Katwal’s plea against CM, others dismissed

Mr Dharam Chand Chaudhry, Special Judge, Hamirpur, today dismissed the complaint and turned down the plea of former Chairman of HP State Subordinate Services Selection Board Surendra Mohan Katwal demanding instructions to the Hamirpur Police to register a criminal complaint.

Liquor shops’ auction fetches higher revenue

The auction of liquor shops held here today yielded a revenue of Rs 20,99,60,000 excluding the Sarkaghat segment for which there were no takers.

Katwal’s plea against CM, others dismissed

Mr Dharam Chand Chaudhry, Special Judge, Hamirpur, today dismissed the complaint and turned down the plea of former Chairman of HP State Subordinate Services Selection Board Surendra Mohan Katwal demanding instructions to the Hamirpur Police to register a criminal complaint against the Chief Minister Virbhadra Singh, Co-Operation Minister Kuldip Kumar, Transport Minister G.S. Bali, Food and Supplies Minister Singhi Ram, Sukh Ram MLA, Kashmir Singh former MLA, Chandresh Kumari, Health Minister and Arvind Kaul HP Chief Secretary under section 9 of Prevention of Corruption Act and under Sections 120-B and 201,202,204,217 and 218 of IPC.

Mr Katwal was present in the court along with Mr S. Phanda, and Mr Anil Jaswal, counsels.

Mr Katwal had filed a complaint against the Chief Minister, and others on January 15, 2004.

In his complaint, Mr Katwal had these persons, including the Chief Minister, had influenced him to give jobs to their near and dear ones. He alleged that when these persons, when their candidates were not selected, had threatened him. He was subjected to harassment once the Congress government came to power after 2003, he further said.

Senior Jal Vidyut Nigam officials in spot

As many as 12 senior functionaries of the Satluj Jal Vidyut Nigam (earlier NJPC), including some former and present members of the Board of Directors, have landed in trouble for extending indiscriminate advances allegedly to benefit construction companies.

The Central Vigilance Commission (CVC) has asked the Union Ministry for power to identify the officers responsible for extending advances and blocking the recovery of amount advanced from time to time. The Director Finance, Mr O.N. Singh, was removed yesterday after the CVC conveyed its decision to the ministry that vigilance clearance would not be granted in his case as he was responsible for the release of advance funds as the head of the finance division. He was being given extensions since 2001 when he completed his term, pending vigilance clearance. According to sources action was also being taken against Mr G.S. Rao, Deputy Manager Finance (project site), in the same case and he too may be suspended within a day or two.

The project is almost complete but the management is not in a position to recover the entire amount of around Rs 300 crore advanced to various companies. However, it was the amount of Rs 43 crore advanced to Jai Prakash Industries Hyundai Consortium during 1997 and 1998 which came under vigilance scanner after the central vigilance commission received some complaints in this regard. The main reason for it was that the officials concerned did not take the undertaking that the excess amount, if any, will be recovered along with interest after the settlement of claims.

The board of directors while deciding to release advance made it clear that an undertaking should be taken after some of the members pointed out that the actual payments due to the company could be much less. Mr O.N. Singh was among those who opposed the payment of advance. While two instalments of Rs 7 crore and Rs 12 crore were cleared at the level of Chairman-cum-Managing Director in 1997, the third instalment of Rs 24 crore was released with the approval of the board in 1998.

Subsequently, the proposal for recovery of advances was placed before the board several times but no decision was taken. Finally, instead of effecting recovery the case was referred to the dispute review board last year. In between it was decided that the bank guarantee given by the company be encashed to recover the advance. However, the company moved the court against it and got the process stalled. There is a long list of officers right from the level of assistant engineers at the project site to the Directors who were involved in preparing, recommending and finally approving the proposals for the release of advance.

Change in examination centres flayed

The Principal of Government Senior Secondary School Jwalamukhi, Mr Suresh Kumar, has criticised the decision of National Institute of Open Schools for abruptly changing examination centres of various examinations of NIOS from Jwalamukhi to Dharamsala and alleged that this would cause great inconvenience to poor students.

He said students were determined to seek legal redressal for their rights if NIOS failed to change its decision.

In a statement, Mr Suresh Kumar alleged that the examinations were going to begin from April 6 and sudden shifting of centre had left the students in lurch. He said the centre had been set up in 2001 and the decision to shift it was abrupt and without any valid reason.

He said it would not be possible for students to go daily to Dharamsala for taking their examinations and poor students would have to make arrangements for staying there which would incur heavy expenditure and also affect their studies.

Liquor shops’ auction fetches higher revenue

The auction of liquor shops held here today yielded a revenue of Rs 20,99,60,000 excluding the Sarkaghat segment for which there were no takers.

Mr Amar Singh Rathaur, Additional Excise and Taxation Commissioner, Himachal Pradesh, said the decision on allotting Sarkaghat would be taken in Shimla shortly.

Mr A.R. Rizvi, District Commissioner, who conducted the auction, said there was an overall increase of more than 10 per cent as compared to last year’s revenue of Rs 19,62,50,000 (including Sarkaghat).

Three boys missing from orphanage

Shimla, March 20
Three inmates of the local Tutikandi orphanage have been missing since this morning.

According to a complaint lodged with the police by the in charge of the orphanage, Ms Leela Thakur, Joginder (16), Prem Dass (13) and Mahender (8), all brothers, were present in their room last night but found missing in the morning.

They belonged to Chirgaon village in Rohroo subdivision. The police has registered a case.

Staff federation to oppose Cong

The National Federation of State Employees will oppose the Congress in Punjab and Himachal Pradesh in the Lok Sabha poll.

Mr Gopal Das Verma, chairman of the federation, said that the decision was taken at a meeting of the federation held in Chandigarh yesterday. He said that in Haryana the federation would oppose the INLD. It would support the NDA in the three states.

He said the main reason for opposing the ruling parties in these states was that under their rule employees had been victimised and denied their due. For instance, in Himachal even the instalment of additional dearness allowance, which became due in July last, had not been released.

Two arrested on charge of duping jobless youth

Shimla, March 20
The local police arrested two persons who allegedly duped unemployed youth on the pretext of ensuring jobs for them in various organisations.

Naresh Kumar of Ghanahatti and Deepak of Pander village in Jaisinghpur subdivision were nabbed on a complaint of Mr Rakesh Kumar Sharma, who paid Rs 20,000 to them for securing a job in the Military Engineering Service at Jutogh.

The suspects neither provided the job to him nor returned the money.

According to the police they had cheated many other unemployed persons in this manner. The total amount involved was more than Rs 1 lakh.

13 hurt in bus mishap

Hamirpur, March 20
Thirteen persons were injured two of them seriously when a private bus on way from Sarkaghat in Mandi to Hamirpur overturned due to brake failure near Doongri village yesterday evening.

All injured persons were admitted to Bhoranj hospital. A case has been registered.
