Stay on Bhajan Lal’s arrest extended

The Additional District and Sessions Judge, Mr Darshan Singh, today extended the stay on the arrest of former Haryana Chief Minister Mr Bhajan Lal, his Personal Security Officer, Mr Makhan Lal, a Republican Party of India MLA from Palwal Mr Karan Singh Dalal, till June 3 in a case relating to criminal intimidation and murderous attack registered against them here on May 22.

700 HAU employees not paid salary

Nearly 700 scientists and other employees of Chaudhary Charan Singh Haryana Agriculture University here have not been paid salary for April. Besides, research trials in the projects, sponsored by the Indian Council of Agricultural Research too have suffered a great setback.

Drinking water plan for Mewat area

Stay on Bhajan Lal’s arrest extended

The Additional District and Sessions Judge, Mr Darshan Singh, today extended the stay on the arrest of former Haryana Chief Minister Mr Bhajan Lal, his Personal Security Officer, Mr Makhan Lal, a Republican Party of India MLA from Palwal Mr Karan Singh Dalal, till June 3 in a case relating to criminal intimidation and murderous attack registered against them here on May 22.

The case was registered pertaining to an incident on May 21, the day of polling for the Fatehabad Assembly by-election. The Judge had earlier stayed the arrest of these persons till May 28. The Judge today deferred the arguments on the application for granting permanent bail till June 3 and extended the stay on their arrest till then.

The police had registered a criminal case against Mr Bhajan Lal, Mr Karan Singh Dalal, Mr Makhan Lal and six to seven National Security Guards commandos posted on security duty of Mr Bhajan Lal for threatening to kill police officers and employees on election duty on May 21, the polling day of the Assembly by-election.

The first information report (FIR) had been registered in the local city police station on the complaint lodged by Mr Jagdish Chander, District Inspector, Sirsa on May 22. The FIR had been registered under section 307, 332, 353, 186, 188, 189, 506, 147 and 149 of the IPC and 134-B of the Representation of People Act, 1951.

The Deputy Superintendent of Police, City, Mr Ram Kumar, who inquired into the complaint recorded the statements of Mr Jagdish Chander, a resident of Bighar village, Mr Budh Singh, an SHO of Rori police station in Sirsa district, Mr Ruli Ram, a Dalit resident of Bangaon village Mr Attar Singh Ahlawat, SP, Sirsa had directed the SHO of the local city police station to register the FIR.

The FIR had accused Mr Bhajan Lal, Mr Karan Singh Dalal, Mr Makhan Lal and six to seven commandos of the NSG of moving in a convoy in vehicle (DL-1CF-5557) and security vehicle Maruti Gypsy (HR-03J-0088) in violation of the election code of conduct on May 21, the day of polling for the Fatehabad Assembly by-election. It said the accused had an altercation with the police officers and employees on duty at PWD Rest House here where the accused allegedly threatened to kill them.

The FIR further said the former Chief Minister and other accused reached Bighar village and allegedly threatened the public by brandishing guns and asked them to vote for the Congress. An NSG commando, according to the FIR, placed his gun on the temple of Mr Jagdish, son of Mr Raja Ram, a resident of Bighar village in order to kill him at the instance of Mr Bhajan Lal.

An application to stay the arrest was filed in the court of the Additional District and Sessions Judge, Mr Darshan Singh on behalf of Mr Bhajan Lal and his PSO, Mr Makhan Lal on May 23. Mr P.K. Sandhir, counsel for the former Chief Minister had submitted that the police had registered the case with a mala fide intention due to political reasons.

The counsel had submitted that a case under Section 307 of the IPC was not made out from the allegations levelled in the FIR. The Judge, while issuing a notice of motion for May 28, had stayed the arrest of Mr Bhajan Lal till then. Later, an application to stay the arrest of Mr Dalal was also moved on the next day. Mr Dalal, too got the same relief from the court.

The matter was taken up today immediately after the court sat for the day. The Public Prosecutor, Mr H.S. Panwar, submitted his reply to the application. The reply was almost reproduction of the FIR and justified the cases registered against the accused.

The defence counsel, Mr Sandhir, however, produced a copy of the DDR registered by the police in the local city police station on May 21. The police had based their FIR on the basis of the DDR.

He contended that the incident of Bighar village had been incorporated in the FIR as an after thought to slap section 307 of the IPC against the accused.

He contended that had there been any such incident, the FIR would have been registered on May 21 and that too in the sadar police station under whose jurisdiction Bighar village falls. He also contended that there was neither any report from the Election Commission observers to prove that his clients contravened the provisions of the People’s Representation Act or intimidated voters.

While the DSP, Mr Ram Kumar, who inquired into the DDR and directed the registration of the FIR was present in the court, no other police officials or private persons on the basis of whose statements the FIR had been registered, were present in the court.

The Judge, while extending stay on the arrest of Mr Bhajan Lal and others till June 3 directed them to join investigation as and when needed by the police.

