Online lottery project delayed Chandigarh, May 29 According to the initial agreement between the government and the private company, the bank guarantee was to be arranged within one month of the issue of the letter of intent by the former. The government was to further receive Rs 10 lakh from the Orbit Consortium as signing fee. The one-month period is already over and now June 16 has been fixed as the new deadline for completion of formalities. It is learnt that the Orbit Consortium had offered Rs 1,141 crore to the state government over a period of seven years or 17 per cent of the turnover from the operations, whichever would be more, in addition to the taxes to be paid inside and outside the state. It was agreed that payment of Rs 62 crore would be made in the first year, Rs 120 crore in the second year and Rs 243 crore in the third year. Though the Orbit Consortium bagged the contract after stiff competition, it sought concessions regarding the payments once it was awarded the contract. The state government, it is learnt, rejected its request and decided to stick to the original terms of agreement. Official sources attribute the latest delay in the execution of the project to the Orbit Consortium’s attempt to extract concessions from the government. The plan of issuing the online lottery license to a private company was mooted almost as soon as Mr Om Prakash Chautala started his present stint as Chief Minister in July, 1999. However, the license was finally awarded to the Orbit Consortium in April 9, this year. If the company manages to arrange the guarantee by the June 16 deadline, it will be given six months to set up terminals within Haryana and outside the state. |
