29 Indians in Pak jail

Twentynine Indians, most of them from Punjab, are reportedly languishing in a Pakistani jail bordering Afghanistan, despite having served their sentence for entering that country without valid travel documents and visas.

Chautala’s foreign trip cancelled

The off-on foreign visit of the Haryana Chief Minister, Mr Om Parkash Chautala, is finally off. According to informed sources, Mr Chautala decided to cancel his foreign visit following a request from the Prime Minister, Mr Atal Behari Vajpayee.

HUDA parks being encroached upon

Several influential persons have illegally encroached upon Haryana Urban Development Authority (HUDA) parks in posh residential colonies and converted these into private lawns. The value of the encroached parks all over the state runs into crores of rupees.

VDS for faulty power meters

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) will launch the Voluntary Disclosure Scheme-2001 (VDS-2001) for declaration of tampered and faulty meters. A DHBVN spokesman said here today that the scheme would remain in force from October 1 to 15 in the area of nigam.

29 Indians in Pak jail

Twentynine Indians, most of them from Punjab, are reportedly languishing in a Pakistani jail bordering Afghanistan, despite having served their sentence for entering that country without valid travel documents and visas.

Lodged in Ward Number 9 of Central Jail at Mach in Bolan district of Baluchistan, Jagtar Singh Aujla of Balahi village in this district wrote to his father that they were last year taken to Istanbul for an onward journey to Germany by their travel agents who had promised them jobs in European countries.

After having waited for two months in a hotel, they were whisked away by the Turkish military during a raid on January 29. He said they were stripped of their $ 18,000 and other belongings and were turned over to an Iranian border militia which after some days pushed them into Pakistan.

Jagtar Singh said all 29 of them, including 26 from Punjab, were sentenced to two months’ jail in March.

R.K. Sharma from the Indian mission in Islamabad, he said, had visited them in jail, raising their hope of release but he never returned to see them again.

Parmjit Singh of Talheri village of this district, also lodged in the same jail, told his parents in a letter that their agents were also with them in the jail. Parmjit had borrowed Rs 1 lakh from a relative in Lebanon to fund his journey for a job in Germany.

Parents of the two youths when contacted in their villages were in tears, praying for the safe return of their sons.

Parmjit’s wife Charanjit Kaur said her nephew in Lebanon had invited her husband and sent the money. But he fell in the hands of unscrupulous agents.

Jagtar’s father Tarlok Singh said his under-matric son had earlier been to Lebanon but returned home after working in a Lebanese fruit nursery. This time he planned to go to Italy for a job but wrong hands landed him in a Pakistani jail.

Haryana intelligence had asked the district police to register a case against the agents from Punjab some months ago. But nothing happened because the agents are also lodged in the jail.

One of the 29 prisoners belonged to Hasanpur in Uttar Pradesh.

The prisoners said two more non-Pakistanis with them in the jail were from some Arabian countries. UNI

Chautala’s foreign trip cancelled

The off-on foreign visit of the Haryana Chief Minister, Mr Om Parkash Chautala, is finally off.

According to informed sources, Mr Chautala decided to cancel his foreign visit following a request from the Prime Minister, Mr Atal Behari Vajpayee.

The sources say Mr Vajpayee rang up Mr Chautala last night to inform him that though he had cleared the proposal of his foreign visit, he would request him to stay in the country during this crucial juncture.

The Prime Minister reportedly told Mr Chautala that the time was crucial not only in view of the Afghanistan situation but also because certain forces were trying to incite communal sentiments within the country. “In such a situation it will be better if you stay within the country. I may need you for consultation,” Mr Vajpayee is believed to have told Mr Chautala.

The sources say following the request of the Prime Minister, Mr Chautala decided to cancel the visit.

Following the ban on the Students Islamic Movement of India (SIMI), certain Opposition parties are trying to put the government on the mat by accusing it of acting on communal considerations in view of the coming Assembly elections in UP

It may be recalled that following the Tehelka episode, it was Mr Chautala and his party, the INLD, who virtually single-handedly ensured the success of a public rally organised by the National Democratic Alliance in Delhi in support of the Vajpayee government.

Mr Chautala’s foreign visit to woo foreign investors has been postponed a number of times. Earlier, it was put off in April last because of the death of Mr Devi Lal, former Deputy Prime Minister and father of the Haryana Chief Minister.

Then it was scheduled for August but again it was postponed because of the holidays in Europe.

The Chief Minister’s plan to go on a 20-day visit of Europe from September 30 was also changed when it was decided that he would head a smaller delegation of seven persons to only Britain, France and Tunisia from October 6 to 14. Now the visit has been cancelled.

