Six-year-old kidnapped, murdered
Tribune News Service

Ambala, September 16
In a sensational incident, a young boy was kidnapped and later killed in the cantonment. The body, which was stuffed in a sack, was found this evening.

Six-year-old Saurabh, a resident of Regiment Bazar, had gone missing at about 4 pm on September 12. He had gone out to play and he did not return home. Despite frantic efforts by the family members, Saurabh could not be found.

Next day family received a phone call from a man saying that the boy was in his custody. The caller said he would again give a call at 9 pm. But the second call did not come.

On September 14, the family received a call stating that he wanted a ransom for his safe release. The caller did not give any further details. The family members then installed ID caller on their phone.

Today, the family members again received a letter reiterating the ransom demand. At about 3.45 p.m., the family members received a call in which the kidnapper again demanded the ransom amount.

The call was traced from a nearby STD PCO booth. The booth employee informed the family members that she will be able to identify the person who made the call.

A neighbour said some of the local youth had seen, a next door neighbour Kunal, writing a letter. Since, the family had received a ransom note, they decided to check out Kunal. Kunal had all along been with the family of Saurabh. “He was taken to the STD booth where the employee identified Kunal as the person who had made the ransom calls,” he said.

He said the body of Saurabh, who was a student of Arya Samaj school, was found stuffed in a sack which had been dumped in a dilapidated building on the Mall Road. The building is near Sai Enterprises.

A strong odour was coming from the area where the sack had been thrown. The weeds acted as a foliage and it was not possible to know that the child had been killed. The police is not ruling out the possibility of the child being done to death even when the kidnapper was seeking a ransom amount.

The child’s father, Chaman Lal, who works in the telephone exchange, said they had received three phone calls from the kidnapper. “I am devastated. My child is dead. Saurabh was my youngest son,” he said.

In another incident, a farm labourer in Adhoi village of Barara was murdered this evening.

The incident took place at about 4 pm. Sukhdev Singh, alias Bheema, was working in the fields when he was allegedly accosted by four persons. He was assaulted near the tubewell.

Later, one of the assailants informed Sukhdev’s wife about the incident. The police rushed to the spot on learning about the incident. The exact cause of death will be known after post-mortem examination.

Six fresh cases of diarrhoea
Our Correspondent

Yamunanagar, September 16
The fear of diarrhoea is not over yet. At least six fresh cases have been reported in Yamunanagar today. Even now, 56 persons are down with the disease in civil and ESI hospitals.

The epidemic that broke out on Wednesday at Vijay Colony, Jaswant Colony and Ravi Nagar has claimed 10 lives so far. Yesterday, not a single case was reported, but today, in spite of their best efforts, the Public Health Department officials are once again facing accusations.

Dr Naresh Sharma, Civil surgeon, Yamunanagar, confirmed the fresh cases and said all six were from Vijay Colony. The patients are Nainpal (24), Kanta (60), Shankar (24), Gulshan (20), Avinash (18) and Varinder (22). Dr Sharma said 18 samples of water had been taken yesterday and sent to the bacteriological laboratory at Karnal. They have received the results and all are positive.

Officials of the Public Health Department said regular monitoring of chlorination being done in Yamunanagar was on to ensure the supply of safe drinking water. Six teams led by two subdivisional engineers have been checking chlorination in various localities. Tubewell operators have also been told to ensure proper chlorination.

Mr V.K. Gupta, Chief Engineer (Urban), Public Health, when contacted on telephone, said out of the 52 tubewells, 49 had been equipped with cholorinators. Five auto-chlorinators have also been installed in different localities. He said 28 hand-pumps had been identified in Vijay Colony and Jaswant Colony which were located close to a nullah.

Mr Gupta said he would submit a situation report to the government shortly. He stated, basically, it was a multi-faceted problem of insanitation, polluted nullah and illegal and leaking private water connections. He said he had received the reports on the samples sent to the bacteriological laboratory at Ambala.

Chautala inaugurates Farm Darshan Mela
Our Correspondent

Hisar, September 16
The Chief Minister, Mr Om Prakash Chautala, today called upon agriculture scientists to speedily transfer the technology from the laboratories to the fields so that the farmers could adopt new techniques of agriculture and become prosperous. The Chief Minister was speaking after inaugurating a two-day Farm Darshan Mela organised by Haryana Agricultural University here today.

