Anti-Chautala wave ‘gains’ momentum JHAJJAR, Jan 22 — An anti-establishment wave appears to have gained momentum among people here on account of controversial issues like power theft detection campaign, formation of village development council, hike in power tariff and introduction of
professional tax being imposed on the trader community coupled with mass mobilising public meetings organised by the two main opposition parties, the Congress and the Haryana Vikas Party, to cash in on the aforesaid planks in the district. Although, the Chautala government is attracting widespread condemnation on these issues, the situation took a serious turn on Saturday when former president of district Bar association Shyam Sunder Goyal lodged an FIR against two HVPN officials Rajendra Sharma,
JE, and J.L. Arora assistant foreman, accusing them of tampering with his meter, threatening to kill him and conducting a raid without search warrants on his premises. He said the raid was pre-planned with malice towards him as he was fined Rs 36,908 by showing wrong load. His FIR was lodged on the instructions from Chief Judicial Magistrate Sanjeev Jindal when he filed his petition in the magistrate’s court. In another such case, the owner of a hotel also filed a case of contempt against HVPN vigilance officials in the CJM’s Court after he was forbidden to deposit the fine imposed by the officials and his power supply was also disconnected. The district Bar association observed two days strike in protest against the unfair and discriminatory attitude of the HVPN vigilance teams during power theft detection drive. The association’s president Kapoor Singh Saharawat alleged that vigilance officials were maltreating and misbehaving with the people during raids. He told that district Bar associations of Rohtak and Bahadurgarh had also observed strike yesterday in their support. Another issue which is fetching embarrassment for the local authorities and the ruling party is the imposition of professional tax on the traders. The district Vyapar Mandal at its meeting held on Saturday decided to take out a rally against the state government for imposing the professional tax on January 23 and also gave a memorandum to the Governor through the Deputy Commissioner. A meeting of the Akhil Bharatiya Vyapar Mandal has been called on February 18 in Jhajjar to decide about the future course of action on the issues of professional tax and form No. 38. The meeting will be presided over by its national president and member of Parliament Shyam Bihari Mishra. The authorities have already been facing the wrath of the farmers community on account of inadequate supply of canal water and power during the rabi season. Taking advantage of this the Congress and the VHP organised public meeting, both claiming success in mobilising the people in their favour against the alleged “anti-people” policies of the government. The meetings were addressed by HPCC chief Bhoopinder Singh Hooda and HVP General Secretary Surinder Singh. Both leaders raised the same issues regarding power tariff hike, irrigation water shortage in South Haryana, corruption in recruitments irregularities in the formation of
VDCs, power theft detection drive and introduction of professional tax. Mr Hooda accused the Chautala government of backtracking on the promises made during the election time to the people. He announced to gherao the Assembly during its forthcoming session protesting against the anti-people policies of the state government. Political
observers, however, feel that these well-timed rallies organised by the opposition parties has fuelled the enraged sentiments prevailing among the public here. They feel that the non-performance of the local MLAs and the tough line being pursued by the government agencies in the recovery of power bills and the failure of “Sarkar Apke Dwar Programme” to an extent is responsible for this antagonistic posture being taken by the people against the government. |

