Rozgar scheme from Sept 25: FM Karnal, September 21 Mr Sinha was presiding over a four-day kisan mela organised to commemorate the birth anniversary of Devi Lal. Under the scheme, all able bodied men would be provided employment in villages. The Union Government provide foodgrain free of cost and some wages. He hoped that the scheme would strengthen the basic structure in the villages. The Union Finance Minister while talking about the problem of grain storage in the country, invited investors to invest in this direction.He said the Union Government was envisaging to provide timely loans to the farmers. To achieve this, already 1.54 crore farmers had been issued credit cards. He said in three years, all farmers would be given credit cards. The social security insurance scheme would enable a farmer to get Rs 50,000 compensation in case of permanent disability or death. The Union Government had earmarked Rs 5,000 crore for the social security insurance scheme. This scheme would also include crop insurance. Mr Sinha lamented that industrial infrastructure for vegetable and fruit processing was lacking, as a result there were great losses to the farmers who grew vegetables and fruits. Chief Minister Om Prakash Chautala, announced the withdrawal of increased sales tax on pesticides, fertilisers, weedicides and diesel. He announced that the loans of cotton growers in the state would be suspended and deferred as they had suffered losses. Justice Guman Mal Lodha, a former Chief Justice of the Rajasthan High Court and president of the All-India Cattle and Animal Protection Board, distributed a grant of Rs 1 crore to different “goshalas” in Haryana on behalf of the board. Meanwhile, Union Minister of State for Home I.D. Swami told reporters on the sidelines of the mela that India considered underworld Don Dawood Ibrahin as “Bin Laden for the subcontinent” and would take up the issue “moe vigorously” with Pakistan and the USA once talks were under progress. The Centre had also made it clear with both Pakistan and the USA that Osama bin Laden was only a “symptom of terrorism” and warned that the American retaliation to black Tuesday’s attack should not be confined only at getting Laden, a PTI report quoted Mr Swami as saying. |
Financial bodies duped by firm: DC Jind, September 21 He said the unit was established in collaboration with a foreign firm and a loan was obtained from a bank as the working capital of the firm. He said liabilities of the firm including the interest increased to Rs 35 crore. The Deputy Commissioner said the unit was established in 1989-90. After remaining operational for a limited period, it stopped production. He said one of the persons who had sold land to the firm for setting up the unit got a registration deed of the land cancelled and took possession of the movable and immovable properties of the firm. Mr Dhankhar said the district administration had received a complaint that the man in possession of the properties of the firm has started selling ceramic tiles of the firm in Haryana and its neighbouring states. He said the district administration constituted a committee comprising Additional Deputy Commissioner, General Manager, District Industries Centre, Jind, Inspector, Excise and Taxation Department and an officer of the police department for investigating the matter. He said the committee reported that although the property of the firm was pledged to various financial institutions, the actual control of the properties was with the man. The committee also reported that all this happened in connivance with officials of some financial institutions. He said the financial institutions concerned were informed, but none of these came forward to save themselves from loss. |
Another
officer to go on Central deputation Chandigarh, September 21 Mr Mahapatra is among 40 officers of the ranks of Joint Secretary and Special Secretary whose names have been sent by the state government to Delhi for consideration for central deputation. The Union Government has so far absorbed 10 out of the 40 officers. Those who have been absorbed by the Central Government are Mr S.S. Prasad in the Agriculture Department, Mr P. Raghavendra Rao in Food and Public Distribution, Mr P.K. Mahapatra in the Commerce Ministry, Mr Vivek Joshi in the Textile Ministry, Mr Sudhir Rajpal in the Ministry of Steel, Mr Anand Mohan Sharan in the Urban Development Department, Mr R.S. Vundru in Social Justice and Empowerment, Mr Sandeep Garg in the Petroleum Ministry and Mr D.P.S. Nagal in the Ministry of Defence. The names of Mr R.P. Chander, Mr R.R. Jowel, Mr H.S. Rana, Mr Mahavir Singh, Mr Shiv Raman Gaur, Mr Krishan Kumar, Mr P.C. Bidhan, Mr Lal Singh, Mr Balraj Singh, Mr H.P. Chaudhary, Mr S.P. Gupta, Mr Raj Kumar and Mr J.P. Kaushik are still to be considered by the Union Government. The
Central Government did not retain the names of 13 officers, including
10 who were found to be “not clear from the vigilance angle”. The
officers whose names were not retained in view of the vigilance
charges against them are Mr G.S. Sorot, Mr V.S. Kundu, Mr M.P. Bidlan,
Mr D.R. Dhingra, Mr J.P.S. Sangwan, Ms Saroj Siwatch, Mr P.R. Vishnoi,
Ms Sumita Misra Singh, Mr Ashok Khemka and Ms G. Anupama. Three
other officers whose names have not been retained are Mr Sanjiv Kumar,
Mr Push Raj Singh and Mr Anand Sharma. While the names of Ms Rajni
Sekhri Sibal, Ms Jaiwanti Sheokand and Ms Satwanti Ahlawat were
withdrawn by the state government, a decision on the status of Mr M.
