The Haryana Government has been kept on tenterhooks by the Governor, Babu Parmanand, who is yet to give his assent to the bill on setting up casinos in the state and to the related amendment carried out in the Public Gaming Act.

The Ambala city Municipal Council has rejected the proposal of the state government to form Ambala Corporation by merging the councils of Ambala city and Ambala Sadar. This decision was taken at a meeting of the council here today, in which 21 out of 31 councillors of the Congress, the BJP and the INLD were present.

Tabla maestro casts a spell
Hisar, December 26
Tabla maestro Nishikant Barodekar of the Devdas fame left a select audience spellbound at a concert at the local Dayanand College here last evening. Barodekar is a grandson of vocalist Padma Bhushan Hirabai Barodekar and a disciple of Ustad Allarakha Khan and Zakir Hussain.

Governor keeps govt on tenterhooks

The Haryana Government has been kept on tenterhooks by the Governor, Babu Parmanand, who is yet to give his assent to the bill on setting up casinos in the state and to the related amendment carried out in the Public Gaming Act.

The delay is worrying Mr Chautala who has been scouting for investors for setting up casinos in the state as part of multi-facility tourism projects. The Town and Country Planning Department has been asked to identify sites for such projects, and recently representatives of a Johannesburg based group even visited the state for investing in tourism sector following an invitation by the state government. The foreigners, it was learnt, told Haryana Government functionaries that only a casino could ensure success of the proposed project.

Not to be moved by such eagerness being displayed by Mr Chautala to go ahead with the project, Babu Parmanand is taking his own time before coming to any decision regarding the Bill and the related amendment. The Assembly session, when the Bill and the amendment was passed, was over on October 31. A total of 12 Bills and amendments, passed during the session, were sent to Raj Bhavan on December 3 for the Governor’s assent.

While 10 of them were given assent by the Governor, the casino Bill and the amendment in the Public Gaming Act had been held back by him even though he was required to take decisions at the earliest.”

Governmental circles are also abuzz with rumours about Babu Parmanand obtaining feedback from senior BJP leaders in Delhi, including members of the Union Cabinet, on the casino issue. Officials who are closely monitoring the Raj Bhavan’s moves, however, denied Babu Parmanand having met anyone in Delhi on the casino issue. They, however, admitted that the Governor had summoned the Advocate General of Haryana recently and discussed the issue with him. The Governor had also studied in detail information about the offshore casino at Goa, they said.

While the mandatory recommendation of the Governor was obtained by the state government for the casino Bill before it was was placed before the House, Babu Parmanand had reportedly yielded to the task after a lot of persuasion. The Chief Minister himself had to make a number of calls to Raj Bhavan to make the Governor recommend the Bill. However, Mr Chautala has not yet taken up with the Governor the issue of the delay in his giving assent to the Bill and the amendment.

“If Babu Parmanand does not give his assent to the Bill and reserves it for referring to the President of India, it will mean a permanent fissure between the Governor and the Chief Minister.

Earlier, the Governor, in view of the drought situation prevailing in the state, had refused to give his recommendation to a Bill enhancing facilities for MLAs. The Bill could be placed by the government only in the next session when Babu Parmanand had agreed to approve the Bill.

Haryana Cong assails registration of case

The Haryana Congress has strongly criticised the registration of a criminal case against five plywood manufacturing units of Yamunanagar for allegedly evading Sales Tax.

In a statement issued here today, the Secretary of the party, Mr Sat Pal Kaushik, alleged that by adopting "dictatorial" methods to recover taxes the Chataula Government was terrorising the industry for ulterior motives. He said several similar incidents had taken place in the state. The latest incident of interception of five vehicles carrying plywood on the charge of evasion of tax and the subsequent dharna in the police station by industrialists was "shameful".

Mr Kaushik said no doubt to prevent evasion of tax was the responsibility of the government but it had no right to create an atmosphere of terror by registering cases against the industrialists and transporters.

He said it was an irony that on the one hand the Chief Minister was visiting foreign countries and other States to invite the entrepreneurs to invest in Haryana, on the other the official machinery was harassing the industrialists already settled in the State.

INLD drive to enrol women members

The women wing of the Indian National Lok Dal (INLD) has set a target of enroling 5 lakh active women members by the end of July next year. It also has plans to enrol 2.5 lakh members by April 30, 2003. This was stated by Ms Kailasho Saini, MP from Kurukshetra and state President of the women wing of the INLD, while addressing a meeting of the state executive of the wing here today.

Ms Saini pointed out that the INLD firmly supported the demand for 33 per cent reservations for women in the state assemblies and Parliament. However, the party President Mr Om Prakash Chautala was of the view that before this was affected women should be prepared for taking an active part in politics. She said the membership drive of the women wing of the party was aimed to achieve that very objective. She pointed out that despite 33 per cent reservation for women in the panchayat raj institutions, women have not be able to function independently. This, she said, was due to lack of awareness on the part of women. She has asked all district presidents of the women wing of the INLD to launch membership drives in their respective districts and ensure that a minimum of 5,000 women were enroled as new members in each of the 90 Assembly constituencies of the state.