Fate of 21 panches hangs in balance FATEHABAD, Jan 22 — The fate of 21 elected representatives of panchayats and panchayat samitis in this district hangs in balance for
violating the provision of the Panchayati Raj Act, 1994, by going for more than two living children. Cases against them are pending with the Deputy Commissioner, Fatehabad, Mr Anil Malik. According to sources, out of 2428 panches and sarpanches elected to 231 gram panchayats, complaints were received against 15 members of panchayats, eight sarpanches and three members of panchayat samitis. In most of the cases, the complainants were either the defeated candidates or political rivals of the representatives. In some of the cases, the complaints were anonymous. These complaints are under Section 175 of the Haryana Panchayat Act. According to provisions of this Section, the election of those have been a third
child on or after April 21, 1995, shall be disqualified from being member of the Panchayati Raj institutions. The election of such persons is considered null and void ab-initio. The power of disqualifying the erring members lies with the Director, Panchayats, Haryana, but these powers have been delegated to the Deputy Commissioners. The Deputy Commissioners decide the case after giving the member an opportunity of being heard. In most cases, the members in question take the plea either their child having been born before April 21, 1995 or they furnish an adoption deed of the child in favour of some relative to serve as a defence. In such cases the Deputy Commissioners get the claim of the
member inquired by the competent authorities. The Deputy Commissioner, Fatehabad, Mr Anil Malik, has decided the fate of five such members out of a total of 26 complaints received by his office. In his orders dated January 19, 2001, Mr Malik disqualified Mr Subhash, a member of Badopal panchayat and Mr Mahabeer, a member of Ayalki panchayat under Sections 175 and 177 of the Haryana Panchayati Raj Act, 1994, for fathering a third child after April 12, 1995. Complaints against three others, namely Mr Attar Singh a member of panchayat samiti for ward 717 of the district, Mrs Jangiro, a member of the Hinjrawan Kalan village panchayat and Mr Jagdish, sarpanch of Bodiwali village for having a third child have been rejected as they were found without substance. A similar complaint against Mrs Parmo Devi, a municipal commissioner from ward member of the Fatehabad Municipal Committee has also been rejected by the Deputy Commissioner, complaints are still pending with the DC against Mr Sham Singh, Mrs Sukhpal Kaur, Mr Balwinder Singh, Mr Raji Ram, Mr Satnam Singh, Mr Kashmir Chand, Mr Bhag Ram, Mrs Muni Devi, Mr Phool Singh, Mrs Biro Bai, Mr Babu Ram and Mr Beg Singh, all panches, Mr Kalu Ram, Mr Om Parkash, Mr Bhagwan Singh, Mr Billoo Singh, Mr Sher Singh, Mrs Rajwant Kaur and Mr Satya Narain, all sarpanches and Mr Ram Krishan and Mr Des Raj, both member of the panchayat samiti. |
Former minister gets bail ROHTAK, Jan 22 — The Additional Sessions Judge, Mr Shiva Sharma, today granted pre-arrest bail to former HVP minister Jagbir Singh Malik in a case registered against him under Sections 306 and 34 of the IPC on December 24 last at the Civil Lines police station in Rohtak. Mr Jagjit Singh, Assistant Director, ITI, Haryana, and Mr Satyabir Singh, a retired employee of the Khadi and Village Industries Board, who are co-accused in the case, have also been granted pre-arrest bail on their furnishing personal bonds of Rs 15,000 each with one surety each to the satisfaction of the arresting officer. The Judge, however, directed the three petitioners to join investigation as and when required by the investigating officer by a written notice served at least two days in advance. The police has registered the case on a complaint made by Mrs Prem Lata that her husband R.S. Dalal committed suicide because of harassment and humiliation at the hand of Mr Malik, former Chairman of the Khadi and Village Industries Board, Haryana, Mr Jagjit Singh, member secretary, Mr Satyabir Singh, Mr Yash Parkash Goyal and Mr Jasbir Singh Poras. The complaint, which was submitted to the CJM and later sent to the police for registration of a case, said the deceased on his way to the hospital had told his wife that he had committed suicide compelled by the aforesaid persons by taking poisonous pills. The complainant further alleged her husband used to tell her that the
above named persons had made his life miserable by misusing their official position, that the former member secretary had slapped him (the deceased) in his office and had humiliated him, that all these persons used to intimidate him with criminal prosecution and had also got false cases registered against him. After the death of her husband during a search of the room the complainant found a six-page-long suicide note (dying declaration), written by her husband. She had reported the matter to the police but due to the influence of the former Chairman, who was a sitting MLA at that time, the police had not registered an FIR and had threatened her and her family with death. The defence counsel however denied the allegations contained in the FIR and argued that the deceased had
committed suicide because of his own domestic and departmental problems. He said his transfer from Jind to Chandigarh was ordered in public interest as there were several complaints against him about his indulgence in corrupt practices. An FIR under the Prevention of Corruption Act was lodged against the deceased. A departmental inquiry was also pending against him and the deceased had challenged his transfer but his writ petition was dismissed by the high court. The Additional Sessions Judge said the deceased had committed suicide on July 25, 1997, just a day after the dismissal of his writ petition by the Punjab and Haryana High Court. The matter was also investigated by the police earlier also but no connection was found between the suicide and alleged harassment of the deceased. “If such complaints are entertained they are bound to lower the morale of superior/controlling officers, because in that event no superior/controlling officer would dare to take disciplinary action against his subordinates. Whether the suicide note is genuine or not is yet to be seen because there is nothing on the file to show that this suicide not is in the hand of the deceased R.S. Dalal”, the Judge said. “This case has political overtones. The political rivalry looming large in the background has created some suspicion in the entire warp and woof of the prosecution case”, the Judge said while granting the pre-arrest bail. |