Kithan is awaited. |
Armed gangsters loot bus passengers Panipat, September 21 According to information, a bus of Haryana Roadways’ Delhi Depot (No. HR-55-8086) was returning to Delhi from Chandigarh on Thursday around 8 p.m. and gangsters reportedly boarded the bus from Panipat when the bus crossed Samalkha, the gangsters threatened driver, conductor and passengers and at pistol point looted cash and jewellery from most of the passengers. When the bus reached near Panchi Jatan village the driver was forced to stop the bus and all gangsters escaped. The incident was reported to Gannaur police station and police authorities at Gannaur informed the Panipat police. Police parties from both districts reached on the spot and also alerted the police posts of adjoining areas. A case under Sections 395 and 397 of the IPC has been registered at Samalkha police station. A Delhi Transport Corporation (DTC) bus was looted by six armed gangsters on August 30. Three of the alleged accused of this incident were identified by the police as Pradeep, Kuldeep and Rajesh alias Kala. Two of them Kuldeep and Rajesh were taken into custody. Rajesh was granted bail by the court. These bus robberies have created panic among passengers particularly business men of Panipat town. Businessmen who travel by bus late in the evening after closing shops and business establishments expressed serious concern over these incidents and demanded security in night bus services. |
Son-in-law confesses killing Punia, others Hisar, September 21 The spokesman said a party had been despatched to collect ashes of the burnt clothes. Sanjeev also confessed having purchased poison and ‘batashas’ from Saharanpur, 10 days before the crime. He procured the pistol of his slain mother-in-law Krishna Punia, “with her consent”, from a bank locker in Faridabad and later purchased 25 cartridges. Sanjeev, who was apprehended by a bureau team during raids in UP and Uttaranachal was remanded to its custody for seven days yesterday by Judicial Magistrate Rajeev Goyal here. His wife, Sonia, is already in the police custody after she claimed having committed all the killings. The bureau had taken over the investigations from the police after villagers of Litani and nearby areas went on rampage on September 5 alleging police inaction in arresting the real killer. The villagers were contesting that a 20-year-old girl all alone could not kill all eight people with an iron rod. The villagers had been alleging that Sanjeev had neither visited the village nor his wife after the murders. The Uklana police had registered a case under Sections 302, 309, 120-B, and 212 of the IPC and Sections 17 and 18 of the NDPS Act.

Pollution
level on the rise Jhajjar, September 21 The main sources of
pollution here are around 500 industrial units operating in the Modern
Industrial Estate (MIE) in Bahadurgarh. Besides, various government
departments, including the Public Health Department, and the Housing
and Urban Development Authority (HUDA), are also contributing to this
problem in a big way by discharging untreated sewage in the open. According
to Pollution Control Board sources, there is no combined treatment
plant in the MIE and hardly 10 per cent of the total units have
installed their own treatment plants. A large quantity of effluent is
being released illegally into sewers laid by HUDA many years ago. HUDA
has also set up a disposal plant there without a treatment. The
effluent, which is accumulated in the disposal plant, is being flushed
out into drain No 8 running across the MIE without treatment. There
are many dyeing and blue producing factories which use scrap as fuel.
