degrees Rohtak, September 27 The university notification issued today said that the Vice-Chancellor, in exercise of his powers under rule 31 of the Ordinance General Rules for examination has quashed the results, detailed marks cards and degrees of these students as they allegedly possessed fake and forged university documents on the basis of fake, forged or tampered result entries in respect of various examinations. The fake degree scandal of this university had hit the headlines when Lt Gen O.P. Kaushik (retd) was the Vice-Chancellor. He had instituted an inquiry and the then Controller of Examination, Dr K.C. Bhardwaj, reportedly suspected foul play. The inquiry committee be headed by R.N. Mishra of the Hindi Department submitted a preliminary report suggesting a thorough probe into the scandal. After Maj Gen B.S. Suhag (retd) took over as Vice-Chancellor in June last year, he appointed Mr S.S. Dahiya, a retired Sessions Judge to hold the inquiry in the case. The university has dismissed the services of seven employees, including a superintendent, on charges of their involvement in the fake degree racket. Twenty seven of the persons, whose degrees have been cancelled had taken examination nearly 12 years ago in 1989. Twelve of them are women. Five were awarded B.Ed degrees in December 1991, six in October 1992, five in 1995 and 17 in 1996. The fake degree scandal did not pertain to the B.Ed only. The degrees of five persons of B.A. (part III) have also been quashed by the Vice-Chancellor, Mr Rajvir Singh s/o Parkash Chand was awarded B.A. (part III) degree in April 1993, Jagir Singh s/o Ram Kishan in 1994 and Pushpawati d/o Jagdev Singh, Jasmer Singh s/o Balwan Singh and Ajit Singh s/o Kartar Singh were awarded degrees in April 1995. |

Students in soup over fake certificates Ambala, September 27 According to information, counselling for centralised admission of diploma in pharmacy for the 2001-02 session was held in Ambala. There are about 600 seats in pharmacy in various colleges in the state. According to sources most of these students belong to different districts of Rajasthan. The certificates were used to get admission in the D. Pharma courses for which the counselling for the seats was held in July in the Ambala polytechnic. The department has asked the local police to register FIR against the erring students. The department in a letter written to the police has said that the matter was got inquired from different SDMs, and it has been found that the students had got admission by producing fake domicile certificates. Sources said that matter came to light when a resident of Urban Estate wrote a letter to Chief Minister Om Prakash Chautala, alleging large-scale irregularities in the D Pharma course. He alleged that fake domicile certificates were enclosed with the admission form during the admission. The complainant also alleged in his application that around Rs 50,000 was charged from the students by some unidentified persons for issuing fake certificates. Subsequently the Chief Minister cell, taking the matter seriously, sent the complaint to directorate for further inquiry. The Director of the department ordered the checking of domicile certificates of all students who produced the domicile during the admission.The directorate asked the Principal of Ambala women polytechnic to inquire the matter in detail by sending some official personally to the SDM offices concerned from where the domicile certificate was issued. The Principal, after conducting the inquiry, submitted his report to the directorate, in which he submitted the details of the college and the students. Sources in the directorate said that an official visited various SDMs from where the certificates were issued. Officials said that during the investigation it was found that most of the certificates were issued from Sirsa, Mandi Dabwali and Ellanabad with fake seal and signature of the domicile-issuing authority. According to available documents, out of the 36 students, 10 had taken admission in the Lord Shiva College of Pharmacy, Sirsa, 10 in the Janta College of Pharmacy, Bhutana, seven were students of the Hindu College of Pharmacy, Sonepat, seven were students of Government Polytechnic, Adampur, while a student each had taken admission in Government Polytechnic, Uttawar, and the Dehat Vikas College of Pharmacy, Tigoan. Officials said that they had cancelled the admissions of these students with immediate effect. All fees and other dues paid by the students also stand confiscated. |

Remand extended in multiple murder case Hisar, September 27 The earlier seven-day remand of the accused, arrested by the Haryana State Vigilance Bureau in connection with the multiple murder of the Punia family on August 24, ended today. Sanjeev’s 20-year-old wife Sonia, who claimed to have killed seven members of her family, including father, mother, sisters and brothers, at the family’s farmhouse at Litani, Hisar, is already in judicial custody. The bureau today further sought custody of Sanjeev for recovery of a mobile phone and pistol from him. The phone had been given to him by his family to remain in touch during the period he remained a fugitive, while the pistol belonging to his mother-in-law Krishna had been drawn by him from a Faridabad’s bank locker with her authorisation. Sanjeev had also purchased 24 cartridges from the market on the basis of a letter given to him by Krishna. The bureau has recovered the authority letter. The bureau told the court it had also recovered ashes of his blood-stained clothes that he had burnt and concealed it in a piece of cloth at Bhainswal village near Shamli. It told the court that Sanjeev confessed during interrogation that after committing the crime, he went to Jind and informed his parents and other family members (already in judicial custody) of the crime from a public telephone. From Jind the accused went to Panipat and later to Shamli where his family members gave him new clothes and a mobile phone. Later, he burnt to ashes his blood-stained clothes near Bhainswal. The bureau informed the court that Sanjeev further confessed that from Shamli he went to Banwasa village bordering Nepal and kept contact with his family members through mobile phone. The bureau had taken over investigation of the case following violent protests by villagers of the area against the alleged delaying tactics by the police.

