TRIBUNE SPECIAL
Khaled’s arrest a blow to Al-Qaida
Girja Shankar Kaura
Tribune News Service

New Delhi, March 14
The recent arrest of Al-Qaida mastermind Khaled Sheikh Mohammed from a posh colony in Rawalpindi is a major body blow to the organisation.

Intelligence reports here suggest that 38-year-old Khaled Sheikh’s arrest would not only be a setback for the organisation, but more importantly to Saudi fugitive Osama bin-Laden, suspected to be alive.

In fact, reports filtering in from Pakistan suggest that Khaled Sheikh, before being handed over to the US agencies, had told his Pakistani interrogators about a recent meeting he had with Osama bin-Laden. Khaled Sheikh’s claim had come as a surprise to his interrogators, who do not believe his statements.

However, more about this would possibly be known to the US interrogators now as reports suggest that they do now believe in Khaled Sheikh’s statement. Incidentally, just days after Khaled Sheikh was handed over to the US agencies, US troops stationed along the Afghanistan-Pakistan border had been carrying out raids on both sides of the border in an apparent bid to locate the Al-Qaida founder and financer.

Intelligence agencies here also believe that besides Khaled Sheikh himself, three other men, an Iraqi and two Afghans, said to be having links with Al-Qaida and arrested along with the terrorist mastermind, could also provide vital information about the future plans of the terrorist organistion.

Reports here point out that contrary to the belief that Khaled Sheikh had been in hiding and lying low ever since the September 11 attacks in New York, he had actually been plotting a fresh wave of attacks mainly in the West.

The US agencies now look at Khaled Sheikh to be more important than even Bin Laden as he is thought to have played an active role in planning, recruiting and building up terrorist cells in South-East Asia and also the Gulf states.

Intelligence agencies believe that Khaled Sheikh has an encyclopaedic knowledge of every major Al-Qaida operation, past, present and future. Why he is more important to the US agencies is because he is said to have knowledge of the whereabouts of each of the Al-Qaida leaders on the “wanted” list.

Intelligence reports here suggest that the US agencies along with the Pakistani counterperts are expected to carry out more raids in the coming days in an apparent bid to capture other Al-Qaida fugitives.

However, this would depend mainly on the kind of information that the US interrogators are able to extract from Khaled Sheikh.

Bhojshala Waqf property: minorities panel
N.D. Sharma

Bhopal, March 14
The Madhya Pradesh State Minorities Commission has given a new turn to the Bhojshala controversy by claiming that it is a Waqf property notified as such under the provisions of the Central Waqf Act.

The commission Chairman, Mohammed Ibrahim Qureshi, told reporters here today that the Masjid Kamaal Maula (on the Bhojshala premises) was built by Sufi saint Maulana Kamaaluddin Chishti in 1306-7.

At some stage, the Public Works Department of the then Dhar state had put up a board there with the inscription of Bhojshala. But a Gazette notification of the Dhar Darbar, dated August 24,1935, had made it clear that the Muslims should not get the impression that the character of the building had been changed in any way and that namaaz would continue to be offered there as before.

Mr Qureshi said there was no evidence of it ever being a temple to Goddess Saraswati.

The Madhya Pradesh Waqf Board yesterday wrote to the Collector of Dhar urging status quo and proper protection of “this Waqf property”. The letter says that the Maula Kamaal Masjid of Dhar has been registered as Jama Masjid against serial number 612 with the MP Waqf Board and is at present under the supervision of the Archaeological Department. It was gazetted by the Madhya Pradesh Government on January 18,1985 under the provisions of Section 5 of the Masjid Waqf Act, 1954 and it has not been challenged before a competent court.

Insurance firm liable even if licence fake: SC

New Delhi, March 14
In a major judgement to help the innocent road accident victims, the Supreme Court has ruled that an insurance company was liable to pay compensation to the victims even if the driver of the vehicle, which met with an accident, had a fake driving licence.

This ruling was given by a Bench comprising Mr Justice S.N. Variava and Mr Justice B.N. Agrawal while imposing a cost of Rs 20,000 on United India Insurance Company Ltd for filing “unnecessary appeals” to deprive the claimants of the compensation.

It was a case in which the insurance company had tried to wriggle out of its commitment to pay compensation to the third party accident victims on the ground that the driver of the vehicle involved in the accident had a fake licence.

The Bench, while giving this judgement, cited an example of a stolen vehicle; while being driven by the thief, meets with an accident and it was found that the thief had no licence at all. PTI

Accept SC verdict: CPI

New Delhi, March 14
The CPI today asked political parties and Parliament to “gracefully accept” the Supreme Court verdict striking down the amended electoral reform law. Stressing that the voter had a right to know about the candidates, party general secretary A.B. Bardhan said information relating to the candidates’ criminal antecedents, assets, liabilities and educational qualifications should be supplied while filing nominations for election. However, since “no distinction is made in our laws between criminal acts and those arising from agitation on people’s issues, the candidate should also be allowed to state the nature of the offence for which there was a case against him or her”, he said. Budget session: less fury, more work
Tribune News Service

New Delhi, March 14
Parliament went into recess yesterday after four weeks of business and less fury and adjournments. The two Houses will commence parliamentary business from April 7.

The Lok Sabha cleared four important Bills which in earlier times could have resulted in adjournments but it appears that the government and the Opposition have begun to respond to the call of the time as people had started being cynical about the institution of Parliament.

Bills on proxy voting, amendment to the SPG Act, the Central Vigilance Commission and on Water Pollution Cess received the approval of the Lower House while the Rajya Sabha also cleared three Bills.

Iraq was another volatile issue but it was turned into an interesting debate during which all sides presented their views.
