HVC to contest all seats: Sukh Ram Nurpur, June 26 Earlier, Mr Sukh Ram held a meeting of party workers at Jawali and Indora. He called upon the party’s ranked file to increase membership of the party as it had emerged third strong political force in the state and no other political party could form government without the support of the HVC. He ruled out any possibility of merging the HVC into any party in the coming Assembly elections. He further said the HVC would celebrate its establishment day on July 6 in Kangra district. |
Indo-Pak summit positive step: Shanta Dharamsala, June 26 Talking to reporters at Shahpur today, the minister said it was wrong to expect magic solution from the talks but Prime Minister Atal Behari Vajpayee had taken a concrete step to solve the Kashmir problem through dialogue. “The holding of the Indo-Pakistan dialogue is an attempt towards restoring peace in the sub-continent,” he stated. “It is an established fact that the main reason behind the turmoil in Kashmir is foreign-abetted terrorism and the government has taken effective steps to check cross border terrorism,” he commented. He added that it was with this very spirit that Prime Minister Atal Behari Vajpayee had undertaken the Lahore bus journey and declared a ceasefire in Kashmir. Mr Shanta Kumar said that India’s foreign policy of having cordial relations with its neighbours had been very successful. It is solely because of pursuing this policy that the Pakistan President, General Pervez Musharraf went to the extent of taking a strong stand on the anti-India statements given by the fundamentalists in Pakistan,” observed the minister. Reacting to the reported statement of former MP and Congress leader, Major-General Bikram Singh that talking to General Musharraf would be an insult to the martyrs, he said that the Congress had itself pursued a policy of dialogue for solving the Kashmir problem. If holding talks with General Musharraf is an insult to the martyrs then the visit of the then Prime Minister Lal Bahadur Shastri to Tashkent in 1965 and the 1971 Simla Accord would fall in the same category,” he said. The Union Minister, held a public meeting at Shahpur, to raise funds from the public for the setting up of the Vivekananda Hospital at Palampur, at an estimated cost of Rs 80 crore. The people of Shahpur donated Rs 58 lakh with Mr R.K. Dhiman, donating Rs one lakh. Mr Shanta Kumar, disclosed that medical consultancy services would be provided by the All-India Institute of Medical Sciences (AIIMS), and its team had already visited Palampur and would submit its report within a fortnight. He said that Rs 5.50 crore had already been collected for the hospital, generous contribution of Rs two crore coming from people outside the state. |

Constitution
needs review: Dhumal Shimla, June 26 Speaking at the concluding session of the national seminar on ‘working of judiciary and legal system in the post-independence era’, he said the laws should be reviewed in the global context so that the country could progress speedily. The Chief Minister said the Constitution also needed a fresh look as situation had changed vastly since the time it was framed. Nobody would have realised at that time that the country would be governed by coalition governments and in the present context we would have to look into the limitations in which coalitions had to function, he added. The Chief Minister said the judiciary system should aim at speedy and timely justice to the people as justice delayed was justice denied and discussion in such seminars should also focus on it. Mr Dhumal favoured judiciary activism saying that it should be in the larger interest of the people. He said it was unfortunate that those who supported the uniform civil code were branded communal and those who opposed it were being called secular. There was a need for the protection of human rights but it should be ensured that those who indulged in anti-national activities did not get protection under its ambit, the Chief Minister said. Mr Justice Kamlesh Sharma of the Himachal Pradesh High Court dwelt upon the judicial system of the country and said instead of amending it completely, it would be appropriate to plug the loopholes. It had stood the test of time for past 52 years so it could not be said it had failed to come up to the expectations of the people, she added. |

