Shimla, March 27 The Himachal government today released four per cent additional dearness allowance to its employees with effect from July 1, 2003. The dearness allowance payable to its employees, has been enhanced from existing 55 to 59 per cent.

The aggrieved students later lodged an FIR against the VC, welfare officer and a boxing coach from Haryana for having instigated the visiting students for yesterday’s incident. As many as three university students Nitin
Khajuria, Dinesh Negi and Yashpal received serious injuries in the incident. A case under various Section of the IPC has been registered. A case of rioting has been registered against eight university students found involved in yesterday’s incident after university officials lodged a written complaint. They were arrested and later let off on bail. Three other students Kushal Mehta, Nitin
Khajuria, joint secretary, and Dinesh Negi, joint secretary and general secretary of the
SCA, respectively, were arrested last evening in a case relating to the stoning of the VC’s residence. Statements of the visiting students were also recorded. Agitated students today also raised slogans in front of the VC’s office and urged him to withdraw cases. A committee comprising the VC, SDM, welfare officer, heads of various departments and other senior officials held various meetings in the day to resolve the issue. The VC, Dr Negi, told mediapersons that an inquiry would be ordered into the incident after consultation with the committee members. While blaming the district police for not having sent adequate force, he said it could have averted the unruly incident. It was only after talking to the Additional DGP that extra force was sent, he added. The Additional SP, Mr Prem Thakur, however, refuted the charge and said at least one reserve force and scores of other policemen had been rushed to the spot after receiving a telephone from the VC around 12.30 p.m. More force was sent after a written requisition for immediate police assistance was received around 1.00 p.m, he added. The fact that the VC had failed to turn up at the condolence meeting despite adequate police force further led to resentment among students. The students rued that the VC was never available for solving their problems and each time they had to route their problems through the welfare officer, who took little interest in their problems. Nehru responsible for country’s problems, Shimla, March 27 Addressing a press conference here, he said the AICC spokesperson, Mr Anand Sharma, was right when he said it was illogical to compare Mr Vajpayee with Nehru. The countrymen could not forget the role of Nehru who undermined the efforts of Sardar Vallabhbhai Patel, the then Home Minister to completely integrate Kashmir with the country. Further, during Nehru’s regime, the country suffered humiliating defeats, losing one-third of the Kashmir to Pakistan and thousands of square kilometres of territory to China. In contrast, Mr Vajpayee led the country to victory in Kargil, raising its image among other nations. Mr Vajpayee achieved a major breakthrough in improving relations with China, making it accept the reality that Sikkim was a part of India, he added. He said Mr Vajpayee’s achievements on all fronts were unprecedented and the people keen to see him occupy the top position for another term. His performance had given a head start to the NDA in the run-up to the Lok Sabha poll. He said besides the achievements of NDA government, the failures of the Virbhadra Singh regime would be the main issue during the poll. The Congress had failed to fulfil promises made during the Assembly poll, he alleged. To make thing worse, it was harassing employees, political opponents and even Panchayati Raj functionaries. Panchayats pradhans, who were known supporters of the opposition, were being sacked on flimsy grounds, he added. He accused the Congress of violating the Model Code of Conduct and said the party had deputed advocates in each segment to take notice of such incidents and take up the matter with the Election Commission. He said the ban on mining in some areas of Mandi district was lifted after the code of conduct came into force. |
Centre did not ignore Himachal, says BJP Mandi, March 27 At a press conference he termed it as an act of ingratitude and added that the Prime Minister had granted Rs 562 crore to the state for development and later Rs 532 crore was sanctioned by the Centre for the Sarv Shiksha Abhiyan. He lamented that crores sanctioned by the Vajpayee government were not being utilised properly and the state government owed an explanation to the Centre and to the people. He ridiculed the Chief Minister for asking him (Maheshwar Singh) to give account of Rs 20 crore. He reminded him that he received Rs 10 crore only in five years as MP’s fund and this was disbursed for development of the constituency. Attributing delay in finalising a Congress nominee from the Mandi constituency to weak position of the party he said the Congress feared election. Earlier a meeting of office-bearers of the party was held. It was attended by Mr O.P. Kohli in charge of the state and Mr Mahender Pande organising secretary. |

