5 hurt as IAF men clash with advocate, relatives Ambala, March 11 The incident took place yesterday evening on the Air Force road, near the Air Force station main gate. While the advocate alleged that the Air Force personnel were at fault since the attack on them took place without any provocation. Air Force officials maintained that the fracas took place after the two Air Force personnel were assaulted. The advocate, Mr Gursher Singh, and his two relatives, Parminder Singh and Daljit Singh, have been injured and are recuperating at Civil Hospital, Ambala city. Nineteen-year-old Parminder Singh is being kept under observation after he was injured on the head. Also, the two Air Force personnel are believed to have been admitted to the Air Force hospital after the incident. The district bar Association today suspended work to protest over the incident. District Bar Association member Ajay Jain, while strongly condemning the incident, said that the police must take quick action against the persons guilty of assaulting the senior advocate and his
relatives. According to advocate Gursher Singh, two motorcyclists were coming from Mahesh Nagar side towards the Air Force station and they were driving erratically. “They did not give us pass even though we kept on asking for it. Later, one of the airman hit on the bonnet of our car without any provocation,” he claimed. He alleged that when they reached the main gate of the Air Force station, the motorcyclists blocked their path. “My relatives, Daljit Singh and Parminder Singh, were dragged out of the car and they began to assault them.” he stated. Mr Gursher Singh claimed that Parminder Singh was hit on the head with an iron rod and even a cricket bat was used to assault the three of them. “The Air Force personnel abused us and threatened us. I was hit a couple of times,” he said. “The car had also been damaged by the Air Force personnel,” he said. However, an Air Force official said, that the personnel were assaulted first by three persons in a Maruti car. “The occupants of the car assaulted the Air Force personnel without any apparent reason,” he added. He said that the fracas took place over giving pass to the Maruti car. “The two Air Force personnel travelling on the motorcycle were chased by the Maruti car and they were hit from behind,” he said. The officer claimed that the occupants of the Maruti car took out an iron rod and began assaulting the two Air Force personnel. “It was then they retaliated after they were hit. The rod with which the two Air Forcemen were attacked is there with us, “he said. “Soon after the incident, all the injured were taken to the Air Force hospital and they were administered medication,” he
said. Superintendent of Police Sandeep Khirwar said that a case had been registered. “We are looking into the incident,” he said. |
QUESTION HOUR Chandigarh, March 11 In a written reply to an unstarred question asked by Mr Anil Vij, Independent MLA, in the state Assembly, Mr Ranga said that out of the 176 medicine samples, 32 were found adulterated or spurious while 144 turned out to be substandard. Mr Ranga said that between April, 1997, and December, 2001, as many as 785 samples failed laboratory tests. In all cases related to spurious medicines (121 reported during the period), prosecution was ordered, he said. The Health Minister said in 83 cases prosecution had been launched in various courts while 38 cases were still under investigation. In 339 cases departmental action under the Drugs and Cosmetics Act, 1940, had been initiated against manufacturers based in Haryana. In 325 cases, the manufacturers were based outside Haryana, and consequently the cases were referred to the states concerned for action. On the issue of the steps being taken to check the sale of spurious medicines, Mr Ranga said the district drug inspectors had been instructed to take 12 samples per month from chemist shops and doctors. The senior drug inspectors were asked to collect five samples per month from manufacturers. Moreover, special raids were conducted on chemist shops to keep a check on spurious medicines, Mr Ranga said. Mr Ranga’s answer was laid in the House during question hour which passed off rather peacefully today unlike the three previous occasions. While replying to a starred question by Mr Bhag Singh on the ban on private tuitions in the state and whether the government intended to provide alternative coaching to those who wanted to sit for competitive examinations, Mr Bahadur Singh, Minister of State for Education, said that while lecturers serving in government and private colleges had been banned from giving private tuitions, coaching centres were functioning and tuitions by private individuals continuing without any restriction. Moreover, a series of facilities were being offered to students of reserved categories to prepare them for competitive examinations, the Education Minister said. He added that additional coaching was being done in colleges for weak students of all categories in English, mathematics and science subjects. In reply to another starred question asked by Mr Jasbir Singh Mallour, Mr Bahadur Singh said that 4,642 posts of teacher in primary schools were found surplus. Such teachers were being adjusted against vacancies in the same district. If it was found difficult to adjust all surplus teachers in their respective districts, some of them would be sent to other districts on deputation, he said. The Education Minister added that data on the teacher - student ratio in the secondary education sector was being collected. “Thereafter, the rationalisation of placement of teachers would be done on the basis of work norms and student strength”, he said. Mr Ashok Kumar Arora, Transport Minister of Haryana, while replying to a starred question asked by Mr Suraj Mal, stated that during 2001-2002 (April 1-Jan 2), the tentative loss suffered by Haryana Roadways was about Rs 45 crore. He said the steps taken to minimise the losses included the rationalisation of the staff, resulting in the reduction of the overall strength of employees from 20,985 (as on March 31, 1998) to 18,960 (as on January 31, 2002). |