Dismissed cops to get
weightage: CM FARIDABAD, Jan 22 — The Chief Minister, Mr Om Prakash Chautala, has claimed the Sarkar Apke Dwar programme launched by his government had been a ‘success’ so far as it had been getting good response from the common man especially people from rural areas. He has announced it will continue even after the second phase of the programme was over. Speaking at a reception organised after the Sarkar Apke Dwar programme at Ballabgarh town last evening, the Chief Minister said this programme had been a novel movement launched by his government to come close to the common man who had voted the government to power. He said by this method not only problems of the public are solved but it also provides a regular check on the performance of the officials. In the third and fourth phases of the programme, he said, he would go to each assembly constituency to see the development work and ensure the proper implementation of the announcements made in the earlier programmes. He said while his government had made several promises only a few remained to be fulfilled. Claiming that his government had been trying hard to usher in a new era of development, he apprehended that opposition to the “ongoing change” might cost him and his government dear but added that he was ready to sacrifice his government if the change brought speedy development. Expressing sympathy with the 1600 “dismissed constables of the Haryana police, Mr Chautala said his government would give some weightage to these cops in the selection process to be launched on the directive of the Supreme Court. He, however, declared his government would try to recover the money alleged to have been taken as “bribe” in selection of the “dismissed” cops. He said corruption had been the main enemy of his government and claimed that not a single paisa has been taken for the recruitments done during his tenure in the past one year. Earlier, representatives of about 69 panchayats and six urban wards met the Chief Minister and told him about their grievances. A majority of the problems were of similar nature. However, there were many people who were unhappy over the way the programme was being held. Several of them were allegedly not allowed to go inside the hall by the policemen standing at the gate. Some of the persons who were physically handicapped also failed to get a chance to talk about grievances as they were told that personal or individual problems could not be presented at the programme. Some senior citizens also were not allowed to meet Mr Chautala. |

Chautala’s meeting
violates Sec 144 FARIDABAD, Jan 22 — The holding of the much publicised Sarkar Apke Dwar programme at Ballabhgarh town in the district yesterday ‘seems’ to have grossly violated Section 144 imposed by the district administration a few
days ago. The district authorities which were perhaps not aware of this fact had invoked the imposition of this Section to tackle the possibility of any untoward incident taking place as followers of Sidhata Asharam Trust had threatened to organise a public meeting at Ballabhgarh on January 21. This programme coincided with Sarkar Apke Dwar function the same day and at same place. The followers of the trust did not hold any such meeting as they decided not to violate Section 144. They instead held a congregation inside the temple complex. The complex was surrounded by heavy police force which remained stationed there till the evening. It is learnt that the police was ready to arrest the followers if they dared to violate Section 144. On the other hand, a large number of persons assembled at the venue of Sarkar Apke Dwar programme at Panchayat Bhavan in Ballabhgarh while Section 144 was still in force. Not only this, a large number of residents of Ballabhgarh town and nearby areas
assembled at the office of Mr Rajender Beesla, MLA, to take part in the function which had been organised in honour of the Chief Minister. While this was perhaps not in the knowledge of the Chief Minister and other officials but several residents were surprised over it. The Deputy Commissioner, Mr S.C. Jain, was not available for his version in this connection. |

