicines for various diseases”, Dr Naresh Trehan, cardiologist, said during a seminar on ‘Nature, the new lifestyle corporate mantra’.

Dr Trehan said that the project would set an example of itself to the West. It aims to bring down the cost of surgery and after care treatment for heart patients so that the benefit reaches the masses, he said. He said modern medicine was based on proper diagnosis and evidence and it helped in timely treatment and prolonging the life of several heart patients. This, when combined with traditional forms like ayurveda and meditation, could help fight heart disease in a major way.

Call to end ‘hegemony’ of Rampura House over Ahirwal

The Samajwadi Party candidate from the Mahendergarh parliamentary constituency, Mr Raghu Yadav, has been on a whirlwind campaigning, having already addressed over 500 village-level election meetings in Narnaul, Ateli, Mahendergarh, Rewari, Jatusana, Bawal, Gurgaon, Sohna and Pataudi segments of the constituency.

Receiving tumultuous welcome by the villagers, he was weighed against coins, laddoos and sarson. In a number of villages, the symbolic turbans (Pagris) were also placed on his head as a mark of honour and adulation.

Mr Yadav made a whirlwind tour of Padainyawas, Shahabazpur, Kalaka, Bariawas and about two dozen other villages of the Rewari segment today.

In his speeches, he has mainly targeted the Rampura House and its politicians, holding them responsible for the backwardness of the Ahirwal region. Without naming the former Union Minister, Rao Birender Singh, and his elder son, Rao Inderjit Singh, who is now the Congress candidate from here, he pointed out that the father-son duo had occupied ministerial berths in the Centre and the state, without having done anything tangible for the welfare of the people of Ahirwal.

He pointed out that the region had become victimised in the matter of canal water supply, higher education and provision of employment avenues for the jobless youths of Ahirwal. Simultaneously, Mr Yadav was critical of all the former Members of Parliament from Ahirwal for their “poor and lackadaisical” performance, as well as their failure to effectively raise the issues of Ahirwal in the House.

Calling upon the people to root out the “hegemony of the Rampura House” over the polity of Ahirwal, he assured the people that he would effectively take up their cause in the Parliament. Among the issues that were important for the people of the region, he highlighted the need for an adequate supply of canal water, opening of a sainik school, establishment of a recruitment centre, creation of an Ahir regiment in the Indian Army etc.

Electronic media flayed for being obsessed with glitz and glamour

Inaugurating a workshop at the School of Communication and Cine Arts at sector- 47 here, the noted theatre personality, Mr M.K Raina, expressed his anguish that “projecting the glamorous lifestyle of small percentage of the population has become the predominant theme of the electronic media. On the other hand, 80 per cent of the people living in the rural and semi-urban areas were being ignored, he lamented. He said this media was focussed on the glitz and glamour while failing to touch the masses.

Coming down heavily on the electronic channels, he claimed that it was ignoring the ground realities faced by the majority of the Indians. While the news channels had more than enough time to highlight the lifestyle of the rich and the famous, it had failed to highlight the plight of the farmers in some of the areas of the country where they had been forced to commit suicide.

As the impact of this media was instrumental, it should go to the countryside and highlight their problems and issues before the country so that these could be addressed, he said.

He said the majority of the people would ‘feel good’ when they were provided with the basic amenities and the ingredients of pursuing a proper lifestyle.

The workshop, known as ‘Stage to Screen’, has been organised by the School of Communication prior to the launch of its full-time one-year course on T.V Journalism. The one-month workshop is being organised with the help of the National School Of Drama, (NSD) Delhi.

While Mr Haider Raja and Mr Satyavrat Raut will be coordinating the workshop, Mr Pradeep Mandav will be the in-charge of the TV Journalism course. The Punjabi writer, Mr Ajit Singh Bhamra, and trade union leader, Mr Darshan Singh, were among others who were present on the occasion.

‘Metro’ men and women awarded

The Delhi Metro Rail Corporation (DMRC) today celebrated its 10th Foundation Day, in which awards were given to 21‘metro’ men and women.
The awards were given for outstanding performance to those who contributed towards timely construction of the Metro Rail and ensured that it met the highest international standards.

Mr Vijai Kapoor, Lt Governor of Delhi, who was the Chief Guest at the function, gave away the awards. Ms Shailaja Chandra, Chief Secretary, Government of Delhi, presided over the function.

Mr E Sreedharan, Managing Director, DMRC, congratulated all the DMRC employees and their families for the hard work and co-operation which has made the Delhi Metro a model for efficient project management. A cultural programme was also organised on the occasion.

Mayor At your service

Mr. A.R. Verma, the recently elected Mayor of Delhi, is a senior Congress councillor, who took over the coveted post in the corporation on April 12, 2004. With him he brought rich experience of social, administrative and public life spanning over 50 years during which he had held several important positions.

