Jal Vidyut Nigam to execute hydel projects

A subsidiary of the board, the Himachal Pradesh Jal Vidyut Vikas Nigam has been assigned the 100 MW Uhl stage III, 66 MW Kashang and 10 MW Ghanvi stage II projects in the first phase.

Jal Vidyut Nigam to execute hydel projects

Poor financial health of the state Electricity Board has forced the government to form a new special purpose set-up for expeditious execution of hydel projects.

A subsidiary of the board, the Himachal Pradesh Jal Vidyut Vikas Nigam has been assigned the 100 MW Uhl stage III, 66 MW Kashang and 10 MW Ghanvi stage II projects in the first phase.

The new set up became functional with Mr P.S. Khurana, the seniormost Chief Engineer of the board, and an expert in hydel projects taking over as its managing director yesterday.

The board has not been in a position to take up any new project as financial institutions were reluctant to give loans to it due to its losses. Losses in the past four years crossed the Rs 350 crore mark. The board registered a negative rate of return for the first time in 1998-99. Its financial position has worsened and during 2001-02 it registered a rate of return -11.23 (minus 11.23) per cent.

Even the Power Finance Corporation (PFC), a public sector undertaking, had refused fund the board as government guarantees had not been forthcoming.

The government decided to set up a new executing agency for raising funds.

Mr Khurana had been associated with the execution of all hydel projects executed by the board. He has vast experience in the execution of hydel projects.

The Power Finance Corporation agreed provide Rs 331 crore loan for the Uhl-III and Rs 200 crore for Kashang project. Besides, the Rural Electrification Corporation has sanction Rs 35.14 crore for the Ghanvi-II project. The new agency is likely to be speed up work on these projects.

Meanwhile, Mr R.L. Justa, convener of the Himachal Professional Forum, has hailed the setting up of the new company and urged Chief Minister, Virbhadra Singh, to entrust 400 MW Rampur project to it.

He said it was techno-economically the most attractive project with per megawatt cost ranging between Rs 3.5 crore as against Rs 5.5 crore to Rs 6 crore for other projects. The cost of generation would be around Rs 1.80 per unit compared to Rs 3 per unit for other projects.

Powermen flay Sutlej Jal Nigam decision

The state electricity board employees union has opposed the decision of the management of Sutlej Jal Vidyut Nigam (SJVN) for not taking the board staff on deputation. Mr Chander Singh Mandyal, general secretary of the union, alleged that the SJVN had been trying to secure the Rampur hydel project without clear terms and conditions regarding the staff to be taken from the state. It had now started a move to send back the board staff.

While handing over the project to the nigam, 2870 personnel from the board were transferred to the project. The corporation also recruited about 635 persons. Now when the project was nearing completion, the board staff was being sent back while the direct recruits were allowed to continue. Mr Mandyal said the rules framed were arbitrary and debarred the board staff from selection. The union demanded that services of the staff recruited from out of the state should also be terminated.

Bhardwaj faces tough task

Conflicting interests and deep-rooted factionalism have made the selection of the new team of party office-bearers a cumbersome task for Mr Suresh Bhardwaj, newly elected state BJP chief.

Mr Bhardwaj became the president by consensus with the intervention of the party high command, but carrying the warring factions headed by Mr Prem Kumar Dhumal and Mr Shanta Kumar will not be an easy job. Besides striking a faction balance, various regional and caste interests are also required to be given due representation in the new team.

Aware of the fact that it may not be possible to please one and all, he is taking the party high command into his confidence before announcing the office-bearers and the members of the executive committee. It is for this reason that he is taking so much time to complete the exercise.

He has also discussed the issue with Mr O.P. Kohli, national secretary in charge of party affairs in the state. However, the new executive body will be announced only with the approval Mr Venkaiah Naidu, national President, and Mr Sanjay Joshi, general secretary, who looks after organisational affairs.

Since the Central leaders are focusing on the Lok Sabha poll, it may take another week to complete the exercise. Mr Bhardwaj said that he would announce his new team before Republic Day in any case.

CM inaugurates medical college library

The Himachal Pradesh Chief Minister, Mr Virbhadra Singh, today promised the members of the other backward classes that his government would implement the Mandal Commission Report and may even exceed beyond the recommended 27 per cent reservations if the OBC Commission submitted its report.

Mr Virbhadra Singh inaugurated a library and a para-medical block and laid the foundation stone of an auditorium in the Dr R.P. Government Medical College complex at Tanda today.

The Chief Minister said Rs 150 crore more would be spent. As much as Rs 50 crore would be spent on the purchase of the medical equipment.

He announced that two cardiologists from the IGMC would be shifted to the college to start a cardiology wing in the hospital. Two medical seats would be reserved in the college for those who provide land for the project under Section 4. He said the members of these families would also be provided reservation in the class IV posts in this college.

He also announced the setting up of a community health centre for Baroh village, upgradation of high school at Kandi to senior secondary school, upgradation of Middle School at Jalot to high school, upgradation of three primary schools to middle schools at Burna, Shunad and Karapura, all in the Nagrota Bagwan constituency. He said two animal husbandary hospitals would be opened at Malan and Jadrangal.

The Directorate of Education has decided to make a provision in the state education code to ensure that educational activities aimed at overall development of students were carried out in the right earnest.

A spokesman of the Education Department said the deputy directors, principals and headmasters had been directed to make a provision of two periods for undertaking such educational activities in their institutions. He further said Thursday and Saturday had been earmarked for the purpose.

He said educational activities like the NCC, NSS, etc had been introduced. Besides, the National Anthem and Vande Mataram would be compulsory in the morning prayer to instil a sense of nationalism among the students.

Japanese bank to fund Swan project

The Japanese Bank for International Cooperation has agreed in principle to fund the Rs 123.93-crore Swan channelisation project.

Mr Kaul Singh, Irrigation and Public Health Minister, said here today that the Japanese authorities had conveyed willingness to provide funds for the project during official-level talks held in New Delhi. The project had been sponsored by the Government of India under the bilateral assistance programme. The detailed project report had been sent to Japan for the final approval.

The German agency for international development, GTZ, has also agreed to provide Rs 60 crore for expanding of irrigation facilities in the state. A large number of small and medium irrigation schemes will be executed in the state under the programme to bring about 35,000 hectares under irrigation.

Ex gratia relief for corporation staff

The state civil supplies corporation has decided to give ex gratia relief to its employees at the rate of 8.33 per cent up to a maximum of Rs 2,500 for the year 2001-02.

Stating this here today, Mr Singhi Ram, Minister for Civil Supplies, said the corporation had earned a profit of Rs 69.35 lakh during 2001-02.

He has thanked the Chief Minister, Mr Virbhadra Singh, for releasing ex gratia relief in lieu of bonus. It would put a burden of Rs 18.25 lakh on the corporation.

Waiting for phone connection, gets bill

Mandi, January 16
Sanjay Kumar of Gadiara village of Bharola panchayat in Jogindernagar subdivision has been waiting for a telephone connection since April 22, 2002. But to his surprise he received a bill for Rs 1,125 in his name for telephone No 227380 although he did not possess one.

Admitting the mistake BSNL regretted it. The GM, Telecom, has taken a serious note of it.
