Vipin Parmar’s election upheld

Mr Justice M. R. Verma of the Himachal Pradesh High Court here today dismissed with costs the petition challenging the election of Mr Vipin Parmar from the Sulah Assembly constituency.

Unauthorised ‘cess’ irks motorists

The forcible and unauthorised collection of money (Rs 10 to Rs 20 per vehicle) at the Chakki khud crossing on the Himachal-Punjab border, 13 km from here, has caused resentment among commuters.

Governor urged to dismiss minister

The Lok Janshakti today urged the Governor, Mr Suraj Bhan, to dismiss Mr Harinarayan Singh, Minister of State for Town and Country Planning, from the Dhumal ministry and order a CBI inquiry against him for “amassing” wealth by securing contracts for installing tubewells in the state.

CMD’s remarks flayed

The Himachal Pradesh Project Engineers Association has flayed the statement of the Chairman-cum-Managing Director of the NJPC, Mr Yogendra Prasad, against Himachal engineers, blaming them for the delay in the execution of the project.

DYFI drive against user charges
Shimla, September 18
The district unit of the Democratic Youth Federation of India has decided to launch a mass campaign against the decision of the government to convert Ripon Hospital into a society and impose user charges from September 27.

Homage paid to victims of terrorism
Shimla, September 18
The National Solidarity Day against Terrorism was observed throughout Himachal Pradesh today. A two-minute silence was observed at 10.30 am in all offices in the state to pay homage to those who lost their lives as a result of terrorism within the country as well as throughout the globe.

Three arrested with “guchchi”
Shimla, September 18
The Sunni police arrested three persons during a naka and recovered 17.5 kg of “guchchi” (a wild mushroom) worth about Rs 90,000.

Vipin Parmar’s election upheld

Mr Justice M.R. Verma of the Himachal Pradesh High Court here today dismissed with costs the petition challenging the election of Mr Vipin Parmar from the Sulah Assembly constituency.

The petition was filed by Mr Jag Jeevan Pal, the Congress candidate, who had lost to Mr Parmar by 125 votes in 1998. The petitioner was also ordered to pay Rs 10,000 towards costs to the respondent.

Mr Pal had challenged the election on grounds of irregularities and illegalities during polling and counting of votes. However, during the course of the case he gave up the grounds pertaining to irregularities in polling like casting of bogus votes and pleaded for recounting of votes. His contention was that the counting staff rejected numerous votes cast in his favour and counted some of the rejected votes in favour of Mr Parmar. The staff was sleepy as counting was started after 10 pm and lights also went off during the process. Moreover, the Returning Officer violated the instructions of the Election Commission and counted votes of booths, which recorded over 90 per cent polling without its prior approval.

The court, however, held that the petitioner had failed to produce evidence to substantiate his charges and rejected the petition.

Unauthorised ‘cess’ irks motorists

The forcible and unauthorised collection of money (Rs 10 to Rs 20 per vehicle) at the Chakki khud crossing on the Himachal-Punjab border, 13 km from here, has caused resentment among commuters.

The over century-old Chakki bridge, which was damaged partially last week, had been closed to traffic as it is being repaired by the National Highway Authority. The traffic has been diverted to the Bhadroya-Kandwal link road which is also in poor condition. This has led to traffic chaos. As a sequel, vehicle owners have started crossing the dry Chakki khud to approach the highway.

Intriguingly, some persons have put a rope barrier at the khud and started collecting money from the vehicle owners. The owners are issued receipts of royalty.

It is alleged that those who refuse to pay the “cess” are thrashed by musclemen deployed at the unauthorised barrier. An HRTC driver met a similar fate yesterday when he was beaten up by musclemen.

A vehicle owner has also to pay entry tax at the Kandwal checkpost, 50 metres away from the Chakki bridge. Motorists, especially tourists, are sore over the “double” entry tax being collected from them at the two places.

There is a demand for the removal of the unauthorised barrier at the Chakki khud right under the nose of police deployed at Kandwal checkpost.

Governor urged to dismiss minister

The Lok Janshakti today urged the Governor, Mr Suraj Bhan, to dismiss Mr Harinarayan Singh, Minister of State for Town and Country Planning, from the Dhumal ministry and order a CBI inquiry against him for “amassing” wealth by securing contracts for installing tubewells in the state. 

Party leaders, accompanied by a former PWD Minister and chief of the Dalit Sena, Mr Mohinder Singh, submitted a memorandum to the Governor and demanded that Mr Harinarayan Singh should be expelled from the membership of the Assembly for having allegedly violated the provisions of the Constitution.

CMD’s remarks flayed

The Himachal Pradesh Project Engineers Association has flayed the statement of the Chairman-cum-Managing Director of the NJPC, Mr Yogendra Prasad, against Himachal engineers, blaming them for the delay in the execution of the project.

Mr R.M. Gupta, press secretary, told mediapersons yesterday that the NJPC could not absolve itself of the responsibility for the inordinate delay in completing the project due to “erratic decisions and faulty planning”.

He reminded the NJPC management how it had turned a deaf ear towards repeated requests of the state government to shift the headquarters of the project to Shimla from Delhi as it was impossible to complete the project through “remote control”. It was rather late in the day when the headquarters were shifted to Shimla.

He bemoaned that instead of feeling grateful to engineers of the HPSEB for having done much of the tiring work of investigations and seeking techno-economic clearance for a number of projects assigned to the NJPC, its new CMD was passing on the blame to them, who were not decision-makers.

DYFI drive against user charges

The district unit of the Democratic Youth Federation of India has decided to launch a mass campaign against the decision of the government to convert Ripon Hospital into a society and impose user charges from September 27.

The campaign will be preceded by a convention here on September 25 to finalise the action programme. Besides demanding withdrawal of users charges in hospitals, it would highlight other issues like privatisation of education and ills of self-financing courses which had made higher education out of reach of the common student, and 33 per cent reservation of seats for women in buses.

It will also press for reduction in entry fee into the Indira Gandhi sports complex here and action against the drug mafia. It would distribute 20,000 pamphlets and send “jathas” to various parts of the district for the campaign.

Homage paid to victims of terrorism

The National Solidarity Day against Terrorism was observed throughout Himachal Pradesh today. A two-minute silence was observed at 10.30 am in all offices in the state to pay homage to those who lost their lives as a result of terrorism within the country as well as throughout the globe.

The Deputy Commissioner and all heads of departments joined the silence prayers to stem out terrorism from the world.

Three arrested with “guchchi”

Shimla, September 18
The Sunni police arrested three persons during a naka and recovered 17.5 kg of “guchchi” (a wild mushroom) worth about Rs 90,000.

The mushroom was being illegally exported out to market. Those arrested were identified as Bhag Singh and Ishwar Das, both of Pathreri, village and Chuni Lal of Tarala village. Meanwhile, the two Maruti cars which were allegedly stolen from Longwood and Rarighat two days ago were found near Lambidhar. The vehicles were extensively damaged, probably in an accident.