Electronic meters cut line
losses Rohtak, September 27 The line losses, which had crossed the incredible figure of 50 per cent, have now down to nearly 35 per cent. The department has installed approximately 38,000 new electronic meters in the Rohtak circle comprising the districts of Rohtak, Jhajjar, Sonepat and Jind. Mr Sagar said that the revenue collections in the circle had increased by 18 to 20 per cent as compared to the corresponding period last year. Against the target of Rs 171 crore, the department has collected Rs 130 crore from April to July this year. Last year, the collections were only Rs 116 crore against the target of Rs 124 crore. He said that the UHBVN had, during a special drive, detected 4252 cases of power theft in the Rohtak circle, of which 4174 cases related to domestic consumers and traders, 69 industrial and nine agricultural consumers. The department had recovered Rs 362.65 lakh as fine from these consumers. Mr Sagar told 93,487 consumers in 239 villages of Rohtak circle owed over Rs 335 crore to the UHBVN. A few of these defaulting villages have submitted memorandums expressing their willingness to pay outstanding bills provided the government waived the surcharge amount. Their case had been sent to the government for action, he said. The UHBVN had also launched a special drive from March last year to recover the outstanding bills. Till August, the power supply to 75611 consumers was disconnected and the department had recovered Rs 16.74 crore in the process. The Chief Engineer said that the UHBVN was organising special camps in villages to regularise the ‘kundi connections’ and on the spot installation of electronic meters at the residence of such consumers. He expressed satisfaction over the response of the consumers to this scheme. Mr Prem Sagar disclosed that the UHBVN has detected during a special drive that 452 agricultural consumers had installed motors of more power than the sanctioned load. The department had imposed fine on such consumers, he said. |

Quota on rotation basis
sought Panipat, September 27 While addressing a press conference here, Mr Naagar said the majority of the people of different castes other than the Scheduled Castes were feeling discriminated due to the continuing reservation for the past 54 years and even this had now been extended for another 20 years. The reservation on the rotation basis would provide opportunities to the people of other castes and this would strengthen democratic values in the society, he said and tried to justify his stand with the remarks that in many of reserved constituencies, the population of a particular caste other than reserved one is found more than 40 per cent of the total population. He said there were 450 Assembly constituencies and 40 Lok Sabha seats which were having majority of Gurjar population but were reserved for Scheduled Castes. “I am not against reservation, but it should not keep the people of other castes deprived of this,” he added. He said a four-point charter of demands of the Gurjar Maha Sabha was submitted to the Central Government after organising a demonstration in front of Parliament in Delhi on July 23. The demands included reservation for the Gurjars in and around Delhi; reservation on the rotation basis and the establishment of a Gurjar regiment in the Army. Alleging that the Gurjar samaj has remained neglected in terms of education, employment and in other fields, Mr Naagar pointed out that the Gurjar population was more than 15 crore in about 12 states of the country. He also said the sabha had planned to organise an awareness rally at Quila Parikshit Garh (Meerut) on October 3. |

"nyay yudh" to fight against injustice being done to Haryana in the matter of the allocation of river waters. However, nothing had been done in this regard by the Chief Minister, Mr Om Prakash Chautala, Devi Lal's son, who had close personal relations with the Punjab Chief Minister, the statement alleged. "What type of sadbhavna is this when the people of Haryana are being deprived of water because of the non-completion of the SYL canal by the Punjab Government?" Mr Hooda asked. The HPCC chief also alleged that farmers were being harassed by officials of the state agencies at the time of paddy procurement. |

New engg courses to be
introduced Chandigarh, September 27 A spokesman of the department said here today said that some post-graduate programmes were being added at Regional Engineering College, Kurukshetra, to ensure the optimum utilisation of the available infrastructure. He said there was also a proposal for starting three-year special degree courses at the government polytechnics at Sonepat, Nilokheri and Uttawar and Government Polytechnic for Women at Ambala city and Sirsa with 520 seats. A three-year diploma course in computer engineering with an intake of 40 was also being added at Government Polytechnic, Manesar. The spokesman said the state government had decided to set up 10 new government polytechnics with a combined intake of 1,800 at Rajpura (Jind), Umri (Kurukshetra), Dabwali (Sirsa), Dhamlawas (Rewari), Pabnawa (Kaithal), Dudhola (Faridabad), Bapoli (Panipat), Gharaunda (Panipat), Odhan (Sirsa), Tohana (Faridabad) and the Institute of Information Technology at Panchkula.