Born on September 15, 1929, he also has the distinction of being the oldest member of the MCD. Mr Verma, who graduated from Erwin Christian College, Allahabad, was close to the Nehru family. He remembers the advice of the then Prime Minister, Pt Jawahar Lal Nehru, who told him and his classmates, “Shake hands with men of your age but when you meet an elderly person, touch his feet to get his blessings”. He still follows Nehru’s advice. He has been associated with the Congress party since his college days in 1950-52 as general secretary of Erwin Christian College Students Union. In this position, he was involved in the first election campaign for Pt Jawahar Lal Nehru in Phulpur constituency.

The septuagenarian councillor was also elected as joint secretary of Law Students Union, Meerut, while doing his LL.B. from Agra University. After completing his education, he had joined government service and worked for 30 years in the Lok Saha Secretariat as a class-I officer. During his stint in the Lok Sabha, he was associated with the then Union Minister, Mr. H. K. L. Bhagat, Mrs Mohsina Kidwai, Late Mr Chandu Lal Chandrakar and Mr Ashok Gehlot. He had also assisted Mr Sushil Kumar Shinde, Chief Minister of Maharashtra, when he was general secretary of the AICC between 1992 and 2002. Being the first citizen of the National Capital, he has many responsibilities.

Excerpts:

As a mayor, what is your priority?

My first priority would be to make the National Capital neat and clean.

Delhi is the Capital and many foreigners and VIPs visit the city daily. They will carry a better impression if the Capital is neat and clean. Around 90 per cent of the Capital’s area is controlled by the Municipal Corporation of Delhi. The rest is controlled by the NDMC and the Cantonment Board. To give practical shape to my thoughts, I discussed this issue with officers concerned and they have promised to make Delhi clean. I also had a meeting with the officers to find out means and ways and to chalk out an action plan to desilt the drains before the monsoon sets in. When it rains, sewers and drains are found to be clogged, resulting in waterlogged roads. This year, the corporation is trying to provide Delhiites relief by desilting the drains before the monsoon.

In Delhi, the majority of the people live in slums, J.J. clusters and unauthorised colonies, where they lack civic amenities. I have directed the officers concerned to desilt the drains in these colonies, as they are major sufferers in the rain. Once the roads and big and small drains are cleaned, there will be less chance of seasonal diseases breaking out.

The MCD has a separate garden committee to maintain parks and for planting trees. How do you propose to make Delhi green?

The MCD maintains a number of parks and ornamental gardens to give the city a ‘green’ look.

As a Mayor, I will strive for more greenery in the city, which helps in improving the environs. I will also try my level best for the development of roads. Delhi has more vehicles than Kolkata, Chennai and Mumbai together and daily thousands of vehicles enter the Capital come from neighbouring states.

Unless we have better roads, transportation would pose a big problem. I will try to make city a beautiful and environment friendly. The corporation does not have a department to look into the environmental condition of the city. But MCD is a civic body and its primary duty to provide civic amenities to the residents of the Capital. If ornamental parks are developed, I think the corporation will make the proverb true - Kill two birds with one stone. The parks will look beautiful as well as environment will also be fresh.

Standard of MCD schools is poor. Only children of poor strata go to these schools. How will you improve standard of education in these schools?

This is true. The MCD provides primary education only. At present, I am 75 years old. I have decades of experience. During my days, children of all families whether they were from the rich or the poor, used to go to same schools and they used to exchange their thoughts with each other.

Nowadays, financially and educationally well-off people send their wards to private schools considering that better education is provided in these schools.

They are all crazy for English medium schools. Only children of poor families are enrolled in the government schools because free education provided there. In such circumstances, there is nobody in the schools for interaction except teachers. Consequently, standard of education in government schools declines. So, only government cannot change the fate of these schools, society is also equally responsible for this.

Teachers in government schools are qualified. To attract children of educated families, the MCD has also started teaching English language. To impart basic knowledge of computer will also be started in MCD schools, but it will take some time.

During rainy season water-borne diseases and dengue fever spread in the Capital. How will the MCD protect Delhiites from these diseases in the coming season?

Well, the corporation has taken preventive measure to protect the citizens of the Capital from these diseases. The corporation and the Delhi Jal Board have made a joint team to work out the cases of leak and breach of water pipelines, which contaminate water resulting in cholera and gastroenteritis cases.

Apart from this, chlorine tablets are provided free of cost through ‘Fair Price Shops’ for the needy people. Dengue is the cause of mosquito bite. The corporation has directed its staff concerned to spray anti-mosquito medicines in the stagnant and dirty water in drains.

Reeds in Yamuna and Najafgarh drains are the breeding place of mosquito. The corporation will try to make these places free from reeds or spray medicine to kill the mosquito breeding. Besides, in this season people should avoid eating cut fruits and other eatables being sold roadsides.

