The ongoing session of the Haryana Assembly has sprung a few surprises, one of these being the conduct of the lone BSP MLA. Though the BSP is officially in the Opposition, Mr Bishan Lal Saini, MLA from Jagadhari, extended support to the government while participating in the debate on the Governor’s Address.

There was always confusion about the BSP legislator’s stance in the Assembly and it was Mr Narinder Kashyap, a member of the UP Legislative Council and in charge of the party affairs in Haryana, who had clarified during a visit to Chandigarh that the BSP was in the Opposition in Haryana.

When Mr Saini was asked today by TNS about his speech in the House, the BSP MLA, while admitting that he was in the Opposition, said his support to the government was “issue-based”. While Mr Saini showered praise on the government for initiatives taken in the construction of roads, increase in agricultural output and in other fields, he was conspicuously silent about the killing of five dalits by a mob at Dulina in Jhajjar district. The BSP Chief Minister of UP, Ms Mayawati, had landed up at Gurgaon following the incident which took place in October.

Apparently, Mr Om Prakash Chautala is in no mood to reciprocate Mr Saini’s ‘favour’ as today he quickly cited the recent Assembly session in UP as something grotesque. “Mayawati called the session for seven days but called it off just after one day. Such things are not happening in Haryana”, he said.

If the BSP legislator is supporting the government despite being in the Opposition, Mr Chautala has got a bitter enemy in his backyard in the form of Mr Krishan Pal Gujjar, leader of the BJP legislators, who are officially supporting the government. Mr Gujjar, along with Mr Karan Singh Dalal, (RPI), is known for orchestrating moves targeting the Chief Minister.

Mr Gujjar today joined Mr Dalal and Mr Jagjit Singh Sangwan (NCP) to jointly demand a CBI probe into the land scam in Ropar district of Punjab. They alleged that Chief Minister, Om Prakash Chautala’s name had also figured in the scam, and said the latter must order a CBI inquiry to prove that he was innocent. Mr Gujjar quietly withdrew when Mr Bhajan Lal, chief of the Haryana Congress, also appeared in the press lobby where the three MLAs were talking to reporters.

Mr Gujjar, though, is the only belligerent member of the BJP brigade as all other legislators of the saffron party are as docile as any MLA of the ruling INLD.

Mr Dalal as well as Mr Sangwan, both opposition MLAs, are totally cooperating with the Congress, the largest opposition party in the house. These two energetic MLAs have come handy for the Congress which is having two MLAs less in the current session as Mr O.P. Jindal and Mr Balbir Pal Shah being sick are unlikely to attend the session.

The HVP is also in the Opposition though it has refrained from totally throwing its weight behind the Congress.

Adjourn move on SYL canal disallowed

A walkout by the Congress from the Assembly today raised eyebrows as some MLAs loyal to HPCC President, Bhajan Lal did not follow CLP Leader Bhupinder Singh Hooda and left the House only when Mr Bhajan Lal made an exit. The rift in the party, which has been providing a stready supply of fodder to the Treasury Benches for ridiculing the larget opposition party, surfaced when some of the Congress representatives led by Mr Hooda decided to stage a walkout following the Speaker’s refusal to give any categorical answer about fate of an adjournment notice given by them to discuss the issue of completion of the SYL canal.

When Mr Hooda asked Speaker, Satbir Singh Kadian about the notice during zero hour, the latter said that the notice had been sent for the government’s comments and the reply was yet to be received. Mr Hooda, Capt Ajay Singh Yadav, Congress Deputy Leader, Mr Dharambir and other Congress MLAs said the notice was submitted on Wednesday and given the importance of the issue, this should not take two days to decide whether it would be admitted. Mr Kadian retorted saying that Mr Hooda should be happy that the notice had been sent to the government for comments instead of the Speaker himself taking a decision about the notice at his own level. An agitated Mr Hooda, accompanied by some of MLAs, then walked out of the House in protest.

Mr Bhajan Lal, who was engaged by Chief Minister, Om Prakash Chautala, in an argument, could not follow Mr Hooda immediately and strangely four other MLAs, Mr L.D. Arora, Ms Anita Yadav, Rao Narender Singh and Mange Ram Gupta also stayed put on their seats. Mr Raghubir Singh Kadian, a Hooda loyalist, was urging Mr Bhajan Lal to come out but the HPCC chief wanted to first settle the issue at dispute with Mr Chautala. After a while, however, Mr Bhajan Lal also walked out of the House followed by the four MLAs. Soon after the Speaker announced that he had received the file concerned from the government, adding that the notice would not be admitted.

Later, talking to newspersons, Mr Bhajan Lal explained the delay saying that the Congress was a truly democratic party and at times its members did things in their own time.

Mr Hooda, when asked by reporters about separate walkouts by the two warring groups of the party, claimed that there was no rift in the Congress and what was important was that all Congress legislators eventually walked out of the House. Referring to the government move to disallow the notice, Mr Hooda said Chief Minister, Om Prakash Chautala wanted to run away from the SYL issue. “We would like to know what the Prime Minister had told him when he met Mr Vajpayee regarding the completion of the canal and so on”, Mr Hooda said. Mr Dharambir, who was accompanying Mr Hooda, said Mr Chautala was not interested in construction of the SYL canal because it would dry up the excess water currently flowing to Sirsa at the cost of other southern districts of the state.

Mr Chautala, however, told reporters that he was optimistic about the work on the canal starting sometime towards the end of this year. He added that the Supreme Court had, in a communication to the Central Water Resources Ministry in January, asked it to fill the vacant post of a member in the Eradi Tribunal. He said that the notice on the SYL canal was turned down because the issue was still in the court.

