Now ‘Mahasangh aap ke dwar’ Rohtak, September 22 The Chief Minister launched the “sarkar aap ke dwar” scheme immediately after coming to power in 1999 to solve people’s problems at their doorstep. The mahasangh has launched this scheme now to solve the problems of government employees posted at the district, subdivision or tehsil headquarters. Interestingly, the mahasangh had supported the INLD in the last Assembly elections, but its leaders appear to have been alienated from the ruling party over the non-acceptance of their demands. The mahasangh has announced a state-level rally at Jind on November 4 to highlight the problems of its members. The mahasangh has threatened to intensify the agitation if the government fails to accept their demands. The “mahasangh aap ke dwar” programme will be launched here on September 24, according to Mr Bharat Bhushan, state press secretary of the Haryana Karamchari Mahasangh. The mahasangh chairman, Mr Jal Karan Balhara and other senior leaders would be present on the occasion. The mahasangh would also make attempts to resolve the problems of the employees working in various government-owned boards and corporations. The main demand of the mahasangh is implementation of the recommendations of the Fifth Pay Commission in various boards and corporations. Employees working in these institutions have been denied the revised pay scales on the grounds that these were running in losses. The mahasangh has also opposed privatisation of the health services in the state and the transfer of primary schools to panchayats and municipal committees. It has demanded payment of allowances to government employees according to the recommendations of the Pay Commission. |

inaugurates seminar on cancer surgery
Kalka, September 22 Mr Chautala stated this while inaugurating a three-day National Conference and an International Seminar on Cancer Surgery at Pinjore last evening. Nearly 400 delegates, including representatives of national and international authorities on cancer from all over India and neighbouring countries are participating. It is for the first time that conference on “Gastrointestinal Cancers” and seminar on current trends in oncology are being organised in Haryana by the Department of Surgical Oncology and Regional Cancer Centre, Pt Bhagwad Dayal Sharma Postgraduate Institute of Medical Sciences
(PGIMS), Rohtak. The Chief Minister said a campaign should be launched with the assistance of medical professionals and social organisations to acquaint people with the disease of cancer which if detected early could be cured. He said that due to research all around the world, it was now possible to cure cancer of various kinds. He praised Indian doctors’ expertise and knowledge. He hoped that the Indian doctors would be able to find a cure for this disease which was the result of modern day life style. He urged people to abstain from intoxicants and tobacco. The Chief Minister also informed that trauma centres would be set up on all national highways passing through the State. Work on Karnal trauma centre had already begun. He said that there was also a proposal to set up cobalt therapy units in the districts of Sirsa, Ambala and Kurukshetra. One such centre had already come up at Bhiwani. He assured that the Government was creating a pollution free environment in the state for better health of the people. The Haryana Government had also been taking steps to develop specialised services in cancer. The Government recently set up a Regional Cancer Centre at
PGIMS, Rohtak headed by Prof. R.K. Karwasra, who acquired the skill in cancer surgery from Tata Memorial Hospital, Mumbai. Giving details of the conference, Dr
Karwasra, organising secretary, said that there would be video workshop sessions during the conference and the experts would have discussions with the audience. Video films from Japan, the USA, Tata Memorial Hospital, Mumbai and other noted centres of cancer would be screened and discussed for benefit of the delegates with global experience. A quiz on oncology surgery would also be held. International experts participating in the conference are Dr James Rucinsiki from the USA, Dr
Kaiwa, from Japan, Dr Sharma and Dr Maudar from Nepal. Dr K.S. Bangu from the USA would talk on breast reconstruction after mastectomy for carcinoma breast. Some of the Indian experts attending the conference are Dr

New rules put motorists in a fix Hisar, September 22 This has created a piquant situation where motorists entering one district from another are threatened with challans for using wrong number plates. Likewise, motorists entering Delhi from Haryana await a similar fate. The confusion has forced motorists to carry two sets of number plates - one with white background and the other with black. The confusion began when newspaper reports late last month carried confusing reports about the new regulations. The general impression created by these reports was that white background number plates would be compulsory after September 28. The policemen in many districts saw an opportunity in this. They hired painters and deployed them at all check posts and barriers on main roads. Motorists were stopped there and forced to reverse the colour scheme of the number plates on the spot for a hefty payment. This created a panic among motorists who thronged the signboard shops and paid an average of Rs 400 for new number plates. However, they soon began to realise that this did not save them from harassment by the police in other districts and the neighbouring states where they were threatened with challans. A public outcry forced the unscrupulous policemen to withdraw the painters from the scene and senior officials in most districts put the blame on the newly created Highway Patrol police. Strangely, transport department offices around the state had no clear-cut guidelines on the issue till the last week when motorists began demanding copies of the new regulations. However, the damage has been done. Most motorists now have an additional set of plates which too may turn useless in the next few months when they will be required to have embossed number plates with holograms carrying the vehicle’s
