Una, December 18
An employee of a katha factory at Karloi village in Amb sub-division of Una district was found murdered in bed this morning and Rs 3.65 lakh from the chest of the factory were reported missing, police sources said.

Suspended BJP MLAs stage dharna
Members gone berserk, says CM

Shimla, December 18
Suspended legislators of the BJP today staged a dharna outside the main gate of the Vidhan Sabha. Their mouths were sealed with black ribbons to send across the message that the voice of the Opposition was being muzzled.

Prof P.K. Dhumal, leader of the BJP Legislature group, who has not been suspended, also joined the dharna. The members also staged a street play on the alleged conversation between Congress leaders and Mr S.M. Katwal, a former Chairman of the State Subordinate Services Selection Board.

Prof Dhumal said the BJP would expose the Congress leaders who had approached Mr Katwal for the selection of candidates and charged the BJP with patronising corruption. He said the government claimed to have given 6,000 jobs but nobody knew who were the beneficiaries. He urged the government to give the particulars of those given the jobs. He maintained that the BJP members had been suspended to avoid a debate as the Congress did not have the courage to face the Opposition on this issue.

Mr Mohinder Singh, the lone Him Lok Tantrik Morcha member, said there had been only three sessions of the Vidhan Sabha since the Congress came to power and members of the Opposition had been suspended twice, clearly indicating the attitude of the ruling party.

Meanwhile, chief minister Virbhadra Singh, today said that the BJP members had gone “virtually berserk” in their anxiety to shield Mr Katwal. It was for the first time in the history of the Vidhan Sabha that a party was protesting against the ruling of the Speaker in the streets. This was inspite of the fact that the Speaker had allowed a discussion on the Katwal tapes under Rule 130. He said the government was not averse to discuss the issue inside or outside the House.

Speaker ‘anguished’ over suspended MLAs’ conduct

Mr Gangu Ram Musafir, Himachal Speaker, has expressed his “anguish” over the disregard shown by the suspended members of the House to his final ruling and dragging him and the secretary of the Vidhan Sabha into a controversy over the execution of lawful orders.

In a statement here today he expressed shock over the ignorance of the suspended members regarding the rules of business and directions issued from time to time. The rule 319 (3) clearly stated that a suspended member shall forthwith withdraw from the precincts of the house which had been defined.

BJP burns effigy, police denies it

Shimla, December 18
The police today claimed to have foiled the attempt of BJP activists to burn the effigy of Chief Minister Virbhadra Singh, even as the protesters said they had set aflame the effigy despite a bid by the police to snatch it.

Mr Ganesh Dut, spokesperson for the party, said the effigy was burnt to highlight the demand for a CBI probe into the Katwal issue. He said Mr Virbhadra Singh and other ministers whose conversations were recorded on the tape should resign to pave away for an impartial probe.

Mr Yog Raj Thakur, SP, said the protesters were not allowed to burn the effigy as it could provoke others to stage similar protests.

NSUI activists burn effigies of Dhumal, Katwal

Hamirpur, December 18
Activists of the NSUI today burnt effigies of BJP leader Prem Kumar Dhumal, former Chairman of the Himachal State Subordinate Selection Board. Surendra Mohan Katwal and Principal of Hamirpur Polytechnic Ashok Ahuja on the campus of the polytechnic.

Earlier, they held a demonstration and raised slogans against Mr Dhumal and Mr Katwal. They also raised slogans against the Principal of the polytechnic for harming the prospects of 20 students who had been detained.

A group of students of the polytechnic also held a 24-hour relay fast outside the office of the Principal in support of their demands. The students have been demanding a special chance for those who have been detained for various reasons. They threatened to intensify the stir if the demands were not met shortly.

Meanwhile, the Hamirpur unit of the NSUI has extended support to the student’s agitation. The unit alleged that the authorities were to be blamed for the unrest on the campus. The NSUI has appealed to the state government to look into the demands of the polytechnic students and provide them justice.