700 HAU employees not paid salary

Nearly 700 scientists and other employees of Chaudhary Charan Singh Haryana Agriculture University here have not been paid salary for April. Besides, research trials in the projects, sponsored by the Indian Council of Agricultural Research (ICAR) too have suffered a great setback.

This was revealed by president of the Haryana Agriculture University Teachers Association (HAUTA), Dr Arjun Singh, here today.

He said owing to a spat between the ICAR and the university the financial assistance of about Rs 16 crore had been withheld by the council.

He said Mr Ajit Singh, who resigned as Agriculture Minister last week, had assured the teachers of looking into the matter and he had called them for a meeting in New Delhi on May 24. Now they have requested the new Agriculture Minister Rajnath Singh to intervene in the matter. They have also sought a meeting with him.

Dr Arjun Singh urged the Haryana Government to appoint an eminent scientist on the post of Vice-Chancellor, to ensure the progress of the university in the right direction. According to him appointment of any non-scientist as Vice-Chancellor might serve the political purpose but would ruin the university.

The vice-president of HAUTA, Dr Rakesh Mehra, alleged the ICAR had not released the amount for arrears of revised pay-scales which came to about Rs 3 crore. The HAU employees, he said, should not be made to suffer for any differences between the ICAR and the university. UNI

Life term  for 13

The Additional Sessions Judge, Ambala, Mr M M Sharma, sentenced 13 persons to life imprisonment including three brothers in a triple murder case here today. The incident happened in Kakkar Majra near Ambala on December 1, 1995.

According to prosecution following the dispute on a piece of land, 14 persons including the main accused Karam Singh, his two brothers and 11 other persons attacked on Bhim Singh and others with fire arms sharp-edged weapons when they were on the way to their field on a tractor-trailor. Bhim Singh, Ram Pratap and an 8-year old girl Kusum were killed on the spot. A few persons had also sustained serious injuries in the attack.

The police has registered a case under Section 302 of the IPC against 14 persons — Karam Singh, Ramji Lal. Nirmal Singh (brothers), Dharam Singh, Raj Singh, Jile Singh, Satbir Singh, Randeep Singh, Prem Singh, Sukhchain Singh, Sandeep and Sanjeev. One of the accused died during trial while the remaining 13 were convicted life term.Top

 

 

Joginder Singh is BKU acting president

The Haryana unit of the Bharatiya Kisan Union (BKU) has acquired a new leadership. The acting president, Mr Dharam Singh Ritoli, has been replaced by Mr Joginder Singh, sarpanch of Bass village. The union general secretary, Mr Ramphal Kandela, has also resigned.

This was announced at a meeting of the BKU officer-bearers at Khanda village of the district last evening. Hundreds of union activists participated in the meeting.

Meanwhile, activists of the Ghasi Ram Nain group and the Dharam Singh Ritoli faction had heated discussions over the role of the leaders in securing the release of the jailed union chief Mr Nain.

Supporters of Mr Nain alleged that Mr Dharm Singh Ritoli and other office-bearers had done nothing to seek the release of Mr Nain, who has been in judicial custody for the past nine months.

In view of the allegations, the acting president, Mr Dharam Singh, the general secretary, Mr Ramphal Kandela, Mr Mahender Singh Ghimana, president of Jind district unit, and Mr Bijender Singh, president of Hisar district unit, submitted their resignations.

The gathering accepted their resignations and nominated Mr Joginder Singh as acting president of the union. A panel was constituted to help the new acting president conduct the affairs of the union.

Later, the new body held a meeting which was attended by senior union leaders, including Mr Dharm Singh, Mr Ramphal Kandela, Mr Mahender Singh, Mr Bijender Singh, Mr Nafe Singh, Mr Kuldeep Singh Shahpur and Mr Jiya Lal Dhundwa.

They decided to launch a statewide agitation to pressurise the Chautala government for the unconditional release of Mr Nain.

Drinking water plan for Mewat area

A Rs 303-crore scheme for setting up ranney wells in the Mewat area of Haryana would be introduced to enhance the availability of drinking water.

A decision to this effect was taken at a meeting in which the Chief Minister, Mr Om Prakash Chautala, was shown a presentation on this project following the recommendations of a committee headed by the Financial Commissioner and Principal Secretary, Irrigation, Mr Pradeep Kumar, here today.

The Chief Minister had directed Mr Pradeep Kumar and the Commissioner and Secretary, Public Health, Mr N. Bala Bhaskar, to formulate an integrated plan to solve the problem of drinking water in the Mewat area falling in the districts of Gurgaon and Faridabad.

Eight ranney wells would be set up in a phased manner starting from Nuh followed by Hathin and Punhana. These would benefit 242 villages by making available 120 millions litres of water per day. Out of a total of 497 villages in the area, 255 were already being fed by the tubewells.

Those present at the meeting included the Chief Secretary, Mr A.N. Mathur; the Principal Secretary to the Chief Minister, Mr B.D. Dhalia; the Commissioner, Gurgaon Division, Mr L.M.S. Salins, and the Chairman, Mewat Development Agency, Mr S.A. Khan.

