Bhajan promises moon Gurgaon, December 21 Addressing a public meeting here, the President of the Haryana Pradesh Congress Committee and former Chief
Minister, Mr Bhajan Lal, said in case his party was voted to power its government would raise the amount of old age pension from Rs 200 to Rs 300, reinstate all employees
dismissed by the present government and provide bank loans to farmers and artisans without any interest for three years. He said while farmers would be given a bank loan of Rs 2 lakh, an artisan would be given Rs 50,000. Also, one member from each family would be given a job, VAT would be scrapped and the old house tax structure would be restored with minor changes by repealing the one framed and implemented by the present government. He was also critical of the imposing of Form 38 for businessmen. The meeting was organised by a former minister and local leader of the Congress, Mr Dharamvir Gauba. Mr Bhajan Lal tried to make a strong case for his candidature as the possible next Chief Minister of the state saying his record was better in comparison to others. Referring to the present government, he said that the INLD came to power on account of false promises and none of the promises made by Mr Om Prakash Chautala had been fulfilled. In response to allegations by several Congress leaders and speakers on the occasion regarding factionalism in the party, he said there was total unity in the organisation. Referring to the sensitive Sutlej-Yamuna Link(SYL) canal project, he expressed the view that it would soon be completed following the Supreme Court’s directive in favour of Haryana. |

advance for MLAs Chandigarh, December 21 The Bill was approved by the Governor finally on December 12 more than three months after it was passed by the State Assembly on September 10. It was learnt the Governor took such a long time to clear the Bill since he was not entirely in agreement with the hefty hikes in facilities to MLAs in successive assembly sessions. The MLAs not only draw fat pay packets every month, attending meetings of the assembly committees has also turned out to be a lucrative source of income since it enables them to claim travelling allowances and daily allowances at extravagant rates. |
An experiment in fast development of villages Rohtak, December 21 The concept involves clubbing funds available under various schemes to the Zila Parishads, Panchayat Samitis and gram panchayats for the execution of bigger projects. It was not possible under the traditional system of allocating funds to the three different Panchayati Raj institutions. The new scheme has led to creation of large community assets in almost all villages of the district. This approach has reshaped the process of identification of projects for individual villages. Under the traditional system the gram panchayats had the authority to approve and execute projects from the funds allocated to it. Likewise, the Panchayat Samitis approved projects on their own and so did the Zila Parishads. This led to division of funds available with the three institutions. As a result, no large project could be executed. By clubbing funds, every village now can execute a project of its choice within the total budget. The projects now are identified in an open darbar chaired by Deputy Commissioner Ashok Yadav. All panches, sarpanches and members of the Panchayat Samitis and Zila Parishad are present in the darbar. The MLA of the area also attends the darbar. The panchayats are informed of the funds available for their villages. They, in turn, submit projects of their choice which are sanctioned there and then. If there is any shortfall of funds, it is met through grants approved by the Chief Minister during his ‘Sarkar Aapke Dwar’ tours. Mr Yadav says the system has introduced transparency in the approval of projects. Every member of each of the three panchayati raj institutions knows what the project is and how much it will cost. In the traditional scheme generally sarpanches selected the projects keeping in view their own interests which created much heartburning among the villagers. Since the scheme was introduced at the beginning of the current year, there have been very few complaints from villagers. He says since all three agencies have common project, its execution is supervised by representatives of all three. This has checked misuse of funds at the village level. Besides, the projects are being completed expeditiously despite larger size. He hoped that by the end of the current year the countryside would have new community assets worth Rs 7.75 crore. The size of the projects has direct bearing on the lives of the villages concerned. Earlier, the villages had bricklined main streets. Many villages now have concrete lined streets with drains on two sides to carry sewage. This could not have been possible without the clubbing of funds. Likewise, digging or desilting of large ponds was not possible as panchayats lacked the required funds. Now almost every village is opting for these and large drains to make the sewerage effective. Mr Yadav, who devised the novel scheme, says Sampla, one of the biggest villages in the district would soon have new Bal Vikas Kendra and a community centre costing Rs 42 lakh. Similarly, large community centres have been sanctioned keeping in view the size and requirement of the villages concerned. Thus far, such centres had to be limited to a minimum size due to paucity of funds. Lakhanmajra, another big village, faced a perennial problem of water-logging of the main crossing. The problem has been solved by raising the level of the crossing, beautifying it and installing lights. Drains have been built to carry rain water. Iron grills have been placed to rule out encroachment on the covered drains. All this cost Rs 16 lakh. Many other districts have evinced interest in the scheme. It is likely to be implemented in more districts from the next year. |
Empower rural women also: workshop Kurukshetra, December 21 Professor Aruna Goel added that the University Grants Commission had set up women’s studies research centre introducing teaching trainings, courses, technical and vocational courses and creation of women’s hostels etc. Vice-Chancellor of Kurukshetra University Dr A.K. Chawla said that without opportunity of education, women could not occupy the place that they deserved in a civilised society. Dr Tej Verma, Additional Director General, ICAR, PUSA, New Delhi said empowerment profiles of women in rural areas must be looked into on priority. She observed that although women worked hard even in agriculture but general view was that men were farmers and women are house wives. |
Call to check noise Sirsa, December 21 The president of the Sirsa Panchnad, Dr Ved Baniwal, said noise pollution had become a big nuisance in the city adding that people want to get rid of noise pollution and problems generated by it. Mr Hira Lal Sharma, President of the Haryana Vayapar Mandal, said that traders would cooperate to solve this problem. But as the administration adopted cock-eyed approach no such scheme could be successful, he said. |

Prisoner dies in hospital Sirsa, December 21 Kartar Singh of Pakkashahidan in the district was serving life imprisonment for murdering his daughter-in-law. He had already completed four years of his sentence in the prison. Yesterday night he was admitted to the local Civil Hospital in a serious condition. According to the doctors, he died of cold. |
3 cops hurt in mishap Ambala, December 21 According to information, the police officials had received information that six youths having sharp weapons were going on two motor cycles near Tangri river on the
Ambala-Jagadhri road. They followed the youths in a police Gypsy. When they were near Maheshnagar their vehicle collided with a bus. The youths managed to speed away. The police has registered a case. |