‘Involve panchayats in family
planning’ CHANDIGARH, Jan 22 — Haryana Finance Minister, Sampat Singh, today stressed on involving panchayats in spreading the message of small family now implying single-child per family. Mr Sampat Singh was speaking at the one-day state level workshop organised by the population foundation of India alongwith UNICEF. The workshop was organised for sharing the outcome of a two year project which had been organised by the Population Foundation of India in which training was imparted to members of panchayat raj institutions at all three tiers in Haryana under the project “Empowerment of Panchayati Raj Institutions in Haryana”. The training programmes covered 63,103 members of 19 Zila Parishads, 114 Panchayat Samitis and 6017 gram panchayats. The Minister said that the message of population control should be made to reach the masses through panchayat raj institutions. The notion that people believed in regarding children as additional manpower should be corrected as this also led to gender ratio problem prevalent in Haryana. Another reason of low female ratio in Haryana was the feudalistic character of the state now undergoing positive change added the minister. The minister said this problem could lead to exploitation of women further for which the state was making efforts by promoting education in the state, so much so that the management of primary and middle-level schools was also going to be vested with panchayats. He also requested the NGOs to come forward and assist the government in the development of the state and also suggested that the panchayats should contact some of the progressive persons of Haryana but now living in other states to adopt villages of their origin for promoting development work there. The minister also gave away certificates of recognition to the implementing agencies for commendable work in imparting training under the said project. These included Chaudhary Charan Singh Haryana Agricultural University, Hisar, Maharshi Dayanand University, Rohtak, the Family Planning Association of Yamunanagar, New Delhi and Panchkula, Uthan Institute of Development and Studies, Yamunanagar and Spandana, New Delhi. Mr Hardep Kumar, Director Panchayats, Haryana presented an overview of panchayati raj institutions in the state. He was followed by observations by chairmen of the Rohtak and Yamunanagar zila Parishads. Dr K. Sriniwasan, Executive Director of the Population, Foundation of India, enlisted recommendations — the outcome of the two-year project. Dr Richard H. Young, Senior Adviser, Child Rights, Unicef, Mr P.P. Hardhar, Under Secretary, Ministry of Rural Development Government of India, Dr Bharat Ram, Chairman, PFI, Justice Lila Seth, Board Member, PFI and Mrs Shubhra Singh, Ministry of Health and Family Welfare, Government of India were also present. |

Are tuitions a drain on the home
budget? AMBALA, Jan 22 — Examinations are round the corner, which makes this season a busy one for tutors. However, a recent IT raid at a local tutor’s residence has brought into sharp focus the fact that certain tutors have minted money from tuitions. While tutors claim that they are fulfilling a need, parents contend that there is no alternative to tuitions since adequate attention cannot be paid during normal classes, which can be crucial when a student is taking the cut-throat competitive examinations. The head of institutions, on their part, are of the firm opinion that the menace of tuition must come to an end. Among others, the code of professional ethics for teaching personnel includes “they must not indulge in tuition work. Check may be done in collaboration with the Income Tax Department”. The Principal of GMN College, Mr I. D. Shukla, opined that a teacher loses moral authority once he links teaching with purely financial considerations. “If a teacher loses the sheen, then the authority over the student is considerably diminished,” he said. “Tuitions today have become the race for numbers of how many students a tutor can teach. This race is detrimental to the health of the institution. In effect, tuition weakens the whole system,” he said. Mr Shukla said that a way of checking tuitions is to make immediate superiors accountable and if proof is found then strict disciplinary action should taken. Dr Deshbandhu, Principal of SD College, Ambala Cantonment, said the menace of tuitions definitely needs to be checked. “Tuitions are mostly for 10+2 class students,” he said. He said “Right now we are following two systems of examination — one is Board’s annual examination, and the second are the various competitive examinations. We need to follow only one system of examination. In school a student prepares for the annual examination, and to prepare for competitive examinations, he has to go to tutors,” he said. “Things have now come to such a pass that there are shops in form of coaching centres,” he added. Dr Deshbandhu suggested that another method of checking the menace is by having only one syllabus for the annual as well as competitive examinations. “If the syllabus is the same, then the student will not have to go here and there,” he said. “My personal opinion is that for tuitions, teachers, parents and students are equally responsible. Parents take pride in saying that my child is undertaking three tuitions, which is not healthy. Frankly, tuition is a social evil which must come to an end,” Dr Deshbandhu said. Haryana College Teachers Union general secretary, Sudarshan Gasso said that the issue of tuitions is inter-connected and inter-dependent. “The government has not been able to provide economic security to teachers. Our long-pending demand for updated salary is still to take effect,” he said. “I would like to stress that among the teachers, moral responsibility should
definitely be there,” he said. “A method for checking tuitions would be to provide adequate coaching in the school and college itself so that the student does not have to go anywhere else,” he added. A tutor, who takes a large number of batches, said that tuitions fill a gap in the education system. “One thing is clear that we do not force anyone to come to us. Students come on their own,” he said. He said that the system of tuitions has developed because parents and students feel the need for it. “We do show results. After all, if a student taught by us passes a competitive examination, we also get the credits,” he said. He justified the high fee on account of hardwork which is put in by them and the attention paid to the students. The parents feel hapless, “I don’t feel any reason for tuitions for my son but I am worried that he may not pass the engineering examination if he does not put in that extra effort. To ensure that I do not regret later, I have myself enrolled him in three tuitions,” a parent, Mr Harjeet Singh said. He admitted that tuitions are a drain on his home budget. “As it is only a question of one year, I am prepared for paying that extra amount to tutors,” he said. A student who takes tuitions said:

Councillors revolt against civic chief SONEPAT, Jan 22 — As many as 16 out of 31 municipal councillors of the Sonepat Municipal Council have revolted against the Chairman, Mr Satyapal Goel, and warned that if he did not change the style of his functioning, they would be forced to elect a new Chairman through a no-confidence motion. According to informed sources these councillors include the Vice-Chairman, Mr Ashok Arora, Mr Ashok Chhabra, Mr Faqir Chand, Mr Narinder Dahiya, Ms Santosh, Mr Ashok Dhankar, Mr Jagdish Khari, Mr Satya Narain and Ms Shakuntala Devi. They also held a secret meeting in the PWD (B&R) rest house here yesterday and discussed problems being faced by people in their respective wards. They also
reveled serious charges of corruption demanded malpractices, favouritism and nepotism against the Chairman and demanded a high-level probe by the state government. As soon as the Chairman got the information about the meeting of the councillors who had revolted against him, he rushed to the rest house and pacified the rebels. The Chairman is understood to have assured these councillors that he would remove their grievances and take them into confidence in running the civic administration. Meanwhile having failed to get adequate funds from the state government for the development schemes to be executed in the city, Mr Goel and certain other councillors having their loyalty to the INLD chief and the Chief Minister, Mr Om Prakash Chautala, called on Mr Kisham Singh Sangwan, a BJP MP and a strong critic of Mr Chautala, yesterday and sought his help in getting special funds to pull out the municipal council from the ongoing financial crisis after the abolition of the octroi duty by the state government. The members of the delegation demanded a share from MP’s development grant for the development schemes particularly in the slum areas of the city. Mr Sangwan, however, pointed out that only the Haryana Government could approach the Centre for getting adequate funds. He also assured the members of the delegation that he would do his best to get necessary funds sanctioned from the Centre. |
1,29,303 kids given
polio drops KAITHAL, Jan 22 — During the third and the last phase of the national pulse polio campaign 1,29,303 children in the age group of 0-5 years were administered polio drops at 484 centres established in different parts of the district yesterday. According to Dr Mahaveer Singh, Deputy Commissioner, 101.6 per cent and 96.5 per cent targets have been achieved in the urban and rural areas, respectively. Mr Ajay Chautala inaugurated the campaign here when he administered the drops to a child at a camp set up by the local Rotary Club. SIRSA: As many as 1,35,116 children have been administered the drops here in the district. According to the District Civil Surgeon, Dr
M.K. Majithia, 33,153 children have been given drops in Sirsa, Dabwali, Rania and Ellenabad cities, while in the rural areas 1,01,963 children have been given the drops. Nearly 14 per cent population of the district comprises children under the age of five. |

