A joint exhibition of applied art by Deep Shikha Goyal and Manu Gupta was inaugurated by the Kurukshetra University Registrar, Dr Hawa Singh, at the museum and art gallery of the Fine Arts Department of Kurukshetra University here on Monday last.

The Board of School Education, Haryana, will conduct the mathematics examination of matric annual examination on April 6. The examination which was to be conducted on March 25 had been cancelled by the board. 

Flat-rate system unchanged

The Uttar Haryana Bijli Vitran Nigam has installed three-phase electro-mechanical meters at 35,000 tubewells. Stating this here today, a spokesman of the nigam said that the tubewell consumers would, however, get their electricity bills as per the existing flat-rate tariff.

Kidnapping case: 2 sent to custody

The two accused namely Darshan Singh and Kuldeep Kumar, alias Kala, involved in the kidnapping of an advocate of Ambala were sent to police custody for two days here on Thursday.

Winding up of corpn upsets farmers

The Haryana Government’s plan to wind up the Haryana State Minor Irrigation and Tubewell Corporation (HSMITC) has upset not only its 4,000-odd employees but also the farmers in the state.

While the employees are obviously worried about their future, the farmers are unhappy because they feel that the lining and maintenance of lined water courses will come to a standstill.

Significantly, the HSMITC has executed works worth about Rs 300 crore since 1974. It lined 16,127 km of water courses which led to an increase in 13,300 hectares in the irrigated area. This area yielded annually an additional 48,000 metric tonnes of foodgrains.

The corporation was set up to introduce scientific, systematic and accelerated development and management of ground water resources with special emphasis on deep bore tubewells. It began lining of water courses in 1973 and the work continues till date. The funds for the lining work have been coming from the World Bank.

The corporation also runs the biggest and state-of-the-art mechanical workshop in North India. It undertakes the repairs of vertical propeller pumps. These pumps are tailor-made and thus cannot be repaired by any outside agency. The workshop also manufactures submersible turbine pumps for deep tubewells. Besides, the HSMITC is also authorised agency for the drilling of tubewells. It also has a unique ground water directorate for mapping ground water and evaluating balance essential for proper exploitation of ground water for irrigation.

According to the HSMITC employees, their expertise is unique and no other agency will require their services because of the unique nature of the work done by the corporation during the past three decades.

Likewise, the farmers are worried that without proper and regular maintenance of water courses, the irrigation network will suffer immensely. Since the state is already reeling under a severe irrigation water shortage, the winding up of the corporation will further aggravate the problem.

Farmers leaders said the apex court direction to Punjab to complete the SYL Canal had raised hopes of Haryana getting additional water, the government had decided to wind up the agency which could have created facilities for proper utilisation of the additional waters.

Commission pulls up DHBVN

The Dakshin Haryana Bijli Vitran Nigam Limited (DHBVN) has been pulled up by the Haryana Electricity Regulatory Commission for violating the Haryana Electricity Regulatory Act (HERA), 1997 by giving permission for the setting up of captive power plants (CPPs).

An HERC order issued recently in connection with a case between the DHBVN and the commission itself pointed out that the powers to sanction CPPs had been withdrawn from the erstwhile HSEB and conferred on the HERC by the HERA. The powers to impose a penalty for a breach of any direction of the commission or of a provision of the HERA also lay solely with the HERC, the order pointed out. On May 11, 2001, the commission issued guidelines in respect of CPPs on the basis of the above-mentioned principles.

According to the HERC order, the DHBVN violated the 1997 Act when it fined two real estate companies for operating CPPs without permission. The Executive Engineer, Suburban Division, DHBVN, was found having imposed fines on these companies on January 18. The HERC also found that on August 28 last year, the SDO, Industrial Area Subdivision, Gurgaon, had sanctioned a CPP of 380 kva capacity to a car service agency at Gurgaon.

