Govt fails to justify plea for separate SGPC Chandigarh, May 27 Those who are demanding a separate SGPC for Haryana claim that expenditure incurred on the upkeep of the gurdwaras in the state by the SGPC does not commensurate with the hefty income made by many of the shrines. A representation, made some time back by the self-styled Haryana Shiromani Gurdwara Parbandhak Committee (HSGPC) to the Haryana Chief Minister, while urging him to take up the issue of separate SGPC with the Union Government, justified the demand on the ground of discrimination perpetrated on Haryana gurdwaras by the SGPC. In response, the state government sought details of the income of Haryana gurdwaras and the money spent on their upkeep by the SGPC. The HSGPC, official sources said, was yet to get back to the state government regarding what had been sought from it as evidence to substantiate the allegation about discrimination. Attempt made by state government officials to explore the facts about Haryana gurdwaras from the annual budget document of the SGPC also proved futile. Since the SGPC exists under a Central Act, its power to administer gurdwaras in Haryana could be curtailed only through a central legislation. Arranging evidence about discrimination against Haryana gurdwaras would have been a step toward convincing the state government about the need for a separate SGPC for Haryana, a source here said and added that the state government might consider taking up the issue with the Union Government if it was provided with documentary proof about the alleged step-motherly treatment of Haryana shrines. The gurdwaras maintain records about income and apparently it is not difficult to acquire these details. However, the state government, instead of gathering these figures through its own personnel, wants the HSGPC to get them. “They will only have to give a few days to get hold of the figures and we will examine how far their allegation is true” a source here said. The HSGPC held a meeting at Karnal yesterday on the demand for a separate SGPC. Press reports published about the meeting, however, did not indicate any fresh revelations about “discrimination” against Haryana gurdwaras by the SGPC. |
Mariya case: witnesses turn hostile Fatehabad, May 27 Mr Suresh Kumar, a resident of Mirzapur village in Hisar district had lodged an FIR against the former minister on May 21, 2001. He had alleged that he had met the former minister during a function at the residence of one of his cousins, Mr Shish Paul, on January 25, 1999. Mr Mariya was a minister in the Haryana Cabinet at that time. The original complaint said the recruitment to the police force in Fatehabad district was to be held on July 1, 1999. The FIR went on to add that Mr Mariya took a sum of Rs 1 lakh from him on June 28, 1999, for getting him recruited in the police force. He had alleged that the money was paid through one of his cousins, Mr Shish Paul. However, the former minister could not get him recruited in the police. Later, the former minister issued two cheques for Rs 50 thousands each from his Times Bank Panchkula account in the name of his father, Mr Suraj Mal’s account. Mr Suraj Mal deposited the cheques in his Hisar-Sirsa Khashetriya Gramin Bank, Mirzapur account but both cheques bounced, said the FIR. Both Mr Suresh Kumar and Mr Suraj Mal, who were key witnesses in the case turned hostile today, when they were called for evidence. While, Mr Suresh Kumar denied having made any payment to the former minister and said he did not even know Mr Mariya, his father, Mr Suraj Mal, said the cheques issued by Mr Mariya had nothing to do with the case. He said a person known to Mr Mariya owned him the money, and the former minister had issued the cheques to discharge the liability of that person only. |
Jundla to get sub-tehsil status Karnal, May 27 The Chief Minister announced that all Chaupals and roads in the state would be repaired on priority. He added that the government had earmarked Rs 570 crore for construction, widening and repair of roads in 2003-04. He said that sufficient number of transformers would also be installed in the villages for the supply of power. Mr Chautala assured that all the schools, which met the norms, laid down by the government would be upgraded. Mr Chautala told newsmen that the government has decided to appoint a second commission of inquiry to go into the irregularities committed during prohibition. This was necessitated as the appointment of the Justice Chahal Commission had been challenged by Mr Bansi Lal in the Punjab and Haryana High Court. The Chief Minister said that he was unaware of the contents of the Chahal commission report as it had not been opened so far. Replying to questions about the exit of Mr Ajit Singh from the Union Cabinet, the Chief Minister held that the exit of the Rashtriya Lok Dal (RLD) chief was not going to make “any difference”. Commenting on his foreign tour, Mr Chautala maintained that he was going abroad to attend a conference organised by the International Labour Organisation. He would represent Haryana in his capacity as the Labour Minister of the state. Replying to a question on the SYL Canal issue, the Chief Minister hoped that the Supreme Court would expedite the issue after the court vacations were over. Earlier, the Chief Minister inaugurated a 132 kv sub station at Newal village near here. He also laid the foundation stone of library building on the

Walia wins MC
poll after recounting Ambala, May 27 The chairman of the legal cell of the Congress committee,
Ambala Cantonment, Mr D.K. Bansal said after recounting Ms Walia won
the election by a margin of two votes. She secured 600 votes as
compared to 598 votes secured by Mr Prakash. A total of 1,716 votes
were polled in the ward. A jubilant Ms Walia said she was delighted
by her victory. “I have full faith in the judiciary. I will now have
to wait for the notification,” she said. The president of the
District Congress Committee, Mr Ashok Jain, said the number of the
Congress Municipal Councillors now went upto 11. “This victory is a
welcome development. With this win, our stand has been vindicated as
at the time of the declaration of result in 2000, we had protested
against it,” he said. The judgement directing recounting of votes
states “this is an election petition under rule 75 of the Haryana
Municipal Election Rules 1978 for declaring the election of the
respondent no.1 (Bimal Prakash) as void as municipal councillor of the
Municipal Council, Ambala Sadar, thereby further declaring the
petitioner as duly elected municipal councillor from ward no.3.” “It
is averred that presiding officer had not considered the tender votes
during the process of counting. Besides this, various irregularities
as well as illegalities were committed by the presiding officer while
counting the votes who had erred in treating the valid votes cast in
favour of the petitioner as invalid and further erred in treating the
invalid votes cast as valid in favour of the respondent to
disadvantage the petitioner,” the judgement adds.

