2,500 cr annual plan for J&K

The Annual Plan for 2003-04 for Jammu and Kashmir was pegged today at Rs 2,500 crore, involving a reduction in the loan component to 17 per cent as against 24 per cent the previous year.

VHP rejects Naidu’s proposal on mosque

Declaring that it would not allow any mosque to be built anywhere within the 5 km circumference of Ayodhya, the VHP today said the BJP President, Mr Venkaiah Naidu, was playing to the gallery while suggesting the construction of a mosque alongside the proposed Ram temple there.

Without naming Mr Naidu, who made the suggestion at a minorities rally at Rampur in Uttar Pradesh yesterday, the VHP Senior Vice-President, Acharya Giriraj Kishore, said, “First statements are made, then they are contradicted. Politicians lose control on seeing crowds to get applause.”

Acharya Kishore said the suggestion, if implemented, would lead to permanent unrest, as there could be clash in the timings of ‘aarti’ at the temple and ‘namaaz’ at the mosque.

“Moreover, our Dharmacharyas have declared that a mosque will not be allowed at any cost within the Panchkosi parikrama (about 5 km circumference of the temple town). So long as the religious leaders and we (VHP) are alive, we will not allow it to be built,” Acharya Kishore said.

He said the suggestion made by the “President of a particular party” (Naidu) might have been to bring about a truce, but “we want permanent peace, not a patchwork.”

Asked whether the VHP would abide by a court verdict in this regard, he said, “we will not agree. We shall resist it through agitation.”

Meanwhile, the All-India Muslim Majlis-e-Mushawarat president Syed Shahabuddin today rejected Mr Naidu’s proposal to construct a mosque next to the proposed Ram Janambhoomi Mandir and asked the government to expedite the judicial verdict on the title suit of the Babri Masjid site to solve the vexed Ayodhya problem.

Mr Shahabuddin said Mr Naidu’s proposal was “nothing more than yet another manoeuvre to persuade the Muslim community to surrender the Babri masjid site and to shift the masjid. The Muslims can do no better than to reiterate their commitment to accept the final judicial verdict on the question of the title of Babri Masjid site.”

2,500 cr annual plan for J&K

New Delhi, May 29
The Annual Plan for 2003-04 for Jammu and Kashmir was pegged today at Rs 2,500 crore, involving a reduction in the loan component to 17 per cent as against 24 per cent the previous year.

The plan size was finalised at a meeting here between J&K Chief Minister Mufti Mohammed Sayeed and Planning Commission Deputy Chairperson K.C. Pant.

"Notwithstanding the generous announcement of the Prime Minister of a plan size of Rs 2,600 crore, we have, on our own decided a plan size of Rs 2,500 crore", the Mufti told newspersons.

He, however, expressed the hope that the Planning Commission would honour the Prime Minister's commitment of Rs 2,600 crore and give the additional Rs 100 crore in the nature of a grant for seed capital for the formation of a consolidated sinking fund which the state government was setting up.

The Mufti said the plan component constituted a high 91 per cent — implying that unlike the previous years, this time round the plan assistance would not be wasted primarily in meeting debt obligations.

The loan component in the annual plan for 2003-04 was less by Rs 400 crore as compared to the previous year.

"As a matter of policy, I want to move away from seeking ad hoc economic packages and funding processes. Special packages cannot be the solution", the Chief Minister said.

At the same time, the Mufti observed that there was a "large financial cost" involved in the healing touch policy.

"If the policy has to yield results quickly, we will have to find a way to finance it", he said.

In the plan the top priority is being given to power with a total capital expenditure of Rs 1,600 crore, while for cost of power, the allocation has been pegged at Rs 550 crore.

On the burgeoning debt liabilities of the state, he said that these stood at Rs 10,000 crore and it was proposed to bring these down by 25 per cent in three years.

Clinic raided, arms seized

Patna, May 29
The police raided the clinic of an eminent doctor here late last night and arrested four persons, including his driver and compounder, with illegal arms and ammunition.

On a tip-off, the police raided the clinic of child specialist Dr Utpal Kant Singh on Nala Road and arrested four persons, including his driver, compounder, guard and another staff, town Deputy Superintendent of Police (DSP) R.K. Dubey told reporters here today.

He said one 9 mm pistol, 3 country-made revolvers and 12 live cartridges were recovered from the doctor’s clinic.

The doctor was not at his clinic at the time of the raid, the DSP said, adding that the police was searching for the elusive doctor to question him about the recovery of illegal arms and ammunition from his clinic. PTI

Madhumita case: statement recorded

Lucknow, May 29
The CB-CID probing the Madhumita Shukla murder case has got the statement of the key witness and domestic help of the slain poetess recorded in the court, sources said here today.

Deshraj, the servant of the poetess, was produced before the Additional Chief Judicial Magistrate B.K. Mishra last evening where his statement was recorded in camera, the sources said, adding that the CB-CID refused to divulge the details of his statement.

Deshraj, 12, the sole eyewitness in the case, narrated the whole sequence of the day Madhumita was shot by two assailants, the sources said, adding that on the basis of his testimony CB-CID sleuths prepared the sketch of the killers.