Mr Chautala lauded the varsity scientists for developing improved crop varieties. He emphasised that keeping in view the need of the hour they should produce disease-free varieties so that farmers spent less on pesticides.

He said with the reduction in the size of land holdings it had become imperative to produce more foodgrains from less land. Referring to his visit to Israel, he said Israeli farmers were earning Rs 80 lakh to Rs 1.25 crore from one acre despite shortage of water and fertile land. He advised farmers to go in for cash crops as they are more remunerative.

Mr Chautala asked farmers to adopt organic farming and use bio-fertilisers as chemical fertilisers were affecting soil health and its productivity. He exhorted them to adopt dairy farming as it was very profitable because there was availability of fodder and the prices of milk had also risen.

The Chief Minister said with the decision of the Supreme Court in favour of Haryana, the SYL Canal in the Punjab territory would be completed soon which would irrigate 7.5 lakh acres of additional land in the state. Earlier the Chief Minister was taken round the varsity research farm by the Vice-Chancellor, Mr M.K. Miglani, to apprise him of the new technologies developed by the university.

Students block traffic over hike in bus fares
Our Correspondent

Kaithal, September 16
Students of the local RKSD College went on strike today. They marched to the local Pehowa chowk and blocked traffic for about one hour. They were protesting against the indiscriminate increase in bus fares as a result of which their three-month pass charges had increased by about hundred times. The students said the bus charges for a three-month pass had been increased from Rs 300 to Rs 671 for route from Karora to Kaithal from Rs 225 to Rs 413 for Kalayat to Kaithal, Rs 380 to Rs 826 for Narwana to Kaithal and Rs 305 to Rs 671 for Cheeka to Kaithal.

On getting information about the blockade the SDM, Mr Sanjay Rai, and the DSP, Mr Raj Kumar Vashisth, visited the spot with a large police force. The SDM asked the students to give their demands in writing so that action could be taken. He asked them not to indulge in hooliganism and lift the blockade.

The students gave a memorandum of demands to the SDM and lifted the blockade. Some of their representatives were later called to the mini secretariate and the SDM arranged a meeting between the representatives and the General Manager, Haryana Roadways. The General Manager is reported to have told the students that the increase in fares was a government decision and he could not do anything at the local level. However, the SDM assured the students that their demands would be brought to the notice of the state government. The students also objected to the rise in the college fees. The SDM assured them that he would discuss the matter with the college Principal and the management.

Snag in unreserved ticketing system rectified
Tribune News Service

Ambala, September 16
Northern Railway's unreserved ticketing system (UTS) computers, that had collapsed yesterday evening, were set right this morning.

Passengers faced inconvenience after the computers malfunctioned at the newly opened UTS counters at the Ambala Cantt Railway Station. The UTS counters were centrally inaugurated barely a month back on August 15 by the Union Railway Minister, Mr Nitish Kumar.

At about 4 pm yesterday, the computer system began to give trouble. The staff manning the counter could not issue the unreserved tickets as there was a breakdown in the computers. This led to long queues at the UTS counters. The Railway Police personnel were requisitioned to ensure that there was no untoward incident.

The UTS counter at Ambala Cantt railway station was not the only counter to be affected. In the Ambala division, the UTS computer collapsed at Saharanpur also. Besides these two stations, the UTS computers also reportedly malfunctioned in other major stations of Northern Railway including Lucknow, Bareilly, Moradabad, Jalandhar, Amritsar and Ludhiana.

The UTS counter personnel informed their superiors who in turn got in touch with New Delhi where the computer is centrally monitored. They were informed that there was some problem with the system.

After waiting for sometime when the fault could not be rectified, the staff then began to issue tickets manually. The issuing of Printed Card Tickets took up time and the people had to wait in queue for long. The computers were ultimately set right at about 10.50 am this morning.

The Additional Divisional Railway Manager, Ambala Division, Mr Dayal Dogra, said computers at the UTS counters had been set right this morning. ‘‘There was some failure in the computer which has been corrected. We are now issuing tickets at the Unreserved Ticketing System counters,’’ he said.

He said the UTS was beneficial as it allowed a passenger to buy unreserved ticket up to three days in advance. ‘‘Advance booking of unreserved ticket is for the convenience of the passengers who do not have to stand in queue at the last moment.

It helps in avoiding overcrowding," he said. He added that Self Printing Ticketing Machine (SPTM) had been kept as a standby.
