Tax payers inconvenienced

Income tax payers in Palampur are feeling inconvenienced as there is no one to receive their permanent account number applications. The local income tax authorities have not been accepting PAN applications after July 1 this year.

A unique body comprising teachers at all levels (from primary school to university) has been formed in the state to improve the overall standard of education.
The body, the Himachal Shikshak Vichar Manch, will engage in intellectual activities and organise seminars, conferences and workshops to discuss important issues related to education and to upgrade the knowledge of teachers.

2 labourers buried alive
Chamba, August 1
Two labourers were buried alive and two others were seriously wounded in a landslide at Chaura on the bank of Chamera reservoir in the district today.
The Additional Superintendent of Police, Chamba, Mr N.D. Sharma, said the deceased had been identified as Kunj Lal (45), resident of Ohda village, and Vipin Kumar (20), resident of Kandi village in the district.

Try sexual harassment cases in camera, says CM

Mr Virbhadra Singh, Chief Minister, has made a plea for trial of sexual harassment cases in camera so that victims could give a detailed account of the excesses committed on them and plead their case without fear.

Inaugurating a workshop on ‘Sexual harassment at work places’, organised jointly by the State Commission for Women and the Himachal Manav Sewa, a non-government organisation, he also underlined the need for sensetising the government machinery by providing training to the officials concerned. He said the increasing incidences of sexual harassment of women was a matter of concern.

He said his government would ensure that rights of women were protected and cases of their harassment would be dealt with swiftly and strict action taken against the offender.

He said women should not hesitate in bringing such cases to the notice of the authorities so that the guilty could be punished.

Mrs Poornima Advani, chairperson of the National Commission for Women, stressed the need for adopting a holistic approach by a coordinated committee, consisting of various departments, deal with women harassment cases. She said that women needed to be educated about their legitimate rights since a large number of women in the country were illiterate.

She also stressed the need to hold separate legal workshops to educate women about their legal rights. Mrs Malvika Pathania, chairperson of the State Women Commission, said the commission was vigilant about women harassment problems and was dealing with it swiftly. Mr C.P. Pandey, secretary welfare, elaborated the steps initiated by the state government towards women empowerment.

Health Dept probing graft charges, says Chandresh

Himachal Health and Family Welfare Minister Chandresh Kumari yesterday said that an inquiry into allegations of corruption in the department had been instituted and its findings would be made public.

However, she declined to disclose the name of the agency going into the allegations claiming that it might hamper the inquiry.

She was addressing mediapersons here yesterday. She also rejected the allegations levelled by former Health Minister J.P. Nadda.

The minister agreed that there was a shortage of specialists in the state and said efforts were being made to fill vacancies. She said 100 doctors were being recruited on a contract basis. She said the first preference in the recruitments would be given to residents of Himachal. She also declared that the Finance Department had cleared the decks for the recruitment of 181 nurses needed urgently in various health institutions.

Ms Chandresh Kumari when questioned said the department was planning to get the degrees of universities of other states of those doctors who had joined the services in the state verified. She said strict action would be taken against those who had joined on the basis of fake degrees.

The minister said the current year’s budget of the Health and Family Welfare Ministry had been raised to Rs 150 crore.

She declared that the allocation to Dr R.P.G. Medical College, Tanda, would also be hiked. She said for the first time in India, a pilot project on breast cancer eradication was being launched in Mandi district and Indira Gandhi Medical College, Shimla, had been appointed as the agency to run it.

One dead, 25 fall ill, gastroenteritis suspected

One person died yesterday and 25 were down with gastroenteritis in Panol village of Barswan panchayat of Balh valley, while the medical authorities were claiming that the epidemic was under control but ground reality was different. Only five persons had been afflicted with the gastroenteritis till two days ago but the number had increased five times now with no let up in the disease.

Dile Ram (50) of Panol village died yesterday. He had not been admitted in any hospital and he was being treated at his house. He was reported to have died of dehydration.

Of the 15 persons admitted to the Primary Health Centre, Rewalsar, three more were referred to Regional Hospital here. The condition of a patient Dropadi (700 was stated to be serious. Villagers alleged that due to irregular supply by the Irrigation and Public Health Department (IPH) people were taking water from natural springs (bawalis) which were located near the village. IPH officials said that despite regular treatment of water by chlorine, the water of springs was getting mixed and polluted by dung and dirt of the village due to daily rains.

Many patients were avoiding to go to hospitals and getting treatment at their houses. The death of Dile Ram was also attributed to home treatment. He could have survived if admitted to a hospital. Isolated cases of gastroenteritis were also being reported from other parts of the district.

Kidnapping scare: patrolling near schools intensified

The police has increased patrolling near schools following reports that some suspicious persons had tried to abduct schoolgirls.

The police had recorded two FIRs on the basis of the incidents narrated by girls involved over the past four days.

In the first case an unidentified person tried to abduct a girl of Auckland House School. As per the girl’s version the accused, who was waiting in a Maruti van, asked her about the location of the Sainik Rest House. When she raised her hand to indicate the direction, he caught hold of her hand and tried to drag her into the vehicle.