Opposition stages walkout Chandigarh, March 11 The Opposition walkout came after the Speaker, Mr Satbir Singh Kadian, rejected the Congress demand to allow those members who were suspended from the House last week to speak on the Motion of Thanks. In his reply the Chief Minister expressed the confidence that the SYL canal in Punjab territory would be completed within one year as directed by the Supreme Court on January 15 last. He made a similar assertion earlier also when he replied to a call attention motion moved by the Independent MLA from Ambala Cantonment, Mr Anil Vij, who said there was apprehension in the minds of the people of Haryana following the negative reaction of Punjab leaders to the apex court judgement. Mr Chautala said the SYL canal was the lifeline of Haryana as the additional river water flowing from Punjab through this canal would result in a gain of Rs 500 crore to farmers of the state. The canal would provide the irrigation facility to four lakh additional acres. Haryana would spend Rs 12 crore to repair the canal in its territory before the Supreme Court deadline of January 15, 2003. It would also complete the distributaries and other water courses before the deadline so that when the river water came to Haryana, the state government was not found wanting. Mr Chautala said the present Central Government had always protected the interests of Haryana. He expressed the confidence that in the future also the state’s interests would be safe in its hands. He accused the Opposition of not being serious in highlighting the problems of the people on the floor of the House. The Opposition, he said, indulged in cheap gimmicks and repeatedly walked out of the House only to grab headlines in newspapers. He said it was a misfortune that the state had no strong Opposition, which was essential for the health of democracy. Referring to the assertions of the Haryana BJP president, Mr Rattan Lal Kataria, that in the next five years the BJP would be the leading party of the state, Mr Chautala said: “Those who talked of reaching number one position, have been relegated to the fourth position in the Yamunanagar byelection.” |
Supplementary estimates passed Chandigarh, March 11 Finance Minister Sampat Singh moved supplementary estimates totalling Rs 960.31 crore pertaining to 25 departments, including Food and Supplies, Home, Fisheries, Forests, Tourism, Transport and Education. The supplementary demands were mainly required on account of the enhancement in the discretionary grant of the Speaker, Deputy Speaker and Ministers, land and building maintenance of various departments and for meeting expenses on salaries, DA and travel expenses of government employees. |

‘Black cap’ protest in
House Chandigarh, March 11 As soon as the House assembled, the Speaker, Mr Satbir Singh Kadian, asked Ms Anita Yadav (Congress) to put her question, she first wore a black cap. The other members followed the suit. However, Mr Kadian ignored the gesture. During zero hour, the Leader of Opposition, Mr Bhajan Lal, tried to explain why this “black cap protest” had been organised. But Mr Kadian ordered that anything said by Mr Bhajan Lal should not be recorded. The Chief Minister, Mr Om Prakash Chautala, said the white cap of Mahatma Gandhi had been blackened by the misdeeds of the Congress. Independent MLA Anil Vij said the black caps were worne by the RSS men. Barring Mr Chander Bhatia, BJP MLA from Faridabad, no other BJP member was present in the House today when Mr Chautala replied to the debate on the motion of thanks. |
Dalal to seek Cong help Chandigarh, March 11 While the Speaker is authorised by the rules to nominate members for some of the committees, there are four panels for which the members are supposed to taken through election. These committees are the Public Accounts Committee, the Estimates Committee, the Committee of Public Undertakings and the Committee of Welfare of SCs and STs. However, the normal practice in the Haryana Assembly is to avoid elections and authorise the Speaker to constitute these four committees as well. For this purpose, the Parliamentary Affairs Minister moves a motion under Rules 231,233, 235 and 270 giving powers to the Speaker for constituting these committees. The other option available for forming these committees is to choose the members through a complicated process of election. Talking to TNS today, Mr Dalal, said that for passing the motion to authorise the Speaker to constitute these committees, the consent of the House was needed. “I will talk to the other Opposition parties to refuse giving consent