Workshop for cops on human rights
Ambala, September 27 The workshop was organised by the human rights cell of the state police headquarters in collaboration with the National Human Rights Commission and the British Council with support from Foreign and Commonwealth Office, UK. The lead trainers for Haryana were Dr J.V. George, IGP (law and order), and Mr K.K. Sharma, SP, Crime, CID. The SP Ambala, Mr Sandeep Khirwar, said that personnel from four police units, including Ambala, Panchkula, GRP and Ist Battalion, participated in the workshop. A panel discussion on “Is third degree essential for investigation” was held in the morning. IG Dr J.V. George said that human rights must be protected. “We can be effective even by following human rights norms. Whenever the police takes action, it has to be legal, necessary and it has to be proportionate to the incident,” he said. “We are sensitive to the issues concerning people and are taking steps to orient our people towards human rights,” he added. The workshops have been designed on the basis of a need to address the issue of an increase in the complaints received by the National Human Rights Commission on violations by police personnel. A key area of concern identified by the NHRC is custody management. |

CPM accuses USA of hypocrisy Rohtak, September 27 The party has accused the USA of hypocrisy and double standards in projecting itself as a country against terrorism while its record was contrary to this. The recent sealing of the bank accounts of 27 dreaded terrorist outfits was itself a proof that the USA was the centre of terrorist activities. The State Secretary of the CPM, Mr Inderjit Singh, said here today that the USA has been actively supporting those countries who encouraged terrorism, including the Taliban government. The CPM has accused the USA of using the tragic attacks of September 11 to consolidate its hegemony over the globe. In view of these imperialist motives of the USA, the Indian government’s stance of endorsing of the US policy could not be supported. HISAR: About 300 CPM workers on Thursday courted arrest while demonstrating against the Centre's economic policies, corruption in high places, communalisation of education and its support to the USA in its war against terrorism. The workers led by senior CPM leaders Inderjit, Krishan Sarup and Prithi Singh Gorakpuria took out a march from Krantimaan Park to the Nagori Gate. Later they gheraoed the local telephone exchange for over two hours after which the police took about 300 partymen into custody. Most of them were taken in buses to far off places and released there. He accused the Chief Minister of "serving the political interests of Mr Parkash Singh Badal". |
Sampat refutes Bansi’s claim on fiscal position Rohtak, September 27 Supporting his claim of a sound financial position, he said the revenue receipt decreased from 6,048 crore in 1996-97 to Rs 5,097 crore in 1997-98 in the Bansi Lal regime, while during the tenure of the present government the revenue receipt was registered at Rs 7,035 crore, last year, and was likely to touch the estimated target of Rs 7,960 crore at the end of the current financial year. Similarly, he claimed that there had been a considerable increase in the financial assistance received by the state from the Centre. |

15 electroplating units sealed Faridabad, September 27 According to officials of the board, about 15 units located in residential areas had been sealed recently. Some of units are located in old Faridabad and Ballabgarh areas. According to survey reports, about 350 electroplating units which are operating in the district are located in ‘no-permit’ area. Such units are reportedly releasing their effluents directly into sewerage or bored deep in the ground, thus contaminating the water. Now the board has proposed to create a special zone for such (electroplating) units in Sector 58, here, which has been given a green signal by authorities concerned. While several units have applied for plots in the new zone, a large number of units are still operating in residential areas.

IN FOCUS Ambala The eye, dental, skin and psychiatric OPDs are in the old building while surgery, general, orthopaedic and gynaecology OPDs operate from the new building. The indoor and emergency wards, the laboratory, X-ray, ECG, ultrasound and other facilities are located in the new building. About 10 years ago, when the new building of the hospital was constructed, it was decided to construct the second block at the earliest so that all OPDs and wards, and laboratory facilities were put under one roof for the convenience of the patients. But even after 10 years, the hospital remains divided in two sections. The initial plan to construct a second block at the new site on priority basis, was later dropped. This district-level hospital receives patients also from the rural areas. Such patients and their attendants have to rush from one building to the other for various reasons. Patients from the OPDs in the old building have to go to the new building for clinical tests, and rush back the old building with the reports. The residents of Ambala have approached their representatives in the State Assembly and Parliament several times in this regard. This district has five MLAs and Two MPs and most of them belong to the ruling party. Yet they do not seem to have been able to get the hospital building completed. |

Forestry scheme comes under fire Faridabad, September 27 While the workers union has claimed that it may render 3,000 workers of the department jobless, it has even raised questions about the future of the scheme. The Van Karamchari Sangh, Haryana, has submitted a memorandum to the Chief Minister describing the scheme as a tool of retrenchment of staff who may be declared surplus in view of decreased workload after the implementation of the scheme. Describing the new scheme as impractical, the memorandum says the forestry scheme in Haryana, which had seen a rise from 2.5 per cent (land under forest) to 7.8 per cent in the past three decades, could receive a big jolt. The sangh has appealed to the Chief Minister to intervene to put off the implementation of the scheme in its present form. It has assured full cooperation of the staff if the scheme was modified and suggestions of the staff were taken into account. |