As a result, more and more people here are becoming prone to water and
air-borne diseases. The poisonous industrial effluent has largely
affected the soil fertility of hundreds of acres of agriculture land
around the MIE. Sources in the MIE disclosed on condition of
anonymity that some industrial units had bored into the ground to
directly percolate chemical-mixed effluent into the earth which is a
serious crime. Meanwhile, taking into account the rising extent of
pollution, the Punjab and Haryana High Court has directed the Haryana
State Pollution Control Board (HSPCB) to submit a report about
government agencies causing pollution within two months. The
Pollution Control Board sources said that the court, acting on a civil
writ petition, had directed that the authorities concerned should
ensure that sewage treatment plants were set up throughout the state
and a report placed within two months failing which action would be
taken. The regional office of the HSPCB at Bahadurgarh later served
notices on the Executive Engineer, Public Health Department at Rohtak
,Jhajjar and Bahadurgarh, the administrator-cum-estate officers, HUDA
at Rohtak and Bahadurgarh and the Registrar, M.D. University at
Rohtak. |
BJP leaders ignored at state function? Karnal, September 21 It was observed during a public meeting organised to mark the day that Mr I.D. Swami, Union Minister of State for Home Affairs and the Haryana BJP president, Mr Rattan Lal Kataria, were present on the stage along with the Union Finance Minister, Mr Yashwant Sinha. But neither Mr Swami nor Mr Kataria were given time to pay tributes to Devi Lal on behalf of their party. Both were seen leaving the stage in the midst of the proceedings. It was pointed out by BJP leaders that Mr Swami, who represents the Karnal parliamentary constituency, should have been asked to address the gathering. Mr Kataria should also have been given a chance to pay tributes on behalf of the BJP, they felt. |
Employees’ clash averted Sonepat, September 21 According to a report, the trouble arose when supporters of the Sarv Karamchari Sangh entered the bus stand in violation of the court’s order banning the holding of dharna or demonstration within the radius of 100 metres of the bus stand. They started shouting slogans against the General Manager of the Roadways Depot. On hearing the slogans, the employees of another group arrived and started raising counter slogans. Thereafter, the officials of the Roadways Depot and the police arrived on the spot and were able to put the situation under control. Later, the employees of the depot supporting the General Manager met the Deputy Commissioner and submitted memorandum to him demanding stern action against those employees who entered the premises in violation of the court orders. The employees of the other group later took out a procession in the city and were joined by the safai workers of the local Municipal Council. |
3 students hurt in group clash Sirsa, September 21 In is reported that two of the injured, Manoj and Trilok, had enmity with a student called Naveen. The assailants took to their heels when friends of Manoj and Trilok reached the spot. According to some students, the assailants also fired in the air. The injured were admitted to the local Civil Hospital. In another incident, a man and his father were arrested in a dowry death case under Sections 304B, 498A, 406 and 34 of the IPC. According to the district police chief, the case was registered on the complaint of Kalu Ram of Bakrianwali village against Pankanj of Sadalpur, the husband of his daughter, Sunita, who was allegedly harassed for dowry and forced to commit suicide by jumping into a water tank by her husband and his family. |
MLA opposes decision on prisoners Faridabad, September 21 Claiming that the law and order situation in Haryana had gone from bad to worse, he said the release of persons with criminal background might pose a serious threat to society. Talking to mediapersons here today. The BJP leader said the condoning of the jail term of a large number of persons, especially those convicted of murder, rape and dacoity, was not desirable. Seeking justification for the decision, Mr Gurjar asked the government why other prisoners who had family problems (no one to look after their families) were not being released under the provision. Smelling something fishy in it. He said many prisoners belonged to Sirsa and Hisar districts. |
96 applications for captive power plants cleared Chandigarh, September 21 The guidelines for setting up CPPs in Haryana were notified on May 11, 2001. The HERC had received a total of 155 of applications for CPPs, out of which the papers of 102 parties were found to be complete in all respects. Six applications not entertained by the HERC reportedly pertained to proposals for setting up CPPs which would run parallel to the HVPN. The HERC cleared only those applications which wanted to supplement the HVPN. |

chief booked Rohtak, September 21 Wazir Singh Poonia (32), a former secretary of the Kiloi Block Congress Committee, was allegedly hit and killed by a car driven by Mr Grover last night. According to information, Mr Poonia was going on a scooter from Delhi bypass to HUDA Sector-I around 10 p.m. last night. The scooter was hit by the car and Mr Poonia got seriously injured. Mr Grover took him to the Medical College Hospital, where the doctors declared him brought dead. |