Three-year-old girl dies of polio? FATEHABAD, Jan 22 — The health authorities and WHO team for the pulse polio programme are still gropping in the dark about whether Reeta, a three-year-old girl of Kalotha village in the district who died on December 22, 2000, died of polio or some other disease. Dr Sanjay Bhatnagar, Surveillance Medical Officer of WHO, who looks after the five districts of Haryana, including Fatehabad, visited the place on Saturday and collected all records regarding the treatment given to the child. The victim had undergone treatment at private hospitals at Rattia and Fatehabad. The sources revealed that the WHO team were finding it hard to reach a conclusion about the cause of her death, because of doctor’s negligence attending to her to collect samples of her stool. The sources added that though the doctors collected two mandatory samples of the child’s stools on two different dates, the doctors failed to store the first one properly. To cover this faux pas, the second sample was sent to Kasauli for test. But it could not be treated and the analyists from Kasauli informed the health authorities here that the samples contained less than the minimum 8 gm of stool that was needed. The sources further said it was only after the reports of the tests were received that the WHO review committee was able to categorise such cases into “wild polio case”, polio compatible case” or a non-polio compatible case”. In case of “wild polio virus” cases, the authorities not only have to take special measures to ensure proper security around the area where the victim resided, it also has to find where the authorities lapsed and how. In the absence of all these all efforts of the department can come to a
naught. |
Probe ‘annulment’ of
1,600 Haryana cops ROHTAK, Jan 22 — The Haryana Police Association has demanded setting up an inquiry commission to probe into the recent ‘annulment’ of the appointments of 1,600 cops. Charging the then government and senior police officials of taking bribe for recruiting the cops Mr Rajendra Singh Tomar, state General Secretary of the associations, said the recruits should not be held guilty. He said members of the selection committee and the bigwigs should be punished as they were equally involved in the offense. Moreover, he said the loss suffered by the cops should be recovered from the ‘actual’ defaulters to check the malpractice. Mr Tomar suggested that a police recruitment board be set up and the policy of the Delhi Police Recruitment Board be adopted to reduce the corruption and political interference in the selection process. Describing the recent orders of the state government to open the bank accounts of the police personnel for disbursement of their salary as impracticable the leader of the association said it would put them in great difficulty as there was no permanent policy of their transfers/postings. The association has convened a meeting of its office-bearers here on January 28 to discuss the issue. |
1134 development projects completed SIRSA, Jan 22 — As many as 1134 development projects out of the total of 2168 initiated in the district have been completed in the first phase. This was disclosed by the Deputy Commissioner Amit Jha at a Sarkar Apke Dwar programme. According to the Deputy Commissioner, 433 projects have been sanctioned under the Haryana Rural Development Fund. Sixtysix projects are being completed at a cost of Rs 1.85 crore under the Guaranteed Employment Scheme. Two projects will be completed at a cost of Rs 55.59 lakh under the Panchayat Raj Scheme. Mr Jha said under the Rajya Sabha MP developmental fund, Rs 19.97 lakh would be spent on 32 different projects, whereas under the Lok Sabha MP developmental fund 17 development works were in progress. Nine projects under this scheme to be completed at the cost of over Rs 16 lakh had been forwarded to the authorities for sanctioning, he added. He said work on 13 projects under the programme of decentralisation of the government was going on. He said in the second phase of the Sarkar Apke Dwar, 3 projects to be completed at a cost of over Rs 4 lakh had already been sanctioned while 117 projects involving a budget of over Rs 3 crore were under process. |
Two lawyers get bail FARIDABAD, Jan 22 — The Additional District and Sessions Judge, Mr S.S. Lamba, today accepted the bail of two of the seven lawyers, who were arrested for misbehaving with and abusing a judge here. The bail application of the remaining five was rejected for the second time. According to information, the lawyers who have been released on bail are S.R. Jakhar and Dheeraj Adhana. One of the accused Surender Kumar Parasher, another accused, is still at large. The next date of hearing in the case is January 27. |