Pension in various categories approved

Shimla, December 18
The Himachal Government has approved the pension in all 27,758 pending cases pertaining to widow, the disabled and old age pensions. Announcing this in the Vidhan Sabha during question hour today, Chief Minister Virbhadra Singh, said 11,323 widows and 5,487 disabled would start getting pension from January 1. The remaining cases of old age pension would be covered from April 1.

In Shimla district alone, 2,262 cases were pending, out of which 94 were in Jubbal and 68 in Kotkhai tehsil.

Replying to a question, Mr B.B. Butail, Revenue Minister, said the total loss caused by rain in the state was Rs 310 crore and the government had spent Rs 37.54 crore from its own resources on relief measures. The Central Government had so far sanctioned Rs 18.87 crore as against the budget provision of Rs 50 crore under the natural calamity relief fund.

Mrs Vidya Stokes, Minister for Power, said the government had accepted the report of the high-powered committee that reviewed MoUs for the execution of hydel projects signed during the BJP rule and it was in the process of taking action recommended by the Cabinet subcommittee. She said in all MoUs for 17 hydel projects were reviewed and it had been decided to issue show-cause notices in five cases where the companies concerned had not achieved the required milestones. She said in six cases work was progressing as per the milestones laid down in the MoUs and had been decided to re-advertise two projects.

Mr Virbhadra Singh said all those projects in which no action had been proposed would be deemed cleared by the committee. In other cases, action would be taken following the due process of law.

The Revenue Minister said rules for the allotment of residential plots in the rehabilitation colonies of the Kol Dam project had been notified. The list of oustees had been prepared by the Deputy Commissioners of Mandi, Shimla, Bilaspur and Solan where the work was being executed.

Shortage of specialists hits hospital work

Mandi, December 18
The commitment of the Congress government to modernise the Zonal Hospitals on the lines of the PGI at Shimla, Mandi and Dharamsala has remained a pipedream as far as the one at Mandi is concerned.

Hundreds of patients coming to the Zonal Hospital here form far off places have to either go back disappointed or are forced to pay heavy bills in private hospitals for want of specialists in the hospital. There is no specialist to administer anaesthesia in the hospital as a result surgeons can’t perform even ordinary operations. Such cases are usually referred to Indira Gandhi Medical College, Shimla. Of the 48 posts of doctor sanctioned for the Regional Hospital, only 30 doctors are there and 18 posts are lying vacant.

The wards are overcrowded and women and children are the worst affected. As many as 10 to 15 cases of delivery are attended to daily but the newborns are not attended to properly for want of a child specialist.

The Medical Superintendent admitted that the posts of specialist had been lying vacant for a long time and he had written to the government about it.

HC notice to Secys on quota for visually disabled

The Himachal Pradesh High Court has issued notices to the secretaries of Department of Personnel and Welfare on a public interest litigation with regard to reservations in government jobs for visually disabled persons. This petition has been filed by advocate Trisha Sharma. She has highlighted the “adamant” attitude of the state government on the issue of providing one per cent reservation in public employment for the blinds.

The petitioner has prayed that the state government may be directed to provide one per cent reservation for the visually disabled as per the provision of Persons with Disabilities (equal opportunities protection of Rights and Full Participation) Act 1995.

The court also directed the state to file a reply in eight weeks.

Factory employee killed, Rs 3.65 lakh stolen

Una, December 18
An employee of a katha factory at Karloi village in Amb sub-division of Una district was found murdered in bed this morning and Rs 3.65 lakh from the chest of the factory were reported missing, police sources said.

Owner of the factory Ajay Kumar informed the police that an employee of the factory, Ram Krishan, who was also his uncle was found murdered and the locks of the office and the factory were broken. A sum of Rs 3.65 lakh was also missing from the chest, he added.

Mr Ajay Kumar said that he had brought Rs 4 lakh in cash from Kurali and kept it in the chest. The police has registered a case under Sections 302, 457, 458 and 380 of the IPC. — PTI