HC for another labour court Shimla, March 27 During a hearing of the matter it was stated in the reply filed by the Presiding officer H.P. Industrial Tribunal cum labour court that the only labour court in the state was overburdened with 2300 cases. It has further stated that on an average it took three years for a case to be disposed of by the Tribunal. Mr Rajiv Sharma, counsel for the petitioner, contended that it had been taking unduly long for a dispute to be finally adjudicated upon at the level of labour court and because only one forum was available for adjudication of labour disputes. After hearing the parties the court observed that delay in the disposal of cases affected people. The court further observed that setting up of the new court would be decided by the state government. |

Drinking water situation reviewed Shimla, March 27 Officers informed that the overall availability of drinking water in the state was satisfactory and there was no cause for anxiety. The minister directed the department to take immediate remedial measures, like deployment of tankers and installation of hand pumps in areas facing scarcity. He also directed the department to keep a strict check on unauthorised use of booster pumps and plug all leakages. Reviewing the situation in Shimla it was stated that water being supplied to Municipal Corporation Shimla from all available sources was 62 to 65 lakh gallons per day. In addition to four existing tubewells, four new tubewells had been installed around the town and would be commissioned shortly. Two additional tube wells were also being provided and were likely to be made operational before the onset of summer. The department would be in a position to augment the supply by 12 lakh gallons per day. The first stage of the augmentation of Shimla water supply scheme from Nauti Khad had been implemented at a cost of Rs 9.47 crore to provide additional four to five lakh gallons of water per day. |
Board averse to
chance for students Kangra, March 27 Mr B.R. Rahi, Chairman of the
H.P. Technical Education Board, said the ‘golden chance’ issue was discussed at the meeting and according to reports the authorities of the Technical Education Department opposed any such move as it was not in the larger interest of the students’ future. Mr Rahi said senior board officers would finally decide on March 29 whether the chance should be granted to the students or not. Besides this, the students demanded that the Board of the Technical Education should announce the results of the examinations before starting of the next semester, the re-evaluation results should be declared within 10 days as the delay in the results was putting the students to a dock, the re-evaluation fee of the technical board should be reduced to Rs 100 from Rs 250 and the admission fee should be reduced by half. |

Agriculture college building opens Dharamsala , March 27 Earlier, welcoming the chief guest Vice-Chancellor Tej Partap said the building had been named after the Dean of College of Agriculture, who is retiring on March 31. The governor also released the silver jubilee issue of the college magazine, “Himjyoti”, which had been published after seven years. Later, he chaired a meeting of the university Senate. It was attended by the elected members and non-teaching employees, nominated members, including Mr Jagjiwan Paul, MLA from Sullah, and officials of the state government and statutory officers of the university also attended the two-hour-long meeting. |

HPU passes vote-on-account Shimla, March 27 The council also approved the recommendations of the Academic Council of its meeting held on March 13 which mainly comprised providing representation to the teachers of the University Centre for Evening Studies on the Academic Council, faculty and Board of Studies, increasing number of seats in M.Phil, physics and psychology amongst other academic items.

Himalayan Studies Institute to be restructured Shimla, March 27 The institute, including the board of advisers, will be restructured as per guidelines of the University Grants Commission. The Director of the institute will no longer be of the level of the Pro-Vice-Chancellor and will be on a par with directors of other institutes of the university. The council, which met under the chairmanship of Dr L.R. Verma, Vice-Chancellor, also approved an interim budget for the first four months of the year. It also cleared a Rs 3.5-crore project to construct a new building for the Institute of Management Studies. |
4 pc more DA for HP staff Shimla, March 27 The additional dearness allowance of four per cent will be paid in cash with effect from April 1, 2004 and the arrears from July 1, 2003 to March 31, 2004 will be credited to the General Provident Fund (GPF) account of the employees. The government employees who have retired or closed their GPF accounts will be paid arrears in cash.

Respect legal profession: CJ Shimla, March 27 Addressing final-year students of the LLB, at HP University today he said senior lawyers in the profession could contribute a lot for providing maximum exposure to the new entrants to the profession. He also dwelt at length with the responsibility of the lawyers towards the client, court and the profession. The Chief Justice also answered questions on general aspects from the audience, including the teachers of law.