Ms Saini also called upon them to take an active part in the social uplift of women in the society. A campaign for freeing the society from the social evils should be launched.

Move to form Ambala corporation rejected

The Ambala city Municipal Council has rejected the proposal of the state government to form Ambala Corporation by merging the councils of Ambala city and Ambala Sadar. This decision was taken at a meeting of the council here today, in which 21 out of 31 councillors of the Congress, the BJP and the INLD were present.

The state government has decided to convert the councils of Rohtak, Hisar, Panipat, Gurgaon, Ambala and Yamunanagar into corporations. This decision was already approved in the Cabinet meeting and an amendment was also made in the Municipal Council Act, 1973 in this regard to get it implemented. Some of the municipal councils have already sent their resolutions to the Director, Urban Development Department, Haryana in this regard.

The Director had sent separate letters to Ambala city and Ambala Sadar Municipal Councils on December 19, in which it was asked to send the resolutions regarding converting the councils of Ambala into corporation. The rejection by Ambala city Council has ruled out possibilities of the proposed corporation. The Ambala Sadar council has also summoned its meeting on Friday to discuss over this proposal of the government.

The meeting was presided by the president of the councillor, Mr Rajinder Guddu. In the meeting 21 councillors, executive officer, Ms Jagat and secretary Dharmbir Bava were also present. The councillors who were present include Mahender Tanwar, Sushil Aggarwal, Vijay Bhasin, Amrit Lal Jain, Ramesh Kumar, Joginder Bali, Dharampal Chadda, Raj Kumar Sonu, Bharat Rattan, Swarn Lata, Madhu Aggarwal, Prakash Kaur, Gurpreet Kaur, Suresh Gulati, Vimala Sharma, Chander Mohni, Prvesh Shashan, Inderpal Singh Pammi, Rattan Singh and Surender Gogu.

Dr Dahiya made Honorary Adviser

The Haryana Government today appointed internationally renowned Dr Rajvir Dahiya as its Honorary Adviser for transferring technology in the field of bio-medical research, agricultural and environmental sciences and information technology.

The San Francisco-based Dr Dahiya is known all over the world for the early diagnosis, treatment and prevention of cancer.

Tabla maestro casts a spell

Tabla maestro Nishikant Barodekar of the Devdas fame left a select audience spellbound at a concert at the local Dayanand College here last evening.

Barodekar is a grandson of vocalist Padma Bhushan Hirabai Barodekar and a disciple of Ustad Allarakha Khan and Zakir Hussain.

The maestro showed his extraordinary talent by playing different taals from the Punjabi, Banaras, Lucknow and Assam gharanas.

Mr P.K. Das, Commissioner, Hisar Division, who was the chief guest, said in his address that it was heartening to note that artistes like Barodekar were helping preserve the great Indian classical music. He underlined the need for encouraging such maestros for bringing the traditional Indian music closer to the masses.

Mr Anoop Lather, Director, Youth Welfare and Cultural Affairs, Kurukshetra University, who presided over the function, said educational institutions could play a big role in popularising classical music.

Cadets to be trained at Hisar

A remount and veterinary squadron will be opened at Hisar next year to train cadets of the National Cadet Corps (NCC) in horse riding.

This was disclosed by the Deputy Director-General of the Directorate of NCC of Punjab, Haryana, Himachal Pradesh and Chandigarh, Brig D.S. Dhillon, who along with a contingent of 120 cadets of NCC had called on Haryana Chief Minister, Mr Om Prakash Chautala, here today before the departure of the contingent to Delhi for taking part in the Republic Day celebrations.

The contingent comprised 60 cadets from Punjab, 30 from Haryana, 17 from Himachal Pradesh and 13 from Chandigarh.The cadets presented a few cultural items which included recitation of ‘Heer’, Haryanvi dance, ‘bhangra’ and NCC song.

Couple commits suicide

Jind, December 26
A young couple of the local Sharma Nagar Colony, Bittu and his wife Santosh, allegedly committed suicide under mysterious circumstances yesterday.

According to reports, Santosh took poison at her residence. She was admitted to the local General Hospital in a serious condition, where she died. Perturbed over the death of his wife Bittu jumped before a running train on the Jind-Panipat railway section and allegedly committed suicide. Domestic dispute is said to be the cause behind the suicide. The couple was married about six months ago. The police has registered a case.

Vita ghee prices reduced

The Haryana Dairy Federation today announced a reduction of Rs 5 per litre on all consumer packs of Vita ghee except for the 15-litre tin.

A spokesman for the federation said here today that the poly pack of ghee would now be available at Rs 126.75 instead of Rs 131.75. Similarly, the mono pack of one litre would be sold for Rs 128.75 instead of Rs 133.75. The tin of one litre would be available at a reduced rate of Rs 132.75 and two-litre tin would be sold for Rs 264.50 instead of Rs 274.50