to the motion”, Mr Dalal said. By giving removal notice against the Speaker on two occasions and by also giving a notice of breach of privilege against the Speaker, the Opposition had already demonstrated that it had no faith in him. “Therefore, it would be logical to refuse giving consent to the motion and insist on the induction of members through election”, Mr Dalal said. According to him, though Mr Kadian asked the leaders of various legislature parties to send the names of representatives of their parties for induction into these committees, he used his discretion when deciding which member should find a place on which committee. “For instance, firebrand legislators like Jai Parkash Barwal and Raghuvir Singh Kadian have been made members of the innocuous Library Committee”, Mr Dalal said. “If the Speaker is denied consent by the House regarding constituting these committees, it will be something unprecedented”, Mr Dalal said adding that he would soon talk to the Opposition parties regarding this. |
55 Haryana policemen receive medals Chandigarh, March 11 The Director-General of the Haryana Police, Mr M.S. Malik, was presented the President’s Police Medal for Distinguished Services. AMBALA DIARY Ambala, March 11 This, however, changed after she swift action taken by officiating Deputy Commissioner, Mr Mahinder Kumar. Mr Kumar during his visit to Ram Bagh road found that cleanliness had not been carried out in the area and he suspended the area sweeper Rajendra on the spot. The suspension of the sweeper has had some impact with an improvement in cleanliness in areas where it was earlier neglected. Mr Kumar had visited different areas of Ambala, including Harijan Basti, BC Bazar and Ram Bagh road, to take stock of the cleanliness drive. Leader kept in the dark It was a classic case of the leader being kept in the dark by the rank and file in a political party which prides itself in being called cadre-based. On Saturday last a press conference was held by the local unit of Bharatiya Janata Party to express sympathies over the Godhra violence. The press conference was addressed by the former Deputy Speaker of the Haryana Vidhan Sabha, Mr Faqir Chand Aggarwal, and senior local leaders, including Ambala city MLA, Ms Veena Chhibber and Dr Bharat Bhushan Jathwad, were present. The leaders said that the press conference was to be addressed by BJP Haryana unit president, Mr Ratan Lal Kataria, but as he was out of town, it was being addressed by them. In the evening, however, Mr Ratan Lal Kataria, who was present at the first reunion of alumni association of SD College, expressed surprise over holding of the press conference. Mr Kataria said that he had no idea about a press conference being held. “I had gone to Delhi but I would have made some changes in the travel plan so that I could have addressed the press conference,” he said. Film show on AIDS Unnat Bharat Vikas, Panchkula, organised a film show on AIDS at the Haryana Roadways, Ambala workshop. The film show on AIDS was inaugurated by workshop in charge, Mr Anand Kumar. A number of employees of the workshop watched the film and they were later given information on the spread and prevention of AIDS by field workers Dinesh Kumar and Anil Kumar. The employees were told that while cure is available for sexually transmitted diseases (STD), there is no cure as yet from AIDS. Waste land development project For the first time in Ambala district, particularly in Barara and Shahzadpur blocks, a scheme for integrated waste land development project has been sanctioned at a cost of Rs 3.54 crore. The scheme would go a long way in tackling the menace of soil erosion through water management resulting in reclamation of degraded soil and improving its fertility. In all 5900 hectares of land would be covered over a span of five years. It is a waste land reclamation on water shed-based project and cost per hectare is Rs 6000 shareable between the Centre and state government. |
4-yr boy abducted, murdered Yamunanagar, March 11 Hemant, son of Mr Kailash Mehta who runs a
Photostat shop, was abducted about 20 days ago. His parents received a letter from the abductor, seeking Rs 2.5 lakh as ransom. They were asked to reach Dehra Dun with the money. Mr Mehta, however reached Dehra Dun with the police. The accused was overpowered by the police. He has been identified as Yoginder of Rattan Pura of Dehra Dun. He revealed that some more accomplices were associated with him. The police brought him to Yamunanagar yesterday. Later, he disclosed that he had killed the child on the same day and threw his body at a deserted place near Chhota road. The police recovered the body and has sent it for a post-mortem examination. |

agency Sirsa, March 11 According to the information received today, the Hero Honda motor cycle and Sonalika tractor agency had only Mr Bhim Singh, Mr Mahesh and Guard Munshi Ram on the premises around 10.30 p.m. Three masked men, two of them armed with pistols and the third one carrying an iron rod, broke into the agency. They overpowered the three employees of the agency, tied their hands and shut them in a room. The three robbers then reportedly destroyed some equipment and decamped with Rs 12,000 and some ornaments. The matter came into notice when a tea vendor came in the morning. When he entered the agency, he found the three employees shut in a room. |