During zero hour, Mr Karan Singh Dalal ( RPI) and Mr Jagjit Singh Sangwan (NCP) demanded a CBI probe to find out the involvement of persons of Haryana origin in the land scam unearthed at Ropar in Punjab. The demand was turned down by the Speaker.

Governor lauded for stand on casino Bill

Haryana Governor Babu Parmanand has struck the right note with opposition MLAs following his decision to send the Casino Bill for presidential nod. While participating in the debate on the Governor’s Address today, a number of opposition members heaped praise upon the Governor for his decision.

While Congress members, Capt Ajay Singh Yadav, Deputy Leader, and Mr Jai Parkash, chief whip of the party, lauded Babu Parmanand for the step, Mr Ramkishan Fauji (HVP) said that he was thankful to the Governor for refusing to give assent to the Casino Bill.

Capt Ajay Singh Yadav also spoke at length about water shortage in southern districts such as Rewari and Mahendragarh. The Supreme Court directive to Punjab on completion of the SYL canal was based on the Rajiv-Longowal Accord which was opposed by the INLD. “If the Rajiv-Longowal accord had been implemented, the SYL canal would have been operational by now” Capt Yadav said. The INLD must clarify whether it still opposed the Rajiv-Longowal accord he demanded.

In reply, Mr Sampat Singh, Finance Minister, said the INLD would continue to oppose the accord as it did not serve the interests of Haryana. “The accord did not have the signature of any representative from Haryana”, he said.

Captain Yadav also sought the setting up of a university for the students of Faridabad, Gurgaon, Mahendragarh and Rewari districts. “It is good that a new university named after late Mr Devi Lal is coming up at Sirsa. But unfortunately nobody is interested in setting up a university for the four southern districts, he said.

Ranga seeks MLAs’ help to rein in defaulters

Mr M.L. Ranga, Haryana Minister of State for Health, today appealed to the legislators to furnish information about government doctors indulging in private practice so as to initiate action against them.

Responding to INLD MLA Ramesh Kumar Khatak’s query Mr Ranga said the state government had sanctioned Rs 53 lakh for government doctors as non-practising allowance (NPA). “Still if some doctors are found doing private practice, it has to do with their mentality and the government will like to take punitive action against them”, he said.

Mr Jai Parkash (Cong) asked the minister if he knew about the low patient turnout in the government hospitals at Jind and Narwana. Mr Ranga said due to periodic health camps organised by the government in rural areas, the number of villagers coming to towns for treatment had declined.

The Health Minister said 187 of the 1693 sanctioned posts of Medical Officer were currently vacant in the state. The HPSC had been conducting interviews to fill these posts, he informed.

Replying to Mr Banta Ram, Mr Ranga said that one trauma centre had been set up at Karnal while more such centres were proposed to be set up at Rewari, Sirsa and Palwal.

Mr Om Prakash Chautala, replying to Mr Padam Singh Dahiya, said the government had spent more than Rs 2 crore for giving cash awards to 164 sportspersons from Haryana who won medals in the Commonwealth Games at Manchester, the Asian Games (Busan, South Korea) and National Games at Hyderabad. Mr Chautala said when the government had announced Rs 1 crore cash reward for anyone winning a gold medal in the Olympic Games, opposition members had ridiculed the step, saying that the prize would not have been announced if there was a real chance of any Indian athlete winning gold in the Olympics.

In a written reply to a question asked by opposition MLA Karan Singh Dalal about the number of educated unemployed in the state, Mr Chautala said the total number of such persons was 1,06,100, including 13,733 having postgraduate degrees while the remaining were graduates. Karnal, with 10,234 educate unemployed persons, tops the list of districts as far as this problem was concerned, he said.

Arrest of ex-MLA stayed

Hisar, March 7
A local court has stayed the arrest of Mr P.K. Chaudhary, a former Haryana MLA and a BJP leader, till March 12 in a cheating case registered against him in Hansi police station of the district recently.

Mr Chaudhary in his bail application alleged that the case had been registered on a political ground as he contested the election against former Deputy Prime Minister Devi Lal from the Ghirai constituency in 1991 and also contested the Vidhan Sabha election from the Hansi constituency in 1996 against the present government candidate.

The case was registered against Mr Chaudhary and two others after Suraj Bhan, resident of Sisar village, complained that the former MLA purchased wheat from him for his flour mill at Narela in Delhi, but refused to make the payment amounting to Rs 1.5 lakh.

Mr Bhan had complained about Mr Chaudhary to Chief Minister Om Prakash Chautala in an open darbar held at Hansi on February 12, who directed the authorities concerned to investigate the matter.

8 of marriage party killed in mishap

Rohtak, March 7
At least eight members of a marriage party, including three children, were killed and as many injured, some of them seriously, when their jeep collided with a truck near Bhainsru Khurd village, 30 km from here, last night.

According to the police, the injured were admitted in Post-Graduate Institute of Medical Science here. The police said the accident occurred when the jeep, carrying the marriage party from a Sonepat village, collided head-on with the truck on the Jhajjar-Sonepat road at 10.30 p.m.

The victims have been identified as Jagdesh (35), Ram Prasad (50), Dilbagh and Mahendru (21), Nar Singh (45), Nitya Nand, Meetali and Monu (minor children). The police has registered a case of negligence and rash driving against the truck driver, who reportedly fled after the accident. UNI

1 killed in road mishap

Ambala, March 7
One person was killed and four others injured when a tractor-trailer was hit by a truck on the GT Road today morning. The accident took place when the Railway personnel, who were in the trailer, were hit by a truck near the Kali Paltan bridge. Shish Pal, a resident of Harioli village, died on the spot. The injured were rushed to the Civil Hospital, Ambala Cantt. The truck driver is absconding. TNS