engine and chassis numbers. Though painters have vanished from checkposts, the threat of challaning continues to haunt motorists on national highways. That a vehicle cannot be challaned on this pretext is evident from the fact that the challans issued only mention other breaches of law such as use of screen on windows or seat belts etc. Nevertheless, when stopped by the police, most motorists with the help of a screw driver and a spare set of number plates in hand to the needful to conform to the new traffic guidelines! |

Hisar, September 22 The seniors allegedly forced them to strip and subjected them to an unnatural act. Shocked at the incident, one of the victims left the hostel next morning and went home, while others complained to the Warden, who banned the entry of two seniors into the hostel. The Sirsa district police chief, Mr Alok Roy, when contacted on phone, said action would be taken against the culprits only if the institution complained in writing. |

YC holds demonstration Sonepat, September 22 Thousands of party workers shouted slogans against the state government and the Chief Minister. Mr Randeep Singh Surjewala, president of the All-India Youth Congress, Ms Monika Malik, president, District Mahila Congress, Mr Krishan Puri Ranjha, president, District Youth Congress, and Mr Ranwant Singh Dahiya were among those who participated. Earlier, the party workers took out a procession which passed through the main bazaars of the city. Traffic was disrupted for hours as a large number of tractor-trailors were part of the procession. Addressing a rally of party workers, Mr Surjewala said the minimum support price (MSP) for paddy fixed by the government for the current kharif season was meagre. The cost of agriculture inputs like fertilisers, diesel and insecticides had increased considerably but the government had announced only an increase of Rs 20 per quintal in the MSP, he said. He demanded that the government should made elaborate arrangements for the purchase of paddy. Mr Surjewala alleged that the state government had failed to safeguard the interests of the farmers. He also opposed the forcible installation of electronic meters. He alleged that irregularities were being committed in the purchase of new meters and demanded an inquiry into it. |
Seminar
on environment concludes Panipat, September 22 Participants from small-scale industries (SSI) urged the government to provide financial benefits and concessions to SSI units which caused less pollution and adopted pollution-control measures. They pointed out that at present, a subsidy to the tune of Rs 75,000 was being given to SSI units for ISO-9000 certification. They demanded that the units should be given similar subsidy for ISO-14000 certification also as the cost of pollution-control equipment was high. In his inaugural address, Mr R.S. Berwal, member secretary of the Haryana Pollution Control Board, said the increasing pollution level in the state was a matter of concern for all and the small industries in this region should come forward to protect the environment. He assured of all possible assistance from the government for pollution control. The Regional Director of the NPC, Mr Ajit Singh Malhotra, and the Programme Director, Mr S.P. Singh, explained the ISO-14000 certification procedure to the participants and stressed that every SSI unit should have an environment policy. They stressed that the recycling and reuse of waste would be helpful in minimising the environmental pollution. |
Raw deal
to South Haryana alleged Gurgaon, September 22 A decision was taken to organise such
conventions in other districts of south Haryana as well. The next one
will be organised at Narnaul, within a month. The predominant view at
the convention was to float an organisation to address the problems
faced by people of the area comprising Gurgaon, Faridabad,
Mahendergarh and Rewari districts. Several participants stressed the
need to float a political party to spearhead a campaign against the
alleged discrimination with the districts falling in south Haryana by
the successive state governments. The convener of the parishad, Mr
Ramananad Yadav, said a decision of a political organisation would be
taken only after assessing the mood of the people in all four
districts. The major issue was the shortage of water in south
Haryana, especially in the Ahirwal belt, the speakers said, adding
that the successive governments discriminated the areas in matters of
development projects and providing employment to the youths of the
area. Mr Karan Dalal, MLA from Palwal in Faridabad districts, alleged
that the Chief Ministers and their family members were concerned only
with collecting funds from the areas like Gurgaon and Faridabad. He
urged the gathering to take the agitation to the streets to pressurise
the government and the local MLAs to address the basic issues like
water. He lashed out at the present government, alleging that it had
allowed rampant constructions in the district, without caring for the
needs of water of the residents. |
NGOs should assist
govt: Babu Parmanand Rewari, September 22 The Governor was speaking at a function held at the Red Cross Bhavan complex here. He said a sizeable chunk of the population directly needed educational, employment, medical and residential facilities. It was, therefore, essential that the NGOs and residents’ organisations should come forward to assist the government in this task.