Govt ‘apathy’ responsible
for enteritis deaths Dharamsala, June 26 Addressing a press conference here today, she said there had been over 12 deaths due to the infection in the Chaddiar area with understaffed health institution and absence of proper facilities making the situation worse. She said most of the primary health centres in the villages had vacant posts of doctors, nurses and pharmacists. She also stressed upon the need for creating awareness among the public towards the problem. “Apart from the health authorities, the IPH Department is to be equally blamed for the situation as contaminated drinking water is being supplied to the people,” she further said before the onset of monsoon panchayat pradhans should be imparted training regarding providing clean drinking water which had been chlorinated. The Congress leader alleged the apathy of the government was evident from the fact that Rs 15 lakh sanctioned by her from the MP Area Development Fund three months ago for hand pumps had not been released so far. She said certain areas were facing acute shortage of clean drinking water. She alleged that similar was the fate of Thura Primary Health Centre, work on which had been going on at a snail’s pace for the past six years. She said she had agreed to pay Rs 10 lakh for the building. |
Community
policing scheme launched Mandi, June 26 Addressing a cross-section of people, including representatives of panchayati raj institutions and officials, Mr Pandit said the age-old role of the police had undergone a sea change over the past five decades. The police was the friend and facilitator of the people and its primary role was to protect the life and property of the people, besides preventing crime. This task was not possible without the active cooperation of the people. The concept of the community policing was a step in this direction, he added. Mr Pandit said the community policing had been launched in the state to develop better understanding between the police and the people. “It had now been envisaged to seek maximum cooperation of the community to check crime and usher in healthy and secure social order”, he added. Mr Pandit said 56 active groups of people had been constituted covering all 56 panchayats so that these groups played a creative role in the prevention and detection of crime. The police had also to change its way of functioning to command respect of the people, he stressed. Mr Pandit said the biggest challenge before society today was to channelise the energy of the youth by desisting them from taking to drugs and crime. He expressed confidence that community groups would go a long way in rooting out social evils and bringing about healthy social order in the state. Mr M.L. Negi, DIG, Central Range, giving details of the community policing already launched in other areas of the range said it was proving a boon. Mr J.R. Thakur, SP, said the community policing was helping check crime and creating better understanding between the police and the public. |

pilgrims ‘being harassed’ Kangra, June 26 Swami Virendranand, in a letter to the Governor, alleged that an attempt was being made by the state government though the police and tourism officials to harass prospective pilgrims for the yatra during registration so that their number could be reduced. In a statement here today, he alleged that despite carrying all relevant documents, the pilgrims were being refused registration by the authorities concerned. He has asked the Jammu and Kashmir Governor to intervene in the matter. |

Plan to make I-cards
mandatory: EC Shimla, June 26 This was stated here yesterday by Mr B.B. Tandon, Election Commissioner, who was here to discuss election related issues with the state Chief Electoral Officer. He said the Election Commission wanted the states to achieve 85 per cent coverage under the plan. At present the coverage at the national level was 63.75 per cent, whereas in Himachal Pradesh it was 70.41 per cent. Mr Tandon also discussed the preparation of common electoral rolls for panchayat, local urban bodies, Vidhan Sabha and Lok Sabha elections with Mr A.K. Goswami, the Chief Secretary. |

HC directive to BSNL Shimla, June 26 The fixed telephone networks had not been able to access cellular services and vice versa because of frequent interruption, facilities and services of the BSNL. The failure was due to the fact that the provided point of interconnectivity were not sufficient to meet the telecom traffic. The customers of both the networks were facing the congestion problem. |

Truck driver dies in landslide
Shimla, June 26 The driver of a truck was killed and three others, including two constables, were injured when it was hit by a landslide and fell into a gorge near Devimod in Shimla district last night. The truck was carrying the bodies of five persons killed in an accident earlier. Moderate to heavy rain pounded the capital town of Shimla and its adjoining areas last night and today, bringing considerable fall in the temperature. The rain caused landslides at a few places on the 320-km Hindustan-Tibet road. However, traffic was plying normally on the road. Upper areas of Shimla district, including tourist places of Wildflower Hall, Kufri, Naldehra and Narkanda and the key tourist place of Manali in Kulu district also experienced rainfall.
