POST-MORTEM OF AIDS VICTIMS
Probe begins into PGI’s refusal

The Union Health Ministry has initiated an inquiry into the PGI’s refusal to conduct post-mortem examination of the bodies of AIDS patients.

According to sources, a team consisting of four specialists from the Union Health Ministry reached the PGI today and met senior doctors and officials, including the Medical Superintendent of the Hospital and Heads of Departments of Histopathology and Forensic Sciences in this regard. They also discussed safety measures and guidelines laid down by the WHO while conducting postmortem examination of bodies of AIDS patients.

Earlier this month, the PGI had refused to conduct post-mortem examination of a deceased HIV victim who had been serving a sentence in Punjab in a case related to the Narcotic Drugs and Psychotropic Substances Act. The victims, George Odima, a Nigerian national, was undergoing a term in the Patiala jail and was brought here in PGI on June 10 with full-blown symptoms of HIV. Odima had died three days later and his body cremated without a post-mortem examination. Earlier too, some other AIDS patients, who had died in the PGI, had been denied post-mortem.

The General Hospital, Sector 16, conducts post-mortem examination on AIDS victims, while the PGI does not do that. Doctors say the institute lacks the facilities, including special gloves, equipment and latest infrastructure, and trained staff to deal with such cases.Back

 

Heart surgeon under scrutiny

The PGI Administration is collecting all information related to the Cardio-thoracic Department which will soon be handed over to the CBI. These files are regarding surgeries performed by some heart surgeons in the past.

It may be mentioned that the PGI Vigilance Department has already initiated an inquiry into the much-publicised heart valve controversy. The CBI has asked the PGI to provide details regarding a heart surgeon whose role in cheating patients has been suspected. The CBI has reportedly initiated a preliminary inquiry into the case.

Inquiries revealed that many chemists had been fleecing poor patients by selling medicines, surgical items and disposable items at exorbitant prices. Some of the PGI doctors, believed to be involved in such practices, are under investigation by the PGI Vigilance Department.Back

 

33.05 cr for phase II of paediatric centre

The hospital wing has various out-patient clinics, speciality clinics, 180 beds and research laboratories besides paediatric radio-diagnosis service and two operation theatres. During the eighth five-year plan, Rs 21.48 crore were spent on the construction of its building and other services.

The phase-II of the centre is to come up during the ninth five-year plan, which will have additional 120 beds besides four new specialities and paediatric surgery facilities. Seven new laboratories and two more operation theatres will also become functional. A sum of Rs 3305.60 lakh has been earmarked for equipment, operation theatres and staff of phase-II.

Move to set up TB hospital opposed

A large number of residents of Sectors 15, 23 and 24 today opposed the move of the Chandigarh Administration to set up a TB hospital in place of an ayurvedic dispensary in Sector 24.

In a signed statement these residents said the ayurvedic dispensary was set up after long struggle by the residents of the area. They said if the TB hospital was opened, they would be deprived of ayurvedic treatment. Moreover, the TB hospital would be a health hazard for the residents of the area. The residents urged the Governor to scrap the proposal.

Girdhari, Jitender win carrom title

Girdhari Lal and Jitender Kalra clinched the men’s singles and women’s singles title, respectively, by overpowering their respective opponents, Rajinder Singh and Kamlesh Arora, in a thrilling finish at 13-09 and 9-6 in the Ist Markfed Carrom Tournament which concluded at the Markfed complex, here today.

Mr D.S. Bains, Managing Director, Markfed, gave away prizes and announced that in future the district-level carrom tournament would be played.

Earlier in the semi-finals, Girdhari Lal outplayed Dheeraj, while Rajinder beat Subhash. Finally, Dheeraj secured the third place.

The boys’ junior singles title went in favour of Harjap, who beat Harpreet at 10-02. In boys’ sub-junior section, Gurdial Singh of DAV Public School, SAS Nagar, outscored Ramanpreet Singh of Shivalk Public School at 15-09 to lift the title. In girls’ sub-junior section, Harmanjot Kaur of St Xavier’s Senior Secondary, Sector 44, displayed her prowess by beating Sandeep Kaur of Shivalik Public School, Sector 41 , at 7-4.

The results are: men’s singles: Girdhari Lal 1, Rajinder Singh 2, Dheeraj 3; Junior boys: Harjap Singh 1, Harpreet Singh 2 and Anikdeep Singh 3; sub-junior boys: Gurdial Singh 1, Ramanpreet Singh 2 and Ajaydeep Singh 3; women’s singles: Jitender Kalra 1, Kamlesh Arora 2 and Sangeeta Gupta 3; and sub-junior girls: Harmanjot Kaur 1, Sandeep Kaur 2 and Amanjot Kaur 3.

Chess meet

The Chandigarh Chess Association has selected four players to represent UT in the 39th National ‘B’ Chess championship to be held at Nagpur from June 30 to July 9.

According to a press note of the association, the member of the team are: Abhinandan Vohra, Kanwar Sandeep Singh, Sanjeev Biswas and Vipnesh Bhardwaj. The team will leave for Nagpur on Wednesday.