The CB-CID was concentrating on locating Satya Prakash, one of the assailants who was with Madhumita in the room where she was later found shot dead, they said. PTI

Envoy’s son may be tried in Senegal

Senegal has indicated to the Ministry of External Affairs here that Mansoor Ali, son of its Ambassador, Mr Ahmed El-Mansour Diop, could face trial in that country for the charge of murdering his father’s official driver once Mr Diop returns to his native country, official sources said today.

This indication was given by the Senegalese foreign office to the Indian Ambassador in Dakar, Mr B. K. Shetty. Dakar has already conveyed to the MEA that Mr Diop, Senegal’s longest-serving diplomat here who has been heading the Senegalese mission since 1988, is being withdrawn.Top

 

 

Shilpa Shetty’s secy, mother get bail

Mumbai, May 29
Sunanda Shetty and Bhupinder Singh Sachdev, mother and secretary of film actress Shilpa Shetty, fearing arrest in a case of alleged extortion registered in Surat in Gujarat, were today granted anticipatory bail till June 12 by a sessions court here.

Sessions judge Hemant Deshpande granted them transit bail for Rs 40,000 each. Both were directed to seek regular bail in a Surat court on or before June 12.

Bhupinder Singh appeared in person while Sunanda did not as she has been admitted to a hospital in Dubai. The same court here had on May 16 granted transit bail to Shilpa’s father Surendra Shetty and asked him to obtain regular bail from a Surat court on or before May 28. He has urged for bail in a Surat court and the matter is pending.

Sunanda and Bhupinder were granted bail on the ground of parity as Surendra had got a similar relief from the court earlier.

Shilpa’s parents are facing the charge of hiring a gang to recover Rs 80 lakh from a saree manufacturer Pankaj Agarwal. The money was payable to Shilpa for modelling in an Ad film. The police in Surat registered the case against them and claimed to have recorded telephonic talks between Pankaj and Shilpa’s parents which allegedly throw light on extortion.

Sunanda’s lawyers denied the allegations levelled against her and said her client had no connections with any gangster. They also denied the telephonic talks and said Sunanda or Surendra had not asked any gangster by name Fazlu or Ashraf to recover Shilpa’s dues.

They said the complainant, Pankaj Agarwal, had fabricated a false story to counter the demand of actress Shilpa Shetty for recovery of Rs 80 lakh. The lawyers admitted that Shilpa’s parents had talked to Pankaj but alleged that the telephonic calls were doctored, edited, fractured or altered to show that the complainant was threatened. They said Shilpa had signed a modelling contract with Pankaj in 1998 for Rs 4 lakh for a year. However, the film was shown continuously till recently and the arrears mounted to Rs 80 lakh. PTI

Mai Ambedkar dead

Mumbai, May 29
Nonagenarian Savita, alias Mai Ambedkar, the wife of Dr B R Ambedkar, passed away here today following a prolonged illness.

The end for 94-year-old Mai came at 5.30 am this morning at J.J. Hospital, where she was undergoing treatment for over one-and-a-half month, hospital sources said.

She married Dr Ambedkar, as his second wife, on April 15, 1948, in New Delhi.

The Maharashtra Government will accord a state funeral with full police honours to her.

The President and the Prime Minister today led the nation in condoling the death of Savita Ambedkar in Mumbai, saying that she was a great social worker contributing for the uplift of the downtrodden.

In his message, the President, Dr A.P.J. Abdul Kalam, said: “She symbolised the virtues of dedication and sacrifice and was able to work for the uplift of the downtrodden while being at the side of the architect of our Constitution, Babasaheb Ambedkar.”

Prime Minister Atal Bihari Vajpayee said she was the “principal source of inspiration” for Babasaheb Ambedkar. In a condolence message from Berlin, he described her as a great social worker.

Condoling her demise, Maharashtra Governor Mohammed Fazal said the nation had lost one of the closest surviving links to Dr Ambedkar.

A report from New Delhi said Congress President Sonia Gandhi and Rajya Sabha Deputy Chairperson Najma Heptulla also offered their condolences.

An arrested People’s Liberation Army militant has sent his interrogators scurrying for cover even in his captivity, when he claimed himself to be a full-blown AIDS patient.

Arrested PLA militant Bimal Singh put the Guwahati police in a spot when he claimed that he had AIDS.

No securityman was willing to interrogate him although he had been revealing sensational information about ULFA and how he was acting as a mercenary.

The PLA activist was arrested from the Dispur area on Sunday, but the euphoria of the policemen was shortlived when he announced

that he was suffering from full-blown AIDS. He had come to Guwahati for treatment.

This shocked the policemen, especially those who came in close contact with him during the chase, arrest and interrogation.

Fire breaks out in passenger train
New Delhi:
Fire broke out in one of the coaches of a passenger train in the South Eastern Railway today, making it the third such incident in a fortnight. Railway Ministry sources said fire was reported in a coach of the Tatanagar-Bilaspur-Durg South Bihar Express near the Kalunga station near Rourkela. There were no reports of any casualty, the sources said adding that the train was on the move when the fire broke out. PTI

The National Trust has been allotted a Rs 100 100 crore corpus fund to provide shelter and care to around 25 to 30 million people disabled with autism, cerebal palsy, mental retardation and multiple disabilities. National Trust Chairperson Aloka Guha told newspersons here on Tuesday that the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, had been enacted for this purpose.