During the hearing, the Director (Technical) of the Haryana Vidyut Prasaran Nigam (HVPN) tried to put up a feeble defence by claiming that the DHBVN had powers to penalise consumers. He, however, could not support under the provisions of the Act, stated the order. Meanwhile, the MD of the DHBVN admitted the charges against his organisation.

In view of the anomaly, the HERC cancelled any notice issued for imposing a penalty or fine by the HVPN, the DHBVN or the UHBVN. The notices issued by the DHBVN to the real estate firms at Gurgaon, one of which was the DLF, also apparently stood cancelled as a result of the HERC order issued on Tuesday.

The HERC also directed that no power would be received by the grid from any CPP without a power purchase agreement approved by the commission. The licensee (HVPN, DHBVN and UHBVN) had not disclosed the electric energy received from CPPs except from Maruti Udyog Limited in its ARR filing. This amounted to the submission of wrong data on power purchases by the licensee and was liable to fines and penalties, observed the HERC.

It directed that the licensee shall within 15 days of the order submit a list of all such CPP owners who had been given permission by the HVPN or the DHBVN or the UHBVN.

The HERC order asked the HVPN to act as a monitoring agency on behalf of the commission to check the unauthorised use of CPPs by consumers.Top

Art can be represented in many forms. Apart from painting and sculpture, applied art is one of the forms in which art can be expressed.

A joint exhibition of applied art by Deep Shikha Goyal and Manu Gupta was inaugurated by the Kurukshetra University Registrar, Dr Hawa Singh, at the museum and art gallery of the Fine Arts Department of Kurukshetra University here on Monday last.

The exhibition displays the work in MA (applied art) by both Deep Shikha and Manu.

A resident of Panchkula, Deep Shikha, after doing Bachelor’s in Fine Arts (BFA) in applied art from the Chandigarh College of Arts, is doing Master’s in Art at the Department of Fine Arts, Kurukshetra University.

Deep Shikha displayed around 60 works, including posters, layouts, placards, illustrations and photography. In her posters, she protests against the extinction of precious wildlife and tries to convince people to protect it. The other social issues covered by her include population control, environment protection and corruption.

Talking to The Tribune, Deep Shikha said she had urged the Kurukshetra University authorities that whenever such exhibitions were organised, they should invite advertising agencies related to this field, so that the students could be benefited.

Along with her parents, she gave all credit to Mr Ram Kumar Sharma, in charge of the Bama Academy of Fine Arts, Panchkula, under whom she learnt art. She also paid regards to Mr Jai Anand and Mr Naveen Bharat, both lecturers of applied art.

Hailing from Chandigarh, Manu has done BFA in applied art. She claims that she is also a national-level basketball player and she is the first one to have chosen the topic of general awareness as an art student for the exhibition.

Manu displayed 76 works, including posters, layouts, placards, and pamphlets on social as well as product campaign.

She says that nowadays not many people are coming forward in this field because middle-class persons cannot afford such an expensive hobby. However, the university should pay some amount to the upcoming artist-students, she suggests.

She gives all credit for her photography interest to her teacher, Mr Naveen, while another teacher, Mr Jai, she says is her real guru.

Concession to sportspersons ignored

When Chief Minister Om Prakash Chautala announced a concession in Haryana Roadways buses for sportspersons participating in various sports meets, he was unaware that the bureaucracy would come up with ways and means to check further depletion of funds from the cash- stripped Haryana Roadways department.

It is learnt that Mr Chautala had announced almost two years ago that all sportpersons in the state will be given a 75 per cent concession, in Haryana Roadways buses to participate in various sports meets. Though this was received with aplomb by the sports community, the concerned officials allegedly did not find it amusing.

It was thus that the State Transport Commissioner, in a letter to all General Managers of the Haryana Roadways, said that this concession be given to sportspersons participating in meets sponsored only by the State Olympic Association. Interestingly, this sop is also not applicable to sportspersons who take part in events organised by the state government and sponsored by the Central Government.

