QUESTION HOUR Chandigarh, March 6 Nevertheless, the Speaker, Mr Satbir Singh Kadian, snubbed an HVP legislator, Mr Ramkishan Fauji, when he attempted to protest against the Chief Parliamentary Secretary, Mr Ram Pal Majra’s claim that the entire state was being provided with quality power by the INLD regime. The original question regarding the generation of power was asked by Mr Bhupinder Singh Hooda of the Congress. As Mr Hooda had walked out of the Assembly in protest against the Speaker’s decision not to withdraw the suspension of the seven MLAs, Mr Uday Bhan, an Independent MLA, stood up to ask supplementaries on the question. Mr Majra, who was answering the question in the absence of the Chief Minister, Mr Om Prakash Chautala, (the Chief Minister had left Chandigarh to attend Lok Sabha Speaker Balayogi’s funeral) said that while the power obtained from the state’s own generating units was 3,783 million units in 1998-99, it was expected to reach 5,220 million units by March 31, 2002. Mr Majra, however, dodged the question about line losses asked by Mr Uday Bhan. On Mr Uday Bhan’s question about the proposed extension of the NTPC unit at Faridabad, Mr Majra said that the work was expected to be completed by 2006-2007. Mr Rajinder Singh Bisla, Independent legislator, said that the NTPC unit was creating a lot of environmental problems to the area where it was located and asked whether the government was taking any step to preserve the ecology of that area. Mr Majra replied that the government had not received any complaint regarding this. However, afforestation was being carried out by the government to prevent industrial pollution. Mr Ramkishan Fauji got a chance to speak when questions on the education sector came up for reply by the Education Minister, Mr Bahadur Singh. On Mr Fauji’s supplementary whether the state government had given any concession in computer education fees to students from backward classes, Mr Bahadur Singh claimed that Haryana was perhaps the only state in the country to have allowed 50 per cent reduction in fees for computer courses for Scheduled Castes students. “The SC students have to give Rs 40 per month for computer education, and so far we have not got any complaint from anyone saying that the charge is too much”, the Education Minister said. On Independent legislator Anil Vij’s question on whether the government knew about the kind of infrastructure provided by privately run vocational training institutions, Mr Bahadur Singh said that inspections were done by the government from time to time to make sure that these institutions had adequate infrastructure. In a written reply to a question asked by Mr Bhag Singh, the Education Minister said that 32 government-aided private colleges had been given permission to start job-oriented courses, including those relating to information technology. The Education Minister told Mr Jasbir Singh Mallour’s that government-aided private schools which fulfilled the norms were treated as permanently recognised schools. On Mr Nafe Singh Rathi’s question relating to investment by the HARCO Bank in Trust Bond Series-C of the HDFC and loss in the receipt of interest by the HARCO Bank due to this and a senior officer’s alleged involvement in the scam, Mr Kartar Singh Bhadana, Cooperation Minister, said that the main accused in the case had died. Now the government had referred the case to a Chandigarh court to find out from whom the money lost by the government should be recovered. On Mr Bhupinder Singh Hooda’s question on the completion of the SYL canal, the written reply of the Chief Minister was that repair work on the Haryana portion of the canal would be completed before the construction of the remaining part of the canal in Punjab. Out of the 20 questions listed for question hour, two put up by MLAs suspended yesterday were removed. Out of the remaining 18 questions, only five could be taken up for discussion. |
Speaker convenes
all-party meeting Chandigarh, March 6 Mr Satbir Singh Kadian has convened an all party meeting tomorrow presumably to soothe the ruffled feathers of the agitated Opposition MLAs. Mr Sampat Singh, Parliamentary Affairs Minister and Mr Kadian were summoned by the Governor today. They met the Governor at around 5-35 p.m. when the Governor believed to have told them to placate the angry MLAs. Raj Bhavan sources confirmed the meeting between the Governor and the minister and the Speaker. However, details of the meeting were not available, they said. Mr Kadian, feigned ignorance when asked about having met the Governor this evening. Leaders of parties invited for the meeting are, Mr Sampat Singh, Parliamentary Affairs Minister, Mr Dhirpal Singh, Revenue Minister, Mr Bhajan Lal, Leader of the Opposition, Mr Bhupinder Singh Hooda, Congress MLA, Mr Krishan Pal Gujjar, Leader of the BJP, Mr Bansi Lal, Leader of the HVP and Mr Rajinder Singh Bisla, Independent MLA, stated the note. |
Demand for drinking water rises in Bhiwani Bhiwani, March 6 The district administration is making elaborate arrangements this time so as to meet the requirement in the peak time. The Deputy Commissioner, Mr Harpal Singh
Malik, told this correspondent today that several water schemes introduced in the district by the Chief Minister Mr Om Prakash
Chautala, would help meet the additional requirement. “Some more schemes for which foundation stones had been laid during the last year were near completion and we are sure each person would be able to get 70 litres of clean drinking water daily”, Mr Malik said. He said the drinking water schemes of Paintawas and Aurangnagar villages constructed at a cost of Rs 110 lakh and Rs 51 lakh, respectively, had started functioning and residents of Paintawas Kalan, Akhtyarpura, Manakawas, Aurangnagar and Hazampur villages had been able to get 70 litres drinking water per person per day. Recently, a water supply project built at a cost of Rs 90 lakh had been inaugurated by the Chief Minister at Bamla village and the construction work on another scheme to provide water to Dhareru village to be built at a cost of Rs 82 lakh had also been started, Mr Malik added. Mr Malik said rural areas were the worst hit and the water shortage remained despite opening of wells and handpumps, but this year residents of Ranila, Shyam Kalan, Dwarka, Dadma, Bhurtana and Dhani Siwach would get water through the Ranila water supply scheme built at a cost of Rs 110 lakh. The Member of Parliament for Bhiwani, Mr Ajay Singh, had inaugurated this scheme recently. He said a Rs 1.70 crore water scheme for Roopana, Nimri, Mansarwas was under construction. Work on an extensive scheme had also been started to provide water to 47 villages of the district. He said Rs 13.48 crore had been sanctioned by NABARD for the district for this purpose. The Deputy Commissioner said second water works to be constructed at a cost of Rs 20 crore would provide 150 litres of drinking water per day to each resident. The construction work on it was continuing on a war footing. He said a drinking water scheme had been sanctioned by the state government for Loharu town for which Rs 1.18 crore had been sanctioned. |