DAV School selected for NSTC scheme

DAV Senior Secondary School, Sector 8, was once again selected for the NSTC scheme in football and the trials will be held on July 12 and 13. This was confirmed by Kunwar Rajender Singh, Regional Director, Sports Authority of India, Sector 42, here today. Last year, the NSTC centre was shifted from Shivalik Public School, Sector 41, to DAV School. This year, only soccer has been chosen.

Kunwar Rajender Singh, who recently took the charge, said he would adopt positive approach and work in an methodical manner so that sports in the region take a steady growth.

In another important decision, he disclosed that the Sports Training Centre, Dharamsala, would hold air rifle and air pistol events shortly. He said this sport sees a great potential and Himachal Pradesh is an ideal state for shooting due to fine weather. He said initially the centre would serve only the girl trainees and later the boys, centre would be started. When asked there is a shortage of qualified coaches in shooting, he said since many ex-servicemen shooters were available in the region, so they could be appointed on contract basis for imparting coaching. Already the STC, Dharamsala, was having trainees in hockey, athletics, volleyball and judo.

He said the biggest STC centre of the region at Hisar Agricultural University, catering to 200 trainees, would be functional by the next week. He said in order to streamline the distribution of coaches at STC, Sector 18, three out of the four hockey coaches would be posted at different schools of the city. Kendriya Vidyalaya No. 1 at Chandimandir has already sent request for the coach.

Appeal for smooth conduct of House

If the meeting of the MC House scheduled for tomorrow does not take up various important agenda items pertaining to the development of the city, the city Mayor, Mr Raj Kumar Goyal, should tender his resignation and the UT Administrator should dissolve the House and call for fresh elections.

Addressing mediapersons here today, a Congress councillor, Ms Satinder Dhawan, said in line with the principle of no work no pay, she had returned Rs 8,000, which she had received from the MC as the councillor’s allowance for attending the House meetings from January to April. She appealed to the others also to do so, since no meeting has been conducted during the past six months.

She pointed out that it was unfortunate that the item pertaining to the explanations of the Mayor on the allegations levelled against him was listed as the first item for tomorrow’s meeting. She appealed to all councillors to ensure smooth functioning of the House tomorrow by giving priority to the remaining 19 items on the agenda.

Later in the evening, she sent a short-term notice to the Secretary of the MC. She said she favoured normal functioning of the House and would support the Mayor in doing so.

She also came down heavily on the attitude, conduct and behaviour of the BJP Mayors, who time and again, stalled the proceedings of the House. She also held the Mayor responsible for the same.

According to her, the struggle launched by the Chandigarh Vikas Manch during the past two months was successful in building the people pressure on the Administration and on the councillors to behave. The special meeting held on June 23 was successful in passing nine agenda items due to the orders of the Administrator and the pressure of the general public.

Mayor can now use red light

The city Mayor, who, as per protocol, is placed just after the UT Administrator, will now have permission to use a red light atop his official car. This comes almost 4 years after the issue was mooted that officials who are lower in protocol than the Mayor use the red lights while the Mayor is not entitled to the same.

A decision in this regard was taken on Monday, well-placed sources said while confirming that the Mayor would be the eighth official connected with the UT Administration to enjoy the facility. The permission will be for use on the official car only and will be specific to the post and not to the person.

Among others who are authorised to use red lights on their vehicles are the Adviser to the UT Administrator, Home Secretary, Finance Secretary, Deputy Commissioner, IGP and the SSP.Back

 

100 Govt Press workers to be shifted

About 100 employees of the Printing and Stationery Department posted in the Government Press have been identified to be shifted to other departments of the Chandigarh Administration.

The Press has surplus staff, while departments like the excise and taxation wing, the registering and licencing authority, the health department and the registration of births and deaths, wing, among others, are short on staff. The employees unions want some more time and more meetings with the top brass. So far, the Union has had a meeting with the Secretary, Printing and Stationery.

The service conditions of these employees will remain the same and will continue to be paid salaries from the budget of the stationery department, but will be posted at places where the requirements are much more, according to sources in the Administration. Over the years, due to changes in demand for printing job work, several of the 700-odd staff at the Press have been rendered surplus. The wages and other benefits will continue.

Meeting of house building society

The Chandigarh Administration has called a meeting of the newly elected members of the Silverstone Cooperative House Building Society Ltd on Saturday in the office of Chandigarh Housefed here.

Mr Jaswant Singh-I, Mr Balwinder Cheema, Mr Raj Pal, Ms Rama Sodhi, Mr S R Kaushal, Mr Madan Lal and Mr Jaswant Singh - II have been elected as the members of the managing committee. The Sangharsh Samiti of the society, which fought the elections for the first time, secured a majority. Four of their candidates were elected members in the total of seven. President, general secretary and treasurer of the newly elected body will be elected during the Saturday meeting.

This was stated by Mr Malkiat Singh, Administrator of Silverstone Cooperative House Building Society.
