Differences between Virbhadra, Stokes come to fore Shimla, March 31 According to party sources, Mr Virbhadra Singh expressed his displeasure over the manner in which the Congress committee had been reconstituted. He said the PCC was not fully balanced and incompetent and inexperienced persons who had no public standing had been accommodated. He said that certain party men were constantly campaigning against him and their only motive was to damage the party. Ms Stokes had a grouse that her opponents were being patronised. She said the new team had been approved by the high command. The two leaders later underlined the need to go to the polls unitedly. Mr Virbhadra Singh gave ample indication to ministers and MLAs that the future would depend on the performance of the party. The Chief Minister said the government had done well on the social sector front and providing employment despite the fact that the previous BJP government had left the state under a debt of over Rs 15,000 crore. The process was on to fill over 15,000 posts in the government while an investment of Rs 4,000 crore would generate employment for about 70,000 persons. He said the government had many achievements though it had completed just one year in office. He said party men should put their heart and soul into the campaign to help win all four seats. |

More HVC leaders join BJP Shimla, March 31 Mr Damodar Chauhan contested the last Assembly election from Nachan seat and polled over 30 per cent votes. The entire team of office-bearers of the HVC minority cell also joined the BJP. The BJP revoked the expulsion of Mr Vidya Sagar, a former minister, who exercises considerable influence among the other backward classes in Kangra region. The party had decided to organise worker conferences in each of the four parliamentary constituencies. Mrs Sushma Swaraj, Union Health Minister, would address the conference at Solan on April 5 while Major-Gen B.C.
Khanduri, Union Minister for Surface Transport, would preside over the conference to be held at Amb on April 6. Mr Rajnath Singh, Union Agriculture Minister, would be the main speaker at conferences be held at Solan and Mandi on April 10 and 11, respectively. Mr Shanta Kumar and Mr P.K. Dhumal, two senior leaders of the state, would be present at all conferences. |

BJP dissidents back in party fold Chamba, March 31 It may be recalled that both of these staunch BJP leaders from the Banikhet segment had been suspended from the party after a disciplinary action was taken by the party against them as they had opposed to certain issues of the party during last year’s state Assembly elections. Mr Kishori Lal, a former minister and a senior BJP leader, hailed the move of the party and further appealed to continue this move in the interest of party.

Suspended BJP leader holds workers’ meeting Kangra, March 31 Mr Vidiaya Sagar, who had asked the BJP party leadership for his induction into the party was opposed by a section of the Kangra mandal. Mr Rattan Jagat Amba, who unsuccessfully contested from the Kangra Assembly segment during the last Assembly poll was averse to the re-induction of Mr Sagar. The Kangra BJP mandal had opposed Mr Sagar’s homecoming before the senior party leaders here and the BJP leaders had failed to persuade them to soften their stand against Sagar for the party interest. Addressing the meeting Mr Sagar said the Jan Hit Morcha was ready for the merger with BJP. However, some BJP workers were opposing the move. |