RPI MLA, INLD worker clash Chandigarh, March 6 Though the Chandigarh police had not registered an FIR till late night, the complaints of the respective parties have been entered in the Daily Diary Report (DDR) at the Sector 3 police station, here. Mr Dalal and some Haryana MLAs were protesting against their suspension outside the MLA hostel in Sector 3 when the alleged incident took place. The INLD worker is a former sarpanch of a village in Rohtak district, sources in the police said. Senior police officials said an informal enquiry had been carried out to ascertain the facts of the case. |
Beating up of teacher condemned Jind, March 6 It was pointed out in the meeting that after handing over primary schools to panchyats, the interference by the panchayat members into the functioning of schools had increased. The sangh demanded that the administration should ensure that the panchayats should not interfere in the working of the schools. The district unit of the Primary Teachers Association at a meeting here today also condemned the incident. Mr Sewa Singh, district president of the association, alleged that the teacher, who had been beaten mercilessly, had received serious injuries and had been referred to medical college and hospital at Rohtak. He said if action against the panch was not taken, the association would start an agitation. Meanwhile, the Haryana Rajkiya Adhyapak Sangh has expressed concern over the attack. Mr Sudhir Kadiyan, president of the district unit of the sangh, urged the district administration to take action against the panch. Another district unit of the Rajkiya Adhyapak Sangh (headquarter Adhyapak bhavan, Jind) at a meeting here today condemned the incident. Dairy mela
organised Karnal, March 6 While inaugurating the mela, Dr B.N. Mathur, Director, NDRI urged the farmers to take the required help from scientists of the institute to develop dairying on scientific lines. He assured the dairy farmers that NDRI would extend all sorts of help to them. More than 150 cattle and buffaloes participated in several competitions including a calf rally, held on the occasion. A Karan Fries cow belonging to Mr Deepak Kumar was awarded the overall best prize. Exhibition stalls depicting scientific aspects of dairying were also put up by the institute. Dr Ram Chand, Head of the Dairy Extension Division, interacted with dairy farmers. |
Woman’s death creates panic among villagers Fatehabad, March 6 According to sources, Mrs Palo Devi (32) was married in Khara Barwala village of Mansa district in Punjab. She complained of diarrhoea and vomiting a few days ago. She was treated in a private hospital at Mansa but her condition deteriorated. She was then, brought to Karandi village yesterday where she died in the evening. The victim’s kin, reportedly did not cremate the body but buried it eight-feet-deep on the advice of some villagers. This, according to sources, had created a panic in the area. The Civil Surgeon, Dr S. K. Dogra, when contacted, said the woman had died due to chicken pox and dehydration. The rumours of her death due to plague were totally unfounded, he said. He said his health teams had already visited the village and no case of fever had been found there. |
Students display technical skills Ambala, March 6 Dr R.K. Chauhan, Principal, DAV College, was the chief guest, while the SD College Principal, Dr Desh Bandhu, presided over the function. The exhibition included electronic project section, Power Point presentation section, Application Software section and chart section. More than 160 entries were received in chart section. First prize went to “Global Buzz-new releases” by Minakshi Sharma, second prize to “Conversion System” by Deepsha Gupta, and third to “WAP” by Purti Kohli. The consolation prizes were given to Raghav Sharma, Nancy Sood, Taneema, Sanjeev, Ankur, Vivek, Sandeep, Ashish, Nidhi and Monika. People urged to file returns by March 31 Fatehabad, March 6 Addressing mediapersons here today, the Income Tax Officers, (Fatehabad), Mr A. K. Dheer and Mr. H. S. Saini, said all those persons who have a telephone or mobile connection, have their own or have leased a motor vehicle, occupy 2,000 sq. ft or more of residential premises, have 300 sq. ft or more of commercial premises, have travelled abroad or paid for anyone else’s travel abroad, own a credit card, or are members of club with membership fee of Rs 20,000 or more, are required to submit their returns on 2-C forms by March 31. Mr Dheer said that the last date for the payment of last instalment of advance income tax is March 15. He said there were a total of 21,279 income tax assessees in the district and there was an increase of 4,722 assessees during the current financial year. |
Nigam told to refund power bill amount Fatehabad, March 6 Mr Kishan Chand had lodged a complaint with the forum alleging that the nigam authorities sent to him a wrong bill amounting to Rs 10049. Nigam officials also threatened him that his power connection would be disconnected in case he failed to make the payment in time. The complainant had said that he had paid half of the amount of the bill to the authorities. The forum Chairman, Mr P. C. Gupta, and its members Mr B. S. Dandiwal and Ms Seema Saraf found the nigam guilty and ordered refund of amount paid by the complainant along with Rs 2000 against fine and legal expenses. |