In the second case a girl of class IV of Sacred Heart School said that she was followed by a person to the school who asked her to leave her bag in the classroom and accompany her to a hospital for an eye check up. When she returned with her friend he had vanished from the campus.

The police found her version conflicting as yesterday she had described the accused a person of the age of her father who spoke English. However, today when she was taken to various places where she claimed to have seen the accused, she pointed at a 15-year-old boy who did not know English at all.

Mr Yog Raj, Superintendent of Police, said that there was nothing to panic and there was no possibility of some gang entering the town. Investigations were on into these incidents.

Meanwhile, the state unit of BJP has expressed concern over such incidents.

Excise and Taxation official suspended for embezzlement

Senior Assistant Kamlesh Sharma of the Excise and Taxation Department was suspended today by the Commissioner, Excise and Taxation, Mr Narender Chauhan, on a charge of embezzlement. A team of audit officers from the Accountant-General’s office in Shimla, which has been auditing the accounts since Wednesday, detected the embezzlement.

Officials said though an embezzlement of Rs 6 lakh had been detected the amount was likely to go up as the auditing of records was continuing. It was found that the Senior Assistant, who was entrusted with the job of collecting penalty for various offences from vehicles entering the state, was not depositing the amount collected with the treasury regularly. He had also not been maintaining a daily record of the collections or a cash book of the amount deposited.

The officials audited the records of the past one year and found an embezzlement of about Rs 5 lakh. After auditing Kamlesh Sharma’s one-and-a-half year earlier stay at Parwanoo’ enhanced this amount by another lakh.

The audit officials observed that reconciliation of records should be done at least once a month to maintain a check on such acts. Excise officials, however, said they conducted only random reconciliation of records.

Tax payers inconvenienced

Income tax payers in Palampur are feeling inconvenienced as there is no one to receive their permanent account number (PAN) applications. The local income tax authorities have not been accepting PAN applications after July 1 this year.

Hundreds of tax payers had been visiting the income tax office daily to submit their PAN applications and income tax returns but they had to return disappointed as their returns were being not entertained without PANs. There had been cases where the tax payers had applied for PAN a year ago, but had not received their PAN so far. Sources said here that over 30 per cent of the tax players in this region were yet to received their PAN cards. Repeated reminders to Commissioner of Income Tax at Shimla, and Patiala, had not yielded any result so far.

Meanwhile, a spokesperson of the Income Tax Department said that after July 31, no PAN application would be entertained by their office, because the issuing of PAN had been handed over to the Unit Trust of India (UTI) by the Union Government. But till date the UTI had not appointed any agent here. The Palampur Taxation Bar Association, which met here today under the chairmanship of is president, Mr R.C. Sood, criticised the UTI for not making proper arrangements to collect PAN applications.

Himachal BJP decries vigilance probe

The BJP has termed the decision of the state government to initiate a vigilance inquiry into the allegations against the Dhumal Government as a ploy to tarnish the image of the party and its leaders.

Mr Ganesh Dut, spokesperson of the party, said here yesterday the Congress had been harping on its so- called “chargesheet” for the past three years and directing the Vigilance Department to hold an inquiry into such wild allegations was nothing short of a conspiracy to malign and harass opponents.

He said the government had failed to do anything worthwhile over the past five months and it was harassing its opponents. Even employees having sympathies with the BJP had been subjected to vindictive transfers.

Teachers float manch

A unique body comprising teachers at all levels (from primary school to university) has been formed in the state to improve the overall standard of education.

The body, the Himachal Shikshak Vichar Manch, will engage in intellectual activities and organise seminars, conferences and workshops to discuss important issues related to education and to upgrade the knowledge of teachers.

The manch will organise its first conference at Nahan in September in which research papers on “National commitments and social responsibility of teachers” will be presented by eminent educationists.

The Chief Minister will honour outstanding teachers at the conference, which will be presided over by Mrs Asha Kumari, Education Minister.

2 labourers buried alive

Two labourers were buried alive and two others were seriously wounded in a landslide at Chaura on the bank of Chamera reservoir in the district today.

The Additional Superintendent of Police (ASP), Chamba, Mr N.D. Sharma, said the deceased had been identified as Kunj Lal (45), resident of Ohda village, and Vipin Kumar (20), resident of Kandi village in the district.

The injured were Satish Kumar, resident of Kandi village and Hans Raj, resident of Theka in the district, had been admitted to the nearby Civil Hospital, the ASP said.

The ASP said the bodies of the deceased had been handed over to their kin after the post- mortem.

He said these labourers belonged to a local contractor, Mr Jeevan Singh. A case in this connection had been registered.

Body found

A body was found near a stone-crusher at Sadhupul, near Kandhaghat, by villagers. The police has sent the body for post-mortem to the local Zonal Hospital. It is believed that it had probably come down a stream to Ashwini Khud.
