INLD should have held ‘durgati rally’ Chandigarh, July 25 In a statement issued here today the president of the Haryana Congress, Mr Bhupinder Singh Hooda, alleged that during the two years of the Chautala regime, Haryana had experienced the worst misrule since its inception. All sections of society had suffered at the hands of the Chautala government. He said despite having good personal relations with the Punjab Chief Minister, Mr Parkash Singh Badal, Mr Om Prakash Chautala had not been able to take up any inter-state issue with him. The river water issue, which was crucial for Haryana, had been put in cold storage by Mr Chautala. Similarly, other inter-state issues had also been put on the backburner. During the past two years the financial burden on the people of Haryana had been increased manifold by the Chautala administration which had enhanced the electricity tariff, bus fares and various taxes. Ruthless and unjust demolitions had been resorted to under the pretext of clearing encroachments. Terming the education policy of the government as a “flop”, Mr Hooda said both students as well as teachers were frustrated by it. The farming community had been the worst hit during the past two years. Not only were the farmers denied the minimum support price, they also had to wait for days to sell their crops. There was apprehension that the facility of flat rates would be withdrawn from the farm sector, which would have to pay for power consumed and as recorded by electronic meters being installed on tubewells. The trading community, too, had been cheated. Though it was promised several concessions before the elections, the INLD government imposed several taxes on traders during the past two years. Mr Hooda said the Chautala government had also taken away the jobs of several employees instead of creating new employment avenues. The panchayati raj system had been the worst sufferer. A parallel structure of gram vikas samitis had been set up, which had created a diarchy in the villages. It had also led to vertical and horizontal divisions in the rural areas. The democratic set-up in the state had been made a laughing stock by the INLD government. The Vidhan Sabha sessions had become just rituals to fulfil the constitutional requirement. The law and order situation was critical. The Chief Minister was indulging in political vendetta. There was rule of “loot, jhoot and phoot” in the state, he alleged. |

Policy on gram sevaks
modified Chandigarh, July 25 At the time of the formation of the gram vikas samitis or village development committees (VDCs), the state government had announced that gram sevaks would be appointed by the VDCs and would be given a salary of Rs 2,500 per month. While political parties, including the BJP, which is supporting the government from outside, criticised the setting up of the VDCs, charges were also levelled over the move to appoint gram sevaks. Mr Chautala’s political opponents accused the government of creating gram sevaks’ posts for giving jobs to INLD supporters. However, while most of the VDCs were formed in December, the gram sevaks had not been appointed so far. “ The proposal on the appointment of gram sevaks is still under consideration. The government will be going into various aspects, including legal aspects, before taking any step”, an official said. According to a senior official, the government has modified its earlier plan of making fresh appointments of gram sevaks. “The surplus staff of the offices of the Agriculture, Irrigation and other departments situated in the rural areas will be redeployed as gram sevaks”, he said. However, given that there are more than 6,000 villages in Haryana, a large number of posts will still remain vacant which will be filled by making fresh appointments. The redeployment of the staff may entail legal tangles as the parties being redeployed may go to court. Moreover, there is also the issue of bringing parity in the pay of gram sevaks as the salaries of state government employees exceed the Rs 2,500 mark stipulated for gram sevaks. |
Sonepat MC fails to lodge
FIR Sonepat, July 25 Similarly, none of the 31 councillors have raised any voice against the police action. According to sources, the Chairman and the Executive Officer of the council called on the Deputy Commissioner, Mr S.N. Roy on Monday and informed him about the illegal occupying of the building by the police. The Deputy Commissioner, however, assured them that the police would vacate the building when the construction work of the building of the new police station was completed. The police authorities, on the other hand, claimed that they had not occupied the building forcibly, but the building had been handed over them formally. They said the department would construct a second storey in the building and build the residential quarters for the policemen. They blamed some vested interests for opposing the opening of the police station in the building. |
LPG: standoff continues Chandigarh, July 25 According to informed sources, while the plant management is adamant that the distributors must send their trucks to Delhi to bring empty cylinders from there, the distributors insist that in the absence of route permits for the national Capital they are unable to ply their vehicles there. The distributors today threatened that if the plant management did not change its attitude, they would be compelled to take their vehicles off the road temporarily. Sources in the Karnal plant, which is facing a shortage of empty cylinders, say the supply of LPG is being maintained. They insist no distributor in Haryana is short of LPG. When contacted the working president of the All-India LPG Distributors Federation, Mr Chander Mukhi Sharma, said the management of the Karnal plant had asked particular distributors to send their vehicles to Delhi despite their not having route permits for that state. He said it was strange that while the plant was sending LPG through its authorised transporters to the distributors, it was asking the dealers to send their vehicles to Delhi. He confirmed that certain distributors who were pressurised by the Karnal plant to send their vehicles to Delhi faced problems at the hands of the Delhi police. Mr Sharma was also critical of the plant management’s attitude. |
Undertrial escapes from hospital Rohtak, July 25 According to information available, Om Prakash, hailing from Ghaziabad district in Uttar Pradesh and facing trial in two criminal cases registered against him at the Faridabad police station, had been in the Rohtak jail since May 16 last. He was admitted to Ward No 9 of the PGIMS on July 17 after he complained of heart trouble. Policemen had been deployed to keep a vigil on 25-year-old Om Prakash in the PGIMS indoor ward. Yet he managed to escaped, giving the slip to the policemen on duty at around 1400 hours. |
5 die in bus-jeep collision Rohtak, July 25 The deceased who were travelling in the ill-fated jeep have not been identified so far. According to reports reaching here, the mishap occurred when a jeep (maxicab) collided head-on with a bus coming from the opposite direction on National Highway 10, about 35 km from here. |

Irregular supply of canal water
resented Kaithal, July 25 According to some farmers in spite of good rains in June and July, the canal water supply was restored after July 15 and since the farmers depend on the canal water in this rice producing area they had to face a tough time. Non-availability of power has added to their miseries. Though the release of canal water has eased the situation to some extent, but farmers at the tail-end were not getting water. The farmers allege that the failure of the state government to resolve the dispute with the farmers holding their lands in the Bibipur lake area has complicated the matters. |
12 observers for panchayat poll Chandigarh, July 25 The State Election Commissioner, Mr T.D. Jogpal, said for three seats of members of zila parishads, 30 candidates were in the field and for 15 seats of members of panchayat samitis, 62 candidates were contesting. He said for 321 seats of panches there were about 969 candidates and for 58 seats of sarpanches, 251 candidates were in the field. He said 343 panches, nine sarpanches and four members of panchayat samitis had been elected unopposed. |

15 vehicles impounded, liquor seized Chandigarh, July 25 A press note issued by the Haryana Government said the vehicles included one car, five jeeps, two Tata Sumos, one Matador and four motor cycles. The wing also claimed to have seized contraband liquor. Mr R.C. Mishra, SP and Additional Excise and Taxation Commissioner, said the wing realised Rs 2 lakh by way of fine. It levied a fine of Rs 12 lakh on liquor smugglers during the week ended July 21, he added. |
