Dalit thrown out by landlord Fatehabad, December 18 Ms Sangeet Meenaxi, a local lawyer and women rights activist, has come to their rescue and written letters to the Human Rights Commission, the Chief Justice of the Punjab and Haryana High Court and the Chief Minister in this regard. Major Singh, a resident from Kanwalgarh village in this district, used to eke out a living as a farm labourer. In the month of June he, along with his wife Amro and five children, went to work on the fields of Punjab Singh, a rich landlord from village Sangha in Mansa district. Punjab Singh promised to pay Rs 1500 per month as salary to him and Rs 1000 per month to his wife. He also gave a sum of Rs 12000 as advance money. When he found the working conditions unsuitable and decided to quit, the landlord obtained his signatures on some papers and threw him out of his house, he told mediapersons. His four children aged between 18 months and 8 years were also thrown out, but his wife and teenaged daughter Angrezo, were held captive. He was told they would be released only after he returned a sum of Rs 20,000 to him — Rs 12,000 paid to him in advance and the rest as interest on that amount. Major Singh apprehended that his wife and daughter were being abused by the landlord. Major Singh said immediately after the incident, he, along with his kin, approached the Mehmara police post near his village. But the police did not take any action. His relatives then went to the landlord at Sangha, but he allegedly refused to listen to them. A sobbing Major Singh said neither did he owe money to the landlord, nor did he have the resources to pay such a fat amount to him.

Matarshyam mass murder: 3 convicted Hisar, December 18 The court convicted Ishwar Singh, who killed his own family members, and his associate Satte under Sections 302, 307 and 201 of the IPC, while another accused Nihal Singh, who had supplied arms to the accused, was convicted under Sections 25, 54, 59 of the Arms Act. The court acquitted two women Krishna and her daughter Sushma in the case. Ishwar Singh, a Sarpanch of nearby Matershyam village, along with his three associates, had shot dead six members of his own family in the wee hours on March 18, 1999, when they were sleeping. They included Ishwar Singh’s wife Krishna (36), his two sons Krishan (16) and Satpal (18), his father Prahlad Singh (75), brother Chander Singh’s wife Roshni Devi (28) and her four-year-old son Naveen. Later, the assailants had cut the bodies into pieces with sharp edged weapons before setting them afire by pouring diesel on the bodies. After the incident, the police had registered a case against 12 persons of a family of a former sarpanch of the same village as Ishwar Singh had held them responsible for the crime. But Ishwar Singh’s conspiracy was exposed when his own brother Chander Singh, who had also received bullet injuries in the incident, told the truth to the police that Ishwar Singh had himself killed the family members. After this the police had booked Ishwar Singh, his girlfriend Krishna, her daughter Sushma and her son-in-law Raja, and three others Satte, Nihal Singh and Dilbag Singh. One of the accused Raja, a resident of Lahli village in Rohtak district, had ended his life by throwing himself before a moving train at Rohtak within a few days of the murders. Some time later, another accused Dilbag Singh, a resident of Bond village in Bhiwani district, had also committed suicide by hanging himself in his house. The main accused Ishwar Singh’s extra marital affair was stated to be the main cause of the murders.

US varsity dons meet HAU VC Hisar, December 18 Dr Devid Acker, Dean, National and Global Programmes and Professor, Department of Agricultural Education and Studies, along with other members of the delegation held detailed deliberations with Mr M.K.Miglani, Vice- Chancellor of HAU, and other senior scientists of the university here last evening. At the meeting held under the chairmanship of Mr Miglani, the visiting delegation was apprised of the innovative programmes initiated by the university for solution of emerging challenges arising due to decreasing soil fertility, increasing environment pollution and implementation of the WTO pact . Mr Miglani stated that curriculum for graduates and postgraduate courses had been upgraded to enable students gain a wider exposure to the practical problems in farming and related fields. He informed the delegation that work pertaining to technology generation on bio-diversity, bio-fuel, bio-diesel, bio-fertiliser and agri-business management was in progress. He said attending computer courses had been made compulsory for all categories of students and the faculty. Dr Acker said systemic innovations from India had inspired the LOWA State University to take up joint work on sustainable agriculture. |