Govt starving varsity of funds, says BJP Shimla, March 31 Addressing a press conference here today he said it was for the first time in the history of the university that the government had even refused to bear the financial liabilities for various posts sanctioned by the UGC under the 10th Plan after the completion of five years. He said the government had asked the university to bear the financial liabilities itself after the plan period. It advised the university to raise its own resources to meet the recurring liabilities. The Vice-Chancellor, Dr L.R. Verma, had been telling teachers and other employees that the university was starved of funds and they should be prepared to work on 50 per cent salary after June. Mr Bhardwaj charged Dr Verma with ignoring the directions of the Chancellor, Mr V.S. Kokje, who had asked him to deal with irregular appointments made during the 1993-98 period in the same manner as was being done in the case of the irregularities pointed out by the Kaul Committee report. He said the matter was to be put up before the Executive Council but this was not done. The BJP teachers’ cell had submitted a memorandum to the Chancellor in this regard. The BJP chief also alleged that the starting of a lottery and later imposition of a ban on it was a scandal. The state failed to start its own lottery but allowed the sale of tickets of lotteries of other states which smacked of a scam. Tickets worth crores of rupees were sold but the state got nothing in terms of revenue. The sale of tickets was normally allowed on a reciprocal basis. |
Tibetan PM suffers setback in Parliament Dharamsala, March 31 In the two-week-long session of the Assembly, Prof Samdhong Rinpoche failed to get Rs 90 crore budget for the next year approved unanimously due to objections from one deputy and had to be satisfied when it was passed by a majority vote. The major setback that Professor Rinpoche faced was when his proposal to get Deputy Pernpa Tsering nominated as a Kalon (minister) was rejected. He had proposed the name of Mr Penpa Tsering, who is the Director of Tibetan Parliamentary and Policy Research Centre, Delhi, for appointment as a Kalon but the proposal was objected to by one of the deputies leading to a secret ballot on the issue. Out of 46 deputies, 12 voted in favour, as many as 22 deputies voted against it. In his closing remarks, the chairman of the Assembly, Mr Pema Jugney, asked the deputies to observe proper parliamentary behaviour. He also advised them not to be swayed by personalities while taking important decisions. |
Take up Tibet issue with China, NDP to PM Kangra, March 31 In a letter to the Prime Minister Mr Atal Bihari Vajpayee, Mr Acharya Yeshi Phuntsok president, National Democratic Party of Tibet NDPT said the improving relations between India and China were welcome but impressed up Mr Vajpayee to make an earnest effort to resolve the issue of Tibet’s freedom. In his letter the NDTP president said, “After the invasion and the illegal occupation of Tibet in 1959 China shamelessly attacked and invaded India in 1962. China is still occupying 40,000 square miles of the Indian territory (Aksai Chin) the Pengong area and Denchok in Ladakh, the Spiti area, Shipki pass and the Nilang Jadhang area in H.P., the Bharahoti area in U.P, Khinze Mane, Shatse, Lonju and Migyitun in Arunachal Pradesh).” He doubting the integrity of China he said it continued to transform the Himalayan borders in Tibet into military zones and was assisting insurgents in Pakistan, Nepal, Mayanmar and Bangladesh. |
Five held for illicit liquor trade Kangra, March 31 The police arrested Pardeep Kumar of Bandi village, impounded a jeep involved in smuggling of country liquor near Trilokpur on the Pathankot-Mandi highway and seized 4,50,000 ml of country liquor. It arrested Ram Lal of Salbana at Muhada last night during a raid seized 6,000 ml of country liquor. The police recovered 1,89,000 ml of country liquor and 54,000 ml of English liquor from the possession of Nasib Singh of Bandi village last night. He was booked and arrested. A total of 5,000 ml of country liquor was seized from Shukuntula Devi, a Bangali women residing in Thakur Dawara, last evening. A total of 90,000 ml of country liquor was recovered from the possession of Ram Lal of Rajot illegal Palampur subdivision and a jeep used for the illegal transportation of the country liquor was impounded late last night. Cases were registered against them. |
HC reserves judgement in asst engineers’ case Shimla, March 31 During the hearing of the matter today the HP Public Service Commission opposed any inquiry into this matter saying the result was declared in a transparent manner and after following proper procedure. However, the state government repeatedly urged the court to hold an inquiry into the entire episode. While the Chairman of the commission, Mr Dev Raj Sharma, in his personal reply alleged that the state government was unnecessarily pressuring the commission as well as him personally. Mr V.K. Malik, refuted averments by the commission and maintained that the list of selected candidates had been changed. The whole controversy arose when the two selected candidates approached the high court with a prayer to make a proper inquiry into the selection process. After hearing all parties the Bench headed by Chief Justice Vinod Kumar Gupta reserved the judgement on this issue. |
2 held for looting businessman Dharamsala, March 31 Giving details, the Kangra SP Mr S. Zahoor Zaidi, said Puran Singh, a resident of Jagnauli under Fatehpur tehsil of Kangra district was going on his motorcycle towards Dhameta when he was accosted by two youths on a motorcycle. The youths snatched Rs 5000 from him on gun point. The culprits have confessed to the crime.