HUDA parks being encroached upon

Several influential persons have illegally encroached upon Haryana Urban Development Authority (HUDA) parks in posh residential colonies and converted these into private lawns. The value of the encroached parks all over the state runs into crores of rupees.

The encroachers have illegally built gates in their boundary walls for direct access to the parks.

At the same time they have barred public entry to these parks by putting up gates. As a matter of policy, HUDA does not construct gates for entry to the parks. Instead, entry is provided through stepped openings to prevent stray animals from entering the parks.

The encroachers have illegally grown tall hedges along the park peripheries for added privacy and are also denying entry to the parks through the openings made by HUDA. In most cases, area of the parks far exceeds the original area of the plots. While some of them are using these as private lawns, others have turned these into kitchen gardens. There are still others who have converted these public parks into private badminton and tennis courts.

These encroachments have been allowed to persist, although HUDA forcibly removed hedges and fencings from the green belts alongside the roads in its residential colonies last year following a directive of the Punjab and Haryana High Court. Most house owners were maintaining the green belts outside their houses.

However, since the fencings were removed, these have fallen into disuse giving most colonies a shabby look.

In Urban Estate-II here, four such parks have been converted into lawns. It all began a few years ago when a high-ranking of the officer Income Tax Department rented a house here. He had a gate installed in the boundary wall of the house and banned public entry to the park.

The HUDA authorities turned a blind eye to the encroachment since the spouse of a senior HUDA officer was also working in the Income Tax (IT) Department. The IT Officer vacated the house more than a year ago but the encroachment still remains. Other neighbours took the hint and encroached parks in their vicinity.

More or less a similar situation prevails in many HUDA sectors across the state. The Tribune brought this to the notice of the HUDA Estate Officer here, Ms Monica Malik, two months ago. She then claimed to have issued notices to the encroachers for the vacation of parks within 30 days.

However, when contacted again yesterday, she asked this correspondent to meet the HUDA’s Xen (Horticulture), Mr Hardeep Malik, who too said that the notices would be issued soon.

When it was told to him that the Estate Officer had done so two months ago, he refused to comment.

BSP to go it alone in UP poll

The Bahujan Samaj Party (BSP) will contest the forthcoming Assembly elections in Uttar Pradesh, Uttaranchal and Punjab independently and ruled out electoral alliance with any other political party.

Talking to mediapersons here today, Ms Mayawati, former Chief Minister of UP, claimed that the party had widened its base in all these states. However, the leadership of the party had been changed in Punjab and Haryana on account of anti-party activities by some leaders, she added. Ms Mayawati, who was here to attend a one-day training camp for the office-bearers of the state unit of the party, admitted that the party’s base was weak in both the states and the party would strengthen it at all costs.

She said her party would extend its support to the BJP government in getting the Bill on reservation for Dalits and backward classes passed at a special session of the UP Assembly.

VDS for faulty power meters

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) will launch the Voluntary Disclosure Scheme-2001 (VDS-2001) for declaration of tampered and faulty meters.

A DHBVN spokesman said here today that the scheme would remain in force from October 1 to 15 in the area of nigam.

The VDS for declaration of unauthorised load meant for all domestic, non-domestic, agriculture and industrial consumers would also remain in force simultaneously.

On declaring voluntarily the tampering of and faults in meters installed on their premises, the consumers would be charged penalty only at one-third rate of the penalty imposed on detection of power theft.

The penalty shall be calculated on the basis of connected load as declared by the consumer himself or the sanctioned load, whichever is more.

The faulty meters would be removed and new electronic meters installed within seven days of disclosure at the cost of the consumer.

Special arrangements would be made by the nigam to facilitate the consumers taking benefit of the VDS-2001 by deputing additional staff of audit and revenue.

The forms of disclosure and sheets for calculating the load and amount would be made available in nigam’s sub-divisional offices free of cost.

Squadron’s golden jubilee

The highly decorated Squadron 101 of the Indian Air Force is celebrating its golden jubilee.

The local Station Commander, Group Capt S. Vardhman said the squadron called Falcons had won a Mahavir Chakra, an Ati Visishta Seva Medal, eight Vir Chakras, two Vayu Sena Medals, two Visishta Seva Medals, five M-in-Ds and 14 commendations were given for the bravery exhibited by pilots of the squadron during 1962 Sino-Indo conflict and the exemplary photo reconnaissance mission over the Rann of Kutch.

At the golden jubilee function organised by the squadron here today, the Falcons of Chhamb and Akhnoor laid wreaths on the war memorial in memory of the martyrs.

Jail official beaten up