Babu Parmanand said the country had nearly three crore Income Tax payees, including around 25 lakh
ruralities, who could play a key role in shaping the destiny of rural India. He said the Red Cross was doing a good job in ameliorating the condition of the poor and the needy. He called upon the residents make liberal contributions to the coffers of the Red Cross Society. The Governor also distributed tricycles and artificial limbs to physically challenged persons. Earlier, Mr Vineet Garg, Deputy Commissioner-cum-Chairman of the District Red Cross Society, read out the annual report of the society. A colourful cultural programme was also presented by schoolchildren on this occasion. However, hundreds of schoolchildren were made to sit in the pandal for hours together without water. The thirsty children wistfully looked at the guests who were being served with soft drinks by the organisers. Later, the Deputy Commissioner presented mementoes to the Governor and his wife. Prior to this, the Governor laid the foundation stone of a Sainik Parivar Bhavan near the Circular road here. |
Looting
bid foiled, two youths held Jind, September 22 The SP said the police had received a tip-off that some armed youths were trying to loot passengers and vehicle occupants at the bridge, following which a police party rushed to the spot and arrested the youths while their third accomplice managed to escape under the cover of darkness. The police has registered a case under Sections 398 and 401 of the IPC and under the Arms Act. The SP said their third accomplice had also been identified as Kuldeep of Alewa village. He said one of the motor cycles impounded from the youths had been stolen by Shamsher from Panipat. |
Two watchmen stabbed to death Jhajjar, September 22 According to the police the owner of the factory reported that both watchmen. Jile Singh of Raipur village in Jhajjar and Agaloo of Uttar Pradesh were sleeping on the roof of the factory. They were found lying in a pool of blood in the morning with multiple stab injuries on their bodies. The police has registered a case under Sections 302 and 452 of the IPC. |
Kisan Mela concludes Karnal, September 22 The objective of the mela was to acquaint farmers with the latest techniques and machinery available to increase agricultural produce and improve cattle rearing. Many scientists spoke on various disciplines. An interaction between the scientists and the farmers was also arranged. The services of 60 private dealers in fertilisers pesticides,
weedicides, agricultural implements and seeds had been enlisted for the
mela, said Mr Rajiv Arora, Director, Agriculture. Mr Arora said the focus was the adoption of zero tillage machine for sowing wheat during the coming season. The paddy transplanter and zero tillage machine displayed at the exhibition attracted the farmers’ attention. The farmers said paddy transplanter saved a lot of time. Moreover, it was very useful as farm labour was not easily available, they said. The farmers also talked about problem related to the sale of spurious
weedicides, pesticides and fertilizers. This caused huge losses to them. They had no easy method to know of the genuineness of the product, they lamented. |
Bias in wards’ delimitation alleged Panchkula, September 22 “The notification is partial as it has included non-official members from the ruling Indian National Lok Dal only instead of local MLA, Lok Sabha, member and a Rajya Sabha member, apart from other prominent personalities,” the president of the Citizens’ Welfare Association, Panchkula, Mr S. K.
Nayar, said in a statement here today. He said the method to delimit wards was allegedly adopted to sideline other political parties, which had been winning in the constituency for almost a decade. Sectors had been split in two constituencies, leading to confusion about their representatives, he said. He said the government had shown an unwarranted hurry to delimit wards despite a petition in this regard being heard in the High Court on a day-to-day basis. |
Explosives
found near Naraingarh Ambala, September 22 The
explosives were found during the digging work being undertaken by the
Telecom Department near a petrol pump at Shajadpur. Following the
recovery of the explosives, the police was alerted. The police
cordoned off the area and senior police officials rushed to the
site. It could not be ascertained what type of explosives these were
and why these had been buried. Explosives experts were summoned. The
Superintendent of Police was not available for comment. |
Entire staff at police station transferred Rohtak, September 22 The policemen were transferred following complaints that the policemen on duty often misbehaved with the public and consumed liquor in the premises of the police station. District police chief A.S. Ahlawat said the police personnel found guilty of dereliction of duty and misbehaviour with common people would be dealt with sternly.