officer’s arrest Chandigarh, December 18 Mr Bhajan Lal said Mr Yadav had earned the wrath of the Chautala family because he had arrested the Chief Minister’s two sons during the ‘rail roko’ agitation when he was the SP of Sirsa. The nature of the allegations against Mr Yadav showed that the charges were trumped up. Appealing to “all right-thinking persons” to condemn Mr Yadav’s arrest, Mr Bhajan Lal said while on one hand the Chautala Government was prematurely releasing hardcore criminals, on the other it was registering frivolous cases against the guardians of law, particularly those who had earned the illwill of the Chief Minister’s family. |
Cong promises interest-free loans to farmers Fatehabad, December 18 Talking to mediapersons Mr Bishnoi said the party would do away with VAT system of taxation and would stop the use of Form-38. The other taxes, he said, would rationalised. The party, he said, on coming to power would start a new bank ‘Bank of Haryana’ which would provide interest-free loans to small farmers and loan on lesser rates of interest to medium farmers. |
Thermal units to be commissioned ahead of schedule Panipat, December 18 Stating this while inspecting ongoing work on at the two units, Chief Minister Om Prakash Chautala said originally the units were to be commissioned by early 2005. The BHEL, which had been issued the letter of intent on a turnkey basis, had given a time frame of 31 months and 35 months, respectively, for the commissioning of the two units from March 26, 2002. Once commissioned, the units will cost Rs 1438.7 crore to the Haryana Power Generation Corporation (HPGC). Currently, the plant has six units generating 860 MW — four units generating 110 MW each and the rest 210 MW each. Earlier, Mr Chautala chaired a high-level meeting of the thermal plant and BHEL officials, who briefed him about the progress of the project so far. Meanwhile, the HPGC has asked the BHEL to upgrade the four 110 MW units to 120 MW. |
Dispute
over sugercane arrears settled Ambala, December 18 According to a decision, the mill management will clear the arrears of the farmers by the end of March next year. The mill will pay 70 per cent of the arrears by December 31 and the balance in three equal instalments by March 31, 2004. It was also decided at the meeting that the payment of current sugarcane produce would be made to the farmers at the rate announced by the Yamunanagar sugar mill. Besides Deputy Commissioner, the Superintendent of Police, Mr Mohammad Akil, SDMs of Ambala and Naraingarh and the city magistrate were also present at the meeting. Around 25, BKU leaders along with Mr Rana attended the meeting. |

in exams Bhiwani, December 18 Mr Gupta said out of 235 candidates caught while using unfair means, 134 candidates were debarred from the examination for a year, 71 candidates for two years, one candidate who debarred for three years and one candidate for one session.

3 killed in two mishaps Hisar, December 18 In another incident, a person was killed at Balsmand village near here last night. According to the police, Mohan Lal (35) was carrying dry fodder to Rajasthan from here in a camel cart last night. As soon as he reached near the village, on Hisar-Bhadra road, an unidentified vehicle hit his cart and it overturned. He fell down from the cart and died on the spot. |

Ambala Diary Ambala, December 18 He said PNB branches in Ambala had shown around 7 per cent growth in business during the half year that ended on September 30. He said the bank had computerised 364 branches. “Under the centralised banking solution scheme, customers have the facility of anywhere-anytime banking. In Ambala, branches at Tanduran Bazar, Ambala City, Sadar Bazar, Ambala Cantonment, and SSI, Sadar Chowk, have been shifted to the CBS,” he added. Mr Chetan Sethi, senior manager, DAV College, Ambala City branch, highlighted various retail lending schemes. Among others, Mr S.C. Arora, Mr B.S. Rathore, Mr I.S. Bedi, Dr R.K. Sharma, Col Subhash Malhotra and Mr Yashpal Ahuja were also present. Students visit Parliament: A team of students, along with Dr Ramesh Kumar Madan, witnessed the proceedings at Parliament House. Shopkeepers observe bandh Jind, December 18 According to reports six youths manhandled Deepak Jain after exchange of hot words and fled yesterday evening. A deputation of shopkeepers met Deputy Superintendent of Police, Jind Sahib Ram Nehra and demanded arrest of the youths involved in the incident. The shopkeepers opened shops on the assurance of the DSP that legal action would be taken against the youths. Meanwhile the police has registered a case against the youths. |

removed from near bus stand Ambala, December 18 The rehris had created a bottleneck and the motorists had to face much difficulty on the road. The Roadways buses were the worst affected. The bus drivers had been raising this issue for quite sometime. The hawkers were removed by the police personnel. The road now looks much broader and cleaner. Although most of the hawkers have been removed, a few hawkers are still doing business on the pedestrian walk. Local people are concerned that these few hawkers can again become a reason for the other hawkers to come back to the area. It has been suggested that all the rehris should be cleared from the area. |