Ex-minister seeks stay

Challenging the trial court’s order framing charges against him in an alleged corruption case, Haryana’s former Finance Minister Charan Dass Shorewala today sought directions for staying the proceedings.

In an application, Shorewala added that the revision petition challenging the orders would become infructuous in case the proceedings before the trial court were not stayed.

Describing the impugned order as incorrect, the petitioner asserted that material to show his financial position before he became a Minister had not been collected by the prosecution even though they had alleged possession of assets disproportionate to his known sources of income. Taking up the petition, the High Court today issued notice for July 9.

Girl allowed to take test

A final year student of electronic engineering in a polytechnic college here has been permitted to appear in the examination by a court. She was allegedly found using unfair means in the examination hall. A case of unfair means was prepared against her by the flying squad.

According to information received today Neena Gupta was final year student of diploma in electronic engineering. Since she had shortage of lectures, she was disallowed by the authorities of polytechnic college for women to appear in the final year examinations. But Neena moved to court. The course gave her permission to appear in the examination while the case of shortage of lectures is pending.

Yesterday in the evening session, Neena Gupta while appearing in supplementary examination of third semester paper of electrical machine was found using unfair means. The flying squad found her cheating. Lecturer Amita Bansal verified that Neena Gupta had notes for cheating on her person. A member of the flying squad Mr R.P. Singh confirmed that the material found on her person was part of the question paper. The girl however, denied it.

Rs 124-cr project for power distribution

The Union Government has sanctioned a Rs 124-crore project under its Accelerated Power Development and Reforms Programme (APDRP) for strengthening the power distribution and metering system in Faridabad district.

While stating this here today, a spokesman of the Dakshin Haryana Bijli Vitran Nigam (DHBVN) said that Faridabad was one of the 63 operation circles chosen by the Union Government under the APDRP for the improvement of the power distribution system. Haryana was one of the three states selected by the Central Government for giving incentive on account of improvement in efficiency. The other states are Gujarat and Maharashtra. Haryana had been given an incentive of Rs 6 crore. He said that under the project, all the under-sized conductor of 96 feeders of 11-kv level in the district would be replaced with the conductor of more strength and capacity. All the substations in Faridabad district would be revamped by replacing old-circuit breakers and all old and damaged meters would be replaced with electronic meters.

These views were expressed by the Deputy Commissioner, Mr Abhilaksh Likhi, here today after visiting the information and Media Centres set up by the state Public Relations Department at Krishna Museum and the Kurukshetra Development Board office, respectively, for the wide coverage of solar eclipse fair being held from May 28 to 31.

The Deputy Commissioner said to provide latest information to the pilgrims, an information centre, set up by the Public Relations Department, would cater to their needs during the Solar Eclipse fair. As many as 175 horns had been installed through out the mela area, including the Birla Mandir road, old bus stand, the railway road, the Sannihit Sarovar and Brahmsarovar, where important information would be given.

MDU VC gets extension

The Haryana Government’s decision to extend the tenure of the present Vice-Chancellor of Maharshi Dayanand University (MDU), Rohtak, has set at rest speculations about who will be the next MDU VC.

A number of names, including that of a former bureaucrat, were heard in informal discussions in the official circles of Haryana regarding successor of Major-Gen B.S. Suhag (retd), the present VC of the MDU. General Suhag’s term as VC would have expired on June 6, though now he would in all likelihood continue in the VC’s office following a move by the state government to give him another term. It was learnt that a proposal to this effect had been moved by the Higher Education Department for the approval of the Governor, who is also Chancellor of the university.

Rs 1.74 lakh looted

Three motor cycle-borne youths looted Rs 1,74,000 from a petrol station owner at pistol-point on the Hisar-Delhi National Highway here last evening.

According to the police, the owner of the petrol station, Mr Surender Singh, his relative Sukhbir and an employee Joginder Singh were returning home in a Tata Sumo from the station at Mirjapur Chowk. When they reached the seed farm, three persons forced them to stop their vehicle by parking a motor cycle in the middle of the road. One of them took out a pistol and snatched the bag containing the cash. The sadar police has registered a case in this connection.

BJP panel to study taxes

The Haryana BJP unit has constituted a three-member committee to submit a blueprint in 15 days for the enhancement of taxes in the state. Mr Rattan Lal Kataria, its president, said this at Jagadhri today. The members are Ms Sudha Yadav, MP, Mr Ram Bilas Sharma, a former chief of the state unit, and Mr Faquir Chand, a former Deputy Speaker of the Haryana Assembly.

Mr Kataria said proposals had been sent to the Railway Minister to link the Jagadhri railway station with Poanta Sahib, laying of the Jagadhri-Chandigarh track and setting up of a coach factory here.

Regarding the delay in the Sutlej-Yamuna link canal, Mr Kataria said the Haryana Government should take up the matter with the Central Government.