She said such persons were of use only during election. Asking the government to withdraw the move, she said more schemes and funds should be provided for the basic amenities to the residents of the slum areas. Activists of the Samata Party, the Hind Majdoor Kisan Panchayat, Lok Majdoor Sanghathan, Apravasi Haryana Vikas Manch and Anjuman-e-Islamia took part in the function and sought a policy regarding the slum areas. |

flayed over policies SONEPAT, Jan 22 — Mr Kishan Singh Sangwan, a BJP MP and Vice-President of the Haryana BJP unit, declared here today that the BJP would continue to oppose the anti-people and anti-farmer policies of the INLD government in the state. Talking to mediapersons here he said the conversion of the land meant for Asia’s biggest fruit and vegetable market at Rai into an industrial complex of the HSIDC was a betrayal with the farmers whose land had been acquired for the setting up of the market. He said this market would have served not only the neighbouring districts of Rohtak, Jhajjar, Panipat and Karnal but would have earned foreign exchange, by exporting fresh vegetables and other food products. He accused Mr Chautala of discriminating against Sonepat district in the allotment of funds and supply of canal water. Mr Sangwan also criticised the Chautala government for increasing the power tariff and demanded immediate withdrawal of this hike. Regarding the constituting of the gram vikas samitis, he said these would give rise to factionalism within the party in the villages. He added that the Central Government had started a survey for the construction of a railway line between Sonepat and Jind via Gohana. |

3 students injured in group
clashes AMBALA, Jan 22 — Three students were injured in two separate group clashes that occurred in different colleges at Ambala City and Ambala Cantonment here today. One of the students who sustained serious injuries was rushed to the PGI, Chandigarh. According to information the first scuffle occurred in a co-education college of Ambala City in which knives, iron rods and sticks were used. Some outsiders were also involved in the scuffle. Two students of the college Sanjeev and Gaurav were injured in the clash. They were admitted to the local civil hospital. The second clash occurred in a post-graduate college of Ambala Cantonment. In this scuffle one student, Vikka Singh, sustained serious injuries. Later he was referred to the PGI Chandigarh. The police has registered cases in this regard, but no arrests have been made so far. Meanwhile, students of a local degree college in Mullana today pelted stones at a bus which did not stop on being flagged down by the students. The bus driver was injured in one incident. The incident took place when the Haryana Roadways bus of the Yamuna Nagar depot was passing through Mullana. Some degree college students flagged down the bus, which, however, did not stop. Infuriated by this, some students resorted to stone throwing at the bus which led to the bus driver, Mr Jarnail Singh, being injured. |

Prisoner escapes, nabbed AMBALA, Jan 22 — A prisoner who was brought to Ambala from Amritsar by the GRP escaped from custody. However, he was later nabbed. A four-member GRP team had brought the prisoner, in an excise case, from Amritsar. Since the GRP lock up here is under repair, they had approached RPF personnel for keeping the prisoner there. RPF personnel on duty had asked them to get permission order from senior officials for keeping the prisoner in their lock up. Meanwhile, the prisoner managed to give the GRP team a slip. A team was sent to Amritsar which has reportedly nabbed the prisoner. |

‘Make’ hospitals
along highways trauma centres ROHTAK, Jan 22 — The Association of Surgeons of Haryana has demanded that district hospitals along the national highways in the state should be upgraded as trauma centres. Dr R.K. Karwasra, state president of the association, said here today that the move was essential so that serious patients could be transported quickly. He said the accident and emergency department of the PGIMS should be strengthened so that it could continue to function as a nodal centre for trauma care services more effectively instead of establishing another trauma centre at this place. He said it was essential for surgeons to update themselves with the latest technologies and it should be mandatory for them to attend surgical conferences at least once in two years. |

patrolling NARNAUL, Jan 22 — Mr V. Raja Sekhar, District Magistrate, has issued orders to all able-bodied adult males residing in the villages and nearby areas in the Mahenderagarh district to perform patrol duties at night. In a press note issued here today Mr Sekhar said that there was an apprehension of damage to life and the public property in the district with the intention to disturb peace and
safety of the public. |