The case was revealed during the Haryana State Rural Sports (Under 16) meet held at Odha in Sirsa from March 30- 31 , and the State Level Women Sports Festival, held at Rewari from March 22- 24. Both these tournaments are sponsored by the Sports Authority of India. Teams from all 19 districts in the state had participated in these events. The district sports authorities had asked the GM, Roadways, concerned to provide 75 per cent concession to the participants.

Interestingly, while most of the teams were given the concession by the Roadways, the sports authorities in Panchkula and Kurukshetra were denied the same for the sports event at Odha. The local sports authorities as well the Sonepat one were denied the concession for the State-Level Women’s Sports Festival, on the plea that these were not sponsored by the State Olympics Association.

Even after this, the State Department of Sports refused to compensate them the amount incurred on the bus travel. They were reimbursed only 25 per cent of the bus tickets by the Sports Department. The travel expenses of these four teams was paid from other heads.Top

 

 

Gen Virendra Singh to head Rohtak PGI

Maj-Gen Virendra Singh (retd), former Commandant of the Command Hospital, Chandimandir, has been appointed the Director-Principal of the Postgraduate Institute of Medical Sciences at Rohtak. He will assume charge tomorrow.

General Virendra Singh was commissioned into the Army Medical Corps in August, 1964, after passing out from the Medical College, Kanpur. After serving in the 1965 and 1971 Indo-Pak wars, he did his specialisation in anaesthesiology from the PGI, Chandigarh.

A noted academician, he has served as the Director-Professor, Armed Forces Medical College, Pune, as well as Professor and Senior Adviser, Army Research and Referral Hospital, New Delhi. During the Kargil conflict, he was the Commandant of the Western Command Hospital, where he was responsible for the management of a large number of battle casualties. He retired in September, 2001.

Robbery at medicine shop

Ambala, April 5
Robbers struck at a medicine shop on Nicholson Road, Ambala Sadar, late last night. The robbery came to light this morning when the owner of the shop noticed that the locks had been broken.

The robbers apparently broke the locks of the shop with an iron rod that has been recovered from the spot. Besides taking away medicines, the robbers also took away a colour TV, a computer and cash. Interestingly, only expensive medicines were stolen. The robbers also took away expensive injections from a refrigerator.Top

 

 

Rebel councillors sit in dharna

Fatehabad, April 5
The dissident municipal councillors, who have been waging a tirade against the local municipal chief, Ms Sheela Wanti Tuteja, today organised a dharna in front of the Municipal Committee office to press for their demand of furnishing of accounts by the municipal chief.

Twelve of the 19 councillors sat on dharna and warned that they would go on fast if the authorities failed to furnish the accounts.

Addressing mediapersons at the dharna site, the councillors said they had boycotted the meeting of the committee held to pass the annual budget as the president had failed to furnish the details of the Rs 2 crore expenditure made on various heads during the last financial year.

They had also submitted a memorandum to the municipal secretary, demanding that till the president furnished the accounts, no money be drawn from the municipal account except for paying salaries of the employees.

But instead of paying heed to their demand, they were subjected to humiliation by the authorities.

In order to streamline the working of Haryana Roadways, the authorities have begun taking action against erring employees. According to sources, nearly 150 drivers and conductors have been chargesheeted for registering short booking. They have been asked to clarify within a week.

The sources said the department had issued recovery notices to two employees for registering short booking and not maintaining the time schedule en route. Several employees have been issued charge sheets more than twice.

He informed that all coordinators deputed at examination centres had been directed to get the question papers from their respective offices of the District Education Officers on April 6. They have been directed to hand over these papers to centre superintendents before 2 p.m.

Woman killed as auto, train collide

A woman was killed and eight persons were seriously injured when an auto carrying them collided with a passenger train at an unmanned railway crossing near here today.

The auto collided with the Kurukshetra-Jind passenger train, near Kutabpur village, official sources said. The deceased has been identified as Kamla of Hisar district. PTITop
