Nodal cell helps settle marital discords
Our Correspondent

Fatehabad, September 19
Ms. Tosha Devi’s marriage was on the verge of breakdown when efforts of the nodal cell for women created by the district police bore fruit and differences between the couple were resolved after their counselling. Ms Tosha Devi is living happily with her husband and in-laws today. Her in-laws, on whom she had alleged harassment for dowry, too have learnt a lot from their bitter experiences during the police investigations.

Ms Tosha Devi of Avalki village near here was married to Parkash of Bahalpur village in 1993. The marriage, according to her complaint to the police, proved to be a nightmarish experience for her. Though her father gave sufficient dowry according to his capacity, her in-laws began harassing her for bringing insufficient dowry. The harassment went on increasing and they also started beating her up. She was kicked out of her residence three months earlier.

The nodal cell of the police comprises of a sub-inspector, a woman advocate from the district courts, Ms Kiran Sachdeva, president of a Tohana-based NGO, Matra Shakti Ms Shashi Kaushal, and some women cops. The members of the nodal cell summoned both the parties and counselled them to give another chance to the marriage. Both sides had their grievances and the dispute was settled after elders from both the sides persuaded them to sink their differences. Ms Tosha Devi does not have any complaint against any member of her in-law’s family now.

The SP, Mr Hanif Qureshi, informed mediapersons yesterday that the nodal cell for women had been able to settle more than 80 cases of marital discord in the current year. In most of the cases, separation and then divorce seemed a near certainty. But the efforts of the nodal cell not only saved these marriages from dissolution but also brought the smiles back on many faces.

He said as many as 65 cases under Section 498-A of the IPC had been registered in the district in the current year and the nodal cell had been able to resolve almost half of those cases. In as many as 50 cases in which no formal complaint was registered, the parties were persuaded to make a compromise, he added.

Tribune News Service

Ambala, September 19
Municipal councillors of Ambala City pointed out several discrepancies in the new house tax policy during a general meeting of the House held here today.

The councillors demanded that the new house tax policy should not be implemented till these discrepancies were removed. They were critical of the significant increase in house tax in certain pockets which are not considered to be posh areas.

A major discussion on granting approval to several colonies also took place. Congress councillor Bharat Ratan wanted to know why several colonies which were being granted civic facilities by the Municipal Council were still termed as unapproved colonies.

A Municipal Councillor pointed out that even a colony which had come up after partition not been approved till now. Other instances cited during the debate over the unapproved colonies were of Jain Nagar which came up in 1962, Goverdhan Nagar where the land was allotted to backward classes and Mahavir Nagar which came up in 1969. The councillors suggested that a sub-committee should be formed to look into the matter. They demanded that the process of granting recognition to the old colonies should be started at the earliest.

During discussion on the new house tax, an example was cited in which the collectorate rate was on a par with that of posh colonies. In some instances, the collectorate rate within the bylanes was on a par with that of the main road.

The councillors demanded that they should be given discretionary powers so that faults can be suitably rectified in genuine cases.

The Executive Officer, Mr Arvind Bishnoi, informed the House that there were 34,915 units in Ambala City out of which house tax has not been imposed on 13,000 units. He said 6,500 house tax notices were sent and only 175 persons have objected. “In some areas, the house tax has considerably come down,” he said.