The Opposition in the MCD criticised the new system of property tax collection. But it has been implemented. What do you have to say on that?

That is right. The BJP claims that the new system of property tax collection will make Delhiites angry.

They may take stay order from the court against the implementation of UAM.

Contrary to their claim, the people have already started depositing the tax under the new method. As far as I know, the MCD has received Rs 26 crore tax so far.

Youths held in murder case

The police have arrested two youths, identified as Suresh and Ranbir, in connection with the alleged murder of a 15-year-old student, Deepak of Lalehri Kalan village, last week.

According to a report, the police have also launched a hunt to apprehend the third culprit involved in the murder. Meanwhile, the police have failed to achieve any breakthrough in the murder of a youth, identified as Sanjeev (24) of Braham Colony, on the night of April 28 in the New Nandwani Nagar area of this city. The parents of the victim have alleged that the police have been harassing them instead of apprehending the culprits involved in the case.

BKU meeting on May 5

The president of the Haryana unit of the Bharatiya Kisan Union (Khokhar Group), Mr Hari Singh Khokhar, denied here today that the BKU had extended its support to any political party for the Lok Sabha elections in the state. Participating in the monthly meeting of the district unit of the BKU here yesterday, he said that a decision to this effect would be taken on May 5 when a special meeting of the union would be held in the Kisan Bhawan at Panipat.

Talking about certain reports published in a section of the Press on the issue, he reiterated that the BKU had not taken any decision to extend its support to any of the political party in the state. Mr Ranbir Singh Malik, president of the district unit of the BKU, announced that the indefinite fast of Mr Braham Singh Dahiya, an Independent candidate contesting the Lok Sabha elections from Sonepat Parliamentary seat, would continue. He said it would create awareness among the farmers so as to launch a struggle against the ‘anti-people’ and ‘anti-farmer’ policies of both the BJP-led NDA government and INLD government in the state led by Mr Om Parkash Chautala.

Two desperate criminals held in Vikaspuri

New Delhi, May 3
The Special Cell of the Delhi Police today claimed to have arrested two desperate criminals from the Kirpal Complex near Vikas Marg. The arrested criminals were involved in number of cases of murder, attempt to murder and Arms Act cases.

The suspects were identified as Raman Kumar alias Sonu and his associate Raina Tejender Singh alias Teja.

The police received a tip-off that Raman and his associate would be visiting the Kirpal Complex in Vikaspuri area to meet one of their contacts. The information was developed and a trap was laid at the Kirpal Complex. The police arrested the suspects as soon as they reached the spot. The police seized two pistols along with eight live cartridges. During interrogation, Raman Kumar disclosed that he was originally from Jammu where his father was involved in transport business.

In Delhi, he had worked with his brother–in-law. In 1994, he had started his own business in Katra Neel in Chandni Chowk.

In August 2000, he murdered his employee, identified as Nazir, after a financial dispute. He also confessed that last month he had shot at his landlord and his two sons because they had knowledge about his crime.

The landlord had dispossessed him of his rented property after he was arrested in the murder case. The weapon used in the crime has also been seized. Earlier, he had been involved in a case of attempt to murder in Uttam Nagar on May 10, 2003. Raina Tejinder Singh is a graduate from Khalsa College. His father is a transporter in Jammu. He was first involved in an attempt to murder case in Rajouri Garden in November 2001, in which he had fired at one Joginder Bitta and injured him. He confessed that he became friendly with Raman Kumar alias Sonu in jail, the police said.

Smuggled liquor seized: The Central district police have arrested a man carrying 120 quarters of Bonnie Scot liquor from the Hamdard Nagar chowk during a routine checking. The person was identified as Johnny, a resident of Raghubir Nagar. The police said that the accused was carrying the liquor in a scooter and tried to escape when he spotted the police on the way. Meanwhile, the West district police arrested a person, identified as Ajay Kumar of Shakur Basti, with two cartons of country-made liquor. He was carrying it on a scooter. He was arrested by the police near the cement sheding, Shakur Basti.

Three killed as car rams motorcycle

Sonepat, May 3
Three members of a family, including two women, were injured when the motorcycle on which they were travelling was hit by a car on the Sonepat-Meerut inter-state road near Khewra village, about 13 km from here last evening.

According to a report, the injured persons were identified as Mr Rajiv Kaushik, his wife and a daughter.

They were on their way to Delhi from Baghpat (UP).

All the injured persons were immediately hospitalised and stated to be out of danger. The police have arrested the car driver in this connection.

2 youths assaulted with lathis: Two youths, identified as Rambir and Bachna from Siwah village in Panipat district, were injured seriously when they were allegedly attacked with lathis by four persons at Ram Nagar village, about 20 km from here last night.

According to a report, both the injured youths, who had come to the village to attend a marriage, were hospitalised and stated to be out of danger. The police are still investigating into the case. No arrest has been made in this connection so far.
