Polytechnic students boycott classes

Students of the local Polytechnic College today held a day-long dharna in front of the college on the second day and boycotted their classes on the seventh consecutive day. Their demands included “golden chance” for those students who are yet to pass their first of third semester examinations. They should be allowed to appear in the fourth and sixth semester examinations.

The Principal, Mr D.R. Sharma, when contacted said in view of the Model Code of Conduct inforce in the state the demand of the students might not be accepted by the Technical Education Board and the Technical Education Department. He said he had advised the students to call off the strike.

Mr B.R. Rahi, Chairman, HP Board of School Education, said today that the board authorities were seeking opinion of the Election Commission of India in this regard. He said students of Polytechnic Colleges at Ambota and Hamirpur had met him and he told them that board had made it clear that the “golden chance” was given for the last time in 2003.

Meanwhile, student leaders today left for Sundernagar to meet the Director of the Technical Education tomorrow.

Besides the “golden chance,” they demanded that the Board of the Technical Education should announce the results before starting the next semester, the revaluation results should be declared within 10 days and the admission fee should be reduced.

Lust for dowry claims two lives

Kangra, March 16
A woman frustrated due to torture for bringing insufficient dowry committed suicide by hanging herself while another one was allegedly burnt to death by her in-laws, in this district during the past 24 hours, the police said here today.

Kangra district additional chief, Mr Kapil Sharma, today said the mother of Aneeta Devi, a resident of Chamboo village had alleged in a complaint that her daughter had been ill-treated by her husband and in-laws and had hanged herself in her room at the village yesterday. He said the police had registered a case under Section 498 A and 306, IPC, in this regard. However, the suspects were yet to be arrested.

In another incident at Bargran village, falling under Kangra police station, a 22-year-old housewife, Usha Devi, was burnt to death allegedly by her in-laws at her home. The police recovered her half burnt body last evening. Mr Sharma said the parents of the victim had alleged that she was tortured by her in-laws for bringing insufficient dowry and was ultimately murdered. He said a case under Sections 498A, 302 and 201, IPC, had been registered and a police party had been rushed to the village today for further investigations. Kangra police has not arrested any one in this connection so far.

Meanwhile, the police also found an unidentified decomposed body of a male from the Banner Khad near the Kangra Mandir railway station last evening. The body was cremated by the police today.

Snow blocks Chamba-Langera road, vehicular traffic hit

Chamba, March 16
The Chamba-Langera highway which links the state bordering Chamba district in Himachal Pradesh with the adjoining state of Jammu and Kashmir (J&K) remains closed for several days due to huge glaciers at certain points following heavy snow in February last.

Langera is the last village on this highway situated on the borders of Chamba district. In fact, this highway further connects Bhaderwah area in Kishtwar tehsil of Doda district in J&K.

The blockade of this highway by a huge glacier hampers the movement of vehicular traffic and the security forces deployed there to guard the border of Kihar sector in Chamba district. They are facing hardship to transport foodstuff, belongings and other materials.

Since the summer has set in and the snow too has started melting, the glaciers have posed a serious threat to the life of jawans who cross over the glacier.

Apart from this, the borderland in Kihar sector is also facing telecommunication problems for the past several days as heavy snow also has prevented telecommunications services on the highlands of this region.

Meanwhile, the state government has directed the Public Works Department authorities to remove glaciers and resume traffic on the Chamba-Langera highway. It has also asked BSNL authorities to restore the paralysed telecommunication services of this hill and rugged border region.

Suspension of Mahant Ram Chaudhary revoked

The Congress high command had revoked the suspension of Mr Mahant Ram Chaudhary, he had been suspended for contesting against the official candidate of the party during the last Vidhan Sabha elections.

Mr Mahant Ram Chaudhary, son of veteran Congress leader late Chaudhary Piru Ram, had resigned as Sessions Judge to contest the Vidhan Sabha elections following the denial of ticket he contested independently and lost to a BJP candidate.

Talking to newsmen here today he said that he had joined politics to accomplish mission of his father, a former minister.

He said he would make effort for the completion of the left bank irrigation project of Balh Valley and seek solution to the menace of silt being ejected by the BBMB since 1977.

Sharma, Shastri file papers for RS

There will be a token fight for the lone Rajya Sabha seat in the state with the BJP fielding Dr Radha Raman Shastri to challenge the Congress nominee, Mr Anand Sharma.

Both Mr Sharma and Dr Shastri filed their nominations today. Three sets of nominations sponsoring the name of Mr Sharma were filed. Mr Virbhadra Singh, Chief minister, Ms Vidya M Stokes, PCC chief, and several ministers were among those who proposed his name. The name of Dr Shasti was proposed by 13 BJP legislators and an Independent.

Mr Sharma arrived at the Vidhan Sabha secretariat along with Mr Virbhadra Singh, Ms Stokes and other senior party leaders. Mr Sharma said it was unfortunate that he was being dubbed as an outsider by the BJP. He said he was born and brought up in Shimla and started his political career as the president of state unit of the NSUI.

The polling will take place on March 26 and the result will be announced on the same day. The victory of Mr Sharma is a foregone conclusion as the Congress has 43 members and enjoys the support of five Independents. The BJP has only 16 legislators.

Stokes to take up associate member issue with leaders

The controversy over the induction of Independents as associate members of the Congress is likely to intensify with Mrs Vidya Stokes deciding to take up the issue with the high command.