Women activists say the government would do better if it appoints women as Deputy Commissioner and SP for the district and make it an all-women district. |

Bhavishya pehchan rally on June 7 Chandigarh, May 27 A former President of the Haryana Congress, Mr Birender Singh, and a former minister, Rao Inderjit Singh, today gave evasive replies when newsmen asked them to comment on Mr Hooda’s demand. While the Rao said there was a need for “retrospection” in “whatever form it may be”, Mr Birender Singh was silent. The senior Congress leader said the main reason behind the Congress defeat was “the atmosphere of fear created by the Indian National Lok Dal (INLD) in Fatehabad”. He said otherwise all sections of society were annoyed with the ruling party. Mr Birender Singh said Mr Dula Ram was a joint candidate of “all of us” and he was the best person the Congress could nominate to contest the Fatehabad seat. He said the polling was by and large fair, though he alleged that in the Yamunanagar byelection the ruling party had resorted to the large-scale bogus voting. Mr Birender Singh and Rao Inderjit Singh announced that a “bhavishya pehchan” rally would be organised at Kaithal on June 7 as part of the series of the rallies “all the right-thinking Congressmen” had planned to press the demand for equitable distribution of the canal water in the state as well as to put pressure on the Centre to complete the SYL canal at the earliest. |

Cong ridicules CM’s remark Chandigarh, May 27 In a statement issued here Congress spokesman Krishan Murti Hooda said Mr Bhajan Lal had been able to make the party active within a short duration of his presidentship and the people of Haryana had accepted his leadership. He alleged that Mr Chautala was making such remarks out of frustration because he had realised that the Indian National Lok Dal was fast losing its popularity and its mass base was being eroded sharply. He said instead of interfering in the internal matters of other parties, Mr Chautala should work for the people of the state. Mr Hooda said the fact that Mr Chautala targeted only Mr Bhajan Lal within the Congress showed that the INLD was jittery about the former Chief Minister’s leadership. |

IN FOCUS Kalka, May 27 This is the only library catering to the population of Kalka, Pinjore and Parwanoo. Though the library has about 75 members, about 60 visit the library on any given day, informed the librarian, Mrs Asha Bhardwaj. The library was established in 1949 after a few residents donated books for the same and the building was erected by the municipal committee. Though the library expanded in the first few years , but the declining number of bibliophiles and the increasing cost of books has affected its functioning. There are just 10,000 books on literature, religion, history and fiction.The members of the library, mainly retired personnel, rue that though the library is the only source of recreation in Kalka, it is being ignored by the administration and MC. As of now the library now has just enough money to pay for 13 newspapers and over 30 magazines. The membership fee for the local residents is Rs 50 and a similar amount is charged as subscription fee, which is the only source of income for the library. The paint on the outer and the inne walls has peeled off. The condition of books is bad, fused tube lights have not been replaced and the three ceiling fans are insufficient. “There is no drinking water facility here. At least an exhaust fan can be installed here for the benefit of the visitors,” opined Gopal, a student of mass communication and a regular member of the library. He rued that no new books were being bought for the library and there was hardly any literature available on subjects like science and technology. The
section catering to women and children has been converted into a store room for old newspapers and magazines. These newspapers have not been sold for the past two years. The mc President Mr Sushil Kumar Garg, said the shortage of funds was responsible for the sorry state of library.

Nain case adjourned Ambala, May 27 Meanwhile, Mr Gian Grewal, counsel for the BKU, filed bail application for two senior BKU leaders Fatheh Singh Fathua and Guni Prakash in the court today. The application would come up for hearing on May 30 in the court of Mr Sanjeev Kumar. Except Mr Nain all BKU activists were released on bail by a district court. Mr Nain has been lodged in the Ambala Central Jail. Mr Fathua and Mr Prakash are also in the judicial custody in Sonepat jail. They were arrested by the police in Ambala a few months ago for raising slogans against the government when Mr Nain was brought to the court. |

5 young engineers develop economy car Kurukshetra, May 27 According to them, the car has room for the two persons and it runs on petrol, it can run at 30 or 35 km per hour. Having Kinetic Honda engine and weighing 93 kg, the car can be folded. The young engineers claimed that they did not get any financial help from any agency and pooled their own resources. They attribute their success to their lecturer, Mr K.C. Arora who guided them and the college principal, Mr S.C. Gupta and mechanical department, Chairman, Mr Raj Kumar and their parents cooperated with them. They said that they would contact companies in the country so that our countrymen could benefit from their invention. |
Archaeology Dept to be
shifted Kurukshetra, May 27 This was disclosed by the Deputy Commission, Mr Abhilaksh Likhi, here today. He said the Chief Minister, Mr Om Prakash Chautala, took the initiative in this regard. Mr Likhi said the decision had been taken in view of the commitment of the Haryana Government that efforts should be made to shift all private housed offices to government buildings. He said earlier the office of the Archaeological Department was at Panchkula in a private building. |