She maintains that the high command had given its nod for the induction of only four Independents and the name of Mr Rakesh Verma, her arch rival, did not figure in the list. The letter received from Mr Ashok Gehlot, in charge of the party affairs in the state, in this regard was very clear and there was no ambiguity. She said she would take up the matter at an appropriate level.

The Chief Minister, Mr Virbhadra Singh, on the other hand said five persons, including Mr Verma, had been made associate members on the basis of his talks with the central leadership.

BJP’s moderate face a mask: Cong

Mr Anand Sharma, spokesperson for the All-India Congress Committee, today accused the BJP of “double speak” and said the Prime Minister, Mr Atal Bihari Vajpayee, and his deputy, Mr L.K. Advani, were changing their masks and words, depending on the location and the need of the time.

Talking to mediapersons, here, he said with the strategy they had adopted, they could be moderate and fundamentalist simultaneously to mislead the people. He said the NDA had been claiming that development was its main plank but during his “Bharat Uday Yatra” Mr Advani had raised all issues, from Hindutva to Ram temple, but not spoken a word about development.

The BJP was indulging in political and moral hypocrisy. The people would not be misled by such tactics.

Chandel gets BJP ticket from Hamirpur

Mr Suresh Chandel, who has been nominated for the third time by the BJP from this Lok Sabha seat, said here today that a meeting of senior party functionaries of all 17 Assembly segments and those of district BJP leaders of Hamirpur, Una and Bilaspur districts would be held here on March 23 to finalise the election strategy. He said he was sure of repeating the 1999 performance.

Talking to The Tribune here this evening after getting the party nomination, Mr Chandel said he had no differences with any party leaders, including Prof Prem Kumar Dhumal, former Chief Minister.

He said the next elections would be fought on national issues. Local issues would not click this time. However, the negative performance of the HP government led by Congress would also come into the picture during the elections.

Willows Bank’s two storeys to be razed

The government has decided to demolish the two unauthorised storeys of the hotel Willows Bank and take action against officers with whose alleged connivance an unsanctioned structure was raised in the banned heritage zone on the Mall.

According to sources the decision has been taken at the highest level on the basis of the finding of the criminal investigation department (CID) which probed the illegal construction scam, and the report of the Town and Country Planning Department. The hotel was constructed in violation of the building bylaws which prohibits news structure in the heritage zone. Only the existing buildings can be renovated or redeveloped strictly
on old lines.

The Town and Country Planning Department has declared the fifth and sixth storeys (third and fourth floor from the basement) as illegal and sent its report to the government last week. The government had allowed only one storey above the level of the Mall but two more were constructed. The deviation from the approved building plan resulted in additional covered area of 612.16 sqm. While the Municipal Corporation compounded the 96.37 square metres deviation in the four approved storeys, it was not competent to regularise the unauthorised storeys.

The inquiry conducted by the CID indicted three municipal commissioners and other officials for aiding and abetting illegal construction. They were found guilty of sending the building proposal to government for approval without consulting the old map of the existing structure and not taking any action to stop the illegal construction.

By taking an action in the matter the government wants to make it clear to the builders and the officers that illegal constructions will not be allowed at any cost. While in opposition the Congress had been accusing the Dhumal government of encouraging illegal construction and encroachments. Demolition of an illegal structure raised by an influential person, which is quite rare, will send across the message that it means business.

A tourist map of Himachal Pradesh, cartographed for the Department of Tourism, is misleading the tourists both domestic and foreign. It appears that the map has been cartographed by armchair travellers.

On the Pathankot-Chamba route, Tunnuhatti, Dhundiara, Banikher and Dalhousie have been shown on the right side.

Likewise, Gehra and Durgathi have been placed on the right bank of the Ravi. Durgathi, too, has been shown on a different route. On the Manimahesh route, Hadsar has been shown first and Bharmour next and even on different routes.

Interestingly, the imprint line below the map shows that it is based upon a Survey of India map with the permission of the Surveyor-General of India.

Development council sought

The Sirmaur Nagrik Kalyan Samiti has underlined the need of an autonomous Development Council for the proposed industrial belt from Paonta Sahib to Sansarpur Terrus to implement the industrial package given by the Government of India to the state.

The samiti at a meeting under the Chairmanship of Mr R.M. Ramaul at Paonta yesterday stressed that single window system was the only way to create industry-friendly environment in the state which he alleged was being vitiated by property dealers and the Truck Operators Union in the state.

Angling contest proves damp squib

The trout fish angling competition organised by the state Fisheries Department on Sunday at Holi, an interior tribal subtehsil headquarters in Chamba district, proved to be a damp squib. It came in for a lot of flak from the general public in the region.

The competition was held despite the fact that there was hardly any fish in the Ravi during this season. Only nine anglers, including three foreigners, participated in the competition.

According to sources, even after a six-hour struggle the anglers failed to spot any fish in the river water. Ultimately only two fishes were caught by the anglers.

Angler Vir Singh of Manali won the first prize and the Tek Chand of Holi won the second prize.

The historic shrine of Baba Balak Nath at Deotsidh witnessed heavy rush of devotees on the third day of the three-month Chaitra mela today. Nearly 80,000 devotees visited the shrine since Sunday last.

Chanting slogans of “Jai Babe di” and ”Jai Paunahari di”, people came in buses, trucks, cars, jeeps and even on foot to seek his blessings.

Meanwhile, the temple authorities collected a record offering of Rs 7 lakh during the first day of the mela. Some devotees also offered 55 grams of gold and 161 grams of silver.

The total collection during last two days had been to the tune of over Rs 14 lakh.

There was no loss of life. However, three families have been rendered homeless. The exact loss was being ascertained. — PTI
